AGRICULTURAL NOTES. BY A PRACTICAL FARMER. CATTLE AND SHEEP LAST YEAR. The increase in cattle last year was 122,000 over 1897. Of this increase, perhaps, the moat satisfactory feature was the augmentation of tht "M number of young stock under one year oi l, which was noticeable in the English and Webh breeding counties. The cow stock of the countiy is again at a level higher than in any year sime 1892, although both in the aggregate, and still more in relation to the population. The addition in the past year to the cows and h-ifpr- io Great Britain amounted to 2-2 per cent., and that of other cattle over two years to 4'4 per cent. Looking backwards, however, over a longer series of years, and summarising the cattle returns of Great Britain since 1871, the increase in the number, whether of cows or of other cattle, has not, it is seen, been commensurate j with the increase of population. Although there was an increase last year in slu ep, the number was still under that of the year 1893, and less by 2,000, .0 than the number returned in the two immediately preceding years. The numbers now however, are larger than the average for the decade 1881-90. In each year since 1895 there has been an increase in the number of ewes kept for breeding. Con- siderable variation was shewn last year in sheep, Cumberland exhibiting an increase of 5 per cent, on the previous season, while Surrey shewed a decline of 9 per cent. Pigs are still going up in numbers, but are still oonsider- ably below the numb rs in 1895 and 1896. FARMERS AND MARKET REGULATIONS. It does not do for corporations to make regula- tions in regard to cattle markets which are opposed to the interests of farmers: The Corpora- tion of Hull have just enforced new regulations which are opposed by the auctioneers and farmers, and the result should be a warning to other towns not to go and do likewise. The action of the Town Council has led to the opening of three new markets at Beverley, Driffield, and Withernsea. The success of the new ninvenvnt has been very marked, for at both Beverley and Driffield there was a large attendance of buyers, whose demand greatly exceeded the supply. M;my intending purchasers had to return from Beverley without beinsz able to buy any beasts, but the auctioneers stated that steps would be taken to prevent such an occurrence in future. The Driffield market bids fair to be a success. On the other hand the Hull market was deserted by farmers, several of whom hnve expressed their determination to send no more stock there while the present regulations are in force. The few farmers who were present attended out of curiosity and not to trade, while the cattle and sheep on offer was about one-fifth and one-third res- actively of the usual average. The animals that came under the hammer were sai 1 to have been purchased by members of the Hull Butchers' Association, and were sent for the purpose of making a show. Some members of the corporation who visited the market during the day expressed the opinion that a mistake had been made in insisting on the ik W regulations. For many years past the Monday fat stock sales at Hull have been looked upon as the best in Yorkshire, and buyers have attended from long distances to make purchases. Those who have been long connected with the market are strongly of opinion that the new regulati ns of the corporation, which came into force recently, will go far towards killing this im- portant market. Other corporations please note. AN OLD BREHD OF SImEP. Oiie of the oldest breed of sheep and one of the most celebrated, eighty to one hundred years ago, has well nigh suffered extinction, but there is still a change that it may see better days again. This is the Ryeland, which was un- surpassed for its wool. The genuine Ryeland was a small polled sheep with white face, the wool growing close around the eyes. The legs were small, the bone light, and the carcase round and compact. The fleece averaged lilb. to 2 £ lb., and the weight of the wether per quarter was 141b. to 161b. This breed was extremely hardy, patient of hunger, and capable of thriving on very scanty fare. The breed was crossed with Southdowns and also Merinos, but without advantage. Latterly, Herefordshire has been invaded by the Shropshires, and it was at one time thought that the Ryeland had become extinct, but a writer remarks that this was a mistake, as there are still some thirty flocks in existence. In its present form the breed is com- pact and hardy, and fattens readily when liberally fed, up to 201b. per quarter at twelve to fourteen months eld. Pure bred lambs and also crosses by a Ryeland ram on ewes of other breeds, are liked by the butchers. The sheep have white faces, are polled, and have a tuft of wool on the forehead. The fleece where the sheep are well kept weighs 71b. to 81b. on an average. The comparative immunity from foot rot which these sheep enjoy is also in their favour. BUTTKB AND MARGARINE. As some misconception appears to prevail regarding Clauses 8 and 16 of the sale of Food and Drugs Bill which limit the amount of butter in margarine, and impose the penalty of three months hard labour in the case of repeated offences of fraud, a short explanation seems necessary of the reasons which led to these two clauses being inserted in the bill. Clause 8: The object of this clause is to draw an equitable line between the varying demands made. (1) That the prohibition of admixture of butter with margarine should be absolute. (2) That the admixture of butter with margarine should be unrestricted. (3) That all such mixtures should be sold as "mixtures." The law, as it now stands, provides that any substance, whether a compound or otherwise, prepared in imitation of butter, and whether mixed with butter or not, shall not be lawfully sold except under the name of margarine. It has been shewn that the best margarines are made with milk or cream, and that in the churning, a process of the manu- facture, butter-fat in amount varying up to a minimum limit of 6 per cent. is produced and retained in the finished article. To this extent the mixture of butter with margarine is a per- fectly legitimate commercial operation, to inter- fere with which would he to affect the production of a wholesome and necessary article of food. On the other hand, it is intended to prohibit the admixture of butter-fat with margarine in excess of that which, under a safe working maximum limit of 10 per cent., can be absorbed by the oleo in the process of manufacture of margarine. The reason for this limitation is founded on the fact that, from all the evidence obtain- able on the subject, it has, bey nd any doubt, been proved that, under present conditions; compounds of margarine and butter, which under the existing law, are required to be sold as margarine, are offered for sale either as butter, or under cover of fraudulent descriptions, in direct contravention of Sections 3 and 6 Margarine Act, 1887. This clause is based, there- fore, on the distinction that it is felt ought, and in equity must, be drawn in the interest not merely of the consumer, but in no less degree of the honest producer and trader, between the opposing interests of the manufacturer of pure butter and margarine, and the purveyors of mixtures. Whilst allowing full scope to manu- facturers of margarine in the prosecution of a perfectly legitimate industry, and the production of a nutritious and palatable article of food, it seeks to prevent the continuance of a commercial operation which has grown into what has been described as a scandalous blot upon the trade, and of which there is strong evidence to prove offers a strong temptation to fraud and has led to widespread dishonesty. Clause 16: The liability to imprisonment to a term not exceeding three months, with or without hard labour, only applies on conviction of a third offence, and where in the opinion of the court the evidence shews that the offence was com- mitted by the personal act, default, or negligence of the person accused; and where the court is of opinion that a fine will not meet the circum- stances of the case. Overwhe!ming evidence was before the committee that the frauds perpetrated were so extensive, and the profits from such so large, that fines as a punishment were ignored by the worst offenders, and it was agreed in the committee by twenty-five votes against six that it ought to be within the power of the magistrates to inflict the penalty of imprisonment if a person was convicted of wilful and repeated fraud. SOIL MOISTURE. It is not difficult to understand how it is that with some kinds of crops, such as lucerne for example, more moisture mny actually be found in the soil near the surface of the ground than in the lower layers, where the roots are in full action. The excess of moisture in the upper layers of soil is explained by the fact that at the surface the soil is expose-i both by day and by night to the moisture which the leaves of the plants exhale, and that during the night there is an enormous deposition of dew upon the leaves, much of which trickles down to the ground and is held there. Not only is there more dew to fall in the moist air over the leafy plants than there is in the air over a bare fallow,, but since the radiation of heat from the leaf-covered land is greater than from the bare land dew begins to fall earlier in the evening upon the leaves.

Roqcker.1 ETCETRA.-Cornelius Sullivan, fireman, Upper Strand (15 previous convictions), was fined 20s. and costs for drunkenness.— Daniel Owens, 30, Brook-street, for playing pitch and toss in I Viotoria-road and not appearing to a summons, was fined 3s. or two days.—Richard Hayes, boy, Brynmelin-street, was charged with stealing a cycling outfit, the property of Mr. T. W. I Bellingham, Uplands. The lad was cautioned, and his father promised to keep a sharp eye upon I him. ASSAULTS. Sarah Jenkins, Orchard-street, was summoned by Mrs. Margaret Phillips (for whom Mr. Thompson appeared) for a^aanlt. It was alleged that defendant dealt Mrs. Phillips a slap on the face.—Fined Is. and costs, and an additional Is. and costs for using abusive language, or in default five days. AND ANOTHER.—Rosina Robins and Fredk. Robins. 18,! Earl-street, Hafod, were summoned by Margaret Thomas for a.^Bault.—The defence was that Mrs. Thomas and her witness (Mrs Mabbett) were the disorderly parties, and that Frederick Robins only intervened when his mother was getting the worst of a combined attack.—The parties were bound over. ALLEGED SHOPLIFTING.—Maud Charles, a single woman, living in Neath-road, Swansea, was charged with shoplifting at the establishment of Messrs. Edwards and Co., Oxford-street, Swansea.—Mr. Thompson appeared fOl. the defendant, a young woman of respectable I -ppearau ce.-E vid once was given to the effect that defendant visited the underlinen department and left with certain articles concealed under her jacket, which hung on her arm.—Mr. I Thompson said his client was a respectable woman, who was about to be married, and that she had quite another purpose in bringing the articles downstairs.—The Bench committed prisoner for trial at the Assizes, she having elected to be tried by a iurv. He was committed for trial.—Richard Thomas, of 3, Lcyson-street, was charged with having carnai knowledge of Rose Davies, aged 9. He was oommitted for trial. THE MATRIMONIAL SUIT.-The case of Norman v. Norman, in which a solicitor's clerk seeks to get an order to contribute towards the maintenance of his wife, dissolved because of her alleged adultery, again occupied the attention of the magistrates for some hours. The evidence was completed, and the decision will be given on Monday. WEDNESDAY. [Before Dr. J. G. Hall, Capt. Davies, and Mr. David Owen.] A few minor Borough cases were disposed of. COUNTY BUSINESS. MTSCELLANKUS.—David Davies, a Waunarl- wydd tinworker, James Davies, David Russell, Swansea, and John King, Clydach, were fined for drunkenness. Frank Squire, Christopher Rndge, and William Turner, were fined 10s. each for furious cycling. NEGLIGENT CYCLISTS.—There were several cases in which prosecutions were instituted by P.C. Morris against cyclists for neglecting to ring their bells prior to passing vehicles. The defendants all pleaded ignorance of the law, but they were ordered to forfeit 10s. each for their negligence. ALLEGED THEFT OF LINBN. Thomas Griffiths appeared to answer a charge preferred against him of breaking and entering Cockett House, the residence of Miss Susannah Erne-t, and tatealing a quantity of linen valued at X2, between the 4th and 5th day of May, 1898. A table-cloth and serviette were produced and identified by the prosecutrix, who valued them at £ 1 3a. 6d. Several other articles were still missing, the police having failed in their efforts to trace them.—The Bench committed the prisoner for trial at the forthcoming assizes, bail being allowed.

The following is the official weekly report:— PIG IRON.—Scotch Pig Iron has advanced 4s. per ton, Middlesbro' 3s. 6d. per ton, and Hematite 3s. per ton on the week, and the market shews a great deal of animation all round in all grades. It is evident that a great draw will be made upon the stocks, as it is reported that consumers who have been holding out against paying the advance are short supplied, and have now come on the market to such an extent as to greatly diminish thp. stocks immediately. FINISHED IRON AND STEICL.-This branch of the trade appears to be well supported, while weldable Merchant Bars are well in demand at the prices given below. The quotations for Tin Bars have been further advanced, and £ 6 5s. to X6 7s. 6d. is stated to have been paid for con- tracts, while for prompt delivery higher prices are demanded. Enquiries have been received from America for Tinplate Bars for export to that country, as the supply there is insufficient to keep their mills going. To what extent these enquiries will lead is impossible to say as yet. TiNPLATEs.-The shipments are slightly less than the receipts from the works, which may be attribnted to the detention of tonnage. Makers are holding out firmly for the advanced prices, which are scarcely equal to the extra cost in the manufacture if the present price of raw materials is taken into consideration. The whole of the works are well employed, and there is quite sufficient room for the restarting of the works that are now contemplated, as the demand for plates is greater than the present output can I provide for. GLAMORGANSHIRE RIFLE ASSOCIATION. APPEAL BY THE LORD-LIEUTENANT. The following letter has been sent to the Mail I should be glad if you would allow me,through the medium of the Western Mail," as president of the above association, to direct the attention of the public to the serious state of its funds. There is at present a debit balanoe of L-309, and the expenditure in connection with the forth- coming prize meeting in August will materially increase the debit balance. I feel certain it is only necessary to make this known to cause a hearty response (especially from the inhabitants of Glamorganshire), to be made to the appeal for financial assistance which is now being made by the association, as the impor- tant national character of the splendid work done during the past 38 years in improving the marks- manship of our Volunteers is well known. Conscription would have been one of our national features long ere this had it not been that the War Office authorities know that the Volunteers can be depended upon to do their duty whenever necessity arises but if our Volun- teers cannot shoot well they would be practically useless, and I have, therefore, every confidence that the appeal for funds now being made will be freely responded to by all who have the true spirit of patriotism and the interests of our self-sacri- ficing Volunteers at heart. This Company was formed in 1895 to acquire certain well-known businesses in South Wales, and to carry them on under the same management under which they had prospered for many years previously. Thq 6 per cent. preference shares rank in priority to the ordinary shares not only in respect of interest, which is well covered, but also of capital, and as the Company has substan- tial assets in the shape of freehold and long leasehold properties in the towns above named, they appear to be well secured, more especially as the last balance sheet shows that the Company had no less than C12,700 ca-h in hand, or more than 10 per cent. of its total capital, which indicates a strong financial position. But it is to the ORDINARY SHARES to which we would more particularly direct attention at the present moment. At their current price of about 20s. to 22". they not only yield a good return, but present the possibility of a substantial increase in capital value. For the first two years dividends of 8 per cent. per annum were paid upon them, and a reserve fund of £4,000 created. Last year business in the Company's district was temporarily disoxganised for several months by the protracted coal strike, and yet, despite this, about 7 per cent. was earned on these shares—a dividend of 5 per cent. being paid upon them, and £1,5Q0 written off goodwill. That such a result should have been obtained under such adverse conditions speaks volumes as to the inherent soundness of the business, and leads one reasonably to expect that the Company will enjoy its full share of the great improvement in business which has set in in South Wales since the strike ended last autumn. From enquiries we have made we understand that the Company is having a most prosperous year, as evidenced by the fact that an interim dividend at the rate of 6 per cent. has already been paid, and there is little doubt that a final dividend at the rate of 10 per cent. will be paid in December, making 8 per cent. for the year, and a substantial sum added to the reserve fund. But while the immediate outlook is thus essentially satisfactory, it should be noted that the BUSINESS IS ONE CAPABLE OF GREAT EXTENSION. A forward policy is being pursued in various directions. Already several new departments have been opened at the Company's Swansea dep6t with very satisfactory results and the Company's premises in this now flourishing town are being considerably enlarged and improved. At present these shares are not included in the Stock Exchange Official List, but an application for an official quotation for them will be made immediately, and as a special settlement has already taken place in them, the granting of the quotation is practically certain, and this in itself is likely to beneficially affect their price. CHORAL FESTIVAL AT SWANSEA. In delightful weather the annual church choral festival, in connection with the choirs of the archdeaconry of Carmarthen, took place in the new Parish Church, Swansea, on Tuesday at noon. The sacred edifice was filled to repletion on the occasion. In addition to the congregation, there were present about 200 in surplices, 750 1 members from the various choirs of the archdeaconry, and about 20 of the rural clergy. I Mr. Radcliffe, choir-master to the union, conducted with his usual ability, and Mr. C. A. Cook, of Christ Church, Carmarthen; and. Mr. Morgan, Swansea, deputy organist of St. Mary's, accompanied. The Rev. T. R. Walters, M.A., Vicar of St. David's, Carmarthen, intoned, the service being full choral. The Rev. H. Williams, M.A., of Lampeter Velfry, was the preacher of the day, &:id delivered a learned and appropriate discourse from the 19 Rev. of St. John, 3rd verse-" Alleluia." Although brief, the preacher gave an instructive historical view of the word and its importance, its rare appearance in holy scripture, its use amongst the Jews, and its significance through the aires as the .highest form of ascription in prayer and praise. The rev. gentleman then dwelt on the importance of the gathering of that day, and the claim which the Choral Union h&d on the churches of the archdeaconry. The singing throughout was bright and inspiriting, and the solo (by Mr. E. C. Evans, Carmarthen), and the TeDeum Anthem Praise the Lord," (by Bliss, M.A.) be;ng rendered with precision, fair time, and judicious expression. The offertory was in aid of the funds of the Choral Union. Mr. Ivor Morris, of Ammanford, accompanied the choirs to Swansea, and together with Mr. lies, churchwarden, and several of the sidesmen, rendered good service on the occasion. The choirs which attended were-Talley, Llandilo, Llansamlet, Burry Port, Laugharne, St. Marks, Ferry Side, Carmarthen (Christ Church). THE WATCHMAN'S NIGHT. Mr. Henry Wiggin, the Vestry night watchman, the hero of the foFowirg true story, resides at 2, Hartland-grove, Chalk Fitrm, London, where a £ t. Prancras Gazette representative found him one Saturday afternoon. Briefly put, his statement amounts to this For eight-and-twenty years (I am now 58) I have suffered from asthma, bronchitis, and indigestion and for the last ten years very severely. COL. JNO. ROPER WRIGHT, J.P. We cull the following from The Syren:- Born at Croston, Lancashire, our Headlight" this week is another of those sturdy North Country immigrants who have done so much for industrious Wales—the acquaintance of which country he made some 30 years ago. It was in 1869 that the late Dr. Siemens opened the Landore Steel Works, where Col. Wright had charge of the steel melting department. He begun his career, however, 11 years before that, as a pupil with the well- known engineering firm of Joseph Clayton and Son, Soho Foundry, Preston. After com- pleting his articles, our Headlight" went as junior draughtsman in the office of Mr. Cox, who was agent for Mr. C. W. Siemens, and was engaged in superintending the erection of the then new regenerative gas furhaces. When Mr. Cox retired, the subject of this sketch was appointed manager of the sample steel works at Birmingham, and carried out those experiments for the production of open hearth steel which led ultimately to the pre- sent vast production of Siemens steel. It was this connection which led to Mr. Wright going to Landore, but he did not remain there long. leaving the Landore Company to erect the Siemens plant of Messrs.Charles Cammell and Co., of Sheffield, and afterwards the plant of the Steel Company of Scotland. Follow- ing on this, and until 1877, he was a partner in the Panteg Steel Company. In 1878, he and his present partners, Messrs. Butler and Beck, founded the well-known firm of Wright, Butler and Co., who are the largest producers of Siemens steel in the Principality, the weekly output being over 2,000 tons. In ad- dition to their works at Gowerton, near Swansea, Colonel Wright's firm also own the Cwmavon Steel and Iron Works, near Port Talbot; whilst he is personally, also Chair- man of the Fairwood Tinplate Company Ltd., and a director of Messrs. Alfred Baldwin and Co., Limited, Pontypool. From a shipping point of view, Colonel Wright will appeal to our readers most as deputy-chairman of the Port Talbot Railway and Docks Company, of which enterprise he was one of the pioneers. He has been deputy-chairman of the Company since its formation, and to the task he has brought not only marked business capabilities but an unfailing courtesy and cheeriness of demeanour which cannot be too highly praised. That he should be connected with the Port Talbot Dock enterprise is only natu- ral in view of the large interests he has in the immediate vicinity of the harbour, and it must be a source of gratification to him to note the rapid strides made by the new port. Possibly, the chief pleasure to him will be that daily experience which falsifies the croaking predictions of those who, when the new dock was first mooted, talked so glibly of the bar, and the fearful seas which would certainly be experienced, whatever skilled engineering might attempt. Apart from his business connections, Colonel Wright is a man of importance in another-and, we believe, an unique—way, for he is the only volunteer officer ever given command of a militia regi- ment. His connection with the Volunteer movement is certainly a long one, for it is some 25 years since he first put the uniform on, but when he was given command of the Glamorganshire Artillery Militia in 1894, many men marvelled. Yet the ohoice was an excellent one, and Colonel Wright has proved himself as good a commander of artillery as of a huge commercial undertaking. In politics our H Headlight" is, we believe, a Conserva- tive, b4, we do not remember him ever having taken a;^ prominent part in political warfare.

THE UNIFICATION Of PARISHES.—At a meet- ing of the Guardians Committee re the above, a letter was read from Mr. D. T. Davies, one of the persons who had been engaged to obtain aig- natures for the Guardians' petition againft the proposed Unification of Parish-a, asking to be allowed a little more thar. the £10 agreed upon. His was a large district in which it was very difficult to obtain signatures. He had engaged six men, and had obtained 1,400 names out of a possible 3,800. Mr. Clement moved that Mr. Davies be paid £ 14 4s. He pointed out that in Clase Mr. Davies had obtained more "igonatures than had been obtained in the whole of Swansea town. Mr. John-ton seconded, and it was carried. Mr. Wm. Williams (Wern) asked what was the result of the canvas. The chairman (Dr. Gomer Lewis) said there would be a Govern- ment eiiquiiy. They had obtained sufficient sufficient names. The marriage arranged between Capt.Heywood Lonsdale and the Hon. Mabel Hamilton will take place at St. Margaret's, Westminster, London, on August 2nd.
