The journals in one column describe the movements of the Court at Aranjuez, and in another the wholesale murders committed in the pro- vinces. It appears that not less than thirty-five persons have been shot for the insurrection against a despotic Government at Alicant, and sixty-five more are doortied to the same fate, without the semblance of a trial. Roncali remained inactive before Carthagena, for the want, it is said, of heavy artillery. But with that he can dispense. He has only to bribe some half a dozen of renegade Spaniards, as at Alicant, who will betray their nearest friends, and make him master of the place.

In the Life Department, a Bonus was declared in June 18'29, exceeding 1 per Cent, per Annum on the Sums insured, on an average of the different Ages and two sub- sequent divisions of nearly eqllal amounts were made up to Christmas 1835 and Christmas 1842. On an average of the three divisions the Reversionary Bonuses added to (lie several Policies at the end of every seven years amounted to about 27 per Cent. on the tota) Premiums paid thereon during those seven vears, and the whole amount of Bonuses allotted at the three Septennial divisions exceeded ^oSO.OOO. In the Fire Department, a Return of 81 per Cent. was declared on the 71h of June, upon the Premiums received on Policies which had been in force seven years and upwards at Christmas 1842, and such return is now payable at this Office daily (Friday and Saturday excepted) between the hours of ten and three o'clock; or by the respective Agents in the Country. SWANSEA, FRIDAY, MARCH 2U. THE Report of the Commissioners into the state of South Wales must be welcomed by all of us, as it is the harbinger of legislative measures for the proper adjust- ment of that state of things which led to the disturbances of last year. The Commissioners, at tiie outset of their report, slate that the excitement which had pievailed had, in a great measure, exhausted itself on their arrival and they go on to declare their belief, that the disturbances in the country, though so widely extended, were not connected with political causes, and that nothing like a general spirit of disaffection, or organised hosti fty to the laws, pervaded the community. The general opinion always has been that our riots were not owing to political, but to local grievances and their being attributed to such causes, ought to have induced her Majesty's Government to send down an efficient Commission of Enquiry, some months before October last-as early as June, when dis- affection was at its height, and was manifesting itself in the most violent and lawless aggressions. No one can doubt that the presence of the Commissioners in South Wales, at that period, would have greatly tended to quiet the people, inasmuch as they would have been satisfied their complaints were about to be enquired into, and that there was a great chance of obtaining edress, as many of them- selves would then have lnd au oppoitunity, as they since have, of giving their evidence, and laying their case before tbe Commissioners. How such a state of affairs as that which existed amongst us last summer could have been allowed to exist by the Government, without an immediate investigation into its causes, must to all o," its ieniniii a mailer of surprise, and we should think, to the Govern- ment, a matter of self-reproach for it is very evident, that if they had shown more haste injhe appointment of this Commission, some loss of life would have been spaied, and we should not have suffered so great an amount of injury to our public and private property.
