Gathered from Gwalia
Gathered from Gwalia GOSSIP AND CHATTER OF WALES AND WELSHMEN. A Column of Notes and News of Persons and Places of Interest and Instruction for Old and Young. TL2 prizes at Llandovery College will be given away this year by Principal Rhys, of Jesus College. The Hon. Lady Cowell Stepney's first dance will take place* at her London residence on Fri- day, the 31st inst. Miss Rous, Cwrt-y-rala, is now enabled to leave her room, although suffering from weak- ness after her severe illness. It is now certain that the report of the Welsh Land Commission will not, under the most favourable circumstances, be ready before August next. There is nothing like keeping up appear- ances. The income of the Cardiff Liberal Association is rapidly diminishing, and Mr. R. N. Hall, the agent, is moving into more expensive offices. Mr. and Mrs. John Cory and Miss Cory have arrived at 4, Park-orescent, Portland- place, London, and Mr. and Mrs. F. Lort Phillips have returned to 79, Cadogan-square, from Somaliland. Fishing in the Teifi seems to be improving. Besides large baskets of trout taken daily. two fine salmon were grasped on Wednesday at Llandyssul, weighing 18ib. and 231b., the former by Mr. J. Shaw and the latter by Mr. D. Evans, Porth Hotel. It has been noticed that Jabez Balfour bears stich a remarkable resemblance to Mon n that the Archdruid is uneasy about it. Morion." however, makes no pretence of being a great financier, although lie owns two or three mountains, with all their minerals, up the hills. One of the novel, but pleasant, movements in Cardiff is a flower mission. The promoters have been enabled to distribute about 5,000 bouquets to the inmates of the workhouse and Hamadryad hospitals and the town infir- mary. The headquarters of the mission are i at 27, Charles-street. Several friends of Councillor Waring who know that he had spent a merry, if a short, time in London on Cardiff Corporation business laet year want to know why his name does not appear among those who have been credited with expenses. Mr. Waring, with his usual modesty, has not sent in his bill. The little tiffs of Welsh members must not be taken too seriously, for now it is stated that Mr. Lloyd-George and Mr. D. A. Thomas have made up their differences once more, and that the member for Mer- thyr will second one of Mr. Georges amend- ments to the Disestablishment Bill. Next week the talking women of Liberal England and Wales will visit London, and one of the '"functions" will be a Welsh luncheon to the delegates at the Paddington Hotel. Another "fullction" that v.ill cause the female heart to flutter will be a recep- tion given by Mrs. Brynmor Jones. The secret about the Prince of Wales and the chancellorship of_ the Welsh -University was well kept. All who had been told were bound in the strongest shackles of holy secrecy, and it came as a thunderclap upon them to find the information in the "Western Mail" on the morning of the meeting of the Court. Sir Edward Reed can still meet one class of people who never bother him about freedom of boroughs and Radical candidatures, and these are the Japs. Sir Edward presided over a meeting of the Japan Society in Lon- don on Thursday, and his friends Mr. Riu Tayui and Dr. Okamura were with him. A paper was read on Japanese shipping. We have not been told all the good thiiiwg «aid and done at the recent Liberationist meet- ing in London. Sir Wilfrid Lawson, who always shows a kiudly feeling for the Prime Minister, praised the Cardiff speech, amid loud applause, and quoted the remark of "Mabon":—"We'll make Lord Roseberv a Methodist ptvac-her before we've done with him." There are altogether five or six Welshmen on the London County Council. One of the best known of them is Mr. Howel Idris, who was at one time the Liberal candidate for the Denbigh Boroughs. Mr. ldris lias been asked to contest an English seat at the next general election, and his hesitation about accepting the offer arises out of his desire to serve Wales in Parliament. The registrar for the Welsh University has a. delicate task to keep rival Welsh towns at peace. They all want him as a resident, and woe be to him if he leans to one more than another. So far as the towns are concerned, the crisis has been elbowed off by the decision of the University Court to consider the matter in a year. but what is to become of the regis- trar in the meantime? Will he be hung to the moon? The East civilised the West, and now the West is taking a turn at civilising the Ea.st. The home of the Eisteddfod is Wales, but the influence of the bards is rapidly spreading over England. On Thursday "an eisteddfod and industrial exhibition was onened in Eocles in order to encourage habits of industry amongst the young people, and also to stimu- late their musical and literary faculties by the introduction of some of the feature6 of the popular Welsh Eisteddfod." Welshmen arc doing extremely well in India. Sir Griffith Evans is at the head of till Indian Bar, and his brother, Mr. Lewis Pugh-Pugh, of Abs<rmaed, is also rapidly achieving a front- rank position for himself as an advocate. In the Civil Service there are several Welshmen who are looked upon as "rising" men. One of them is Mr. J. Lewis Jenkins, the son of the late Mr. James Jenkins, of Llangadock. and a brother to Miss Jenkins, the "prophetess" of Cymru Fydd. Mr. Jenkins is at present on a short visit to this country. A Baptist preacher was recently officiating in a. Cardiganshire chapel where the congrega- tion was largely made up of seafaring men. A figure used by the preacher related to a captain at his wits' end when navigating his ship through a narrow, shallow, winding channel, abounding with rocks and strong currents. The faces of some of the listeners wero perfect pic- tures as the preacher eloquently described the details and difficulties of the voyage. The ship rsui against a bajik. and in a thrilling burst the preacher shouted, What, shall we do?" God knows," cried an old sat lor; for yon are going otarn foremost!'

A report obtained some currency on Friday night that the authorities at Scotland Yand had deenied it advisable to double the detectives gi?rding the approaches to the House of Com- mons. There was a noticeable number of 1'a.ngtrs round in both the central lobby and outside Palace Yard, but the Central News learned,, on ,inquiry in the proper quarter, that no communications indicating additional pic- caufcions had readied the police at the Houses of Parliament. CARDIFF TRADES' COUNCIL. THE PROPOSED INCREASE OF THE RECORDER'S SALARY. A special meeting of the Cardiff Trades' Council was held at the Metropole Hotel, Car- diff, on Friday evening, under the presidency of Mr. J. Jenkins.—A resolution held over from the previous meeting was ordered to be printed, regretting that Mr. Tom Taylor had resigned his position on the council, and placing on record their appreciation of his proffered assis- tance in the future -The question of the ap- pointment of an inspector of weights and measures was also discussed, and the action of the property and markets committee was severely criticised.—The following resolution was passed — "That this council views with dissatisfaction the action taken by the property and markets committee, and strongly recom- mends the council to withdraw their advertise- ment and comply with the conditions laid down by the Act of Parliament.—The question of the proposed increase of salary to the recorder v. as also considered, and a resolution was passed asking the friends of economy to oppose an increase of remuneration to one who is already sufficiently well paid for his service, It was also recommended that the names should be taken of those who voted for and against the resolution. .-?- -?--?-

---SUPPOSED POISONING.
SUPPOSED POISONING. A MYSTERIOUS DEATH NEAR ST. CLEAR'S. The little village of Llanddowror, near St. Clears, has been thrown into a state of un- wonted excitement consequent on the suspi- cious circumstances attending the death of an old resident named David Bevan, who had suddenly died after partaking of some medi- cine, which had been prescribed by a local chemist, the latter, it is alleged, supplying the drugs without seeing the patient or getting any instructions from a medical prac- titioner. The Vere du^'SomnKwed, but when Mr. Jonah Davies, deputy coroner for Western Carmarthenshire, opened the inquiry at Llanddowror at four o'clock on Friday after- noon he learned that the chemist had absented himself, and that Dr. Valentine Jones, of St. Clears, was unable to state the cause of death. A post-mortem examina- tion was, therefore, at once ordered. Mean- while a police-sergeant was sent with a sub- poena to the chemist, who lived some two and a half miles outside the village.

Science of Kissing
Science of Kissing A DISCOURSE OX THE VARIOUS MODES. The Kiss of Hospitality, of Welcomb. of Enthusiasm, of Mockery, or Jealousy. Kissing has com in again. When two young- women who met last week in the crowded shopping district of a big city raised their -,pi veils, bent over aad imprinted a hearty salute, lip on iip, those observing the little tableau declared it charming and refreshing in the ex- treme. The spectators immediately forgot all alx"ut the old blue laws of etiquette against public demonstrations of (affection. Now, there may not have been any affection lost between the two young women, they were probably xily amiable acquaintances, or. per- haps. evm deadly rivals, but such trifling con- siderations as private feeling-j never affect v omen following a fashion. And kissmg is a fashion ag-ain full-fledged Lnd in active prac- tice, with all its code of observances drawn in lines as hard and fast as convention can make them. It usurps the place of handshake and c: rtsey. of which, vith their manifold v&ria- f ions, society has grown deadly weary. Every wcman this spring on her daily round of tasks and pleasures is apt to kiss half a score or more of her sex between sunrise and sunset. Her r {.hilosophical mind is not bothered in the least as to the passible hypocrisy or probable dis- ease lurking in this lip-to-lip greeting. In the street or theatre, church or car, drawing-room or ballroom, her kisess are dispensed as freely as hand clasps, and her conscienco and health none the worse for i l. "But it is not always lip-'to-lip, Mrs. Grvndy herself assured the re porter who was sent to interview her as to the ceremonial of osculation, "and a kiss may convey iust the same degree of tender affection, haughty dis- dain. icy contempt, carders indifference or rapturous welcome one would otherwise ex- press by a warm hand clasp or chilling, stare. It all depends on how and where one otters or receives it, a.nd it in easy enough to) a well-trained eye to discover just the degref of interest women feel in. each other by thf maimer of bestowing this caress." The modish hostess now kist-es her guests; of course, only those of petticoat persuasion, as slio receives. Younger women than herself ljend their heads ever so little at entrance for the pretty salutation on the brow, a gracious condescension of age to youth, and for guests of one's own years a light kiss on the cheek, miud you the left one, is given. That is the kiss of hospitality and equality, and only the most formal acquaintance does cne fail to salute in this fashion. To draw back from the proffered kiss of a friend is to inflict a terrible wound on evun the less sensitive feel- ings, now that kissing is in vogne and every- one rjdopting the habit. Yet, like everything else, kissing, remember, has its reserves and degrees. An odd fact is that, fond as women arj of it, very few ever offer or ask the greet- ing from the lips of another of their sex. Brow, cheeks, Mid cliin they turn readily enough, it. is lip to lip only with sincere -friends,- said fhe_ Mutation should be executed gracefully, swiftly, and almost sile-itly. Not quite noiselessly, though. When a woman meets another woman on the street they exchange smiles, the short veils are lifted eves* so little, the first one's mouth touches the second, one's chin, just below the nether lip, there is a sound like a ribbon fluttering in the breeze, not unpleasant to the musical ear, and a man possibly would call it only half a kiss or a fourth of a one; to the participants it was satisfactory, and made t pretty picture. They will probably crinctM each other's gowns after turning opposite corners. It is easy to tell girl chums by the veil lifted very high and the two lieartv salutes, fairly on the red lips, exchanged with hands fit each other's shoulders, and women who are relatives by the kiss at meeting and re- peated at parting. She who drops in for rou afternoon tea on one she has reasons to suspect- is angling for a particular young man. in whom the party of the first part feels proprietary rights, gives a deadly kiss of jealousy through her veil. The jealous kiss takes as many phases as there are variety in the circumstances bringing rivals together. It sometimes assumes the sruise of knocking your rival's hat wickedly awry with the wing of your snug little bonnet, as you pretend to touch your cheek against hers. or merely grazing her chin with your cold narrowed mouth, or putting your arm tight about her waist, in a hypocritical squeeze of affection, and giving her three or four feather kisses as far away from her mouth as her cheek will permit. But the triumph of diplo- matic kissing is achieved by the women who never kiss each other at all. They drop ever so gracefully into each other's arms. Mid, by drawing their under lips against the tipper teeth, make a little sound on the vacant air that passes for a cordial salute, while the admiring world is none the wiser for tM mockery. It is the younger girls, however, who meet on the theatre or church steps, and. putting their forefingers under their chins, lift up the face to the proper angle for imprinting a greeting that is a hearty kiss, firmly on the mouth. Many a miss offers her lips held apart like those of a child, moist a.nd relaxed, or ruffles her lips to a French moue, plaintive sad appealing.
