NEW QUAY.
NEW QUAY. MUSICAL FESTIVAL. On Wednesday a musical festival of rare excellence was held at the Tabernacle (C.), New Quay. Mr D. Jenkins, Mus. Bac., con- ducted. Mr William Timothy, Mr John M. Howell, Aberayron, and Mr William Thomas, late of Bir- mingham, presided at the respective meetings. Mr Howell caused great merriment by saying that he wished to see the Messiah who would weld the Samaritans and Jews into one people, meaning the people of New Quay and the people of Aberayron, in sympathy and interests, and that wherever the light railways were going to run, that there would be one running between New Quay and Aberayron which, he thought, more than all else would help to attain that end. Among a number of well-selected tunes, those by two local composers, viz., Mr David Timothy and Mr Jones, brother of the Rev W. Jenkyn Jones, Qumpier, were excellently rendered. The programme was well performed throughout, and the singing drew out from Conductor and Chairmen well deserved eulogiums.
LLANFlHANGEL YSTRAD.
LLANFlHANGEL YSTRAD. INQUIRY RE ALLOTMENTS.—On Monday, March 9th, an inquiry under the Parish Councils Act was held at the Felinfach Schoolroom by a committee of the Cardigan- shire County Council. Mr J. C. Harford was voted to the chair, and there were present also Mr Aldermen David Lloyd, Morgan Evans, and Councillors J. W. Davies, W. T. Davies, and Mr Fryer.—Mr D. Tivy Jones, chairman of the Ystrad Parish Council, stated that applications for allotments had been received by them at their first meeting in January 1895, and that they had been negotiating with landlords and others with a view to obtaining allotments ever since. He put in some corres- pondence which had taken place between the Parish Council and Mr William Jones, of Glandenys. Evidence for and against granting the application was given by Mr D Jones agent to Mr W. Jones Mr E. Hughes, tenant; Messrs T. Jones and T. Harries, applicants; Messrs D. Richards and E. Jonathan, Parish Councillors; Mr T. Evans, Llanwnen, and others.—The inquiry was carried on in rather a free and easy style. It did not err on the side of judicial stiffness, and it would not be difficult presumably to predict what view each member of the committee was likely to take on the question as to whether the allotments were to be or not to be." Opinions were formed even as to which of the members were going to remain neutral. Considerable interest was taken in the inquiry and some lively passages occurred between those concerned. The Chairman at one time remarked that the cost of the proceedings would fall on the applicants. The Chairman of the Parish Council asked whether it was necessarily so, and one of the applicants, flourishing a copy of the Parish Councils Act, shouted in rugged Welsh accent What section ? What section you refer?" When Mr Alderman D. Lloyd ex- pressed some doubt as to the elevation of certain fields the same applicant called out, You can see the map, man!" Another candidate said that if he were granted a certain field at a distance from his house, as was suggested in lieu of the one he had applied for, he would have to keep a servant to watch the cow and take it back and fore.—The Chairman characterised this as rubbish and not business, and remarked warmly to Mr Morgan Evans, "Let us have something like fairness."—Mr David Richards gave his account of an interview he had had with the applicant and the owner of the Cribin allot- ment and expressed a strong opinion that the application was a most reasonable one.—Mr E. Jonathan was ex. pressing his opinion about the value of some land when a member of the Parish Council said that if evidence on this point was to be accepted from one party that other important and well qualified ratepayers were prepared to give their opinions on the same point, but it was decided to close the inquiry.—Mr Tivy Jones asked whether the members of the committee had a right to interfere with regard to compelling the applicants to find sureties as had been done in the Llandyfriog case?—Mr Fryer was of opinion that the County Council had nothing to do with that, but that it was a matter for the Parish Council entirely.—Mr Alderman David Lloyd was explaining that the Parish would have to consider the expenses in letting, when he was met with cries of We know all that as well as you."

TREGAROIN.
TREGAROIN. OBITUABT.—On Monday evening last the death took place, at the age of 22, of Mr Isaac Davies, son of Mr Wm. Davies, grocer, Ty|nyreithm. Deceased was a grocer, and was at one time in the employ of Mr Jones, chemist, Tregaron. Fronr there he went to Pontypridd to Mr Protheroe, grocer, where he re- mained until some seven months ago. His health, I however, broke down, and he returned home. The cause of death was rapid consumption. Deceased was highly respected both at Tregaron and Pontypridd, where he had lately taken active part, in conjunction with Mr John Evans, Eglwysbach, in promoting the forward movement. The greatest sympathy is felt with the family in their sad bereavement.
