LiAKllirJb 'JL'JL-t,&,iyjL IF IF m -L ki tMPANY CLIMB DOWN IN THE MC PURCHASE NEGOTIATIONS. I Lt a special meeting of the tramways com- ,tee of the Cardiff Corporation on Wednes- the following letter indited by Mr. wel in Glenn, secretary to the Provincial we 3-3 imways Company, was read:— niQ. It appears to me a pity, after all the time full t trouble spent on both sides over the cqd 'otiations for the proposed purchase by corporation of the tramway lines, &c., it the matter should end in, to my mind, hill s unsatisfactory way in which it did on hel esday last. There has undoubtedly been bui nisimderstanding on each side with regard col, the taking over by the corporation, at wh > end of the proposed lease of the depots, Lnt. &c., belonging to the company, and, fch a view of putting matters upon a better As tting, I should be glad to have an oppor- inc nty of further discussing the matter with apE committee if you can arrange for me to tre so. I am prepared, for the purpose of rcmssion, to withdraw what I stated at the r ,t meeting of the committee, i.e., that the ■eetors Would not proceed further with the itter unless it wa^K a sine qua non that B corporation, at the termination of the I use, purchased the plant, &c. I 1 ty state that the directors are M< Uing to sell to the corporation oaoe. the company's interests in the pre- nt depots at a valuation to be arrived at the usual way, the company paying the Oiumd rente now payable and 41 pW cent. A a- aniNtm upon the amount paid by the tru rporaition to the company as purchase to oney. Additaonal depot accommodation being an Kjessary for the proper working of the tram- mj ays, it is to be understood that the oorpo- ex tion will also pay to the company any out- y which may be incurred in providing the pa Iditional accommodation, either by addi- >ns to the present depots or the ereoblon of new depots, the company to pay any lo 'oumd rents and 41 per oent. per anmum of )on the amount paid by the corporation, the I tal amount to be provided by the oorpo- w ution to be ascertained with all possible {a nspatch, the present and any additional ;pots to be leased by the corporation to le oompany for the same terms as the tram- fu ay lines." This offer was considered to tii 3 a climb diown on the part of the company, 01 it, as a resolution had been passed dis- irding No. 1 scheme for an amicable settle- A lent, it was found necessary to instruct the I bail-man (Councillor Johnston) to give otioe to rescind the previous resolution of ie committee under which they refused the al mditions laid down by the company, and n: ecided to take the opinion of the council in Ie igard to compulsory powers. A committee meeting has been called for [ondav next, at 10 30, to rescind the resolution n the 9th inst., in view of the new position taken p by the tramway company.
THE NEW SPEAKER. B
THE NEW SPEAKER. B AN BMEOITEOUS STATEMENT ? ABOUT HIM REPUTED. a In view of Erroneous .statements frequently rade in Tory papers (says the "Westminster J Gazette"), it "may be well to say that the new speaker is in no way related to the famous prize-lighter, who afterwards became M.P. ov Poitrefract. Mr. Gully's pa ternal grand- ather was a Ja-maioa coffee-placter. So many papers are continually making reference to t ;he pugilist in connexion with the Speaker- „ deot that it is well that the above fact should Q a? definitely known. We are in a position :o vouch for its accuracy. The mistake has loubtless arisen from the faot that a son of £ she Mr. John Gully, above referred to, is also ■. 1 barrLi-tor, a.nd a member, we believe of the iame circuit (the Northern) as the new Speaker 1 Apropos of John Gully the puglist, it is not t tiue that he was a professional pm.e-figl'ter, c though he did beat the champion of England, t He came of a most respectable Ui itarian r family, and after he was retjrned for Ponte- t fiact he regularly attended the Unitarian I divreh in Es»sarc-street, Strand. He owned ] pome racshorses, and in 185t ran first and 1 third for the Derby. He had two horses in 1 the race, Andover and Hermit, and had de- 1 clared to wm with Andover. Nearing the win- < cing post Hermit was in front, and his jockey looked behind to see whether Andover had any -j chance of winning, in which case he was bound to ptll his horse, his owner having elected to stand by Andover. The latter was coming on well, Hermit was pulled, and in this operas tion also lost second place, Andover winning. Apparently there is in some quarters the erro- neous impression that Mr. Gully became resi- dent at the House of Commons immediately after his appointment, for many letters, addressed principally to Mrs. Gully, have already been delivered at the Speaker's House, whence they were forwarded to their proper destination in Harley-street, London. Mr. Gully, writing from Eastboi rue to t,h^ chair- man of the Carlisle Liberal Club to thank him for a congratulatory telegram, says: "Although my appointment will necessarily dimmish my activity as a controversial politi- cian, it will, I hope, do nothing to lessen the confidence and the friendly relations which exist between my constituents and myself."
MR. HENRY HARBEN.
MR. HENRY HARBEN. Mr. Henry Harben, of Hampstead, who, it will be remembered, was once a Conservative candi- date for Cardiff, has decided to erect, at his own expense, a public institution ai Little- hampton, to consist of reading-rooms, &c. The building will cost £ 20.000.

-?- )RE EXPRESSIONS OF OPINION WJ. BY LOCAL GENTLEMEN. Jr. C. T. Whitmell, M.A., Cardiff, her E jesty's inspector of schools, writes:—1 It is on a. remarkablv comprehensive work, brought ^r 11 up .0 date. Maps of the great oceans, paiv well as of the continents, form a Eve st useful feature. The index is unusually kep 1, and the method of reference is extremely lvenienit. The execution and printing are "y clear. A special colour is used for the to ] 1 shading, a device which is an immense [p to the eye. Lakes are printed in blue, t I am sorry that the rivers, are not so gou oured. The wonderfully low price at riaf lioh the atlas is produced has, "I suppose, ade this desiijable feature impracticable. gUj 1 geography is a subject of perennial and areasing interest, especially to English- cou eaking people, such a cheap and complete !asure-house of information deserves to be dely known and appreciated. wil Ehe Rev. Owen Evans, The College,. Llan- wh very, writes:—I have seen a copy of the ear rimes" Atlas, and consider it excellent, and shall strongly recommend- it to our boja. Mr. E. H. Culley, M.A., School House, onmouth, writes :-1 confess I had not Dl therto ever expected to regret extending 'e or six times the price of the "Times" r fclas on the new edition of Johnson's Royal ha1 Mas, but if I had known what a miracle of reg aps was coming I should have been inclined wait. Your maps are admirably clear ,jc, id full. Of their great accuracy I have no cd anner of doubt, but I do not see that any wa :pression of opinion, not based upon a com- Q. irison with survey maps, can be of any ccj ilue to any other person or anything short (ai presumption on my part. I have, however, 1'el ,0ked carefully at the representation of parts the countiy which I am familiar with, and m. find a very judicious selection of villages, hile the main bends of rivers, which are imiliar to me from my having navigated Be lem, as well as the "broads," are very faith- g- illy set down. I shall certainly recommend ta "Times" Atlas to anyone wanting a new as th Q.G" Wi Mr. John Williams, headmaster of the ev Lberdare Town National School, writes, re have examined the specimen" sent, and link the maps excellent in every way. They re most full and complete, and yet every ame is distinct. The price, too, is very )w for such a comprehensive work.
" BARON GOLOSH." sc
BARON GOLOSH." sc da PHE NEW OPERA AT SWANSEA A NEW THEATRE. Ri( Dr "Raron Golosh," the new opera which is >eing produced by well-known London tr •rtistes at Swansea this week, appears to ncrease in favour nigh+lv. We have already lluded in complimentary terms to the effort T i the artisres on the first night. A few addi- Q ional words as to what the opera contains nay not be out of place after the third repre- entation. The necessary complication in he story is produced by the fact that "Baron rp 3o!oshr' and his family, who have succeeded j, o an innkeeper's fortune, find just on their ■ntry into society tha* they are obliged by -v, ho will to run the defunct's public-house, 'The Blue Pig," for six months. In this capacity they are amusingly "patronised" by heir visitors—and even by their own servants —whilst their position with respect to a c( :riendly counit and his family are embarrass- ng in the extreme. In the first part a duet, 'Love ie Monarch." sung by Mr. Scott Russell and Miss Perry; Miss Greys «>ng 3v Mr. Leslie Stuart, and the concluding ;horus, "Any Time You Pass Don't Forget to Call," are probably the ohief successes. Ehe second part is iull of ge>od songs ^and dances, including thl charming songs, "We Went to Paris" and "They Say I am a Giddy Maid," whilst the duet, "It is Not L.S.D. brings double encores. An eccentric dance by Mr. Lonnen and Miss Lethbridge in this part is really charming, whilst the grotesque a effect produced by their both being double- h fronted takes the house by storm. We feel sure the company will be encouraged in their t forthcoming London venture by the increasing d success of the new piece at Swansea. t;. C
WELSH SOLDIERS. ™ «
WELSH SOLDIERS. ™ « TRUTH ON A DEAD LETTER REGULATION. 3 Mr. Laibouchere, writing in "Truth" this I week, says :—At a garrison town in Wales au crder was not long since issued calling atten- tion to the regulations with reference to the wearing of belts outside overcoats, which had been more or less a dead letter among certain I of the corps in garrison. I hear that the most 1 noticeable result of this step haS been th:\¡t the men have been going about in all weathers with- out overcoats, there being a very strong feeling f against the 1x11 outside the coat amongst most ] soldiers who take pride in their personal appear- f ance. This feeling is perfectly natural, for, apart, from the olumsy and unsoldierlike appea*- aaice of a man with a heavy overcoat strapped in at the waist, the belt prevents, men getting at 1 their inside Tx>ckeiis, and! adds vreatiy to the 1 wcrk of keeping the clothing tidy, as the pipe- 1 cray works off the belt and becomes ingrained in 1 the cloth. while the dye works off < the coat and stains the edges of the belt. If it is deemed indispensable to the efficiency of the Army that soldiers in over- <-oats should have definite waists, I would sug- ] gest to the Commander-in-Chief that this result should be attained by a string run round the inside of the coat, after the fashion of some of the garments worn by ladies.

I IWWVifc j SPENCER JONES CHATS | WITH A PRESSMAN. J | Tells of the Obstacles to Orga- nisations and His Hopes for the Future. illy is tliere no real union among shop 4 tants?" was the question put by one of our sentoives tc Mr. T. Spencer Jones, ex- q dent of the Shop Astwfdante' Union, and | lected representative to thf nex' Trades '§ >n Congress. | [f you mean," came th& | j, "why the National Union of Shop ,tants, Warehousemen, and Clerks, whose a :h annual conference has just been held in iif is not stronger, numerically and hnan- v, I sliaii try to answer. But: A -e doing so, I "lIould like to remove a, very leous impression created by your report of ecent address to the delegates, xourepoct A s having spoke with bitterness 01 the fauuia tie early closmg movement, and that )u>rh tiie Union had been m existence oi | 3, and had spent 2100.000 in the movement, J .hop assistants and clerks of the present day ? in as bad a condition as they were 25 ago. Now, what I did say was that the v Closing Association of London, of which fohn Lubbock is president, was formed haif utury ago, and that the secretary recently v s itted that, although they had spent a sum 100,000 on the early closing movement, by ntary methods, things were as bad to-day :hey were at the commencement. My ot in mentioning this important fact was to t out that unless the assistants themselves led a powerful combination, it would be ess Dor them to expect any radical and aanent reforms by means of early closing ciations." \Vhy?" Because they are mainly supported by anthropists and a few well-meaning trades- who are under the impression that a union aop assistants is a practical impossibility.. L'he National Union, then, is an entirely departure?" Yes, and a departure that will become orical in the history of Trad'S Unionism this country. Formed at Binmnghlm 1891 by a small band of bona fidr shop stants, and managed entirely by the kers themselves, its chief aim is to burn y the barriers which have separated the p assistants from the working classes. 1 illustrate the situation splendidly in your :oon in Wednesday's "Express," where you cribe the workman saying to the modern p workers, 'Look here, you shop assis- ts you haven't yet learned thai Jnity is strength." If you want ly closing, you had better take ? IOn from us chaps and orga.nise.' Now, ? members of the National Union have' ;ady learned that lesion, and at th; present; re of its history the work is more of an Lcaitional than of an aggressive character. 'And how is the work progressing?" '? 'Well, when you bear in mind that shop istants as a class have been cultivating an of social superiority n their relations with working classes, and the peculiar condi- ns under which thousands of them work, tditions, which, to my mind, are solely re- ni'S'ible for the unsatisfactory cdiaracter of class as a whole, and which have imbued ir minds with a sort of fatukm—an idea t their conditions aire unalterable and that' is useless for them to attempt the wdrk of orllJ-wnen you bear this in mind, I say, progress made has been exoeedingly grati- ng. '1 take it 'that the system of living indoors largely responsible for the indifference oi i class to combination?" 'Yes, undoubtedly; and makes political (here of them. Very few shop a-aeistams joy the political rights of the working sses. And in these days, when therworkera using with such effect their political power improve their conditions, this is a very 'iousi disadvantage, and one that the National lion, by some means or other, is determined. remove. And from being political ciphers ey develop into social nonentities, ar4 in is way the oharaoter of the whole class loMtt iich of the moral courage and independence lioh are characteristics of the average Pxitieh. srkman." 'What other obstacles are there to organisa- nr 'Although my experience satisfies me," went Mr. Joues, "that the more intelligent ttades- ?n, owing partly to the determination of my shep assistants, welcome legitimate com- lation on the part of their employes, as cal- lating to weed cut from the ranks those whose •vices are practically valueless, it is to be ired that there is a good deal of truth in the llowing passage from 'Ðf'Hth and Disease hind the Counter' (Thomas Suthherst): rtisans, as a rule, are independent so long they are fairly well skilled in their particular [lings, but an assistant must take the 'greatest re not in any way to displease his employer, he will be discharged without a character. o matter how perfectly the duties of his call- g may have been performed, the master can fuse to give a character, and thousands do fuse, merely to show their petty authority, r the purpose of resenting some act not at I connected with the trading ability of the sistant. For instance, several cases have *n brought under my notice in which assis- nts have been dismissed without a character r becoming members of an early closing asso- ition. Others have been ordered not to take certain papei, because it denounced the long rars and those who kept open late; and hun- •eds of cases have come to my knowledge in hich assistants of both sexes have declared at they dare not on any account let their nployers know that they had attended an early osmg meeting.' The writer of tijat book uned this knowledge while president of the nop Hours League, now defunct*, another •gamsation ran on philanthropic lines and if ich petty tyranny was possible in connection Jth efforts of that kind you can easily itna- ne to what extent this feeling might be irried in connection with such a •ganisntion as the National Union But as have already said, my experience in the move- 'ent. has not given me a single instance of such lildish attitude. In your address to the delegates on Sunday. fro Jcnee, you remarked that the power t6 ppeal directly tc the workinsr classes wotlld the great strength of the National Union. 1oei< this mean a modified application of the iryeott ? "No, net necessarily. One thing I have I ways realised—the work of earlier closing by oluntary means; and that is, that the brightly- 1 silted streets, with its optn shops, fonn a. >romenade ground for a, large number of people. "'Ji even a Labour advocate like Tom Mann, n his pamphlet on 'Tlie Eight Hours Move- iieivt. 'says that to insist upon all shops /being losed at a sriver, hour has many drawbacks. n the first place, he says, manv persons take ileasure in an evening stroll through a well. isrhted district, where the shops tastefully dis- play their goods, and consequently they do noli utiTPsr themselves to shop early. In the dis- Tga.nised state in which shop assistant-s have )p¡>.n there is little for surprise in this thought- essness of the -vm-hasing. especially the Trades f nion public. But rmoe shop take heir ricrhtful place in the Labour movement, hev will then have a -perfect right to appeal to their ffOllow Trades Unionists for their co- meration. Shop assistants have to realise that hev are workers in an important industry, an Tidustrv that is lartrelv dfO'n'lent on the suf- frages of the peorvle. whilst the T'nion is in- spired by this central truth—its strength is not inly that of its members, or financial position, >ut. that of every Trades Union organisation in :he distiict wherp<in its influence is Exercised. And are the Trades Unionists helning vou r" "Yes. heartilv and mthusiasticallv. Every iranch of 011P- Union is affiliated with the Trades Jounr.il of its respective district, and several of iur members are holding important offices there- 011. and the practical support accorded our efforts all round is more than we expected, ;ef'lTIg< we have been suoli an isrlated class." "T.ecrislation, I presume, is the go-al of your efforts ?" "Yes, and in our present disfranchised state we Can onlv make our voiccg heard bv a close alliance with organised lnbonr. That is the ohieet of the Union in the hononr conferred upon me to represent them at the Trades Union Congress in Septemliei." "One more ouestion and I will release you," said the pressman. "Are you satisfied with vour Faster meetings?" "More than satisfied." replied Mr. Jones "and it is a remarkable proof of the growing pro- minence of the organisation when the proceed- ing* are reported in such papers ap the "Times" ind other leading papers, most of which gave admirable summaries of the presidential addrelsa delivered on Sunday morning."
