The best people in society bowing low to the sneak thief! For in com- mon parlance, would not the stranger that pocketed scarfpins from your cushion or jewelled bonbonieres from your Vernis Martin cabinet 'be unceremoniously dubbed as such? It is a pleasing spectacle, indeed. I asked a well-known detective the other day the diffe- rence between a kleptomaniac and a thief. He mused for a moment, and then said without the vestige of humour in his voice or manner: "Lady, it's like this. It's high toned, d yer see, to be a klepto. There's no danger of your being punished as a thief if you've got good connections and are rich. There's no use in bothering rich thieves, they'd every last one of them get proved innocent or irresponsible. Poor people can't afford any such luxuries, and we oan't afford to stand any of their non- sense. If a poor woman steals, why, she goes up; if a poor man steals, why ditto. The difference is the size of,your bank account." This explanation, if not highly satisfactory from the lofty standpoint of morality and jus- tice, is beyond question the accepted one. ANOTHER REMARKABLE CURB RHEUMATISM. The letters which appeared in the "Western Mail" last week from a Mr. Davies respecting the cure of rheumatism in five weeks from the we of Mr. Phil Phillips's rheumatic ar-nlianoes, after years of suffering, and after several doctors had failed in relieving the sufferer from pain, have caused many inquiries respecting these appliances from persons suffering from this terrible complaint. Here is another case of an equally marvellous oharacterOn the 21st of January. 1897, a Mr. Thomas Hollis, Edingale, Tamworth, Staffordshire, wrote to Mr. Phillips: —"Dear Sir,—I saw in the papers what good euros your rheumatic cocks had done for people. T have rheumatism in my legs very bad. I a a labouring man, working out of doors. I should like to try them very much. I have enclosed 10s. 6d. for a pair of your rheu- matic socks, and the pattern of my boots. Please send them by return of post, and with directions how to use them. I was recommended also to try them by Mr. Petty, at Lowidmm.-Youn truly, Thomas Hollifi.' The socks were sent, and on February 8, just three weeks after com- mencmg to wear them, ne wrote again: — "EdingaLe, February 8. 1897. Dear Sir,—I am glad to inform you that I am much better than I have been for a long time, though the pain has not entirely left my hip. I have worn the socks, as you told me, night and day. I did not feel any of the pricking or warmth in my feet from them. Shall I go on as I have been doing? —Yours truly, T. Ho His." On February 17 he wrote again"Edingale, February 17, 1897. Dfiar Sir.—I write to tell you about my soaks. I have felt a great benefit from them. I am a deal better, and I thought of leaving them off in the daytime and only wearing them at night. I can now walk to my work, a mile and a half from my home, and back, but before I left them off entirely I thought I would ask your advice what I had better do.—Yours truly, Thomas Hollis." Here is a man who had been suffering from rheumatism for & long time able Jot one monthla time io xerume his wcdt and. walk three miles a day, in addition to com- pleting his day's work; and yet this is only one of many similar cases. This remedy cures when all other remedies have failed. Mr. Phillips would feel obliged if sufferers from rheumatism would write to Mr. Hollis, and ascertain the particulars of the cure effected by his rheumatic appliances; but, as Mr. Hollis is only a working man, a stamped directed envelope should be enclosed for a reply. POLICE OFFICERS AND THEIR DOGS. A PROTEST AT MBETHYR- In a case heard at Merthyr Police-court on Monday, in which one man was charged with assaulting and four others with resisting him, Police-constable Dove, of Abercanaid, admitted, in reply to Mr. Beddoe, the defending solicitor, that on the occasion in question, which was at night, he had with him a retriever dog. How- ever, he said the dog was very quiet and affec- tionate.—Mr. Beddoe, whose instructions were that the dog jumped at the man who committed the assault, said that he must protest against amy police officer whilst on night duty taking about with him a dog whose nature was so ferocious as that of a retriever. He directed the attention of Superintendent Thorney to this particular instance, and said he hoped the practice would be stopped.—The Stipead'.<wy, in dealing with the defendants, said he ayite agreed with Mr. Beddoe that a police officer had no right to take a dog about with km when on duty at night.

?- ASSAULTS ON THE POLICE. A BATCH OF CONVICTIONS. AT KEBTHYS, At Merthyr Polioe-oourt on Monday, Thomas Peters and David Peters, mulattos, together with William Jones, were oharged with being drunk and refusing to quit the Bruce Arms Inn, Mountain Ash; also with assaulting the police whilst in the execution o< their duty. On Saturday night the prisoners and others created a disturbance in the public- house, and Police-constables King and Cooks- ley were called in to eject them. The officers were subjected to brutal ill-usage, and Thomas Is, Peters, after searching in vain for a poker, actually picked up a fender for use as a weapon of attack. King, perceiving the danger, knocked the ruffian on the head with his baton. but, although the staff was broken by the force of the blow, it was stated to have been devoid of the slightest effect upon the darkey's sconce. For the drunkenness the prisoners were each fined 10s. and costs., or fourteen days. With regard to the assault, the conduct of Jones was held to be the most culpable, because he caused a crowd to follow to the police-station, and he was fined 23 and costs, or a month. The other two were fined £ 2 a-pieoe and costs, with the same alternative term of imprisonment-—At the same court Thomas Lewis was fined 10s. and costs for being drunk and disorderly at Aber- canaid, and was mulcted in a similar penalty for an assault committed upon Police-constable Dove. Four men oharged with resisting the oonstable whilst he had Lewis in custody were fined 5s. eadh and costs. In default of paying fines John Foley was committed for six weeks for drunkenness and disorderly conduct, for damaging Police-constable Powney's uniform overcoat, and further for assaulting that officer and Podioe-constahle Phillips.

GLAMORGAN COUNTY BYE-ELECTION AT TBEFOBEST. The election of a county councillor to repre- sent; the Treforest Electoral Division at the Glamorgan County Council, in the place oi the late Mr. David Leyshon, took place on Monday. There were three candida-tee, namely, Mr. Firbank King (C.), Mr. Jaxoac Roberts (L.), and Mr. W. V. Rees (I.L.). The result of the poll was declared at ten o'clock p.m., as follows:—Mr. James Roberts, 701;! Mr. Firbank King. 377; Mr. W. V. Rees, 76. Mr. Thomas, of Neath, was the returning officer.
