On the Previous occasion the match, which was played at 'enllergaer, resulted in a win for Oystermouth by 44 runs to 29. It was confidently expected, therefore, that Oystermonth would win easily on Saturday, considering (1) that it was on their own ground, and (2) that they had a very strong team out. The poor start made Lhy the visitors, who batted first, encouraged the sanguine hopes of the home partisans, several wickets falling at a trifling eost. When, however, B. Lewis, one of the first men in, who had been batting very cautiously, was joined by T. Rees, runs came more freely, and before these two were separated the score had been materially increased. Not long after Bees had been dismissed for a vigorous 13, the Tisitors were all out for 56. Oystermouth also opened their innings badly, but W. P. Gwynne stopped the rot very effectively. Although hitting freely, he gave very few chances, and was not dismissed until the visitors' total had been exceeded, and he had made 29 runs. Lewis for Penllergaer and W. P. Gwynne for the homesters. The former not only scored 25 runs in excellent style, but he was also successful with the ball, taking seven wickets for 27 runs. Gwynne gave one of the best displays of batting I have seen on the Oystermouth ground this season. He made a few faulty strokes it is true, but on the whole there was a degree of skill in defence, and of powerand judgment in his hitting which clearly demonstrated that he was in fine form. The chief honours in the Eton v. Harrow match, which resulted in a drawn game at Lord's on Saturday, belonged to the Harrow captain, Dowson, who scored 92 runs in the match without losing his wicket, and who took six Eton wickets in their first, innings. After him Longman, bearer of a famous cricketing name, Wyld, of whom great things are expected, Grenfell, Gilliat and Findley-a. wicket keeper of a very high class-are cricketers pretty certain to be heard of in the future. Undoubtedly the feature of Monday's play at Old Trafford, in the fourth test match between England and Australia, was the magnificent batting of Hayward on behalf of the home team. When the Surrey professional went in four of the best English wickets had fallen for 47 and with the memory of a similar and a fatal collapse at Lord's the circumstances were enough to try the nerve of the stoutest batsman. But Hayward's nerves have been subjected to a severe trial in every test match played this year. In the first match it was his partnership with Ranjitsinhji in the second innings which saved the game in the second his partnership with Jackson and MaoLaren staved off the innings defeat. In the third test match at Leeds it was his stand with Lilley which first put England into a winning position. The stand was repeated on Monday, when his wicket was the eighth to fall with the total at 324, to which he had contributed no fewer than 130. His innings lasted from half- past twelve till about twenty minutes to six. Deducting intervals, he was batting for about four hours and ten minutes, his hits including eighteen fours, five three's, and eight two's. A more masterly display it would be difficult to imagine. Thanks to this performance England had made 372 before being dismissed, and on the Colonials going to the wickets ouly one run had been scored for the loss of a wicket when play ceased for the day. FINE BATTING BY NOBLE. The collapse of Australia when play was resumed in the test match against England at Old Trafford on Tuesday was worse than the start of the home on Monday. On the opening day England had played a first innings of 372, and the Australians had for one run lost Laver's wicket. Though not so difficult as at the start of the match on Monday, the wicket on Tuesday morning, probably from the effects of dew, helped the bowlers, and of this fact Bradley and Young did not fail to take advantage. They bowled very finely indeed, and for an hour and twenty minutes met with such brilliant success that before half- past twelve the Australians had seven wickets down for 57. Worrall, who was missed at cover- slip by Brockwell before he had made a run, had his off-stump bowled out of tiie ground, his being the fourth wicket to fall. Gregory was out leg before wicket without having had time to become dangerous, and Trumper and Darling were clean bowled by Young in successive overs. With things at their worst, however, the game under- went a complete change. Noble found a most capable partner in Trumble, and in an hour and a quarter 82 runs were added for the eighth wicket, Trumble not being out until just after lunch. Then Iredale helped Noble to put on 56, and the innings, which had threatened to break down so badly, did not end till half-past three, the total being 192. In his 60 not out Noble hit nine 4's, two 3's, and four 2's. Affairs assumed an even better complexion, when the Colonials followed on, Noble and Worrall going in. When Worrall had made a single he was missed by Lilley standing back to Bradley's bowling, and very expensive the blunder proved. The subsequent batting was admirable, and 93 runs had been scored in a hundred minutes when Worrall was smartly caught at short leg. Trnmble was out at 117, and Trumper ought not to have made a run, Lilley making another mistake when standing back to Bradley. No other wicket fell, and at the finish the score was up to 142, so that the team had 34 runs to wipe off to save the innings defeat with eight wickets in hand. The batting honours of the day fell to Noble, who was 59 not out at the drawing of stumps, having contributed in all 119 towards the 338 made by the Australians. After a stubborn and determined game, the fourth test match ended in a draw, in favour of the Englishmen. Gloucestershire, mainly owing to the batting and bowling of Townsend, drew with Kent at Bristol, and Yorkshire at Leeds beat Leicestershire by an innings and three runs in a match in which the bowling of Brown of Darfield played a prominent part. At Lord's M.C.C. and Ground beat Worcestershire by 332 runs, a result which was in no small degree due to the batting of Murdoch, Captain Wynyard, Carpenter, and Storer, and the bowling of A. E. Trott. SAVING LIFE IN WATER. The simplest and most efficient methods of rescuing a drowning man, and of restoring life in the case of the apparently drowned, are described and illustrated in the July Number of Pearson's Magazine Everyone should learn to swim as naturally as everyone learns to walk. There would then be an end to the appalling number of drowning fatalities that occur every year. To take one example, alone in Great Britain, yearly, between 6,000 and 7,000 lives are lost in inland waters and off the sea shore by death by drowning. Not only, however, should everyone be taught to swim, bnt everyone should be taught how to rescue the drowning. There are many fine swimmers, champions for speed and powers of endurance, who could not carry a drowning person through the water to safety. This is the more remarkable when it is under- stood how simple the proper methods of rescuing life in water really are. The reason, however, is mn easily explained. In order to bring a drowning person to land with the maximum of ease, and the minimum of risk. a sound knowledge of what is known as the baok-stroke is essential-and this comparatively few swimmers possess. The back-stroke means swimming on the back, using the legs and arms for propulsion, or, when rescuing another, the arms are used to support the drowning person, the rescuer's body being undermost. Many swimmers content themselves with the use of racing strokes in thel hope of winning prizes, and the crude baok-stroke they employ when saving life in water causes the body of the rescuer and the person carried to sink, so that the mouth is under water, and the person is in danger of being drrowned before safety is reached. In life-saving races—such as are held under the auspices of the Life Saving Society—it is a great object lesson to see the advantage gained by the man who has studied life-saving over the expert swimmer who knows only the racing strokes, and whose contortions are excru- ciating. A NOVEL RACE. During Saturday morning it leaked out at the county ground, Birmingham, that the Yorkshire and Warwickshire captains had challenged each other to try conclusions at a hundred yards' race. At luncheon time it was clear that the rumour had its basis in fact, and at the conclusion of the game between the rival counties a wait was made for the crowd to disperse, and the rivals came forth, much to the amusement of those who had remained in anticipation of the fun. Mr. G. H. Cartland was appointed starter, the tape was entrusted to Lilley and Hunter, and the course being measured both men were despatched to an excellent start. Lord Hawke for a few seconds had some difficulty in shaking off his opponent, but when once he began to forge ahead he left Mr. Bainbridge easily, and finally breasted the tape, amidst general cheering, five yards in front of the Warwickshire captain. The time was recorded as 12 sec.

SWANSEA COUNTY COUNCIL GRAND THEATRE LICENSE. DR. RAWLINGS AND "THE GAY LORD QUEX." A SPIRITED PROTEST. A meeting of the Swansea Corporation was held in the Council Chamber on Wednesday afternoon. The Property and General Purposes Committee reported :-Wednesday, 12th July, 1899.-A letter was read from the Town Clerk of Brighton, inquiring whether the Town Council are in favour I ot power being conferred upon municipalities to hold surplus lands free from the statutory requirements of re-sale contained in the Public Health Act, 1875, and the Lands Clauses Aot, 1845, and if the Council would be willing to join in a memorial to the Local Government Board for such alteration in the law as shall be required for the purposn, and the Town Clerk was instructed to reply in the affirmative.-Resolved that this Council do formally receive the Baroness Patti-Cederstrom, on the occasion of her visit to the Borough, on the 3rd August, to give a concert in aid of the Swansea Hospital. In the absence of the chairman and vice- chairman, the Mayor moved the confirmation of the minutes of this committee. Aid. D. Harris seconded. Mr. M. Hopkin moved an amendment to the minute re the license of the Green Dragon public-house, that it be not allowed to lapse. He contended the license was a valuable asset, it was the property of the ratepayers, and as such should not be thrown away. Mr. W. H. Spring seconded for the sake of discussion." Mr. Hopkin Don't do that. Second it, and we may carry it. Mr. Spring: I'll second it for the sake of you, then. (Laughter.) Aid. D. Harris did not like the idea of a valuable license being rendered valueless Why not refer it to a sub-committee. Aid. A. Thomas advised that the matter be deferred until September. He was interested in the negociations that were taking place, and if they valued the licence at all they I would not pass the minute just now. Mr. Chapman favoured the amendment. It would not commit them to anything, and at the proper time the question could be re-opened. Mr. Freeman did not agree with Mr. Chap- man. The amendment would certainly commit the Corporation, and he protested most strongly against it. The Mayor said there was a very great, difference between the Green Dragon and other properties. Mr. Morgan Hopkin said the magistrates would not allow any new licenses. Why? In the interest of the individual there were too many licenses already on the Strand, and in the interests of the community the magistrates had been obliged to stop the issue of fresh licenses. Then came the question, how were they going to reduce the already too large number of licenses in existence. Were they to reduce them at the expense of the private individual or at the expense of the community in whose behalf lit was made? It was the difference that made it imperative on them, as represen- tatives of the community, if there were too many licenses in existence, as everybody acknowledged there were, to take the respon- sibility of reducing them. If anybody suffered the community must bear the cost. Another argument he had heard was that it would enhance the value of the other licences, That he admitted. He should like to see every license holder removed from the temptation of trying to make his place a temptation to people to drink. When a licence-holder was removed from temptation, they had the licencing laws at their best. Ald. Leeder had written to him to say that there were two or three applicants at the present moment who were prepared to give the Corporation a con- siderable sum for the licence. In spite of that, it was their' bounden duty, as representing the public, to allow the licence to drop. Tne amendment was lost, 7 voting for and 13 against. Mr. M. Hopkin moved that the question be deferred until such time as the premises were let to the Cold Storage Company. It was all very well to jump on to a high moral pedestal, but they should remember that they were dealing with other people's property. He knew of several properties owned by the Corporation which had been depreciated in value in consequence of the high moral tone which pervaded that Council Chamber. And yet some of those who were the strongest advocates of this extreme attitude had made a lot of money out of public-house licenses. Mr. Freeman: Will you give the names, please ? Mr. Hopkin I could, but I won't; but it's a fact, all the same. Mr. Freeman If you won't give the names, don't make insinuations. Alderman Aeron Thomas said there was no reasonable doubt why the Corporation should not give up the property at once, so that nothing would be lost by deferring the question. Dr. Rawlings said that if the ex-Mayor was correct there was no reason why they should not decide the matter at once. To keep alive a public-house license was a distinct breach of the spirit, if not letter, of the licensing laws. Swansea should fall into line with those progressive towns which seized every opportunity to reduce the number of licenses. Nothing was more cowardly and unworthy than for a public body to adopt the attitude suggested that afternoon. Man- chester had within the last few years sacrificed about 980,000 by allowing licenses to lapse. The amendment-to defer the question to committee-was lost by 14 to 13. Mr. Hopkin called for the names, which were given as follows:— AGAINST THE AMENDMENT.—The Mayor, Aldermen Griffiths, Mayne and Wearne, Councillors Chapman. The Mayor read a communication from the Committee of the Baroness Patti-Cederstrom's charity concert, and it was decided that the Corporation should officially receive the Baroness on her visit to Swansea next month. WATCH COMMITTEE. The Watch Committee reported :-The wages paid to the police during the month amounted to f,844 158. lid. (5 weeks), as against £ 671 10s. Od. (4 weeks) in June, 1898. Dr. Rawlings moved the adoption of the minutes of this committee. Ald. Bradford seconded, and it was carried. FINANCE COMMITTEB. The Finance Committee reported :—Resolved that the Town Clerk be instructed to take proceedings against the Overseers of the Parish of Swansea. Higher, who have made default to pay the amount of the contributions dlle to the Council towards the borough rates. The Mayor moved the adoption of the minutes of this committee. Ald. D. Hartis seconded, and it was carried. WORKS AND SANITARY COMMITTEE. The Works and Sanitary Committee reported —Tuesday, 20th June. 1899.-He80hed that it be an instruction to the Meiioal Officer of Health to obtain an order of the Justices to remove to the Borough Hospital any person who is suffering from any dangerous infectious disordprand is with. out proper lodging or accommodation, or lodged in a room occupied by more than one family.—A letter was read from the French Vice-f»>nsul, requesting the Council to fix an inclusive charge for seamen admitted to tne B >rough Hospital, and your Committee recommend that a fixed charge of 21s. per week for superintendence and nursing, and that medical attendance be charged for in addition according to the number of visits. —Tuesday, 27th June, 1899.-The following report of the sub-committee herein, dated 14th June, was received and adopted, and the Town Clerk was directed to forthwith communicate the same to the owner of the property in ,question Present-the Mayor, Aldermen J. M. Mayne and J. A. Thomas. Your sub-committee recommend that the owner of the Longlands Hotel be offered the sum of £ 400 for the fee simple, free from incumbrances, of the land required for street widening, coloured red on the plan produced, and containing approximately 124 square yards and in the event of this offer being declined, that the owner be informed that the Council are prepared to settle the amount of compensation by arbitra- tion. Your sub-committee also recommend, having regard to the dangerous proximity of the promises, especially as a licensed house, to St. Helen's-road, that the owner be informed that the Town Council would deem it their duty, in the interests of public safety, to oppose the renewal of the license.—Resolved that Councillors R. Thomas, J. Tucker, and W. Watkins be added to the sub-committee. Ald. Mayne moved the adoption of the minutes of the Works and Sanitary Com- mittee, and referred to the Longlands-place improvement. The owner, he said, had offered to take zC300 for the fee simple with certain concessions. A letter had been received from the owners, who proposed to give the Cor- poration 16 feet frontage if they (the Corpora- tion) would do the necessary work of excavat- ing, and allow the owner to bring the frontage of his premises out 12 feet. If they did that the owner would waive the sum of £ 300 fee simple. Mr. Mayne suggested that they might appoint a sub-committee with power to close the matter, seeing that there would be no meeting next month. Mr. John Tucker seconded. The Town Clerk read a letter from Mr. J. R. Richards stating that the owner of the premises would, no doubt, agree to the follow-: ing proposals :-(1) The plan of the proposed addition in front to the extent of 12 feet from the main building to be approved, parallel projection; (2) the Corporation to excavate and remove part of the premises shown in the plan originally submitted by them; (3) the owner of the premises to be entitled to as much of the materials as he chooses to retain (4) the Corporation to put up a stone wall three feet high, surmounted by iron railings on the boundary of the land remaining in my possession; in exchange the owner to convey to the Corporation his interests in the land actually required for street widening, the Cor- poration to pay the owner's legal charges in respect of the exchange. Replying to Mr. Hopkin, Ald. Mayne said they would get 16 feet extra width of the roadway. Ald. Aeron Thomas moved an amendment that the sub-committee be authorised to com- plete the purchase of the land, and arrange with the owners on the lines laid out by the letter of Mr. J. R. Richards. Aid. Thomas said the spot was one of the most dangerous in Swansea, and it would be still more dangerous when the electric trams were run- ning. Dr. Brook, who occupied the adjoining premises, had assured him that he would not object to the line of frontage being so altered, and the new building would be of only one storey, and would not disturb the views of people in the other houses. Mr. Tutton, while agreeing with the amend- ment, said he would prefer that the word arrangement were used. It was not a pur- chase. Mr. Wm. Watkins said that if they agreed to the amendment or accepted the terms of Mr. Richard's letter, the Corporation were not getting the land for nothing. They would be paying at least £500 for it. No one would object to pay £ 500 extra if he was allowed to put a bar out 12ft. beyond the frontage. He did not think it would be an improvement to have a bar 75ft. long with smoking rooms, etc. He did not object to the widening but if the owners would not go to arbitration, the Corporation would have a way of compelling them to sell by Act of Parliament. The Mayor agreed that breaking the front- age line at Longlands would be more serious than any financial benefit. It would be es- tablishing a precedent that they had refused to everybody else. Ald. Thomas said they could not compel the owners to sell except by Act of Parliament. Mr. Freeman asked if they had any power to compel the adjoining landowner to give his property up. If they carried out the im- provement at half the distance the remedy would be worse than the disease. The amendment was lost by 11 to 13. A further amendment was then proposed to refer the matter to committee. Ald. Mayne pointed out that in fairness to Dr. Brook he should be told of the altered conditions. He offered his land on the same condition as the owners of the Longlands; but now the owners had made other conditions. The question he thought was whether, if they agreed to these conditions, they would have control over the frontage line of other houses in the street afterwards. In the course of discussion, Ald. Thomas characterised Mr. Wm. Watkins's arguments as clap-trap. He had taken a lot of trouble in the matter and he would have nothing further to do with it. Perhaps they would wait until a few lives were lost. Mr. Watkins warmly protested and said he had yet to learn that his character in Swan- sea was such that he would talk clap-trap. He had taken as much trouble as the ex- Mayor, and while he had nothing to hide it appeared to him that the ex-Mayor had. He (Mr. Watkins) had no interest in the matter. Perhaps Ald. Thomas had. Ald. Thomas said he did not reflect on Mr Watkins. He simply referred to his argu. ments. The matter was then referred back to committee, and the minutes were adopted. THE THEATRE LICENCE. DR. RAWLINGS MAKES A PROTEST. THE GAY LORD QUEX." Mr. Frank Boyce, the manager of the Grand Theatre, Swansea, made an applica- tion for a renewal of the licence to the pro- prietorg and Aid. Fred Bradford moved that the licence be renewed. This was seconded. Dr. Rawlings drew attention to a news- paper paragraph stating that the following plays had been booked for the autum :—. "Rebellious Susan," "The Only Way," "The Little Minister," "The Runaway Girl," "Little Miss Nobody," "The Gay Grisette," Charley's Aunt," and The Gay Lord Quex." Dr. Rawlings asked Mr. Boyce whether that list was correct. Mr. Boyce replied that contracts had been entered into for the production of those plays in Swansea. Dr. Rawlings (proceeding) said they were there as a Corporation not merely to say whether a building was structurally fitted for its purpose or not, but to exercise some kind of censorship, within reasonable limits at any rate and he would not press the limits too narrowly because he knew it would be no use. But there was one play in that list which, when it came out-it had been running in London until lately, he did not think it was to-day—brought forth very un- favourable comments from some of the news- papers that were not accustomed to speak in very severe terms of the stage; and he thought at least that to bring a play of that kind down here without those who were really the judges having a word of caution to say, would not be right. He was not there to oppose the licence on those grounds but he was going to vote against it as a protest against the introduction of a particular class of play which, he believed, was doing im- mense mischief to the morals of the people in a very insidious way; and the gentleman who was there (Mr. Boyce) would probably know which one he was referring to. There j might be more than one. He was not familiar enough with the stage to know but be did study the public prints at the time 1 the play he referred to was produced. The Times of April 10th, 1899, said: It shows us a world that is not attractive to contemplate. A world of midnight appoint- ments in women's boudoirs is not a pleasant nor an edifying spectacle." That was sug- gestive as to the character of the particular play. The Academy, a high-class paper, of April 15th, said: Not much more edifyino- than the Restoration Comedy is this new growth." And a Bishop of the Church of Eng- land, whoee family was greatly respected in this neighbourhood, Dr. E len, went out of his way at a great meeting in London to speak of the particular play as one of the worst plays put on the stage since the Restoration. He (Dr. Rawlings) knew tbat Macaulay had written an F83ay on the Dramatists of the Restoration, in which he said: Th's lpart of our literatur is a disgrace to our language and our national character." Now that was a protest a play- goer should make. There were people-and he respected many of them very highly—who frequented the theatre and who professed that it afforded healthy amusement to the people of the town, and that very often it was an elevating recreation. These were the people who, if they wanted to keep the Swansea and other theatres up to the level at which they should be kept-and some of them were there that day—should make the protest, and he should be surprised if they did not speak. He entered his protest not only as a non-playgoer; but as one profoundly interested in the morality of the people of this town. He knew the moral fibre was being relaxed, and an appeal to the highest side of their character was almost use- less to large numbers in that atmosphere. He was entering his protest and he was going to vote against that license, and he hoped there would be others there who had children and wives who would join him in protesting against the introduction of that particular play into the programme of the coming autumn. He was not speaking for himself only or for non- playgoers. Many people frequented the theatre who looked with sorrow on the degrading realism of plays like the one he referred to. He had nothing to do with the motives of the man who wrote it. They might be excellent; but when there was put on the stage the worst side of life, a dissipated bachelor of 50 years of age who had to deal with a dreadful past and who was said to be so entangled that he should show up himself and the working out of his character in a very brilliant and skilful way, in such a way that it made vice attractive, and cast all the glamour of the stage around what was abom- inable-then as one who cared for the morals of the people he thought they had some- thing more to do than to sit there and enact a farce year after year, and allow the license to go on year after year without expressing their opinions when such a thing took place. In his own name, and he hoped he voiced the feelings of a great many people in the town, he protested against the introduction of The Gay Lord Quex." The Academy said: Gay is an euphemism for dissipated, and dissipated means something worse than language can speak of." He was very sorry that the managers of the theatre who, he believed, were respectable men, simply from the motives of getting money, no doubt, should have engaged to bring the play to Swansea. Mr. Hopkin observed that if the protest succeeded, the effect would be to refuse the licence. Dr. Rawlings: I do not think there need be any fear of that. Mr.Tutton endorsed Dr.Rawlings's remarks. He did not think it complimentary to the Council that the gentlemen should come there for the licence having already arranged for the plays before the Corporation had said aye or nay" to their application to perform them. He objected to being saddled with certain plays that they might reasonably object to. The Mayor said they were not compelled to grant the licence. It was for them to exercise their judgment, and if the licence had not been used in a way that, in the opinion of the Council, conduced to the good morals of the community, it was left in their hands to decline to renew it at any time. It was for them to accept the responsibility in face of what they heard whether they would grant a licence that might land them and their town in a position that they would be ashamed of. He took up the same position as Dr. Rawlings, that they should see that the licence was only granted on condition that it was carried out without demoralizing or degrading the morals of the people and they should not be afraid of asserting it by their vote. He had always raised an objection to the conduct of the theatre in one respect, namely, the indecent absence of costume on the stage. The morals of the people were bound to suffer. Mr. Tutton asked if the list of plays would be absolutely carried out, or was it in the discretion of the management to drop any of them. Mr Boyce said contracts had been entered into, and there was always a proviso, that if the licence was not granted, the contract was null and void. Contracts were revocable usually, but with regard to their coming before the Council with so many fixtures, very often they had to book a particular attraction 12 months ahead. Mr. Freeman said that they had granted licences on condition that certain sanitary arrangements were carried out. Could they grant the theatre licence conditionally ? .;Mr. Hopkin said that some of the most moral men in Swansea go into very sultry places in London. Several members protested. Mr. Hopkin said he had seen them there. (Laughter.) Ever since Messrs. Morell and Mouillot had the theatre they had put on plays which had never been offensive to the most sensitive minds. He bad every respect for the character of those gentlemen, and the plays in future would be quite as moral and as decent as the plays in the past. Dr. Rawlings said he did not wish to press the matter. What had been said was sufficient. He did not wish to be harsh in any way. He was quite satisfied if Messrs. Morell and Mouillot would only give atten- tion to the view which the Mayor had ex- pressed and which, he was sure, had large sympathy, and see that what they did should be pure, innocent, and healthful. He should not vote at all. Mr. Skidmore expressed the hope that after the weighty protest the management would conform to the wishes of the Council as far as they could. The motion was then carried nem eon. APPOINTMENTS. Mr. Hopkin objected to the minute recom- mending the appointment of Mr. Alfred Coke as assistant-inspector. It was a deplorable fact that there was not a practical man in the Sanitary Department, and that was due to the practice of introducing young men into the office at a very nominal salary with the view of obtaining for them appointments as they fell vacant. He suggested that the appoint- ment be advertised in the usual way. Mr. Freeman advised that the matter be referred back to committee. Ald. Mayne saw no objection to the course suggested. They certainly wanted more practical men in the Sanitary Department. Coke was recommended by the chief in- spector he was perfectly qualified, was a good scholar, but was too young to enter the necessary examination. The minute was referred back to committee, and the minutes were adopted as amended. STREETS COMMITTED. The Streets Committee reported :-Tuesday. 27th June, 1899.-Application was made by Mr. Leeder, on behalf of the owner of the Uplands Estate, that the Corporation should take over and maintain Cwmdonkin-terrace and Cwmdonkin Drive. The Surveyor reported that both roads are made and formed, and lamp pillars erected thereon, and that an undertaking will be given to pave the footpaths adjoining the vacant building plots when the houses are erected but your Committee do not recommend that these roads be taken over by this authority until the whole of the footways have been paved.—The Surveyor reported that he had seen the manager of the Gas Company, relative to the extension of the gas mains through the Coedsaeson Estate to Margaret-terrace, Sko-tty, and your Committee recommend that the owners of the property be informed that the Corporation would be prepared to maintain and light the streets on the estate when the necessary private streets works have been executed.—Resolved that the Borough Surveyor be instructed to discontinue the lighting of the public lamps on the Oystermouth-road, between St. Gabriel's and Brynmill, except the lamp at the junction with Brynmill-lane and also certain lamps at the north-end of Langland-street, B-ynmill. Col. Pike moved the adoption of the minutes of this committee. Mr. Griffith Davies seconded, and it was carried. WATER AND SEWERS COMMITTEE. The Water and Sewers Committee reported :— Tuesday, 11th July, 1899.-Your sub-committee are unable to recommend that the sewers be laid in Pleasant-terrace, Springfield-terrace, Lion- street and Wannwen-road, at the cost of this authority, but are of opinion that the Streets Committee should be requested to put into operations the provisions of the Act in regard to private street works. Nott, at zC3,922 Is., subject to Terification of the schedule of prices by the Borough Engineer, and the Mayor was authorised to affix the common seal to the contract.—Resolved that in the opinion of this Committee, it is undesirable that its meetings should be open to representatives of the Press, and that in future such representatives be not admitted. Mr. T. Freeman moved the adoption of the minutes of this committee. He said Mr. Owen Price, a member of the Brecon Council, had stated that it was the duty of the Cor- poration to provide hospital and other accommodation for the men at the Cray, and that the Birmingham Corporation did so for their men. It was not quite fair to compare Swansea with Birmingham in this matter, and Mr. Price seemed to forget that the former did not employ the men and that the latter did. In the one the Corporation carried out the work, and in the other it was done by a contractor. Thus it was that the Swansea Corporation had nothing to do with providing accommodation for the men. It was really the duty of the Brecon Sanitary Authority, and they were entirely out of court in asking Swansea to make a contri- bution for the benefit of the people at the Cray. If the Brecon authorities provided such accommodation they would, no doubt, tax the Cray works at once, and thus secure a very good income. Mr. Watkins seconded. Aid. David Harris moved that the minute re Morriston sewerage be referred back to committee. Mr. D. Matthews seconded. Mr. T. Freeman accepted the amendment, which was carried. In reply to various questions, Mr. Free- man said the committee had visited the Cray and found work progressing satisfactorily. An average of 350 to 400 men were employed there. In reply to a Corporation official, he (Mr. Freeman) had stated that as chairman of the committee he would not be responsible for any personal expenses except those in- curred by members of the committee who visited the Cray. They travelled third-class and at a fare and a quarter, he believed. They had lunch and tea, which cost 2s. 6d. each member. The minutes were confirmed. OPEN SPACES.—MR. TUTTON AND MR. SPRING. The Parks and Open Spaces Committee reported Tuesday, 4th July, 1899.-A letter was read from Principal David Salmon, requesting the Corporation to allow the students of the Swansea Training College to play hockey in Victoria Park on Saturday afternoons, aud Miss Dillwyn and Colonel Morgan attended to support the application. Your Committee recommend that the requisite ground (100 yards long and 60 yards wide) be allotted for the purpose in the western portion of the Park, the Corporation reserving to themselves the right to withdraw the permission at any time.-FL-iday, 14th July, 1899.-Applica- tion was received from Messrs. ±1. Studt and Son for 'permission to fix their gondolas in Victoria Park for a few days, including August Bank Holiday, and your Committee recommend that Messrs. Studt be permitted to occupy a space at the eastern end oi the Park on Saturday, Monday and Tuesday, the 5th, 7th and 8th of August, on the following conditions, viz. :—(1) Morsra. Studt to pay to the Swansea Hospital the sum of X50. (2) To replace the ground disturbed to the entire satisfaction of the Borough Surveyor. (3) To undertake that no property other than Messrs. Studt's shall occupy any portion of the ground. (4) No hooters, or whistles, or anything that may cause a nuisance or annoyance to the neighbour- hood to be allowed. (5) That the performances cease not later than ten o'clock each night. (6) Messrs. Studt to clear off the ground before 9 p.m. on Wednesday, the 9th August, and (7) To undertake not to apply for a licence for the sale of intoxicating liquors on the ground.—Resolved that the Chairman, Alderman Leeder and Councillor Roger Thomas be authorised to fence off a portion of the Brynmill Pond, so as to form a retreat and breeding place for the water fowl. Mr. Spring moved the confirmation of the minutes of this committee. The chief item was a recommendation that Mr. Studt should be granted the use of Victoria Park on the condition that he paid JE50 to the Hospital and replaced the ground. Mr. Tutton objected to this minute. The Corporation were subscribers to the Hospital, and any money paid for the ground ought to go into the Corporation coffers. He objected to Mr. Studt getting three days for S50. It was not an adequate payment, and if the field was to be given out at all it should be let by tender. This recommendation, he argued, must, before it became operative, be con- firmed by the General Purposes Committee, and then by the Council, which would not meet again until after Bank Holiday. Mr. Spring: What was the date of that resolution ? Mr. D. C. John: First of April. Mr. Spring Peculiar date that. Mr. Tutton: And you are one of them. Mr. Spring: Well, never mind; I didn't burn the market. Mr. Tutton Well, I ask what that means ? Mr. Spring: Well, don't be rpersonal then. Mr. Tutton (angrily): What is meant by I didn't burn the Market ? Mr. Spring: If you ask for it you'll have it. Mr. Tutton I ask, sir, what ii meant P Mr. Spring: Well, I wasn't there, anyway. Mr. Tutton I think this is going beyond the bounds of decency Mr. Mayne: Oh. Mr. Spring will withdraw that. Mr. Spring (laughingly) Oh, yes, I'll with- draw. Later Mr. Spring said he did not want to say a word to hurt anyone, and if he had said a word he was sorry. Aid Harris said that the matter bad come before the General Purposes Committee, and had been referred to the Parks Committee, who were invited to settle the question. Mr. Tutton did not press his resolution, and the minutes were adopted. STORES COMMITTEE. The Stores Committee reported :—Wednesday, 12th July, 1899.-Rellolved that the tender of Mr. S. Marquiss, for painting the Caretaker's rooms at the Free Library, be accepted. Amount, £ 11. -Resolved that the tender of Mr. Frank E. Brown for the supply of English clover hay, at J63 9s. 6d. per ton, and English meadow hiy, at E3 7s. 6d. per ton, be accepted for a period of six months.—Resolved that the tender of Messrs. Roe and Son, to keep in repair the harness, Ac., at the Strand Stables, at 2a. per horse per calendar month, be accepted for a period of twelve months.—Resolved that the tender of Messrs. Corker and Bevan, for the supply of 15 tons of moss litter, at 1!1 9s. 6d. per ton nett, delivered at the Strand Stables, be accepted. The minutes of the Stores Committee were .adopted on the motion of Ald. Griffiths without discussion. INTERMEDIATE GOVERNORS. Mr. Tutton moved that the following gentle- men be reappointed for three years as the representative governors under the scheme for Intermediate Education tofill the vacancies caused by their retirement :-The Mayor, Sir J, J. Jenkins, M.P., Mr. W. H. Edwards, and Mr. Wm. Williams. Mr. Tutton spoke of the great attention which the Mayor had devoted to the scheme. He had practically carried on the whole of the work. (Hear, hear.) He characterised the services of the other members as most valuable. Ald. Harris seconded. Mr. Morgan Hopkin thought the matter sheuld be deferred, so as to give the trades unionists an opportunity of non,* i ting a representative of their own. The composition of the Board should be slightly altered. There was not a single representative of the working classes on it, and the present mem- bers were not in touch with the working classes in the sense that Mr. Dd. Williams Was. l Mr. Dd. Williams agreed that it was most desirable to have a representative of the working classes on the Board. It was difficultfor any working man to obtain informa- tion of the work of the Committee. The Mayor said he was surprised to heir that said, and he enumerated the extensive measures taken by the Committee to make their arrangements known. Aid. Mayne asked for the attendances of the gentlemen named. Mr. Hopkin moved that the matter be adjourned until the next meeting, and that a list of attendances be then produced. He did that to give the working men an oppor- tunity to nominate a representative.. Mr. Dd. Jenkins seconded. Mr. Thomas Freeman pointed out that if the amendment were carried, the Governing Body would be placed in a very awkward position. The Corporation did not meet next month, and meanwhile the Governing Body would have no chairman, at a time when they were engaged in most important work. Mr. Tutton also said the machinery of the scheme would practically be stopped by not filling the vacancies. Mr. Hopkin withdrawing his first amend- ment, then nominated Mr. Dd. Williams in the place of Mr. W. H. Edwards. Mr. Williams said it was useless to move an amendment unless Mr. Hopkin could find someone else. He had no time to attend to it, but if the matter were adjourned for a month they would be able to put up one or two men who would be a credit to the town. As they had no candidate ready, he would suggest they proceed to vote. The motion was then agreed to unanimous- !y- This was all the business.

DEATH OF A MORRISTON LADY. A SUNDAY SCHOOL TEACHER FOR FIFTY-FOUR YEARS. We muoh regret to record the demise, on the 10th inst., at the advanced age of 69 years, of Miss Kate Thomas, Ivy Cottage, Morriston, after a long illness borne with Cnristian patience. This much-respected lady was one of the oldest church- goers in Morriston, having been a faithful and consistent member of St. John's and a zealous Sunaay school teacher for a period extending o^er fifty-four years. She will be sorely missed and truly lamented by the poor of Morriston, to whom she was always ready and willing to extend a helping hand. Miss Thomas was also a staunch supporter of Mr. Davies' Ragged School, in the Neath-road, Muller's Orphanage, and Dr. Bar- nado's Homes. The departed, whoso df-a,r memory will long be cherished, leaves an only sister, Miss Annie Thomas, for whom there is the deepest sympathy, as well as for her nephews and nieces, in their great affliction. The funeral-a private one-took place on Monday last, the place of burial being the family vault at Horeb grave- yard. The mournful cortege left the residence of the deceased about 3 o'clock, and consisted of a hearse and two mourning coaches. The chief mourners wete the Rev. Jnmes LawZ., M.A., the In Vicar of St. Mark's, Nottingham (nepnew), Messrs. Morgan and William Griffiths, Drumma, Llansamlet, Mr. W. Thomas, Duke-street, Mot- riston, and Messrs. THE GRAND THEATRE. "THE CASE OF REBELLIOUS SUSAN." By reversing an old, old saying it becomes the simplest thing in the world to make a paradox or an epigram. To make a long-accepted fact appear to be so epigrammatic and novel as to raise a sur- prise cheer is another matter altogether. This i-t what Mr. Henry Arthur Jones has done in that most admirable social satire, The Case of Re- bellions Susan," with which the autumn season was opened at the Grand Theatre on Monday. Here the principal characters are liviug in an atmosphere so far removed from that of the ac- cepted propriety of the world, and cherishing ideals so different from those which have made for progress in the past, that when sumebody declares that woman has a great future before her as a mother, or that marriage is a perfect institution worked by imperfect creatures, tha sajings come with a spark of novelty. In truth, they are the veriest common-places; and this pleasant satire does well to enforce them. It would be easy to show, by comparison-, that, in "The Case of Rebellious Susan," Mr. Henry Arthur Jones bad the basis of his later and more brilliant play, The Liars," if riot, indeed, that it was inevitable that the author of the one should advance into the author of the other. Lucien Edensor is but the chrysalis which was after. wards to becoma "Edward Falkner"; "Lady Susan Harabin is an elaborate study for "Lady Jessica"; and "Sir Richard Kato, Q C. is genial "Sir Christopher Deering in the mak- ing. It is Mr. Jones's great fault to reproduce his characters, so that this foretaste of later work was not surprising. The play is a contribution to matrimonial ethics, and when it opens "James Harabin" has done something which his wife regards as irredeemable. Thereupon she becomes rebellious, and in the course of her travels she almost enters upon a romance of her own. She wants some sweeping revenge, nothing ordinary will pacify her, and by-aud-by she falls in with Lucien Ebensor," who, after swearing con- stancy, goes abroad and marries somebody else on the outward voyage. Meanwhile, her hus- band's sole occupetion is to wander from scene to scene and mope and look utterly miserable, as a properly penitent spouse should; it is only when he hears that his wife's hand has been kissed by an elderly musician in Cairo that he tumbles into a half-sincere rage. These, and the genial good- offices of Sir Richard, conspire to bring about us a climax a thoroughly hollow reconciliation. By way of contrast, another couple illustrate the imperfection of human creatures. "Ferguson PybuI" is an artist who feels convinced that, with Elaine Shrimpton for a wife, he will be able to stamp his name upon the age. Elaine Shrimpton" is equally convinced; but unfortu- nately for Pybus," she is an extremist, with a smattering of pseudo-scientific knowledge. She is clearly a woman who believes that there is no rational sanction for progress, that, as individuals born into this world, to live for an allotted span and never to return, our reason can give us no sanction for a self-denial that benefits a far-off posterity and shuts us out from the full enjoy- ment, on a socialistic basis of equality, of the good thirgs of the world. And to such a woman the doctrine that there is a great future for women as mothers does not appeal with any force. It does not take this couple long to realise that one or the other is imperfect; and by way of testing the validity of his maxim that marriage is a perf(.ct machine worked by imperfect crea- tures, Sir Richard Kato," the peace-maker in the story, enters into the matrimonial state at a late period of life with a charming young widow. We need only add that the play is well acted. Mr. Holmes Gore makes an admirable Sir Richard Kato," and Miss Getbyn Darragh, in the title role, is very successful, all the company, in short, being clever in their parts. The play is preoeded by "Jut as Well," a pretty little trifle.

CRICKET. SWANSEA V. LLANDOVERY. The return match between Swansea and Iilandorery took place at the St. Helen's Field on Saturday. The homesters were without E. W. Jones, Bancroft and Creber, the two latter of whom were playing with the Glamorgan team at Truro, whilst Llandovery were minus Rees and J. Michael. Swansea batted first, and at 4 o'clock they declared their innings closed, seven wickets being down for 210 runs. The visitors were all dismissed for the paltry total of 90 runs.
