TRANSFORMING INTO FLATS.
TRANSFORMING INTO FLATS. Novel Use for a Merthyr Catholic Church. We learn that the Roman Catholic Chnrch in Georgetown will, when the new edifice has become ready, towards the end of the summer, be applied to a. use novel, at all events, ee far as this part of the country is concerned. Mr. Rees, the contractor engaged in constructing the new church, has purchased the old building, and it is his intention, we believe, to transform it into flats, suitable for the occupation of the working classes. The idea, it seems, is to divide the church into separate dwellings, each complete in itself, and all served by a eommon staircase, er inclined plane. The experiment will be an interesting one, and, doubtless, will be popular with the class directly affected. MtaaoBHBMHaBWiiRMnBMaasnRHi
REPRESENTATION OF MERTHYR.
REPRESENTATION OF MERTHYR. There seems to be an impression prevalent among some of the Radicals of the Merthyr Bo-roughs that the resolution of tine Conserva- tive party to contest the constituency has been inspired by a suspicion that Mr. Pritehard-Morgan is likely to resign his seat before the dissolution of the present Parlia- ment. This, says our Merthyr correspondent, is ay entire misanpreb ension, for such a con- tingency as the junior member's premature resignation was in no way contemplated when on Tuesday the party decided to run a candidate, their course of action being dic- tated solely by the considerations that a general election may possibly be sprung upon the country within the next few months, and that it is well to be prepared in time so as to be able to make a good fight. Mr. Pritchard' Morgan has been sounded by a press representative as to whether he con- templates retiring or not, and he has given an emphatic assurance that lie means to hold on. Mr. Alfred Davies, of Hampstead, is credited with a. determination to come for- ward at the next election whate'er betides, but definite information upon this point, will probably be forthcoming in a few days, because the London alddrniau, it is reported, has arranged to pay a visit to Merthyr in the course of the ensuing week. Mr. Allen Upward, in an interview given to a Merthyr pressman, intimates that he is willing to present himself again as a candi- date if the working men desire his services, but that the only ground upon which he could come forward would be that neither of the sitting members sufficiently identified himself with the cause of labour.
MADAME PATTI.
MADAME PATTI. The Daily Neivs says :-A report has during the past week been current that Messrs. Harri- son had arranged with Mr. Irring- for three special performances of opera. with Madame Patti as prima. donna at the Lyceum this sum- mer. We have authority to say that the news is very premature, although there is a. strong possibility that Madame Patti will introduce to London this season Signor Pizzi's one-act opera, Gabriella," which she has already played in the United States. oan»>nHHagnRnMMR
Juvenile Fancy Dress Ball…
Juvenile Fancy Dress Ball at Cardiff. On Friday evening Mrs. Kenway gave her annual fancy dress ball to her juvenile pupils at the Lesier Park-hall, Cardiff. The hall was very handsomely decorated, and the attendance was large. The programme was not a long- one, dancing- commencing at six aud concluding just after eleven o'clock. After the first part of the programme had been gone through several fancy dances were executed by Mrs. Kenway's pupils in a manner which did great credit to their teacher. CARDIFF EXHIBITION.
CARDIFF EXHIBITION. Lord Bute Offers a Site in Cathays Park. A meeting of the Cardiff Exhibition Commit- tee was held on Friday evening at the Town- hall, Cardiff, under the presidency of the mayor (Councillor W. J. Trounce). A WELSHMAN DEAD IN SHANGHAI
A WELSHMAN DEAD IN SHANGHAI Our Shanghai correspondent sends us par- ticulars of the death of a Welshman. Mr. James Howell, inspector of river police, which took place on Sunday, the 17th of December. Deceased was an old and valued servant of the Imperial Maritime Customs, having come out to take up the post (which he filled, to the time of his death) in 1369 from London, where he was employed in the Thames Water Police. I THE TRADE OF SWANSEA. j
I THE TRADE OF SWANSEA. Annual Meeting of the Chamber of Commerce. The annual meeting of the Swansea Chamber of Commerce was held at the Town-hall on Fri- day afternoon at four o'clock. Mr. R. D. Burnie, M.P., vice-president, took the chair, and there was a fair attendance, ANNUAL REFORT. Mr. E. P. JONES (secretary) read the annual i report, which stated that The number of members on the books was 149. The revision of railway rates was the first subject re- ferred to in the report, which stated that whac had been conceded would mean a considerable extension of the powers of the Bail way Commission, and, if adopted, should prove of much utility to the trading11 public. It was to be hoped, however, that the pohcy would be further developed. Eeferriag to the Khondda and Swansea Bay Railway, the report expressed the hope that nothing: would be done between the trust and the company which would hamper the staple trade of the ha rbour, but the situation with respect to the use of the lines was a difficult one. The questions of expenses of port sanitary authorities, the South Wsles mails, additional railway communication with London, Great Wesfcem coal rates to Swaasea, coal shortages to French ports, stemming at Great Wes- tern tip3, election of trustees by ballot, and increased, harbour facilities were amongst the other subjecta referred to in the report, which concluded with the usual interesting statement of trade. TRAJDE OF THE PORT. The following particulars have been kindly furnished by the statistical department of the harbour trust :— SWABBS. 1893. 1892. 1383. Vessels entered. 4,646 ',602 5,195 Registers i 1,455;043 1,1:&;854 OUTWARDS. Vessels cleared 4,666 4,543 4,973 Registered tonnage 1,500,039 1.465,767 1,109,433 Exports (tons) 2,216,418 2,214,614 1,846,064 The total trade for the year (2,806,209 tons) shows a fall in ar off of 2'3 per cent. as compared with that of 1892. The export trade has more than held its own but the imports are some 10 per cent, less than last year, the decrease in this department bsing- found cliiefly in iron ore and copper ore. On the other hand, the imports of grain and kindred commodities have increased 21*6 per cent., and the exports of flour have assumed a* im- portant place in the retura—totalling over 9,000 tons. The exports of tin-plates are 22,404 tons better than last year, the shipments to the United States show- ing an increase of 13,650 tons. The improvement in this department would have been much greater but for the fact that the exports to the States have been very much curtailed during the last few months owing to the uncertainty which prevails as to the fate of the M'Kinley tariff. With regard to coal ship- ments, it is most satisfactory to find that, whilst, owing to the general disturbance in trade, a consider- able decrease is shown by other ports in the Channel, the shipments at Swansea, (1,459,475 tons) showed a slight improvement on 1892, and a record only second to the unusually good one of 1890. This is a signifi- cant circumstance, and full of encouragement for the future. The report was adopted. COLIilKRT GUARANTEES. It was decided, on the motian of Mr. MOFFATT, te act in concert with the Cardiff Chamber on the question of colliery guarantees. The meeting then terminated.

A REMARKABLE DREAM. A singular application was heard by his Honour Judge Sir Horatio Lloyd alt Chester County-court on Thursday. In 1864 Edward Urmston. a Chester licensed victualler, died, leaving £ 56 to each of his seven children. In 1874 the daughter, Mary, disappeared, and the executors in November last paid her share into the court, in order to ascertain whether she might not be assumed to be dcafl. On Thurs- day Mr. Caldecutt, solicitor, produced the long- lost daughter under remarkable circumstances. He said that on New Year's Eve she dreamed that a cousin of hers, a Mrs. Saunders, residing in Liverpool, bad died, and she was so uneasy about it that she called at her a-unt's residence in Leader-street, Liverpool, to verify her dream. She discovered that her aunt bad removed to Russell-street, Liverpool, and through her she first heard of her father's bequest. Mr. Caldecutt applied that the daughter's share might be paid over to her less the costs, aud his Honour immediately granted the application.

How Balfour was Taken.
How Balfour was Taken. ■» DETAILED ACCOUNT OF THE ARREST OF THE FUGITIVE. Jabez was Surprised at His Arrest but the British Consul Promised Him Justice. Through the agency of its Secret Service the Morning has received the following account^ supplementing- the meagre particulars that have reached this country by the usual channels, 01 the manner in which Jabez Spencer Balfour was taken. In a word (says the afent) Jabez Spencer Balfour was taken by surprise. Arrived at J ujny-the commissary of police, the British Consul, and the secret service agent of The Morning-it did not take us long to find the place wljere Balfour was said, in a. phrase at which I do not profess to see the precise mean, ing, to be living in semi-Sultanic luxury." Bai Balfour, himself, was not there. Not at that moment. By a coincidence, however, it happened that he was that day expecting visitors, and when the commissary said he had come to see the senor on business we were s allowed to pass the pickets we met on our way tA .,t the house. So we had no occasion to resort ta an elaborate subterfuge a s the commissary w..8 for doing in order to get into the house. It was a. simple misapprehension—and apprehension. Passing through the grounds we were struck by a. number of huge conservatories that had been erected for the cultivation of rare varieties of the orchid, which here also assumes the epiphytal habit, and grows wild in the open air in spikes or panicles. For a man who is said to be living in "semi-Sultanic luxury"he seemed to find time to do a good deal. Indeed, we dis- covered as soon as we entered the house that the old spirit of enterprise had not forsaken him for this semi-Sultan, if you please, was away attending to the business of a brewery that he is managing in the neighbourhood. That information seemed at once to make the commissary of police suspicious. And ther< was more excuse than that; for as we passec through the hall on our way to the luxurious drawing-room—no half-measures about that we noticed a number of packages in the ball, addressed J.S.B., BOLIVIA. That was almost too much for the commissary BO&IVIA.. That was almost too much for the commissary of police, who asked the Consul if he saw that, but the Consul turned it off by pretending thai the commissary was directing his attention t< the inscrilftion stamped on the hall mat—it wi the beautiful motto of the Liberator scheme— Libera sedes liberum facit." A free hoao makes a free man," indeed! Evidently Balfour was not without a sense of humour. It is the opinion of me," said the commw- sary of police, once we were alone in the draw. ing-room, that the bird, he is to gfly to Bolii^a." B^t we were not left long to ourselves, fo* presently the door opened, and there entered— not Jabez Balfour, but a servant, bringing a,, magnum of champagne upon a silver salver. The servaait explained that his master, who was at the brewery, would join us presently. A messenger had been sent to inform him that we hadAmved At that the commissary of police could hardlj reatrain himself, and between his set teeth he expressed again his opinion that Balfour had gone to Bolivia. Not a bit of it, however, for. after a few minutes Balfour himself walked proudly into the room, carrying in his hand (as I noticed when hs put it on the table) a copy of Sander's Reiehenbachia." There was a smile on his appropriately florid faee-in which my fancy detected a grotesque resemblance to all orchid—when he came forward to shake huu), with us, saying— "Gentlemen, I have been expecting you for some days." Then he begged us to be seated. "Now, gentlemen," he continued in the same genial way, what will you take P Qui Iwmbrt," said the commissary ol police (who had no sense of humour), thinking that our host—for the time being—was offering to bribe us with money. Will you take a glass of champagne?" hi said, addressing us generally. "Come, now. i have a wine just arrived from England that ) should like you to try. No ? Well, what shall it be ? You must take something." We will take you," said the British Consul deliberately. "What do you mean P" said Balfonr, trying to laugh it off as a joke. Then, as we all lookeo at him freezingly, he seemed to have a momen. tary misgiving. I hope," he continued, with assumed bnoyancy. that I am correct in be. lieving that you gentlemen have done me tht honour to visit me here for the purpose 01 relieving me from further anxieties of the brewery, which is now, I assure you, a good- going concern, yielding a net profit of-what, shall we say F-of not less than fif We propose to relieve you, sir, of WMry anxiety respecting your affairs here Except the orchids." sa s be. fondly, evidently easier in his mind. The orckidaiI shall take with me to Bolivia." "Bolivia!" ejaculated the commissary of police. But you are not going to Bolivia," said the consul. Excuse me, I leave here this afternoon." "Precisely," says the consul, "but ..t fc" Bolivia." Then the consul, with a politeness that commissary of police himself could not have celled, explained the business upon which v. a had come. Pie, gentlemen," says Balfour, firing up. I am ashamed of you You have been guilty of dissimulation, for which I hope Heaven may forgive you. I never can." Then, adopting what may be called a House of Commons man- ner, he added, Gentlemen, Argentina, I an happy to say, is a free country, and I have tIi. distinguished honour to wish you a. very goof day." But we are not going without you," said the Consul. Our men are at hand in case assist- ance is necessary." "What do you say r Shame upon you! Shame upon you! Have you 1.0 respect for the law or for old age ? As the representative of her Britannic Majesty Queen Victoria, I appeal to you. sir"—he turned to the const;—"I claim your protection as a British subject." The British Consul was iron. I look to you, sir." said Jabe> extending me arms to the commissary of police, to afford me the protection that 1 have the right to expect in a free countrv ?'' The commissary of police was granite. Jabez Spencer Balfonr was never more fervent in his demands for whllt was right.. He asked me as a, man and a brother if I thought he had been treated even with common honesty. Here was he on the threshold tf v, new life--here was a futnr^ opening for him that he had hoped to crown, at no distant date, by becoming Minister of Finance to a free; and inde- pendent Republic was he thus suddenly to be dc-prived of every tiling that made exist (-lice pleasant, ? Was it fair to violate^ the sanctity of his domestic hearth in this fashion ? The notion of a secret treaty was disgraceful— it was a laean, cowardly, contemptible, dirty trick. It was un-English. It was un-Christian, He asked for the consideration That any man, the richest or poorest, might demand in th< name cf humanity—justice. Justice surely in bad a right to expect. He asked for no mori than that. The commissary of police assured kirn in th name of Government that he should get it and tl"- "M?h Control added tha.t he slight V sure of "o.e he was baek again to England. And wd h that assurance the whole world 8Mi kh« content. r* '.r v Vf'
