CARDIFF REPRESENTATION. SIR E. J. REED IS TO BE APPROACHED AGAIN. A new and not altogether to be unexpected move has been made in the direction of set- tling the deadlock at present existing in Radical circles with regard to th3 representation of the borough of Cardiff. Recognising forcibly the difficulty of getting any candidate to contest the seat who is likely to get the united support of all shades of the Radical party, an attempt, influen- tially supported, is being made to get Sir E. J. Reed to re-consider his decision to resign, and inviting him to hold the seat for his party until peace and harmony are restored. A circular with this end in view has been printed, and is now under consideration, and will pro- bably lead to further developments without delay. — -?_??-

A TRADESMEN'S BALL. SUCCESSFUL GATHERING AT AN ABERDARE HALL. Under the auspices of the leading townspeople a well-arranged dance was held in the Constitu- tional-hall, Aberdare, on Wednesday evening, and the initial venture augured well for the continua- tion of what is intended to be an annual event. Mr. David Williams, the genial high-constable,. was chairman of the committee, and the members included Messrs. F. Allen. F. Burge, D. Davies. J.P., D. B. Davies, D. J. Gwyn, W. J. Harries, John Howells, David Hughes, J. H. James, Thomas Lloyd, F. W. Mander, F. Pird^e, A. Phillips, Harry Reed, T. Rees, F. Lewis, W. J. Thomas, D. Tudor Williams, and L. N. Williams. Mr. D. P. Richards, Blaengwawr, undertook the secretarial duties, and a large tribute of praise is due to him for the excellent arrangements made. Messrs. Richardson and Co., of Cardiff, who were entrusted with the deco- rations, carried out their work in a most pleading manner, the general tout ensemble reflecting the highest credit upon them. Mr. Stevens, of Cardiff, catered generally, the supper menu giving every satisfaction and Mr. David Hughes, of the Boot Hotel, supplied a ohoioe selection of wines-. Mr. J. A. Phillips, leader of the quadrille band, had charge of the musical arrangements, and provided a capital selection of music. Altogether the number of guests was about 130, and dancing was con- tinued until about five a.m., the whole proceed- tinued until about five a.m., the whole proceed- ings not experiencing a single hitch.

CARDIFF MUSICAL FESTIVAL. On Thursday evening at the Park-hall, Car- diff, Dr. Villiers Stanford conducted a rehearsal of his new work, "The Bard," by the Cardiff Musical Festival Choir, which is to be sung at the festival in the coming September. It was a special rehearsal, the choir having taken ad- vantage of the doctor's visit to the town on his mission of conducting the musical examination of the Associated Board ot the Royal College of Music and the Royal Academy of Musio ~*9 invite him to conduct the performance. The Chairman having introduced the composer, the latter briefly expressed his pleasure at the op- portunity afforded him of meeting the choir. After the piece, which is styled a Pindaric Ode, and set to the words of Thomas Gray's "The Bard," had been sung, Dr. Stanford said he was highly pleased with the performance and the great proficiency of the choir, and warmly thanked them for the intelligent exposition of his work.

Addressing the Liberal Council of the Forest of Dean at Cinderford on Thursday, Sir Charles Dilke said be should support the second reading of the Liquor Traffic (Local Control) Bill in Committee, and he should also vote for all amendments which aimed at extending to the pbople the right of controlling the drink traffic. Questioned why he did not vote for the Liberal Speaker, Sir Charles Dilke said, whilst he con- tended that the selection of Speaker belonged to members without reference to their constituents, he held that, not simply a fit man, but the very fittest, should be selected. J MR. COURTNEY DEFENDS MR. GULLY. Mr. Leonard Courtney at Liskeard on Thurs- day dealt with the recent Speakership negotia* tions, and said he refused the nomination primarily to retain his freedom. He hoped Mr. Gampbell-Bannerman would have been unanimously ohosen, and when, for the second time, he was pressed to accept the office, he requested that the Liberal Unionist members should be called together, and he accepted their decision, arrived at entirely on public grounds, willingly and with a. sense of relief. Mainey, a young labourer, lodging in Grover-street, Pontypridd, and employed r.t the Great Western Colliery, made what is believed to be a desperate attempt to commit suicide early on Thursday morning. It seems that on Easter Monday he left the town with about j615 in his possession, and proceeded to attend the Ely Races, where he lost practically every farthing. He returned on Wednesday, and remained in the house all day. He was somewhat strange in manner, but when the family retired to rest late at night he was still in the house. When they came downstairs, however, the next morning, it was discovered that Mainey had not been in bed during the night, and it subsequently transpired that, he had proceeded to Treforest, and, having first of all attempted to take away his life by gash ing his throat with a knife and failed, he jumped into the canal. He scrambled. however. to the bank, and then proceeded to the local polioeman, whom he knocked up and confessed what he had done. He had several gashes on the throat, and was wet from head to foot. About six o'clock he was taken to the Pontypridd Police-station, and then to Dr. Howard Davies's surgery, where his wounds—one being llin. long on the right side of the windpine. and three others resembling stabs-were stitched. He was subsequently- removed to the workhouse infirmary, where he now lies. ? -?

At Hereford on Thursday, after his enthrone- ment as bishop, Dr. Percival said he desired, as his first practical appeal to the people cf the diccese, to ask their earliest co-operation in what he believed to be an imperative call to every Christian Englishman to put a stop to the shameful persecution of Christians in Armenia. If they did not rise up and cry [ shame upon the Turk, Whose power this country helped to maintain, they would be sharers in the guilt. Those who remembered the horrors p<rpetrated in Bulgaria kn&w that these Arme- nian atrocities were but the more flagrant in- stances of what occurred and recurred and would recur wherever the Christian was at the mercy of the Turk. The Sultan, by his representa- tives at the Congress of Berlin, promised that such things should be done under his rule no more, but to-day the ruined villages of Armenia, a region as fair as their own Herefordshire, thousands of slaughtered Christians, as innocent as those who gathered in English churches, every Sunday, men tortured, children butchered, women violated, declared to the world how the Turk in his cynicism and fanaticism jnd his will of brutal lust had laughed his pledges to scorn. Englishmen would be besmirched and scorn. Englishmen would be besmirched and defiled if they did not avenge those atrocious deeds by punishing the wrongdoer and taking away from him for ever the power to commit such abominations upon believers m Christ. ANOTHER SPUR TO THE ENGLISH GOVERNMENT. The executive committee of the Society for the Recognition of the Brotherhood of Man, 47, New Broad-street, E.C.. at its recent meeting adopted the following resolution :— That this committee have heard with horror and dismay of the frightful atrocities perpetrated by the military authorities of the Turkish Empire upon the men, women, and children of the Armenian race, and hereby ex- press their earnest desire that the Government of this country take prompt and effectual means to press upon the Sublime Porte the fulfilment of its treaty obligations to protect the Armenian people in the enjoyment of personal freedom and religious liberty." -?--

CARDIFF STEAMER ASHORE. UNSUCCESSFUL ATTEMPT TO GET HER OFF. A Lloyd's St. Nazaire telegram says :—The steamer Beignon, of Cardiff, is ashore at Mar- timer. Unsuccessful attempts have been made to get her off. The Beignon is an iron screw steamer, of 1,318 tons, and was built in 1880, by Richardson, Duck, and Co.. of Newcastle, and is owned by the Beignon Steamship Company (Limited), of which Messrs. Morel Bros., Cardiff, are the managing owners.

On Wednesday a man named William Williams, gardener to Major Jocelyn Ffoulkes, of Eriviatt. near Denbigh, was discovered in a dying condition in one of the tool-houses. A report of a gun was heard, and ou one of Williams's fellow-workmen going in lie found him lying on his back, with a gun resting across his legs and the ramrod in his clenched hand. There was a terrible gash in the poor fellow's neck, just under the jaw, and he was in a great pool of blood, having almost imme- diately bled to death. -?.?-

The Press Association Leeds correspondent says :-The court-martial which has been inves- tigating the fire at York Barracks has arrived at a conclusion, as the result of which the confine- ment of the whole of the regiment, the Carabi- neers, to barracks has been ordered. This sweeping measure is now in operation, and it is rumoured that in addition the regiment will be required to contribute to the cost entailed by the fire.

A Central News telegram from Madrid on Thursday says:—The man arrested the other day near Pola, in the Asturias, on suspicion of being the Spanish Jack the Ripper," has been full identified as the miscreant wanted by the police. He is a native of a mountain vi lage, and has occasionally worked as a miner. Besides the outrage, murder, and mutilation of a young girl and the attempt to murder another woman on the same day in circumstances already described, he is charged already with five other outrages upon women, whom he surprised in the fields. Other charges will probably be preferred against him.

Visit to a Navvy Village, THE DELVERS OF A LEVIA- THAN BASIN. "Van Clupper" Describes an Interest- ing Scene Among the Brecon- ) shire Mountains. The site of the gigantic waterworks opera- tions of the Cardiff Corporation at Cwm- taff while in full swing were, M they also now are, wortiiy of a visit. There among the Breconshire mountains during the past few years hundreds of men have been busily scooping out the leviathan baisin which is to hold the tons and tons of pyre mountain water required for the population of the great seaport town 30 miles distant. The temporary village which has arisen in proximity to the works gives one a good idea. of some of the American baekwood towndets, the creation of those adventurouis spirits who were the pioneers of civilisation in the red man's territory. Dotted about on the hill- sides are email but well-erected huts, approached in some instances by a wiDà-ing pathway formed by pedestrianism alone. The navvy village at Cwmrtaff can boast of a dimi- nutive post-office, miniature provision stores, and a cleanlv-kept mission-room, and pedlars with their wares visit the locality daily. The caretaker's house is substantially constructed of masonry, but the most accommodative and palatial-looking building in the vicinity of the works is the corporation banqueting chamber,, where the solemn aldermen and frivolous coun- cillors of the Cardiff County Council refresh themselves upon the occasions of their fre- quent visits to the locale of the great undei- tskiing. The navvy who inhabits the mushroom vil- lage seems to be a distinct class in himself. He appears to live for the day only. Upon receiving his pay (of course. I am now speak- ing of the navvy as a class) he hies him to the public-house, and if the weather is warm loads himself up with intoxicating liquors. At closing time, especially in the summer, he is not particular whether he seeks the shelter of his hut or rolls into a ditch or under a hedge to pafs the night in slumber. He is generous to a degree though, and never refuses help to a forlorn mate. In a recent visit to the neighbourhood I CM't an interesting specimen of the clan. He had been imbibing rather freely; was leaning against a wall, and seemed to be enjoying an. immense joke all to himself. Closer acquain- tance disclosed the fact that he was no ordi- nary sort of toiler. He appeared to have an intimate acquaintance with the results of astronomic loseareLes during recent years; could talk familiarly of the revolving systems, knew the rate at which light travelled and the distance of the more important heavenly bodies from the earth. He had an opinion to offer on original sin, could address himself to such subtle questions as cause and efiect, and could quote Voltaire and many of the ancient writers with enviable facility. I had a long conver- sation with him. and was persuaded that I had discovered a philosopher in disguise, but my dream was rudely dispelled when, with un. abashed effrontery, the astronomer-philosopher in navvy's dress winked liis other eye and re- marked in a parched voice — "Well, after all this palaver, guv'ner, I think you might stand us a drink." 'Twas the navvy after all. I left him to go higher up the valley, and when I returned he was slumbering peacefully by the road* side. As I went slowly along ruminating 011 the weakness of human nature, I heard h- snore in the distance, and presently the shades of evening crept slowly down from their hiding places among the mountains, and silently locked the verdant valley in their ffloomy md irresistible embrace. And beneath tlMlr canopy the navvy slept his lonely alcoholic sleep. "VAN CLUPPER."

CHURCH ENDOWMENTS. ACTION OF THE PONTYPRIDD DISTRICT COUNCIL. At Thursday's meeting of the Pontypridd District Council the Chairman (Mr. James Roberts, J.P.) proposed that the council peti- tion Parliament in favour of Mr D. A. Thomas's proposal to nationalise the ancient Church endowments of Wales. He explained that if the proposal were adopted the county of Glamorgan would have X60,000 at its disposal instead of £ 25,000.—Dr. T. R. Hamlen-Williams moved that no notice be taken of the proposal, inas. much as it was an Imperial question, and not one which should be introduced into the meet- ings of local councils.—Mr. D. Leyshon seconded, and Mr. F. G. Edwards (the Labour member) supported, observing that the conditions of life in the agricultural districts were snob that they could not afford to lose a single penny of the endowments. They should do all they could to help the people to stay in the agricul- tural districts instead of inducing them te migrate to industrial centres.—Mr. J. Spickett seconded the motion, which was carried by seven votes to six. On Thursday evening a public meeting of the parishioners and congregation of Roath St. German's, Cardiff, was held a.t the parish iron- room. under the auspices of the St. German's Parochial Church Defence Committee. Owing to pressure upon our space we are compelled to hold over our report of the proceedings until tomorrow (Saturday).

CARDIFF GUARDIANS. A MEETING FOR SELECTION O. COMMITTEES. A meeting of the general purposes committee of the Cardiff Board of Guardians was held on Thursday afternoon at the Workhouse. The meeting was specially called for the purpose of forming the several committees for the ensuing year and to report the same to the meeting of guardians on Saturday next for adoption. A proposition that the 8tanding committees be limited, as at present, was met by an amendment that the committees be unlimited, and upon a division the voting was equal, viz., seventeen. The chairman (Mr 0. H Jones) gave his casting vote in favour of the amendment. Another proposi- tion likewise resulted in a tie upon a division,vis-, that no member be elected on more than two, committees, exclusive of the relief committees the amendment being a direct negative. In this case the voting showed nineteen for and nine- teen against. The chairman again gave his casting vote in favour of the amendment.

A telegram through Dalziel's Agency from; Paris states that the Figaro publishes an interview which one of its correspondents has' had with Herr Liebknecht, the German Socialist leader. Herr Liebknecht declares there can be no disguising the fact that war has been declared between the German people and the Emperor The recent vote in the Reichstag on the pro- posal to congratulate Bismarck was the first shot fired, and was also the death-knell of Monarchy. The Socialists were firmly resolved that the will of the people should prevail against j the system of military despotism at present in' vogue, and were ready for the fight.
