INQOBST.—An inquest was held at tbe T»wn-hall, on Tuesday last, before the Deputy Coroner, Alr. Edward Powell, respecting the death of an infant, named Francis John Thorn- aged five weeks, son of John Thorn*?, mason, 29, Llanuvi^-ro.td. who died suddenly on the previous Sunl.,v m >rning. —Dr. J. W. Thomas, saw the cnild afr-er death, and certified that the cue of death was convul-ious.— A verdict in accordance with the medical testimony was returned bv tbe jary. DEATH OF MR. WILLIAMS, M.E.—We regr-t to have to announce the death of Mr. William Williams, mining ecgiaeer and land surveyor, residing at Court Sart, son of Mr. Thomas Williams, Sunny Bank, estate agent, and brother to Mr. Tom Williams, solicitor. Ttie deceased was 33 years of age, and had been ill for only a few weeks. He was much esteemed in the district of Neath, and much sympathy is felt for Mrs. Williams aud family, the former being very il! herself. NEATH BOARD OF GUAEDIANS.—At the fort- nightly meeting of this board, held on Tuesday, at the Workhouse, there were present J. H. Rowland, Esq., chairman H. Jones, vice-chairman Nit sfrs. A letter was read from the secretary of the Neath Warer Works, decliuing to put up metes ih the house with the present defective pipes, as suggested by the Surveyor. A committee was struck to see the secretary of the Water Co. to wrrarige matters. David Hopkins, collector, submitted the names of Rees Williams, of Coedygiyn, and Daniel Richards, of Blaeullyd, as sureties for Neath L wer and Dalais Lower. There was only one tender received for the additions to the Cottage Homes. The tender of James Easier was accepted. This was all the business. NJATH HIGHWAY BOAED.—The monthly meet- I ing of this Board was held on Wednesday, the Rev. D. Griffiths presiding". The CLrk announced that a cheque of X360 had been received from the County Council for maintenance of roads. Upon the discussion of the loans for the now bridges tak- ing place, Mr. J. Newell Moore said that he thought a rate should be made in order to m^et the expenditure, instead of extending: it over a number of years, as they had the co-t of the Skewen drainage to look forward to, whilst the charges of Mr. Eve for the valuation of the Union amounted to £ 2 400. The latter announcement caused great surprise owing to the heaviness of the amount. It transpired that the Couuty Council were not liable for the payment. Mr. Moore stated that the application to the County Council with reference to the bridges had not been successful. He urged them to present another memorial setting out the facts and the grounds for the application fully. This course was decided upon. There was no other business of interest. TRANSFER.—Thomas James, Cwmavon, farmer applied for the transfer of the license of the Rolling Mill public-house from D. Griffiths.—Granted. CAUTION TO LANDLORDS.—Thomas Thomas, of Aborgwiofe, was summoned for adul:erat;ng: whiskey, on December last. It was found to be 143 4 under proof.-Defeadaut was fined X2 and cos: t s, or 10' days. CASit OF WAGICS.-James Herbert and D ivid Morgan, of Briton Ferry, sued the Briton Ferry Colliery and Brick Co. for E7 17c. 6 I., being rhree weeks' wages due, and a fortnight's wages in iieu of notice. — Mr. Edward Powell was for the plaintiffs, and Mr. Bloomer, from the office of Mr. Thomas, was for the company.—The plaintiffs said they were engaged as colliers at 5s. 10d. u .av, but, a fortnight afterwards the sum of 8r. *;is stopped from their wages,-Toe defence tü"t, the plaintiffs agreed to turn ent a certain number of tramsperday, but they failed to show 111\ t. it had been customary to deduct the shilling a tram they claimed on account of the number being deficient. —The company counter-claitiieu £ 5 7s. as damages through the deferdant^ leaving work without aotice.-After a full enquiry, the Becca gave judgment for the men for me fuil arnouu-, but only allowed a weeic in lieu of not.ct. The counter- claim was dismissed. NEATH BOROUGH SESSIONS.-MONDAY. [Before the Mayor and ex-Mayor.] BREACH OP THE PEACE.—George Clarke, labourer, 51. Bowen-stree*, was charged with cona- mitting a breach of the joeace by assaulting some person unknown. The offence was seen by P.C. Cross, who proved the charge.—Fined 5s. iivid costs. DRUNK.- Margret Jones, 42 years of age. a well- known disorderly character, was charged with being drunk in Angel-street, at 10.45 p.m., on the 19th inst.-Fined 5s. and costs.-Sei,geaut Jones proved the charge. ♦—

RAIN MAKING OR PREVENTING? The new science and art of rain-making does not appear to make much progress in India, and unfortunately this is one of those 1. countries where the power to procure rain at will would be particularly valuable. At Bijapur, in the Bombay Presidency, nearly half a ton of dynamite has been exploded on elevated ground; but unhappily all this 11 disturbance left the district just as dry as before. A second discharge "was then tried upon a flat-topped hill 200 feet in height, but still not a drop of rain. In Burma the conditions were more favourable but it happened that just when the Deputy-Commissioner and an assist- ant-engineer had got all ready for a tremendous explosion down came the rain. The experi- ment, it is added, was carried on nevertheless, which, as a local wit obesrved, is very much as if the American colonel of legendary fame had persisted in firing at the gone coon after he had come down. The worst part of the business is that in one instance at least an experimental dynamite explosion is strongly suspected of having actually driven away a very promising drift of clouds. i

THE SICK ROOM. Nothing is so irritating as to see from your bed crooked blinds, dirty cups or glasses, or tables littered with unnecessary trifles. One of the first duties in a sick room is to move ail knick- nacks out of the wav. never leaving a thin? in the room when done with, especial ly'any evidence of food or drink. Flowers may be in the room by day. but should be removed at nirfit, and should always have the lower leaves si ripped off the stalks before putting themin the vase. It is these leaves, left in the water, which .make it so dis- agreeable, especially in the case of mignonette, asters, and wall-flowers. Hyacinths, daffodils, and all flowers with juicy stalks, soon make the water unbearably nasty. After the patient has been washed, had breakfast, and been generally tidied, the door of the room should be fastened wide open to air it. This can be done even in winter if there is a fire. A few drops of eucalyptus oil, Sanitas, or toilet vinegar, poured into a saucer, and left to evapora e. are very refreshing. Then there are manv small things that are great comforts. Green blinds, for instance (only those who have tried them know the rest that they are to weary eve-); a loose shawl in bed, to tuck into odd comers and. in case of serious illness, the coals in the scuttle each wrapped in a piece of paper to save the noise of tongs or scoop. It would seem super- fluous to add that the nurse or attendant sho lid wear quiet shoes raid a dress that does not rustle were it not that even trained nurses have beeil known to sin in this matter. Punctuality in giving medicine and meals is of the utmost importance. A serious relapse may be caused by the food being delayed. So pains should be spared in serving food up in pretty guise-clean tatle napkins, garnishing of parsley, lemon, or beetroot, an extra rub to the glass or silver any- thing, in short, may be pressed into service to set off the appearance of what is not attraciive to the eye.-Tlte Queen.

SWANSEA COUNTY COUNCIL, THE PAVILION LICENSE. LIVELY PROCEEDINGS. THE ALDERMAN AND THE COUNCILLOR A meeting of the Swansea Couøty Council was held at the Guildhall on Wednesday afternoon. THE WATCH COMMITTEE. The Watch Committee reportedTuesday, 5th January. -Charges of misconduct against P.C. 14 and P.C. 51 were .nvestigated. and the farmer was fined two weeks' pay, and the latter dismissed the force.-It is recommended that bye-laws, relative to, the driving of cattle through the streets and other public places in the Borough, be adopted, and the Town Clerk was directed to take the necessary steps to bring the same into opfration.-The Town Clerk was instructed to return to the committee of the National Eisteddfod of Wales an account for 239 lis. for services and board and lodgings for additional constables engaged in connection with the recent Eisteddfod, and to point out that the Head Constable hold the undertaking of that com- mittee to pay for these services, &c. Alderman Chapman moved and Councillor Bradford seconded the adoption of the minutes of the Watch Committee, which were carried nem con. PROPERTY AND GENERAL PURPOSES COMMITTEE. The Property and General Purposes Committee reported :—Wednesday, 13rh Jauuary.-Applica- tion was made by Mr. E. E. Lucy for a lease of ground on the north side of Alexandra-read, 24 feet in width front and hack, and an average depth of 83 feet, for which he offers X18 per annum, equal to 15s. per foot frontage. The offer was declined, but the committee is prepared to let the land in question at the rate of 25s. per foot front- age per annum, or ground on the south side, adjoin- ing that leased to Mr. Jacob Jenkins, at 15s. per .tage. The committee cannot accede to the application of Mr. Tayleure to be allowed two weeks rent in respect of the ground occupied by the circus, on account of the delay in opening, and the Town Clerk was directed to give Mr. Tayleure notice to terminate his tenancy of the ground at the expiration of the first three months.—It is recommended that Mr. D. T. Steer, of 22, Henrietta-street, be offered a 99 years' lease of ground on the west side of Alexandra-road, adjoining the Wesleyan Chupel, having a frontage of 100 feet aad an area of 546 square yards, at a rental of 6s. per foot frontage per annum for 21 years, and 7s. 6d. per foot per annum for the remainder of the term.—A letter was read from Alr. Stephen Coleridge (Clork of Assize), complain- ing that no proper room is set apart for the use of the Clerk of Assize and his officers in the courts at Swansea, and the Town Clerk was instructed to reply, that in future arrangements will be made as far as possible to meet his convenience.—Mr. Councillor Tutton was requested to confer with Mr. Lawrence Tulloch in regard to his tenancy of No. 2, Gloster-place, which expires in March next, and the Sirveyor was directed to prepare and submit to the committee a plan. showing the Queen's Hotel and the property adjoining, which it is pro- posed to offer to let by public tender. The com- mittee new recommend that Mr. Tullocfi be granted a repairing lease for five years, from the 25th March next, of the premises in Gloster-place, shown on plan produced, at a rental of JE60 per annum.—Mr. John Howells made an application on behalf of Mr. Philip Ricanrd for the terms upon which the Corporation would be prepared to grant an extension of lease for 70 years of part of the land included in the Hill House lease for the purpose of building two or more cottages, but the committee is not at present prepared to make any recommendation.— It is recommended that the Harbour Trustees be required to pay an acknowledgment of Is. per annum in respect of the gates erected at the eastern entrance to Burrows-road, and also to enter into an agreement to remove the same when desired so to do by the Corporation.—Mr. John Roberts attended on behalf of the Swansea Artizans' and Labourers' Dwellings Company, Limited, the lessees of the Wassail-street and Church-street property, against whom action for breach of covenant has keeH instituted, and stated that the Company had failed to float the scheme for the erection of artizans' dwellings, and suggested certain terms for the surrender of the lease, and the matter was referred to the sub-committee on Corporation property.— The application for a reduction in the apportioned rsnt of a portion of the property originally com- prised in the lease of what was known as the Goose Island was considered, but the committee are unable to recommend the Council to depart from the judgment of the Court in the matter, and directed the Treasurer to obtain immediate payment of the arrears of rent due.—The minutes ef the sub- coaamitte appointed to enquire into the houaing of the working classes, dated 22nd December, 1891 were received and adopted, with the exception of that portion referring to the appointment of men to obtain information relative to the housing of the working classes, the duties to be performed by the ¡ several Inspectors ot Nuis-iriceg.-It is recom- mended that the salary of Mr. D. C. John, chief cleI kin the Town Clerk's Department, be increased to Y,160 per annum, and that the maximvm salary for his post be R175 per annum.-A letter from the Glamorgan County Asylum, asking for the approval of the Swansea Town Council to the erection ot a block at Pare Gwyllt Asylum for 104 male patients, and workshops, at a total cost of £ 17,000, and copies of recommendations ef the General Com- mittee relating to the pensioning of two officers, were referred for report t. the members who repre- sent the Council on the Committee of Visitors.— The Town Clark was directed to request the owners of Kilvey Hill to pitch the watei-coursa at Foxhole, to carry off the surface water during floods, which work the Surveyor estimates will cost 150. Mr. Tutton moved their adoption, and referred to the various items in view of further explana- tion. Mr. Pascoe seconded. Mr. Viner Leeder took objection to the minute referring to the letting of the Glamorgan-street property, which the Committee had decided to first offer to Messrs. Jones and Lucas, at a rental of 4s. per foot, per annum, for 48 feetifrontage. He thought it unfair that the Committee should have overlooked the offer of Mr. A. Bowles, who should have the first refusal. He would move that the minute be referred back. Mr. Richards seconded. Mr. Tutton explained that when the offer had been previously made and refused, it was the intention that a road should be made at that spot. Subsequently, another application was made for the land for building purposes, and at that time the idea of the making of the road was abandoned. He understood that Messrs. Jones and Lucas had been written to respecting their offer, but they had not replied, so that the offer of Mr. Bowles would probably be accepted. The amendment was then put and declared carried. Mr. Viner Leeder also took objection to the ] clause respecting the increase of Mr. D. C. John's salary to £160 per annum, as Chief Clerk in the Town Clerk's department. He (Mr. Leeder) did not for a moment wish to detract upon that particular clerk's abilities, or the genuine manner with which he did his work. It was not for this object that he rose to move that the matter be referred back. He considered that this was not the time for raising any salaries. They had only lately added a special Borough Rate for the ratepayers to face, and they could not say that altogether their rates were in a satisfactory condition. Therefore, now that the Council had an opportunity of considering the question, he thought they had an opportunity of j "cutting the garment according to the cloth." It was as much as the tradesman could do, to his knowledge, to pay their way, and according to Stnbbs Gazette and other papers of that sort, he saw that Swansea had quite as many people who came before the Official Receiver as any other place. Alderman Monger seconded, and agreed with Mr. Leeder as to the efficiency of Mr. D. C. Johns in his profession, but he (Mr. Monger) thought the line should be drawn somewhere in matters of increase of salaries. He thought they should deal with such matters in the same manner as they would manage their own private business. Mr. Tutton explained that the matter had been thoroughly thrashed out in committee. They did not care to go into the matter in detail in public as in private, but he failed to see upon what lines the increase should not be acceded to. They wanted to get the work done in the best possible manner, and get trustworthy servants to do if, and he for one felt that when they got such men they ought to be properly paid. He noticed that the particular application had come from a lawyer's office, and two gentlemen of the same profession objected to it. He did not impute anything in the observation. No one said it was an unjust advance; they simply said it was a question of rates. He did not go so far as to say that many of our tradesmen were very nearly in the Bankruptcy Court. Alderman Monger: Will yoa allow me to make a speech under standing orders. The Mayor ruled Mr. Monger out of order. Alderman Monger was about to refer to what he alleged to be a personal rtference on the part of Mr. Morgan Tutton, when the Mayor requested him to sit down. Alderman Monger: I will ask for a division, out of respect to YO Ia. sir, on the standing orders. CC,. ieq of Chair, chtiir.") The Mayor You are not in order, sir. Alderman Monger again attempted to speak, but the Mayer would not allow him, as he was of opinion that the remarks made by Mr. Tutton were not of a personal character. Mr. Pascoe thought the advance in salary rather too great. If Mr. Leeder would alter his resolution so as to make the salary £ 150, he (Mr. Pascoe) would support it; if not, he would moTe that the sum be £ 150 instead of 1:160. Mr. Viner Leeder then referred to the remarks of Mr. Tutton, and read the rule of debate. The Mayor again observed that the remarks were not of a personal character. Mr. Viner Leeder objected, and contended that Mr. Tutton referred to them as solicitors who had stated something which they would not have said had they been other than legal men. The Mayor then quoted the remarks Mr. Tutton used, and contended that no personality had been imputed. Alderman Monger and Mr. Viner Leeder again attempted to speak upon the matter, but the Mayor ruled them out of order. Mr. Pascoe moved that Mr. John's salary be £150 a year. Mr. W. Davies seconded, but it was lost. Alderman Monger moved an amendment that details in explanation of the proposed increase of salary to Mr. John be given before the increase was granted. He said it was unbecoming, unfitting, and not at all creditable, the way in which Mr. Tutton had moved the adoption of the minutes. Mr. Tutton had said it was not fit and seemly that they should go into details in public over this matter. Surely, if explanations were worth giv- ing in private, then they should be given in public. They were entitled to know the reasons which which actuated the committee in making the re- commendation in question. They ought to do something except pander and tamper, and yield to any suggestion for an increase in the face of the depressing influences which surrounded them. If the members would only remember the promises they lately made to their constituents, that they would exercise every economy, they would at once fall in with the amendment. The Mayor: We are travelling rathor wide of the question. Mr. Tutton: It is very discreditable, Mr. Mayor. Alderman Monger said it was very discreditable to refuse to give to the public that information which they were entitled to, and with a view to getting that information, either by the loquacity of Mr. Tutton, or the courtesy of Mr. E. R. Daniel, he pressed his notion. Mr. Leeder seconded. Mr. Tutton replied, and said much valuable time had already been wasted by Alderman Monger. As though it were not enough to have the noise of Alderman Monger inside, it was supplemented by the noise of a hooter outside. (Laughter). Why punish Mr. Johns in order that (Laughter). Why punish Mr. Johns in order that he (Alderman Monger) might have a smack at him (the speaker)? Was that worthy of an Alderman ? The amendment was lost, and Alderman Monger called for the names, which were given. Alderman Monger moved that the recommenda- tion that Mr. Johns' maximum salary be S170 be expunged. Mr. Leeder seconded, but this again was lost. Mr. Leeder attempted to move an amendment that the maximum salary be X150, but he was ruled out of order. Amidst a scene of some confusion, Mr. David Jones got up and said Mr. Mayor, I appeal to you, as the ruling member of this body, if something cannot be done to prevent these two young men occupying the whole time of the meeting. I am not prepared to listen to their eloquence, and I hope you will proceed. Mr. E. R. Daniel: I move that we go on with the business. The Mayor, amid considerable noise, called upon Mr. Jas. Naymith to fpeak to the minute referring to the County Lunatic Asylum, in which the Glamorgan County Asylum asked for the approval of the Swansea Council to the erection of a block at Pare Gwyllt Asylum for 104 male patients, and workshops, at a total cost of £ 17,000. Mr. Naysroith spoke in favour of the recom- mendation, and said the proposed new blocks were urgently needed. He moved that the sanction of the Council be given to the scheme as proposed by the Glamorgan County AsylUm Committee. Alderman Martin seconded. He said he attended the meeting of the Commissioners the other day, and after a close and careful consideration he fell in with the recommendation. Mr. E. R. Daniel spoke very strongly against the scheme, and said it was extravagant. Alderman Freeman said he also attended the meeting of Commissioners on this question, and the arguments then ad,luced convinced him as to the necessity of proceeding with the new buildings at once. Mr. Naysmith said the proposed new blocks were of the same character as these now standing; they were not extravagant, as suggested by Mr. E. R. Daniel, and the whoie tiling bad been very carefully and cautiously goue into. The motion, on beiii, put to the mpeting, was carried, and the minutes of the committee were adopted as amended. THE PAVILION LICENSE. Mr. W. P. Smith (Messrs. W. R. Smith and Son) appeared on behalf of Mr. R. J. Murphy, on behalf of Mr. Daniel F. Rugrue, and renewed his applica- tion for a liceuee for the public performance of stage plays in the Swansea Pavilion. Alderman Pike moved that the application be granted, subject to Mr. Sugrue entering into the proper recoKmsances. He said he had recently V sited the Pavilion with the Head Constable, and found things conducted in a most orderly manner. In company with another gentleman he visited tbe Pavilion on a Saturday night. There was a full house composed mostly of young people from ten to twenty-bivei years of age. There were very few women, and he was glad to see that. He was sorry, however, to observe the number of lads from ten to twelve years of age, when young people are the most impressionable, and when their characters were being formed. He had in past years seen a great deal of these places not so much from pleasure as with the object of studying the character of the people and finding out how they took their pleasures. But in all his experience he did not think he had ever listened to more vapid performances than at this Pavilion. It had been said tbat "little things please little minds." He was inclined to alter that to "silly things please silly minds." He stated this to the manager, who acquiesced, and said people would, have it so," Itwa, indeed, humiliating to see young men who might probably some day bo Councillors or members of Parliament, listening to such silly performances. The greatest pleasure of the whole programme to the audience was the per- formance of a woman who endeavoured to display her physical charms to as great an extent as possible. No doubt some thought the per- formance right and proper, but he was not prepared to accept their standard of judgment in such matters. No pure-minded woman would have gazed at such a sight without disgust and a blush. They were not granting a license for rational and innocent amusement in licensing the Pavilion. It was a place that leaned to vapid minds, ana tended to sensualize and degrade the moral and intellectual tone of those who visited it. WheD, associated with this, he found the sale of drink going on, the circumstances were made more deplorable. The bar was surrounded by a special gang of drinkers, and the whole scene was calculated to lower and degrade especially young people. He asked those present to vote against the granting of the license, unless the bar in the auditorium was closed. He knew members of that Council who were shareholders in the Pavilion. He had no intention of mention- ing names. Far be it from him to introduce any unnecessary element of pain into this discussion But what he had stated was a fact, and he trusted the members alluded to would not commit such a flagrant injustice as to vote on the question. They should endeavour to do their utmost to keep the amusements of the people as clean and as sweet as possible. Alderman Pike: I have no interest in the Pavilion. Dr. Rawlings: I mention no names. Mr. Tutton said he was very much in sympathy with Dr. Rawlings, but he did not wish to be arbitrary. He suggested, however that the license should be granted subject 'to a condition that the bar alluded to should be done away with. The Mayor We cannot issue the license subject to conditions. Mr. Tutton But could not the promoters give us such an undertaking as would justify the Council in acceding to their application ? Alderman Thomas Freeman: Is is not a fact that a similar undertaking was given by the New Theatre, and has been acted uponp Had the Mayor received any communication from certain ministers and the Good Templar's Lodge, pro- testing against the granting of a license to the Pavilion. The Mayor: I have received two communica- tions, but I am afraid I cannot allow them to be put in. This is a court, and anyone objecting to this license must appear here in person. Alderman Freeman: It is not a court, as evidence is not taken on oath. Mr. Tuttan suggested that the bar in the auditorium should be shut front the general view of the audience. Perhaps that would meet Dr. Kawliags'a objection. Mi. Leeder said it was impossible to close the bar referred to, and he could not very well under- stand the sentimental objections that had been raised against it. The«e places of amusement were found in every town, and paople would have them. Why not attempt to stop the fathers and mothers from allowing their sons to visit the Pavilion, instead of making such a futilo attempt to shut it up. Was every young man who went there bound to be demoralised ? Certainly not Mr. James Naysmith contended that they should not allow public amusements that were bound to do harm, and he strongly objected to the application being granted if the bar in the auditorium was allowed to remain. Alderman Monger followed in the same strain, and said be had heard complaints made about the character of tha Pavilion. Alderman Richard Martin said the morality preached by Mr. Leader meant this thut they granted tbe license, having no reapousibility what- ever. The Old Book said "Evil commonicatian* corrupt good manners," a motto which even the French people endeavoured to follow. The thing was clear enough. If they as a Corporation granted a license, and the people were demoralised in con- sequence, they were responsible. They could not encapeit. These performances :<nd their surronnd- iugs did rain the rharacter. And having allowed this in the past, were they gaing to allow it to continue? Nu; let them stand out bravely and put their foot on it. Unless Mr. Leeder possessed better morality than what he preached, he (Mr. Martin) did aot think be could take care of him- self. (Hear, hear, and laughter). The Head Constable said the Pavilion was as well conducted and orderly as most similnr places; the only objection he saw about it was the bar upstairs. This, be suggested, should be removed, and also the small bar downstairs. Mr. Smith having briefly replied, The resolution was put to the meeting and lost, six voting for and 21 against. The license was therefore refused. THE EMPIRE THEATRE, MORRISTON. Mr. Edwin Davies applied for a dramatic license for the Empire Theatre, Morriston. Mr. J. H. John moved that it be refused, as Morriston people were a chapel-going and not a theatre-going lot. Mr. W. H. Edwards seconded, and it was carried. THE TRAMWAY RATING APPEAL. The Mayor said he had just received a telegram stating that the Corporation had won in the appeal prosecuted by the Tramway Company against the rating of a certain portion of their lines. The question at issue was whether the full amount of rating upon the tramways should be paid, or only one-fourth, same as railways. He was happy to say that the appeal had been dis- missed with costs. This was an important action, not only for the town of Swansea, but for the whole country. THE BURIAL BOARD. THE PROPOSED NEW CEMETERY. The Burial Board Committee reported:- Tuesday, 1st December.—The Clerk submitted a plan showing the proposed division of Cwmgelly Cemetery into consecrated, unconsecrated, Roman Catholic, and unappropriated portions, as sanc- tioned by the Secretary of State, and the Sime was approved by the Committee. The Lords of the Treasury have sanctioned the raising of R4,950 for the purchasing and laying out of the intended cemetery, and the Clerk was authorised to complete the purchase, and the Surveyor directed to proceed with the preparation of the contract drawings. The Mayor was authorised to affix the common seal to all necessary documents in connec- tion with this purchase. In accordance with the request of the Rural Sanitary Authority, a sub- committee, consisting of the Mayor, the Chairman and vice-Chairman, Alderman Rocke, and Councillor Morgan, was appointed to confer with a committee of that authority on the question of cemetery provision. Alderman John Lewis moved the adoption of these minutes. Mr. F. Bradford seconded. Mr. Tutton wished to move an amendment. He was not against the acquisition of the ground for a cemetery, bilt only against the proposal to have it consecrated neither did he desire to delay the matter one moment. He was not acting with the slightest feeling of disrespect to those gentle- men who held different religious views to him he was actuated by the best of motives, and in the interests of the general public. His amendment was that it was undesirable to apportion or appropriate, by consecration or otherwise, any portion of the land proposed to be acquired for a cemetery at Cwmgelly, and that the Home Secretary be respectfully requested to sanction the purchase unconditionally, in order that such cemetery be open and available by every portion of the community on the same terms and condi- tions. Mr. Leeder seconded, and remarked that all fees should go to the Burial Board. Mr. W. Thomas (Lan), in a vigorous speech, said the question of consecration was never brought up at the Rural Sanitary Authority meetings. He considered Mr. Leeder and Mr. Tutton to be perfect bores'' on the Council, and were it not that he was so deeply interested in this matter, he would not for a moment sit with such Agnostics. (Laughter.) What Mr. Tutton and Mr. Leeder proposed was coercion with a vengeance- Alderman Monger referred to the work which Mr. W. Thomas (Lan) had done over this question, and he deserved every praise for it. There was a lot of petty nothingness about the amendment of his two friends. It was unreal, a sham. Better actors than the two who had associated their names with the amendment could not be found. Mr. Tutton was not honest in his views- Mr. Tutton Mr. Mayor, I must call this young man to order. He impugns my honesty, which, I am glad to say, does not come second to his. Mr. Monger ought to know how to behave him- self. Alderman Monger: I will not turn to you for tuition. He again repeated that Mr. Tutton and Mr. Leeder were not honestly coming forward in this matter. Mr. Tutton I must call you to order. The Mayor: I must ask you to withdraw, Alderman Monger. Alderman Monger: I did not mean it, but I will do anything you please, sir. (Laughter.) Mr. Tutton Please be respectful to the members of this Board. Alderman Monger Exactly. (Laughter.) Mr. Tutton: I will have a withdrawal, Mr. Mayor. Alderman Monger: All I ask- Mr. Tutton: I demand a withdrawal. Alderman Monger: I will do anything you like. The Mayor: Alderman Monger, I must ask you to withdraw. Alderman Monger I withdraw, sir. (Loud laughter. Alderman Martin: said if they consecrated 1- portion of the ground there would follow legal restrictions and consequences. A public ground used for public purposes should possess no legal restrictions. It was a question of right which they bad to consider. If any portion of the community, on sentimental grounds, wanted a, portion of the ground set aside for them, then they should pay for it. There should be no distinctions the whole cemetery should be free to everyone. Mr. David Jones followed on the same lines. Mr. Walter Lewis said if the amendment was carried it would shut out Roman Catholics and Churchmen from being buried at Cwmgelly. This cemetery was being acquired for con- venience the amendment, if carried, would do away with the convenience. Alderman Thomas Freeman said they were not sent there to make any distinctions. They wanted a burial ground for the public indepen- dent of any distinction, class, or creed. If there was any portion of the borougk where consecrated ground was unneccessary, it was at Cwmgelly. There should be no consecration, and there should be a fair field and no favour. Mr. Aeron Thomas said these distinctions were blots upon their Christianity, and he saw no need for them. The amendment was carried, with only seven dissentients, and the names were given. Mr. W. Thomas, (Lan) This is the greatest piece of tyranny ever known. The minutes, as amended, were then adopted. WORKS AND SANITARY COMMITTEE. The Works and Sanitary Committee reported :— Tuesday. 12th Jaauary.-The. followinc report by the Public Analyst was re ived During the quarter ended December 31st, I have received 22 samples of milk, 5 of tea, and 1 each of coffee, lard, peoper, mustard, and vinegar; total 32. Of the milks 21 were fully equal to the recognized standard ef quality, and 1 contained 15 per cent, extraneous or added water. The samples of tea, coffee, lard, pepper, mustard, and vinegar were all genuine, and of a fair quality. The number of samples examined during the year ending this date is 302.A list of houses at Pentrechwyth-road, Pascoe street, Pentrechwytb, Bonymaen road, Gwindy-row, and Pleasant-rew, Foxhole, which are unconnected with the public sewers, was referred to the Surveyor for report.—Resolved that the sum of S95 16s. be deducted from the accounts of the scaveBginK contractor for districts Nos. 1 and 2, for non-performance of contract, and cost of work executed by this Authority in consequence of snch neglect.—Several reports were submitted shewing the insanitary condition of several houses within the borough; and notices were ordered to be served on the owners of the several premises requiring them, within 21 days from the service of such notices, to make the said premises fit for human habitation. Alderman Freeman moved the adoption of these minutes, and said he was pleased to say that the death rate of the town was decreasing very much.. Alderman Richards moved the confirmation of these minutes. Alderman Pike seconded, and after some dis- cussion anent the dirty condition of the streets, they were adopted with a few modifications. WATERS AND SEWERS COMMITTEE. The Water and Sewers Committee reported:— Tuesday, 12th Jmuary.—The Town Clerk was directed to inform the Rural Sanitary Authority for the Pontardawe Union tbar. this committee is pre- pared to receive and confer with a committee of that board on the question of the watrr supply to their district.—Upon the certificate of the engineer a sum of C311 8?. 91. was ordered to be psid to the contractors on account of work executed. The amount already paid is £ 62,476 6s. Id. Alderman R. Martin moved the confirmation of these minutes. Mr. Naysmith seconded, and after slight dis- cussion the minutes were confirmed. STORES COMMITTEE. Mr. Price moved and Mr. J. Mayne seconded the adoption of the Stores Committee, which was carried. THE FINANCE COMMITTEE. The Finance Committee: -Friday, 15th January. -The following precept was produced: — "I, Richard Wbyndham Williams, Treasurer of the Conuty Council of Glamorgan, under the authority of sec. 32, stib.-Aec 7, of the Local Governmest (England am; Wales) Act, 1888, and in accordance with the requirements contained in sec. 153 of the Municipal Corporations Act, 882, do hereby make an order on the Council of the C*unty Borough of Swansea for payment to the County Council afore- said, of the sum of one thousand seven hundred and forty pounds six shillings and two pence, being the average annual amount which during the three years next before the 1st April, 1889, has been con- tributed by the said County Berough of Swansea to the said C(;unty of Glamorgan, and I require pay- ment of the aforesaid sum. Dated 30th day of December, 1891." Alderman Jamea Jones. in moving the adoption of the minutes of the Finance Committee, ex- pressed a hope that the Works and Sanitary and Streets Committees would curtail their expenses, as they were rather heavy. The Oxford-street Market Committee reported —Friday, 8th January.—Tbe architects (Messrs. Wilson and Moxl am) attended, and explained the modifications in designs to reduce the estimated expenditure to X20.000. The committee approved of revolving shutt'-rs, and directed the architects to prepare a design for iron divisions for butchers' shops, and to fill in quantities for alternative prices for same, and for white bricks in addition to common bricks. The w.c. accommodation to be reduced as suggested on plan. The Town Clerk was instructed to invite the Butchers' Association to meet the committee, to consider thp plans of the market, aud to enquire whether the Gas Company is prepared to lay main gas pipes throughout the Imarket, and supply shops. &c., in detail. A letter was read from the architects, requesting payment of their commission ( £ 500). and it is recommended that they be paid S250 on account. On the motion of Mr. Tutton, seconded by Alderman Chapman, the Market Committee's re- port was also adopted. On the motion of Mr. Mayne, the name of Councillor Davies was added to the Works and Sanitary Committee. The proceedings then terminated, after a sitting of about 4 hours.

J^MES.— This was a cUirn for £ 9 Ss., brought by the plaintiff, a shopkeeper, ot Morriston, against Richard James, of Cwm- rhydicwrw, the defendant.—Mr. Jenkins appeared for the plaintiff, and said that defendant admitted owing some 27 odd according to the entries of the iiccount, but that the book was badly k"pt, ani it was a question as to the balance. Tile plaintiff was then examinsd. but the matter was referred to the Registrar. JONES AND SONS V. DANIEL EVANS.—This was a claim for goods supplied by the plaintiff Messrs. Jones and to the Daniel EvanF, amouniinjj to £ o 8s. Mr. W. n. Smith appeared for tbe defendant, and said that the latter wis now a bankrupt akil the plaintiff couid not therefore claim the amount. The p'aintiff contended that the goods weie supplied before the bankruptcy took place, and defeudaut bad omiised to inform the piauititi ihat he was a bankrupt, which resulted in the plaintiff not proving his claim. BENNETT.—This was an action to recover certain dues paid by the plaintiff, Richard Hodgetis, as shipper and shipbroker to the Harbour Trust brlaght kgaiigst J. H. Burlett, tbe shipowner, Ir. Wilson Paton appeared for the plaintiff, and Mr. C. H. Gla.-xo line appeared for the defendant. From the facts adduced it appears that the plaintiff as shipper hud paid the dlles on a cargo of coal j amounting to Sl ISs. 3 i. at tvie rate of Jjl. per ton, and wfeich was recoverable accorùing to the custom of the port from the shipowner. Mr. Paton con- tended that the claim was take-, under a Charter Party which stated that the "steamer is to pay the ustial dues." For the defence, Mr. Glascodine submitted that under an Act of Parliament of 1854 the dues were paid by the shipper and not by the ship. He coutendeil that Mr. Paton was claiming from what was a custom of the port and not what was strictly legal. The plaintiff was then examined and said that it was customary that the slvp paid the amount. Mr- Win. Towers, manager of John Wood and Co., shipowners and brokers, of Swansea and Hartlepool, deposed th-t tbe dues paid by the shipper were ultimately paid by the shipowner. By Mr. Glftscodine: Witness had never told the shipowner that the payments could not be legally paid by him, becaase it, was customar3r for the ship to pay them. Mr. E. W. Jones \-ecret.rj of the Chamber of Commerce) was called as to the meaning of the clause added to the Charter Party, And in reply to,questions thought the interpretation of the added clause w-s that the ship should pay the dues. In cross-examination, he admitted that in mot charters it was specifically stated as to who should pay the tolls. His Honour thought the evidence supported the plaintiff's case as the Charter Party meant that the owner of the rhip engaged to pay the particular dues. Judgment for plaintiff ac- cordingly, costs being allowed on the lowest scale.
