LEICESTER TOWN CLERKSHIP. The Deputy Town-clerk of Cardiff is a Candidate. It h a matter of sincere regret in Cardiff that Mr. F. C. Lloyd, the deputy town- clerk, is a candidate for the vacant, town- clerksliip of Leicester. This is, of course, a selfish, view to take of the matter, but Mr. Lloyd has only himself to blame for that. He is such an excellent second, to his oliief, has so firm a grip on all the important and ['nimportant matters connected with the town. and is withal so amiable in manner and sound in law, that the corporation would regard his departure as a. real lose. He has grown up in the municipal buildings, as. it were, :md has thus gained an experience which must Le of value to him always, and which has cer- tainly made him a safe guide, as his legal knowledge has made 'him a sound adviser whenever lie has been called upon to act tp the absence of the town-clerk. The post for which Mr. Hoyd has applied is one of great importance, Leicester being a town as large as, if not rather larger than Cardiff; and set- ting aside all feelings except those of good- will towards Mr. Lloyd!, the Cardiff public assuredly wish that he may be successful.
GREAT BICYCLE RIDE.
GREAT BICYCLE RIDE. Result of the "Pall Mall Gazette' Experiment. Notwithstanding the extreme severity of the test, the great relay ride to Edinburgh and back, carrying a "Pail Mall Gazette" dispatch, which Colonel Savile and the Catford Club conjointly organised, was brought on Saturday to a suc- cessful conclusion. With rain falling in torrents throughout the greater portion of the outward and homeward journeys alike, and with roads either heavy and slow or slippery and dangerous with slime, it is remarkable that the feat should have, been accomplished with even an approxi- mation to the time as pre-arranged, yet the last pair of riders reached their destination— the "Pall Mall Gazette" office in Charing Cross- road-at 27 minutes past two on Saturday after- noon, exceeding the specified limit by less than two and a half hours. The journey into London was no better than the preceding stages, and the riders had two heavy showers to face, each arriving a mass of mud. The entire journey, out and home, was 799j miles in length, and was accomplished, despite the awful weather, in 52h. 27min. Too much praise can hardly be given to the riders who severally undertook the stages, for their pluck and resolution in making headway against every conceivable obstacle which wind, rain, and mud could place in their way. Colonel Savile must feel highly pleased with the result, and possibly the experi- ment may have practical sequences in the shape of greater utilisation of cyclists' aid on the part of the War Office, after the manner adopted by more than one foreign Power. DISPATCH TO EDINBURGH. The following was the outward message from the editor of the "Pall Mall Gazette" to the Edinburgh representative of that journal: — "Please embrace and feed and refresh and welcome in every way the bearers of this dis- patch, and tell them how well they and their fellows of the relay riders of the Catford Cycling Club have ridden: and add the War Office will be a sadder fool than even it has been supposed if it does not t-ake advantage of so good an example for national purposes." THE REPLY. The following was the reply: "Edinburgh, August 17, 1894.—The cyclists arrived here at 12.42 p.m. on this date. They were bespattered with mud from head to heel, which accounts for their losing time by the way, owing to the heavy roads. Your instructions to welcome and refresh them were attended to, but we left over embracing till they should have washed themselves. The enterprise of private indi- viduals now, as on many former occasions, puts the lethargy of the War Office to shame, but red-tape officialism may, by-and-bye, learn the lesson which the Catford Club and the 'Pall Mall Gazette' are giving them."

TAUNTON LANDLORD'S DEATH. Was Found Wandering About the Rhondda -Hills. During the latter end of last week informa- tion was given to the Rhondda police of the disappearance of a man named John Cattle, the landlord of the Devonshire Arms., Taun- ton. It appears that Cattle had been on a visit to his son, who resides at Tonypandy, but on Monday he left, and nothing more was heard of him until Friday, when some colliers going to work saw a man, who was afterwards identified as Cattle, barefoot and half-clad, jumping and running about the mountain side. Failing to capture him. they gave information to the police, and Police- constable Demaide, of Blaenrhondda, with some difficulty, secured him and took him to the Pontypridd Union Workhouse. Here the poor fellow, who was by this time suffer- ing greatly from numbness and exhaustion, succumbed on Saturday night.. It is be- lieved that the deceased had become demented.

"WESTERN MAIL" OUTING. A Pleasant Day Spent in the Forest of Dean. That delightful forest retreat, Speech House, Forest of Dean, was the locale selected for the annual wayzgoose of the "Western Mail" employes this year, and the weather being fine on Saturday-the day of the outing-a most enjoyable time was spent. The party, number- ing upwards of 60, left Cardiff by special carriage at 10.5 in the morning, and upon reaching Lydney Junction were met by Mr. W. Vincent Lamb, the genial and courteous traffic superintendent of the Severn and Wye Railway, which has just been acquired by the Great Western and Midland Railway Companies, and will probably be extensively used in the course of a few years. Mr. Lamb had arranged a special trip for the company,and, by means of a saloon carriage drawn by an engine provided for the occasion, enabled them to inspect the scenery between Lydbrook and Sharpness Docks. Subsequently the special carriages were merged in the train for Speech House Road, and the party wera subsequently conveyed up the loop line to the Spruce Hide, whence they started on a very pleasant walk through the forest to Speech House. From Lydney to Speech House Road Mr. John Davies, manager of the line, travelled with the company. Upon arriving at Speech House luncheon was served, and an adjournment was then made to a field adjoining the hotel,where sports took place, Mr. E. H. Crafter (general manager of the Western Mail ") acting as judge and Mr. T. O. Davies as starter. The finals were as follow:- 120 Yards Flat Race Handicap.—1st prize, Canadian gold watch (given by Mr. Phil Phillips, jeweller, of Cardiff), T. D. Kichards (llyds) 2nd, breakfast cruet stand, J. O. At 6.30 a recherche dinner was served in the old Speech-hall by the host and hostess, Mr. and Mrs. Boyce, who, assisted by their son and daughter, made every effort to secure the com- fort and enjoyment of their guests. After dinner a short toast list was gone through, Mr. E. H. Crafter presiding and Mr. E. W. Morris (chief sub-editor) occupying the vice-chair. The usual loyal toasts having been duly honoured, Mr. W. E. Morgan in felicitous terifcs proposed The Health of the Proprietors of the 'Western Mail.—Mr. E. H. Crafter, in re- sponding, apologised for the unavoidable absence of Mr. Lascelles Carr and Mr. J. M. Maclean.— Mr. Latimer Jones submitted the toast of The Literary, Commercial, and Mechanical Depart- ments," tbe responders being respectively Mr. E. W. Morris, Mr. Wozencroft (for Mr. D. W. Thomas, secretary to Messrs. Daniel Owen and Co., who was unable to be present), and Mr. J. O. Phillips. Other toasts followed. Songs were sung by Messrs. J. R. Long, J. T. Bickley, C. W. Brookes, 1. Arnott, F. Wakley, and W. E. Morgan. Mr. Arnott accompanied. The return journey commenced at 9.10, Cardiff being reached at about 11.30. During the afternoon the party were photo- graphed by Mr. Walter H. Cox, photographer and portrait painter, 199, Bute-road, Cardiff. The stewards were Messrs. R. W. John, B. V. M'lntyre, T. D. Richards, and E. Williams, who performed their duties with great success, while Mr. J. Wozencroft made a most ener- getic and painstaking hon. secretary and treasurer.

LONDON WELSH CHOIRS. Entertained by the Rev. Hartweil Jones. Upon the invitation of the vicar, the Rev. G. Hartweil Jones, formerly La.tin professor in tihe University College of South Wales, tho choirs attached to All Saints' and St. David's Churches took a trip on Thursday last to Nutfield, Surrey, where they were enter- tained to a sumptuous tea, at the schools, fol- lowed by a promenade through the pleasure- grounds of the principal residents and a. short Welsh service in the church. After subse- quently fortifying themselves with iefre?h- ments at the Vicarage the party walked back to the Redhill Station, for London. The weather was decidedly inauspicious, but while the skv was clearing up t.he members sang a. few Welsh songs, which the ladies assisting a.t the entertainment appeared greatly to appreciate. The party was accompanied by the Rev. T. Crowle Ellis, chaplain of St. David's, and the Rev. D. T. Llewellyn, vicar of Beairfbrt, who undertakes the duty during this month of chaplain to the Welsh Churcii of All Saints', Margaret-street.

THE RUSSIAN FLEET. Orders for Cruisers Given to British Shipbuilders. The launch of the Russian ironclad Admiral Sinyavin and the laying down of the keel of the ocean cruiser Rossiya have again been postponed, this time to the end of the pre- sent month. Next spring the Russian Volunteer Fleet will be strengthened by the addition of three large cruisers, the Vladivostok, Kiev, and Vladimir, all of which will be built in English yards. Orders for the first-named vessel have been given to Messrs. Denny and Co., the well- known shipbuilders of Dumbarton, to whom the Russian Government give a great deal of their custom.

STRANGE DECEPTION. A Young Man Passes His Life as Woman. A Dalziel's Paris telegram on Saturday says An extraordinary story of a young man passing as a girl all his life until a month or two ago is just related from Treischatel, in the Alpine dis- trict. He was known by the name of Laura Bernar, and came of a good family. Why his I friends should have registered the child as a female, and subsequently kept up the deception, is a matter of mystery. The young man is said to liave found the companionship of the weaker sex very pleasant, and he would probably have continued to frequent the <-ociety of young women had he not fallen in love. In order to woo and win the lady of his choice he declared his rroner sex. The earlier years of his life were spent in a. convent school, on leaving which he studied a cure for stammering, and subse- quently founded a scjrool for that purpose. This was so suooessful that in a few years lie amazed 40,000 francs, and then decided to study medicine.. With this object he was I entered as a student at the Grenoble School of Medicine as a. woman, and to all outward ap- I pearances was one. His features were d'is- tinetly feminine, and nothing in the shape of a moustache or whiskers was to be observed. In every way lie comported himself is a female, and seemed quite at ease in the character lie assumed. The only thing that might have betrayed him, perhaps, was a slight suspicion of the masculine in his voice. This, however, was scarcely suffioient to attract special notice. For some weeks past the young man has been mar- ried, and as a husband he has already become acquainted with the hardships of the rougher sex, for, sad to relate, he is registered for mili- tary service in ,1895.

A CORNISH DESPERADO. He Was Traced to Pembroke Deck and to Cardiff. Henry Pearce, of Mevagissey, who prides him- self on the name of "Sir Stafford Northcote," and who is a well-known character, was on Friday brought up at the Town-hall, St. Austell (before Sir C. B. G. Sawle and Mr. A. Coode), charged with assaulting Polioe-constable Howe, of Meva- gissey, on the 23rd of June last.—Police-con- stable Rowe stated that when he saw Pearce he wa-s very drunk and using bad language. Wit- ness went towards prisoner, who threw a bucket of water and the bucket at him. Prisoner de- camped, and when witness followed he drew a knife from his pocket, saying "I will put it in your —— heart." Witness again endeavoured to apprehend him. Prisoner threw a stone at him. and jumped over the quay into a boat, in which he made his escape.—Prisoner denied the evidence, and said his family for generations had not had a knife. He was an Englishman, and could use his hands, and it was a good job for Mr. John Tremayne, ofHeligan, that he was. Mevagissey people did not care about Sir Charles Sawle, but he (prisoner) did, and he was willing to be tried by him. If he wa" to be tried by Mr. Lakes, he would get it.-After strongly reprl mnnding the prisoner, Sir Charles sen- tenced him to six weeks' hard labour.-Pearce was then charged with keeping a dog without a licence. and was fined 15s. and costs, or seven days. He preferred imprisonment.—Prisoner belongs to the Royal Naval Reserve, and his apprehension was effected through the efforts of Inspector Nieh&lls, who traced him to Ply- mouth. thence to Pembroke Dock, then to Cardiff and Belfast, and eventually to Ports- mouth, where he was apprehended.

FREEMASONRY IN WALES. Installation of Lord Llangattock to Take Place at Cardiff. The preliminary arrangements for the forth- coming installation of Lord Llangattock as Provincial Grand Master for the Eastern Divi- sion of South Wales, in succession to the late Sir Geo. Elliot. Bart., are set forth in an adver- tisement elsewhere. The ceremony will be performed in Wood-street-hall, Cardiff, kindly lent for the occasion, on September 27, and, as ample accommodation is thus secured, ad- mission by ticket will not be necessary, and all brethren are cordially invited. After the installation a banquet will be held in the Park- hall, and applications for tickets should be made before September 13 to Bro. John Mun- ady, 1, High-street, Cardiff. Details of the arrangements will be published officially in the September number of the "Craftsman."
YACHTING.
YACHTING. Another Match had to be Abandoned on Saturday. To the great disappointment of many ashore and afloat who assembled to witness the pri- vate match between the Britannia. and the Vigilant, off the Isle of Wight on Saturday, the American cutter lost control of her centre- board at the starting point, through a defective chain, and the match could not be sailed. Lord Wolverton has withdrawn his offer of a JE100 cup trophy, and the fixture will now, probably, be finally abandoned. Among the notable per- sons who assembled to witness the race were the Prince of Wales, Mr. and Mrs. Gould, Lord Ashburton, &c. In proceeding to Southampton for examination in the dry dock the Vigilant grounded, but was towed off without having sustained damage.

An Anti Society has been Formed there, but the Ladies are Up in Revolt The St. Petersburg correspondent of th<* "Daily Telegraph" contributes an aiticle de- scribing in a satirical and humorous vein the doings of a society formed at Baku for the pur- rose of bringing about a cessation of the prac- tice of handshaking. There was a meeting of' burghers addressed by a physican upon the means by which disease is propagated:—"Is it' true, then," inquired-a burgher, "that shaking hands with one's friends is a dangerous prac- tice?" "Dangerous is no name for it," replied' the man of medicine; "it is criminal, suicidal.' Would you take in your hand an unclean object teeming with cholera bacilli?" "No, no," re-, plied the meeting unanimously, "not if we; knew it." "Very weH," concluded the scien-, tist, "neither should you grasp any man's hand* unless it has just been thoroughly disinfected., For in this case you may have to do not merely; with one kind of spores, but with a general: assortment of them, which even the faculty is powerless to grapple. Shaking hands should be punished by law." Considering that Russian. law has as yet made no suitable provision for the crime in question, and, further, taking into account the difficulty, amounting to an impos- sibility, of disinfecting every man's digits be- gi fore entwining them in your own, the ingenious citizens of Baku at once devised a third alter- native, which is certain to meet the approval of the individualist school in England. No- body is compelled to shake or squeeze, or to refuse to shake or squeeze, his neighbour's. hand by way of testifying his friendly feel-, ings. But every person who respects science, and has a wholesome fear of bacilli, will. in Baku at least, be enabled to follow both these impulses by becoming an active member of the Anti-Shaking-Hands Society, which was founded by acclamation the moment the doctor's examination was completed. Each: member of the new society, which is open to persons of both sexes, pays a subscription of six roubles a year, in return for which he is entitled to wear a little badge in his button- hole, as a sign and token that henceforth he will never again shake the hand of his fellow man, except by way of venting his vehement dis- pleasure- Once every two or three months the names of all the members of this hygienic association will be pub- lished in the local papers, along with a. notice to the effect that their policy of "hands, off" is the result, not of moroseness or misan- thropy, but of a disinterested love of deajili" ness and an implicit faith in science. Should' fillY member, through forgetfulness or fear of displeasing a powerful neighbour or patron, fall back upon the anti-hvgienic ways of his unrwenerate youth, he will be mulcted in the sum of three roubles. The utmost liberty he may take in this direction is limited to the. action described by the poet. :He laid his hand upon the ocean's mane, and played fami- liar with his hoary locks." The funds of the society, formed by subscriptions and fines, are to be applied to support a vigorous agitation against hand-shaking under any circumstances or pretext whatever, and in favour of a. law to prohibit it under severe pains and penalties.. The women of Baku—and not merely Baku,, but of all Russia—are, however, in revolt, against the sooiety. Says the "Telegraph": — The ladies, indeed, have just nublished their programme, and are determined to carry it through, or else to perish in the endeavour. The whole movement, they maintain, is absurd and ridiculous, both in its origin and its methods. Are we or are we not, they per- tinently ask, to handle parasols, canes, and umbrellas? Are we to put on our- boots and shoes by hand or by machinery? May we take out our cambric pocket handkerohiefs, wave our fans, adjust our hafts, grasp our knifes and forks, and bring, our fingers in contact with our bread ? Are we to allow our maids to do up our hair ? In what is a soft, white, pretty little female hand-of; which many a maJe admirer often wished him- self the glove—worse than the brass handle of: the door, which the Anti-shaking Hands Society allows its members to grasp with im-, puuity ? To make a long story short, the1 female citizens of Baku are resolved not- to rest/ satisfied with mere arguments, to which the, male skull seems impervious. They are about to take up the cudgels in real earnest, and to opjiose the new movement tooth and nail tf, e" cry one of its stages, and, should all else fail, to have recourse to arguments ad hominem. But all will not fail, and the petition which they are said to have just forwarded to the Governor-General, praying him to dissolve the new society, may produce the wished-for result.. If not. the ladies may console themselves witli the reflection that the world beyond Baku is not in a mood to encourage the agitation of the new reformers, and that shaking hands and! kissing, however humble their origin, are cer- tain to outlive the criticism and the opposition of the Anti-Shaking Hands Society.

STARVED TO DEATH. Sad Fate of a Prima Dona in New York. The Scottish vocalist and elocutionist pM- fessionally known as Madame Osborne and, privately as Mrs. George Poole has died under shanking cirousnsteinees in New York. Madame Osborne, who was a native of Max- welltown, studied in London and Ledpsie, and in hor earlier years appeared with great success in opera in Naples and Vienna. About ten years ago she was induced to go to New York, and there to marry. This was the preface to her renouncing the stage. Mis- fortune appears, however, to have overtakaa. her, and, too proud to beg, she went from bad to worse. Pupils at last failed her, and slie was ejected frcm lodgings for non-payment of rent. For two days and nights she wan- dered about the streets of New York with. nothing to eat, and without a roof to shelter her. Eventually she went to the house of some compatriots, Mr. and Mrs. Donald Dick- son, where she was given food and a bed. j The next morning the poor unfortunate woman was found dead, the result of exhaus- tion from heat and starvation. It may be recollected that something very like the satrr?; fate was accorded in New York to the eminent prima donna, Madame Ilma di Murska, wlior was rescued from privation only to die.
