A SMART CAPTURE.
A SMART CAPTURE. MAN CHARGED WITH BURGLA- RIES AT PONTTPBIDD. Elias Rogers, Trcforest, and Harry Williams, alias ''Cobbler," a youth hailing from Mer- thyr, appeared at Pontypridd Police-court on Wednesday in answer to a charge of breaking and entering into the New Inn, Rhydfelen, early on the ir erring of the 1st of Apiil. The landlord, Mr. David Jenkins, gave evidence to the effect that he was awakened by the rooise made by the burglars, and had a sharp struggle with one of them. Two cigar boxes had been taken away, as well as their contents, which included 30s. worth of coppers, three silver v&tohes, 22 in silver, and 9s. in threepenny picoee.—Police-constable Williams, of Norton Bridge, Pontypridd, on Monday alight sha- dowed a man answering to the description in TraJ 1 WTI- gard ens, and, after following him up for an hour, arrested him on suspicion. The next morning the landlord identified him (Rogers) as the one with whom he struggled, and on the following Friday Police-constable Williams received the other prisoner in cus- tody at Merthyr.—A second charge of a similar olaraoter was also preferred against the pri- sci ers.—Mrs. Elizabeth Llewellyn, who keeps a Mnall grocery shop at 8, Anchor-terrace, Taff's Well, gave evidence. The prisoners said they were not guilty, and whilst Williams wa* discharged, Rogers wa* committed for trial on the two charges. Both were, however, de- tained in custody, and it was understood that they wou'd be proceeded against upon similar charges at Merthyr and Caerphilly.
MAN IN A TRANCE.
MAN IN A TRANCE. A SURPRISE VISIT BY CARDIFF JOURNALISTS. At 3.30 o'clock on Wednesday morning, just- as the dawn was breaking, two of our represen. tatives paid a surprise visit to the Panopticon, Cardiff, where the man Jones is whiling away a week of his life in hypnotic unconsciousness The journalists closely inspected the placid sluraberer, and came away satisfied that the ex- periment is an absolutely genuine and satis- factory one. To the Editor of the "Evening Express." Sir,—I have perused the further letter from Dr. Herder, but fail to discern the existence ol any analogy between mental degeneration and the application of "suggestion." I do not for on3 moment think that Dr. Horder's philan- thropic warnings to "subjects" will meet with much appreciation from those to whom they are addressed, but, although the doctor now deviates entirely from his original statements, there is. no doubt the question which he now raises is one which opens the door to every form of the most abstract speculation, and it is a question which is bound to engage the attention of our legislators, as the science of hypnotism comes to be further studied in this ccvntry. On the Continent there are most stringent laws with regard to the practice of hypnotism. It is my intention to tour through- out the United Kingdom, illustrating my experi- ments in all the principal towns, and I have in contemplation the demonstration of some really wonderful experiments, which I am sure will kindle ah ardent desire amongst the medical faculty to fathom the mysteries of these obscure phenomena. I am leaving Cardiff for Bristol on Easter Monday, and I hope that the interest Dr. Horder has taken in my subjects will induce him to pay me a visit during my stay there. I shall also be pleased to see Dr. Herder on Saturday night at ten p.m., when I awaken John Jones, the Cardiff subject, at the Panopticon, and I shall be happy to afford him the opportunity of further testing his theories as to epileptic convulsions. Thanking you, sir, for your kind indulgence in providing space for this correspondence,—I am, «c., Tk r. MORRITT. •Lne Panopticon, Cardiff.
NOW AT CARDIFF.
NOW AT CARDIFF. BOSTOCK, WOMBWELL, AND BAILEY'S MENAGERIE. The well-known menagerie and circus of Messrs. Bostock. Wombwell. and Bailey is a present on a visit to Cardiff. The show is located in Penarth-road, and two performances are given daily, at 2.30 and 7.30. On Wednesday evening a rather numerous audience assembled, but it was totally inadequate when the quality of the performance is considered. Apart from the menagerie, a feature in itself well worth a visit, there is an excellent circus and variety enter- tainment, in which equestrian and other feats take a prominent part. The horses generally i are a clever set of animals, and their tricks repeatedly called forth the plaudits of the audience. Amongst the riders the performances of Miss Fossett, Miss Hauneford, Mr. R. Fossett, jun., Mr. Ned Hauneford, and Tommy Fossett were especially acceptable. Nana and Nano, the child gymnasts, also went-through an excellent turn on the double trapeze. Amnng the other items were the juggling acts of Carlo Branchi, athletic performances by Mons Lester, and the Marvellous Moras, equilibristic turns by Houpla, Hecla, wire-walking by the n'll two Rennies, and a elenr turn by Mephieto, the boneless wonder. There are also perfor- mances with lions, leopards, and panthers by Captain Rowley and Darlino, and a boxing contest with a kangaroo. The programme is a monstre one, and the show is of such a varied character that is bound to please the most fastidious tasteb.

CHAPEL CONCERTS.
CHAPEL CONCERTS. PROHIBITIVE STATUTE PUT IN FORCE AT SWANSEA. A performance of the cantata. "David," announced to take place on Good Friday, under the auspices of the Mount Zion Chapel, Swansea, at the Albert-hall in that town, has. we understand, fallen through. The attention of the head-constable having been called by letter to ap Act of Parliament bear- ing on the subject, he has in turn communi- cated with the Albert-hall Company, with the result that they have declined to incur any responsibility in the matter, and the perfor- mance, therefore, will not take place. FORCING THE HAND OF THE HEAD-CONSTABLE. "So far as I am concerned," said the head- oonetable (speaking to a "Daily Post" reporter), "the matter is in this way. On Tuesday last I received a letter from a gentleman, said to be connected with Zion Chapel, enclosing a copy of the Act of Parliament prohibiting per- formances on Good Friday. Of course, I have for a long time been aware that it is illegal to hold iuth performances, but I didn't wi?h to put any obstacle in the way. However, in the face of the letter I received, I felt bound to for- ward a copy of it to Mr. Phelps, of the Albert- hall Company, and teli him that the per- formance would ba illegal, and that the per- formance must take place at the company's risk. That risk the company has refused to take, and so the hall will remain closed." "Is it not curious that the existence of this statute has not been brought before the atten- tion of the publio years ago ?" "Perhaps it is, but, you know, plenty of things done are illegal. How many pWsona know, that it is quite illegal to hold a cancer" in a chapel and take money at the doors ? To do this in- side slie law a chapel must hold a music licence."
LLANDAIT CHANCELLOR.
LLANDAIT CHANCELLOR. THE POST OFFESED TO THE REV. J. J. LIAS, M.A. We understand tihat the Bishop of Llandaff has offered the chancellorship of Llandaff Cathedral, vacant by the death of the late Rev. George Woods, to the Rev. J. J. Lias, M.A., rector of East Bergholt, Suffolk. Mr. Lias has been connected with the Welsh Church for many years. Educated at Emmanuel College, Cambridge, he served as curate, first at Shaftes- bury, and again at Folkestone. From the latter place he went to St. David's College, Lampeter, as professor of modern languages and history, where he was very successful and popular, and wh)n, in 1881, after a period of ten years, he left for the Vicarage of St. David's, Cambridge, it was with the regret of all, not only at Lam- peter, but in South. Wales generally. Mr. Lias's connection with Llandaff dates from 1868, when he became minor canon of the cathedral. In 1887 he was appointed examin- ing chaplain to the bishop, a post which he still holds. He is an author of note, his works on St. John the First and Second Corinthians, for the Cambridge Bible for Schools, on Joshua far the Bible Commentary, and on "the Book of Judges, have won him a place among the first commentators of the day. He was Hulsean lecturer in 1883-4, his course of lec- trre3 on the Atonement viewed in the light of certain modern difficulties having been sub- sequently published in book-form, and is new in its second tuition. If Mr. Lias decides to accept the chancellorship, the Church in the Dioctse of Llandaff may be congratulated as possessing among its clergy one who stands in the foremost ranks of theologians aud Biblical scholars. ST. ANDREWS.
ST. ANDREWS. A GREAT TRIUMPH FOR LORD BUTE. The Marquess of Bute (says the "Leeds Mercury") within a few days of his failure to get the Pope and the Propaganda to sanotion the removal of Blair's Roman Catholic College to St. Andrews has achieved a great triumph in getting the House of Lords to declare the Scottish University Commission'* affiliation of the Dundee University College to St. Andrews to have been illegal. His lordship may now be expected to begin to carry out his projects as regards St. Andrews without loss of time. To the general reader the question in dispute has little interest, but from an academical and educational point of view much importance attaches to the decision. St. Andrews is one of the oldest seats of learning in the North, and is not too liberally endowed, whereas Dundee re- presents the new order of things, and is just commencing its page of history as a university seat. Both towns are within a short distance of each other across the Tay Bridge. St. Andrews, as represented by the Marquess of Bate, asserted that Dundee wanted to hare incorpora- tion so as to be practically one with St. Andrews and yet to have individual action so as to regulate its own affairs without any inter- ference by the older university. On the other hand, Dundee, which found a certain support from some of the St. Andrews authorities, asserted that the older university wanted to have the control of Dundee to the extent of allowing nothing to be taught there but what St. Andrews pleased. That was the position of affairs which the House of Lords were asked te solve. ?_
DROWNING OF A J.P.
DROWNING OF A J.P. A TOUCHING TRIBUTE BY THE PONTYPRIDD BENCH. At Pontypridd Police-court on Wednesday the Stipendiary (Mr. J. Ignatius Williams) feelingly referred to the sad death of Mr. W. YViiliams, J.P., who was drowned whilst fishing in the River Teifi last Saturday. In the course of his remarks the Stipendiary said: —Gentlenien,—Beture I enter into the business of this court 1 must refer to the pain- ful loss which members of this court and the administrators of justice have suffered by the death of a dear friend, Mr. William Williams. Only a week ago when 1 entered this court he was sitting in the very ohair I now occupy, and he helped us in the administration of iustice. He was at the time delivering judg- ment in a case before the court. Well, a short week has passed, and he is now lying I dead. It really is sad to contemplate; his death was premature, and it was sad and un- expected. He was carried away in the middle of a life of extreme usefulness, and the family and public at large have lost the services of a most amiable -and serviceable member of society. We regret his loss; he was a charming companion," attentive to his work, and anxious to join with others to consider what was best to be done, and no man has ever placed himself so strongly and so well at the disposal of the public. If he was wanted here-and he was always here in the morning-he was prepared, at considerable trouble and loss to himself, to stay here all day long, if necessary, to help in the adminis- tration of justice. It is certainly a very great loss to us, and I believe a very great loss to the public at large, to lose a man of such good temper, sound judgment, and most amiable disposition. Under these circum- stances, we cannot do, less than to express the great sorrow that we feel and to express rill sorrow and sympathy with the sorr* ing relatives he has left behind him. I sug- gest we instruct our clerk to communicate with Mrs. Williams to that effect, and to express our hope that she may be supported in the great trouble which has so suddenly fallen upon her.—The magistrates on the bench-Alderman Richard Lewis and Mr. James Roberts-and those in court stood whilst the stipendiary spoke. The funeral takes place at Pontypridd this (Thursday) afternoon. The remains will be brought from Cenarth, and will arrive at the station by the four train, via Llantrisant. The pioces«ion to Glyntaff Cemetery has been arranged as follows: -Police, magistrates, ministers of religion, students of Pontypridd Academy, members of public boards (other than district counoil), committee and officers of the Liberal Club, tradesmen, general public, Sardis Choir, deceased's employes, members of the Ponty- pridd District Council, and the hearse and mourning coaches. It is respectfully requested that all attending the funeral will walk in pairs in the procession. Carriages to assemble in Mill-street and Market-square, to join at rear of procession.

Cardiff's Money Bags "I
Cardiff's Money Bags "I ? WHO SHOULD HAVE CONTROL £ < OF THE STRINGS. Councillor F. y. Beava-n Tells What Ji* *|jF Thought were the Functions of the Finance Committee. I i | I do mt wonder that you invite opinions 1 as to tfre functions of tfee Cardiff Corporation Finance Committee. No committee has ex- f cited greater suspicion and jealousy on the part of the other committees of the corpora- ¡ i 'tion, nor has any other committee been so! roundly insulted and abused. I cannot ima- j gine why this has been, except that, trying to keep a watoh over the expenditure, neoes- V* sarily the finance committee have had to | utter some note of warning before the counoil to each of their compeer committees. The finance committee, innocently enough, thought their function was to (at least) review contemplated expenditure suggested by other committees, as well as to examine as fully aa they could (in only a few minutes from time- to time) the monthly expenditure of ordinary sort, and to point out to the council before | its sanction was given any particular item I or items which they thought ought not to* be sanctioned. When, however, they essayed to do this it was resented, and we wera practically told to mind our own busdneag.. But no official intimaAkyn of what our busi- ness is haa been given us to this day. I think the council as a whola faiwuea that the business of the finance committee ia simply to renew from month to month their m,r knowledge of arithmetic, and to go t'hrough. oertain exploits of elementary addition and & multiplication. fj I am sure the members of the council i must have forgotten the resolution of a short i time ago, when I succeeded in getting the oouncil to direct that each committee send to the finance oommittee an estimate of ordinary' and capital expenditure in each department every six months, that the finance committee may embody the same in a sort of Budget, "for consideration, acceptance, rejec- tion, or modification by the coun- cil When that resolution wu passed I fully hoped it would be under- || stood that ne extra expenditure, whether o an ordinary or extraordinary character, could or would be ordered until the finance com- mittee had so reported and recommended. Forsooth, on Monday last it was statecfc .? in open oouncil many times over that the 4 finance committee had no sort of control over- expenditure by the other committees. What tlhen, I ask, becomes of the resolution to] which I have just referred ? The fact is, the i otfiier committees are impatient of the: I slightest enterfemioe, though, acting indie-; peodieoibly, they cannot know what will be the aggregate result of their separate action. ,i I have no hesitation k> tt-atir.r; frankly that in my judgment no expenditure of any .f; sort should be incurred until the finance j committee shall have shown to the ocuucsJ j what, in the aggregate, the various corn- f matfcees recommended, and what bearing it J will have upon the district and borough rates, tigs It is the natural province of the || committee (as it seems to me) to point out> If to the council any item passed! for payment by the other committees Whidh they think If ought not to be paid, and certainly they I? shouii hav»e an opportunity of specifically # objecting before the council to any oon<tttn~ f plated expenditure included in "capital" or I "revenue" estimates. So far as the estimates now before h council are concerned, I am not sure that any item on than ill capable of mo<SficatioB. In the course of my detailed "wpwriffm of them with the estimates of the corre- sponding six months of last year- I noted several huge increases but until these are gone into, under befitting explanation and evidence, I do not say, am cannot say, th&t they are not legitimately chargeable to the ? six months to which they are apportioned. t' Up to this moment I am not informed whether the chairman or deputy-chairman of the finance committee means to cati meeting for that purpose; certainly the duty is not mine. THE LIVING OF LLANHILETH INTERVIEW WITH THE BISSOf I OF LLANDAFF. With reference to the forthcoming appoint- ment to the living of Llanhilleth, Monmouth- shire, the Bishop of Llandaff, in conversation vith one of our representatives on Wednesday evening, stated that he thought the Rev. Tlmiol Felix a gentleman in every way suitable to take up the duties of rector of the pariah, and he (the bishop) would be quite willing to induct him. His lordship was sure that everybody knew that it was impossible to depart from the custom of appointing a clergyman conversant with the Welsh language to any parinh whoac inhabitants, or any part of them, were WeUk. The Rev. Mr. Craig was not a bilinguist, that being so, his appointment to the vacant living was entirely out of the question.
