CANVASSING BY CIRCULAR. We suppose many of our readers, in Carnarvon- shire, Cardiganshire, and other parts of Wales, re- ceived circulars during the last election, requesting them to fill up and return a form something like this BLANKSHIRE ELECTION. 1874. No on the Register. Sir,—It is my intention to vote for at the ensuing election. I I am, yours faithfully, Signed Address To Messrs Blank. Such a form, received by an elector, lies before us it is obvious that a more ingenious contrivance for evad- ing the secret operation of the Ballot Act CO'Id not be designed. The same circular, we ?i.g aware, was sent out in the days of open voting, but there was far less objection to it then, although it was calculated, in those days, to secure the votes of tenants and servants on the side of landlords and employers. The way in which the system works now is simple enough. The circulars are sent, of course, to Lord DASH s tenantry and Mr JONES'S employes, as well as the rest of the electorate, and a careful watch can be kept as to whether the tenants and the employes reply. If they send the answer expected of them, their landlord or employer must be satisfied, for he cannot carry on his enquiry as to whether the elector holds the novel views of a recent writer in this paper on the subject of political promises. If, however, there is no reply, silence is taken as equiva- lent to a refusal to vote for my lord's candi- date, and we do not know what will lie the result. This method of canvassing was employed by both par- ties in various constituencies at the late election indeed, if it is used by one, it is almost impossible to ask the other to dispense with it. There can be no doubt, however, that the suspicion with which the Ballot was regarded was greatly increased by the knowledge which each elector possessed that his landlord or employer knew lie had received a circular and would know whether and how he had replied to it. It is scarcely possible to abolish canvassing altogether, but canvassing by means of this kind is indefensible and ought at once to be put an end to. There is no reason why it should not be made illegal to request an elector to state in writing how lie intends to vote. The request reduces the Ballot to a farce just in those cases for which it was intended and re- quired, because the tenant who wishes to vote ngaftfst his landlord must either send no reply, and run the risk of the consequences, or promise, against his will, in writing, to support his landlord's candidate. It is monstrous that when the law dearcos secret voting it should be violated in this way, and we hope some of the Welsh Liberal members will bring the matter before Parliament during the present session. We cannot hope for an immediate amendment, but the evil is so plain that we believe the country and the House of Com- moas would eventually recognize and remedy it. ¡ The Welsh Liberal members cannot hope to do much for some time in their own particular department- ecclesiastical legislation—but the subject we have called attention to is one which seriously affects Wales as well as the rest of the kingdom, and Mr OSBORNE MORGAN or Mr DILLWYN cannot be more usefully employed than in compelling the House to listen to a description of the way in which its decrees are violated by those who helped to pass them. ) mp

Some weeks ago we called the attention of the inhabitants of Borth and Machynlleth to the im- portant fact that Rural Sanitary Authorities have power to drain towns and supply them with water wkere these works are deemed to be necessary, and we then urged the ratepayers of those ptaces to adopt the Local Government Act which would give them a representative body, in preference to allowing drainage and water works to be carried out by the Guardians, who, it is unnecessary to point out, represent the whole union and not any one place in particular. By referring to the pro- ceedings of the Aberystwyth Rural Sanitary Authority reported fully in another column, our readers will see that the people of Borth have now only one way of avoiding the unpleasant necessity of having their money spent by a body which does not represent the inhabitants as a Local Board would represent them. Action should be taken at once with a view of placing Borth under the Local Government Act or it will soon be too late, as far as this work is concerned. Rural Sanitary Authorities are armed with extensive powers, and the putting of those powers in oper- ation is simply a question of time, as there can be no doubt that drainage works must be carried out in the places mentioned in the report to which reference has already been made. We believe the Sanitary Authority will do their best to carry out the necessary works economically and efficiently, but it would be much more satis- factory to the people of Borth and also to the Sanitary Authority if the ratepayers would take the work into their own hands, a course which is not practicable perhaps in some of the smaller places. The circumstances of Machynlleth are similiar to those of Borth, the only difference being that the Machynlleth Sanitary Authority has not yet dealt with the question of draining 0 towns and villages, but the work cannot be much longer delayed, and it is exceedingly desirable that Borth and Machynlleth should face the diffi- culties of their position, and resolve whether they will manage their own affairs, or leave them in the hands of authorities who would no doubt gladly welcome any movement that promised to relieve them of duties which it is almost impos- sible to discharge with satisfaction to those most deeply interested.

CARDIGANSHIRE SESSIONS. It is to be hoped that at the forthcoming 0 sessions at Aberayron the question of transacting the county business at Lampeter will be brought 0 forward so that the resolution long since arrived at by the magistrates may be carried out. The inconvenience caused to magistrates, witnesses, solicitors, jurymen, and others, by the present arrangement, is so obvious that it cannot be necessary to adduce any arguments in favour of removing to a more central place like Lampeter, especially as railway communication with Aber- ayron is not likely to be obtained, at any rate for many years to come. The members of the Bench suffer equally with the public as regards incon- venience, but they are better able to bear the pecuniary loss than many of those who are com- pelled to neglect their business in order to attend the sessions, and it is also optional with magis- trates whether they attend or not. Indeed it, speaks highly for the county gentlemen that they travel many miles in all sorts of weather, four times a year, in order to discharge a public duty under circumstances by no means as favourable as they might be. We are sure, in hoping that some steps will be taken to remove the sessions to Lampeter, we are giving expression to the desire of a large majority of the inhabitants of Cardigan- shire.

ABERYSTWYTH AND MUSIC FOR THE SEASON. It is one of the drawbacks of all human efforts, however disinterested, and however successful they may be, not to give satisfaction to all, and it is not surprising therefore that a few people in Aberystwyth grumbled last season at the arrange- ments made, and successfully carried out, with the Tyler Family Band. Some of the irreconcil- ables grumbled that the band played on the pro- menade pier, forgetting not only that thirty guineas was paid fer the privilege, but that the pier is almost as indispensable to the success of Aberystwyth as the sea itself; others objected to the concerts being held in the beautiful concert hall at the Queen's Hotel, ignoring the fact that the room was given by Mr BALCOMBE, and that it would have been almost impossible to have achieved success had it not been for the generous assistance rendered by that gentleman in this respect. A few were dissatisfied that the band did not parade the streets, and others complained because there was nothing much to find fault with. The percentage of grumblers was, after all, insignificant, and, mos*; important fact, visitors were universally pleased with the 1 conduct and performances of the band, and with the arrange- ments made by the committee. In some respects last year's venture was undoubtedly a hazardous one, and it is eminently satisfactory to know that there is a balance in hand of something over and yet we cannot say that the inhabitants exceptionally generous either in their subscrip- tions towards the band fund, or their support of the excellent concerts which were given from week to week. We all know how well success succeeds, and we think the resolve of the Band Committee to engage the Tyler Family Band for the forthcoming season will meet with ap- proval as nearly unanimous as can be hoped for. We are again to have the concerts, and more of them, which added so materially to the funds last year, the old collector too, has been reap- pointed, and we trust his efforts among the per- manent residents of the town will meet with a greater degree of success than last year. It has also been resolved to prepare a statement of ac- counts, an abstract of which will shortly appear in our advertising columns. We think one or two of these concerts might be set apart for the purpose of obtaining funds towards the purchase of a thermometer and other meteorological in- struments for the town, unless the inhabitants will subscribe the necessary amount without fur- ther delay but whether this is done or not we sineefely trust that the labours of the Band Com- rnittee will be rendered as light as possible bv the hearty co-operation of the inhabitants generally, as all the residents are equally inter- ested in giving yisitors pleasant impressions of this popular resort.

FISH, LEAD, AND AGRICULTURE. J From time to time efforts have been made to grapple with the pollutions of the rivers and streams in the neighbourhood of Aberystwyth by refuse from lead mines, but practically nothing has been done, and it is well known that Aber- ystwyth suffers very considerably as an attractive place for visitors in consequence of there being no fish in the rivers. Whenever this question is mooted, it is said that Aberystwyth gains more by the mines than it looses by the absence of anglers, but a complete answer to this argument. if argument it can be called, is that by a compara- tively slight expenditure of money and by the exercise of simple well-known precautions the rivers cculd be purified, so that they could be stocked with fish, and the yield of lead would be actually increased instead of being diminished. We are fully aware that to venture to suggest anv y 0 alteration in the present slovenly and wasteful methods of ore-washing in this country is to lav oneself open to a charge of ignorance, as mine owners and agents look upon themselves as a class of people who should not be interfered with in any way, however much loss their operations may inflict upon the community. Thousands of tons of rubbish have been tipped" directly into the Ystwyth and the Rheidol, causing the poisoned waters to overflow good land which is thus ren- dered worse than useless, as many farmers can testify who have the misfortune to reside in those valleys, whose natural fertility is either totally destroyed or greatly reduced. Year by year the rubbish from the mines is washed lower and lower down the rivers, and unless the practice is put an end to the harbour at Aberystwyth will ultimately be filled with it. We shall on another occasion have something to say about river em- bankments, but at present we wish to direct at- tention to the desirability of the landowners, taking steps to secure a fair trial of those plans for purifying mine water which have resulted in so complete a removal of all deleterious matter from the water before it enters the rivers that fish thrive in close proximity to the mines. Every landowner and farmer in the district is interested in this question, and when it is once fully realized that the purifying of the rivers will increase the royalties from the mines, we presume the present system will speedily come to an end. The in- habitants of Aberystwyth have a peculiar interest in bringing about an alteration, and whatever may be said to the contrary, there can be no doubt that on the Continent lead mines are worked without either waste or other evil consequences, such as the destruction of fish and the poisoning of land. There are gentlemen in the neighbour- houd who are prepared to carry out the necessary works, and we should very much like to see a trial made at one of the high mines, so that the scheme could be put to a practical test which everyone could understand and afterwards, it is reason- able to think, opposition would die out, as it would be impossible to maintain a system so pregnant with evils as that which now prevails in the face of a cheap and effective plan in actual operation. We expect to be told that nothing can be done, but as so much has been done recently that was considered to be impossible, we shall not in this instance believe in the cry of impossible," at least until an honest effort has been made to carry out the plans which are said to have accom- plished in other places the end we now desire to see achieved in Cardiganshire.

We note another county court appointment—this time in Derby -shire-and not of Mr HOMERSHAM COX. Mr OSBORNE MOBGSAN will no doubt ask the Government, in the course of the present session, why WaJesis treated in this way. Mr Cox ought to bve been transferred to an Eng- lish circuit long ago, and a Welsh judge appointed to succeed tim. During his recent illness, the advantage of having cases heard by bis deputy, who understood Welsh, was apparent to everybody. Our readers will see from an advertisement in another column that a registry office for servants has been opened in Aberystwyth for that town aud the surrounding district, This will be a great convenience and we now see a prospect of doing away withering fairs, thj demoralizing effect of which is unquestioned. Mr JAMES LLOYD, who for the past fifteen months has ably filled the responsible po. i:ionof Irspector of Nuisances for the Machynlleth Rural Sanitary Authority, does not intend to seek re-election on the expiration of his term cf office. He has dischatged his duties in a way that has called forth strong wonls of praise from the members of the Sanitary Board, and: he has done all he possibly could to improve the Sanitary condition of the district. His task was an arduous one, and it is to be regretted that his fuitber services could not be secured, as much still remains to be done. The members of the Sanitary Authoiity expressed their willingness to give Mr LLOYD any assistance in thtir power towards getting any other appointment he migt seek. Mr HENRY RICHARD, M.P., attended a soiree at the City Terminus Hotel on Wednesday, iind gave an account of his Peace Mis<ion to the Continent. He said he had gone to work with grave apprehensions that he might have to en- counter coldness, scepticism and scorn as he went through Europe, but it was not so. Everywhere he was received with open arms as the friend a,,d apostle of justice. After giving an account of his journoy the hon. gentleman went on to say that he had come back from his tour in Europe with a strong conviction that there was diffused through society in all parts of the Continent an intense abhorrence of the war system and a longing Lr deliverance from it. Other- wise how could they account for the reception he, until then a comparatively unknown man, had met with? In conclusion, he Ea;d that it was a formidable enterprise in which they were engaged, but he durst belhve that those that were for them were greater than these that were against them. Reason, justice, humanity, and religion were on their side, and in spite cf obstacles and obloquy, some of them were determined to work in this cause to the latest breath of their lives. (Cheers.) It is difficult to know what to believe in the reports from Bengal. Let us hope the Times correspondent, who tele- graphs that the provision for relief is now so ample, that no adult need die of starvation, is correct. It is pathetic to hear of the children dying. Of course it is amongst them that the chief mortality must b* feared. The AVnantee troops are to ba revieved in the Home Park, Windsor, next Monday.
