That no Books be ordered but at a General itfceting, except on particular emergencies, and then only with the concurrence of the President, and at JeaSt five Members of the permanent Committee. Renewals of orders may be made at Quarterly Meetings, or as emergencies occur, with the restriction betore-mentioned. 15.
