GEORGE JONES & SON, Gteorge Street, Architects and Surveyoi Aberystwyth, 6th Dec., 1894. ELECTION ^BBRESS. ELECTION OF GUARDIANS. TO THE ELECTORS OF No. 2 WARD, ABERYSTWYTH. LADIES AND GENTLEMEN,— Under the recent Loeal Government Act you arc- required to elect two Guardians of the Poor to repre- sent you on the Board of Guardians for the Aberyst- wyth Union. I beg to offer myself as a candidate for a seat cn the I Board. Boards of Guardians are entrusted with important duties in regard to A large number of the aged, the sick and the poor, in the performance of which the sympathetic interest and fostering c ire of women must be helpful. Hitherto no woman has occupied a seat on the Board for this Union. On similar Boards, whe; e women have been elected, their services have been appreciated, and it has been found that they are eminently fitted to discharge the duties which devolve upon Guardians of the Poor. I am well known to the poor of the town, and have for years taken an active part in the work of ameliorating their condition in various ways. The experience I have thus acquired would, I vpnture to think, be of some service in administrating the Poor Laws in this Union. The condition of the Inmates in the Workhouse requires the special attention of the Guardians; particularly Women Guardians, and efforts should be made to make the House comfortable and more attractive to those whose lot it is to be there con- fined. Similar efforts should also be made to reduce pauperism, and to teach habits of thrift and frugality to the poor, If elected I shall devote a considerable portion of my time and my best attention to the interests of the poor. and to the Ratepayers. I am, Ladies and Gentlemen, Your Obedient Servant, pool ELIZABETH JAMES. ELECTION OF GUARDIANS. TO THE RATEPAYERS OF NO. 2 WARE. LADIES AND GENTLEMEN,— Under the Parish Councils Act, which has just into operation, you are called upon to elect Two Representatives for the above Ward on the Board of Guardians. Under this Act, the duties of the Beard of Guardians in future will be entirely confined to the Administration of the Poor Law. It i, therefore, very important that the Ratepayers should not elect as members of the Board persons whose false fcouony of the rates shall neutralise their sympathy with the deserving poor. I now beg to offer myself as a Candidate for cno of the two seats for the above Ward. The only public capacity in which I have hitherto acted is that of Overseer, and I may conndent'y stste that in conjunction with my colleague, Air d. P. Edwards, all that was legally within our power was done to oppose the action of the Assessment Committee iu unduly raising the rateble value of the town, believing that the present depressed times did not justify them in doing so and our contention turned out subsequently to be quite correct. £ !?S If elected, I will endeavour to get the Board to allow the adult inmates of the House liberty on Sundays to attend public worship at the RESPECTIVE places of their choice. I do not believe children should bear the stigma ri paupers in the form of apparel. I would do all in my power to get the children whose lot has failen IN the Workhouse clothed like other children, so that th". may not be pointed at and avoided by children wLo are fortunate enough to have parents and the comforts OI home life. There arc a great number of Social Questions regard- ing the Poor, such as- A better Classification of Disabled and AGUL Paupers A more just administration of Out-door g.,lid; More care and better Economy in th Exrenditure F And many other important matters, whicfl *P&EC will not permit me to detail in this address, all T'.CDII.F t decrease the rates, but at the same time to make THE poor inmate3 of the Workhouse happier, IR.T're. c o tented, and resigned to tneir lot and th-sc qiie-TI- N- should receive the consideration of the n. ik>r;. without delay. For these and other reasons, I humbly YD-cir t favour of your VOTE. 1 rem I in. Yours fai'hfolly, JOHN P. 20, Great Darkgate-street, December, 1894. (Election Jli^ressc. ELECTION OF GUARDIANS TO THE ELECTORS OF WARD NO. 1, BOROUGH uF ABERYSTWYTH. LADIKS AND GENTLEMEN,— Tim Parish Councils Act, by Parliament this year, has changed the constitution and work of the ii aids of Guardians. J" future the Guardians will manage the Poor Laws onlv. This new div.sion of labour will afford the Guardians, as such, to gire^their undivided attention to the relief of distress among the poor. I to offer myself as afor one of the tv. o s ts in your vVard. I oo-ne forward as an In ieo ndeut Candidate, as I believe I shall thus be e te- i-)Ie t. s.r e the tLie interests of the Rate- payer- under varying circumstances than by being tied to aoy p.,ity or pledged to any policy. The folio o. itig is an oetlinc of my programme, which I beg to submit for your consideration :— G' uerous treutm<-nt of the deserving poor, and lh. granting of reasonable out-door relief. More humane treatment of the i.ged and disabled i the W oik ho use. Makiog tne Workhous" less tf a prison and more of a home for the poor and aged. Proper c]at:itica, ion of the inmates and care of tec children. I do not believe in saving the rates and starving the poor. here is ample room for reform in other qu ters to avoid any increase in the rates. To make the i.ves of the poor brighter ana happier needs no additional expense. Th- question of providing better houses for the wo-king c esses bears a clos^ rel.itiou to the adraink- :rati<>n of relief, and I snail as .1 member of the Town -oil, c,l b- in a position to support such projects. I hH 1 .t all times do my utmost to allay the bitter- ness f p veity by dispensing charity in the spirit of t he G, soel, and not as heretofore by letting the left d kti- w everything the rigllt. hind doeth, and die- graci; g the poor and branding the unfortunate child < i.
