WELSH CHURCH. Strong Speech by Sir M. Hicks-Beach at Gloucester. Speakinar on Wednesday at the Gloucester and Bristol Dioce-an Conference, Sir Michael Hicks-Beacli said the Welsh Disestablishment Bill would probably pass the Commons and meet its fate in another place, but they had no right to depend on the Lords for anything like permanent opposition to the disestablish- inent and disendowment of the Church in Wale?, if it should unfortunately prove that such policy commended itself to the majority of the electors. They must, therefore, bestir themselves, for Welsh disestablishment not only affected mere temporalities, but eccle- siastical anarchy must ensue. They should press their Parliamentary representatives at every opportunity, whatever the views of their representatives might be. The dioceses attacked were bone of their bone and flesh of their fiesh, and if they failed to put forth every effort to secure that right and truth should prevail they would be wanting in their duty to them- selves. their country, and their God.

London, on Tuesday morn- ing of the dea.th of Mr. Stephen Collin3 at his residence at Lee, Ktint, at the venerable age of 90 years. Mr. Collins, who for 36 years was usher at that court, was previously in the service of Queen Adelaide, for many years as Chamberlain and personal attendant. In the year 1886 he retired on a superannuation allowance.

G.W.R. FACILITIES, Company Studying the Comfort of South Wales Passengers. The following important letter from the general manager of the Great Western Railway Company has been received by Mr. E. H. Watts, jun., of the United National Collieries (Limited), Cardiff, who recently wrote the company making various suggestions with reference to the comfort of railway passengers from South Wales to London [COPT.] Great Western Railway, General Manager's Office, Paddington Station, London, W., October 18th, 1894. Dear Sir,—I am much obliged for your letter of the 16th inst. containing various suggestions for the greater comfort of passengers using the company's railway. With the view of meeting your suggestion in regard to sleeping accommodation, I have given instructions that on and from Monday next, the 22nd inst., the sleeping carriage on the South Wales mail train is to be put into a" siding on arrival at Padding- ton and remain there until eight o'clock, so that passengers may have the opportunity of sleeping until that time. With regard to the proposed provi- sion of (lining cars, you are correct in saying that we have already had the matter under consideration, but we have had no serious demand for accommoda- tion of the kind, and the directors, having this fact before them, coupled with the unprofitable character of such cars, have not hitherto seen their way to run them. Of course, I need hardly point out to you that luncheon baskets are available, and the tables, which are supplied at a trilling charge, are found to be of considerable convenience. With regard to the mid- night train, I may inform you that on the 1st proximo we are commencing to run a train at 12.15 a.m. from London to Bristol and the- West of Eutjlar.fl, which we are able to accomplish with the engines which we I are runniug from the West of England to Padding- ton. At a well-attended meeting of the council of the proposed Cardiff Exhibition, held at the Town-hall, Cardiff, on Wednesday, under the presidency of the mayor (Councillor W. J. Trounce), it was decideid, iu deference to the wishes of Lord Bute and Lord Windsor, to postpone the holding of the exhibition until 1896, in which year Lord Bute would be able to let the council have the Cathays Park. and Lord Windsor would be able to accept the presidency.

FOOTBALL. Charges of Professionalism Against the Radcliffe Club. On Wednesday night the Lancashire County Committee met in Manchester to consider a charge of professionalism preferred against the Radcliffe Club, the specific allegation being- Abat they had offered a pecuniary inducement to Smith, who was last week declared a profes- sional, when the Salford Club was suspended. Several witnesses were examined, all of whom strongly denied that Smith had been offered any pecuniary inducement, although Mr. Hanier. the president, allowed he had promised him a situation, though not on the condition that he played for Radcliffe. Ultimately the case was adjourned iintil next Tuesday.

In connection with the Llanelly National Eisteddfod, to be held in July of next year, a meeting of the musical committee will be held this (Thursday) night for the purpose of select- ing artistes for the two evening concerts. Mr. Albert Edward Old, manager of the Metropolitan Bank (Limited), Cardiff, was recently made the recipient of a costly standard lamp by the staff of tho Cardiff office, on the occasion of his marriage, as a token of the esteem in which hp was held. The presenta- tion, which took place in the bank parlour, I was made on behalf of the staff by Mr. T. J. Williams (accountant) in suitable terms, and Messrs. A. H. Howard and J. Aubrey also spoke. Mr. Old, in acknowledging the gift, alluded to tho cordial relationship which had alwas existed between the officials and himself, and expressed the hope that this good feeling would always prevail.

MILITARY BAZAAR AT NEWPORT. The military bazaar in aid of the funds of the 2nd Volunteer Battalion South Wales Borderers was continued at the Drill-hall, Newport, on Wednesday. Lady Llangattock sent a telegram stating that she was unable to attend that day and open the sales as had been advertised, but would attend on Thursday (the con- cluding day), when the bazaar was to be opened by Lady Grenfell. As a substitute Mrs. Arthur Evans, Llangibby I Castle, kindly consented to act, and declared the bazaar open. Unfortunately, the attendance during the day was a good deal interfered with by the very stormy weather, rain falling at, intervals in drenching torrents.

Under the presidency of Sir James Kitson there was a conference of delegates on Wed- nesday in the Masomohall, Birmingham, to I inaugurate the National Old-age Pensions League, which has been formed to advocate the restoration to the people of the tithee, dole, charities, and other similar national property, and the conversion of revenues tlierefroni into a national fund for providing old-age pensions. Resolutions were passed approving of this object antj setting forth that the proposed old- age pensions fund should be administered by representative local authorities, under the super- vision of the Lccal Government Board. It was also resolved to urge the appointment of a Royal Commission to go exhaustively int9 the whole question of ecclesiastical endowmHitt and its administration." A further resolution was passed to form branches of the league and to 1' promote the return of meml)ers of Parliament favoura ble to its purposes. Mr. Broad hurst and other members of Parliament were present.

EAST CARMARTHEN, The Candidature of Mr. Ernald Richardson. A public meeting was held at the Town-hall, I .lcn do very, on Tuesday evening, to support the ow.dida,ture of Mr. Krriaid K. Kic-bardson, of Glanbrvdan Park, the selected candidate to represent the Conservatives in opposition .to Mr. Aliel Thomas at the next election. The hall was crowded. Mr. W. P. 'Jeffreys, Cynglierdy Hall, presided.—Mr. Richardson received a most cordial reception, and dealt with several of the Government Bills. He strongly opfiosed Home Rule. If this should be given to Ireland, why shouldn't Wales or any other country get it? He thought it would be the ruination of the country if this Bill were passed. He strongly favoured old-age pen- sions, but opposed the proposed Disestablish- ment and Disendowment Bill. He thought it was robljery to take the endowments from the Church- As to the taking away of the tithes, the farmers would not benefit by it, as they would have to pay some amount, which would be given for secular purposes, such as museums, art sralleries, &c., which they, in an agricultural district, did not necessarily re- quire.Mr- James and Mr. Nicholas, Llandilo, also addressed the meeting.—Mr. Bishop, Cwmrythan, proposed a vote of thanks to Mr. Richardson, which, was seconded by Mr. D. Jones-Lewis, barrister-at-law, and carried — A vote of thanks to the chairman terminated the meeting.

WELSH TITHES. The Distraints in Cardiganshire Continued. On Wednesday Mr. Robert Lewis, the bailiff of Newca.stle-Eml.yn County-court, continued his distraining operations for arrears of tithe rent-charge in the parish of Penybryn, Car- diganshire. He Was again accompanied by a police escort, and Alderman C. M. Williams again formed one of the party, and was of great assistance in preserving peace. Three farms were visited. Although at times the crowd threatened active hostility, it resulted in nothing more serious than an attack on the offending white horse which had on the pre- ceding day drawn the forfeited cart into Ne w- castle.

THE CLANDEBOYE. Identity of the Victim of the Recent Fatal Accident. A communication has been received from Mr. George Forbes, master of the steamship Clande- bov e. dated Las Palmas, October 15, stating that his late second mate, who was killed by the full of a lump of coal from one of the coal hoists at the Alexandra Dock. Newport, as already reported, was not named Frank Cam- bridge, as the Board of Trade, dock police, borough coroner, and everyone else thought, but Frederick Steinbridge, and that his effects and wages were left with the Board of Trade (the contrary wp.s stated at the inquest) before the vessel satiled. A Board of Trade officer was on board when the present second mate signed on.

We learn from Swansea that a warrant has been issued, on information laid by Mr. George Stephens, cigar merchant, Sherlock-street, Bir- mingham, for the arrest of Robert Arthur Chettle, of Swansea, until recently in his employ as a commercial traveller. The alleged defalcations in Swansea alone are said to exceed JB150. though the sums specified in the informa- tion are two only—one of £ 20 5s. 9d., and the flther of £ 9 5s. Chettle is stated to liave left the town tlirek- weeks ago, and is said to have been susequently seen in London, wliere he has a sister—the lady barber whose breach of promise case some time ago attracted general attention.

Stuart Hotel, Cardiff, Mr. Justice Kekewich, by con- sent, granted a perpetual injunction to restrain the defendant from passing off ale or beer as of their manufacture, but not brewed by the plaintiffs. The defendant undertook to pal the conts of the action. ™

Some Chinese Tortures, INFAMOUS CRUELTIES TO PRISONERS. The Cage, the Boiling Snake, Squeezing I Suspension, and Other Barbarous Practices. If the war between the Chinese and Japanese should result in tfhe suocess of the latter it is not unlikely that a few reforms in China's Government may follow, as the Japanese are rapidly taking a front rank among the educated and enlightened nations. One of the first re- sultoS of such enforced, oivilisation would prob- ably be the abolition of the Chinese system of ■ torture. The punishment' now imposed on the Mongolian, criminal or culprit in China. by. Chinamen, exceed in cruelty, not to say bar- barity, those of any other civilised nation. The fact that such cruelties are often inflicted for insignificant crimes, or, perhaps, merely to gratify the malice or whim of a captious man- darin, makes them doubly heinous. Modes of torture and punishment in the Celestial Empire are of two kinds—legal and illegal. The latter are frequently practised by magistrates and gaolers—by magistrates for the purpose of elicit- ing confess-ion of guilt, and by gaolers in order to extort money from the prisoners. The methods of illegal torture are numerous, and the pain caused by them is often excruciating. Many of them receive their specific names from the implement or apparatus employed in the infliction of the torture. In the form known as the "cage" punisnment, the olTender is placed in a cage, his head pro- truding through an opening in the top, and the cage is so adjusted as to allow the tips of his toes only to touch the ground. The victim is either obliged to stand thus, or be hung by the neck if he attempts to change his position. To stand long on tiptoe is almost impossible, and the wretched offendar is thus made to suffer intense pain. Persona, are known to have been placed in such a cage in a public place, and kept there until deaitli has come to their relief. The "snake" punishment consists in twining around the body of the victim snake-like coils, made of some malleable metal, so arranged that the arms of the prisoner are thrust into one set, while another passes around the body. After these are adjusted boiling water is poured into their through the moutlus of the serpents, causing tJH flesh of the victim to burn a,nd blister in a horrible manner. This mode of punishment is almost exclusively used on state prisoners. In the "suspending" punishment the prisoner is either suspended on a horizontal bar by one hand and one foot, or else by the hands tied together at the back, and also at the feet. In either of these positions the pain, when the tor- ture is long continued, is so great that- tihe victim. loses consciousness. Both hands and the feefc are frequently ^dislocated in this manner. The form of torture known an "finger-squeezing" ia usually employed by majgistrates to extort- non- fessions. The fingers on eaoh hand of thf prisoner are fixed between rods, so arranged that by pulling a end th.. finders a-e squeezed between them. The more the cord is pulled the tighter the fingers are squeezed. So dreadful is the pain caused by this torture that after a. short time almost invariably the prisoner is willing to confess almost anything his accuser: desires. There are almost numberless other tortures of different, degrees of barbarity and ingenious cruelty, but the foregoing are those in daily public use. The Chinese themselves are so habituated to such practices that they have come to regard them a.s institutions that cannot be done away with. Only outside inter ference will ever relieve them of this dreadful f, ie incubus.

A Dalziel's telegram from Paris on Wednes- day says:—A special correspondent wntes from Rome that certain serious diplomatic correspondence lias been going on between the Cabinets of London and Rome respecting African, and particularly Egyptian affanrs. This is said to be the explanation of the re-call of Count Tarnielli, Ambassador to the Court of St. James. Count. Torn iell i, it appears, haa not supported Signor Crispi in his efforts to arrive at an agreement with England. lie is further reported to be unfavourable to such an understanding, sympathising rather with France than with England. He will not fie sent to St. Petersburg, but will remain out of office. Another important diplomatic move- ment will take place shortly. It is persistently affirmed that Signor Crispi is determined to re- call Signor Kessmann from Paris, nothmth- standing that the latter has declared that- if he leaves Paris he will withdraw from the diplo- matic service. What. makes Signor Crispi- hesitate in regard to Paris is the great difficulty of finding a qualified successor for the post, for, Signor Ressniann is much esteemed and liked. The re-call of General Lanza from Berlin ia also decided upon. but may be somewhat delayed as the Emperor William is personally much attached to him.

A very interesting gathering assembled on Wednesday afternoon in one of the wards of the infirmary, under the presidency of Mrs. Vaughau, of The Deanery, Lla.ndaff, to inspect the annual exhibition of needlework done by the members of the Needlework Guild in con- nection with the Glamorganshire amd Mon- mouthshire Infirmary. Lady Aberdare wai to have opened the proceedings, but W:1.3 pre- vented. The work done by the guild was 01 the usual useful kind, as the object of the guild is to provide useful clothes for the in- mates of the infirmary, who come in often scantily provided with changes of raiment.
