To Buy the Tramways THE SCHEME IS POPULAR AT CARDIFF. Councillors Say they will Purchase and go in for Electricity as a Motive Power. From conversations which Western Mail reporters had on Fnday wIth several memDers 0 J the Cardiff Corporation it appears that the pio- posal to purchase the tramways is an exceed- ingly popular one. If the town had to take over the lines and plant at their original cost, ess depreciation, the price to be paid would be such as to make the undertaking a. costly one to the ratepayers, but as the corporation can onJy be compelled to pay the actual bonå fide value of the undertaking-, plus 30 per cent. for compulsory sale, the question assumes anothe r aspect. The main object which Mr. Johnston and his supporters have in view is to obtain possession and control of the roads. At the present time the portion used by the tramway company is repaired by them, while the corporation maintains the sides. The result of this dual control is that the principal thoroughfares of the town aiip generally in a very bad state of repair. But those who advocate the purchase of the tram, way lines and plant are not inclined to stop at that. They propose that when the company's undertaking has been acquired the trams shall be run by electricity, which they will them- selves supply, and be leased to a company'- This will unquestionably be a great improve ment in the means of locomotion at Cardiff, as may be gathered from the following interviews I with prominent members of the public work8 committee :— Councillor Gerhold's Views. Councillor Gerhold, in reply to questions put by a Western Mail reporter, stated that he thoroughly approved of the scheme for the pur- chase of the tramways. He said, We are not going to stop at the purchase only. Wø are fitting up very powerful engines at the electrical works at Canton, and although the electric light will only be required at night, the engines must be kept running during the daj time. In this way sufficient electrical power would be stored to run the trams." Then, you think electric trams would be an improvement r" Certainly. The public would gain many advantages, especially in the saving of time. I would suggest that there be signals attached to the lamp-posts indicating stopping' places, which, in my opinion, should be from 200 to 300 yards apart, according to the necessities ot the traffic. This would greatly facilitate matters, and the distance from one part of the town to another would be covered in a much shorter time than at present. Trams now often have to stop about every ten yards or so for someone to alight from or enter the vehicles." Is that system adopted in other towns ? Yes. In other towns where electricity is used there are recognised stopping places. At present the conductor is blamed because he does not stop the cars when people want to get iu, but he cannot see everything. Under the new system everyone would be able to know exactly where a tram would stop." What about the Cardiff roads—are they suitable for electric trams?" "Yes, they are admirably adapted? With the exception of Bute-street and Newport-road there are no stiff gradients, and the electrical power will bo sufficient to work the trams up the existing inclines without any difficulty. I don't wish to take credit for these suggestions, becausc they are the outcome of conversations with several electricians and others who thoroughly understand the application of electricity to locomotion." The Scheme Will go Through. "Yes," said Councillor Ramsdale, "it's I going through." This was in answer to a question by a Western Ma il reporter as to the 1 probability of the tramways acquisition scheme being adopted by the corporation. Everything that has to do with the lighting and water and maintenance of the roads ought to be absolutely under the control of the corporation. How can we possibly get the roads in a satisfactory con- dition when they are under dual control ? The tramway company contend that their ] portion of the road is better maintained than 1 that which is repaired by the corporation ?" Yes, because their portion of the road is higher, and, as I have said, it is impossible to ] get a good road unless the work is in the hands of one authority." j Do you propose to run the trams your- selves ?" "No. Once we have the roads and lines in 1 our possession we can lease them to a private. company, and we will take good care to keep the repairs in our own hands. I don't think it advisable that the corporation should run the i trams. That would be municipalisation of a ] most unprofitable kind, because at election times there would be such exactions that we would never be safe." Then with regard to electricity ?" "We should supply electricity at a certain price, to be agreed upon with the company." Electric Cars in America. Councillor Johnston, in answer to a reporter, stated that in his opinion the action of the public works committee would be confirmed. < "Do you go in for electricity as the motive power?" Certainly. In America, although horses cost about one-third of what they do here, and fodder only half as much as we have to pay, electricity is generally used in the large cities. ( Horses gave way to cables, and cables to electricity." j And electricity works well ? -| Without a hitch. The cars run smoothly and without noise. At an early 1 hour a large number of visitors and inhabitants ? of Llangattock and the neighbourhood arriYed at his lordship's country seat, and during the 1 day some interesting presentations were made. c At noon Lord and Lady Llangattock were pre- scnted with a handsome piece of silver plate J from the tenantry, the presentation feeing made by Mr. T. R. Day, of Blackmoor. Mr. C. Lipscomb, on behalf of the employes at the r Hendre, presented his lordship with a valuable I silver bell, and shortly afterwards K, deputation, v consisting of Alderman T. R. Jlyam, C Mr. J. Thomas, Mr. Champney Powell, s and Mr. T. R. Oakley (town-clerk) S representing the Monmouth Corporation, and the inhabitants of the ancient borough presented his lordship with an illuminated address, ex- pressing the good wishes of the people of Mon- mouth. In the afternoon an at home was held at the Hendre, at which a large company were present, and a capital concert wae given by the Pontypool Ladies Choir—of which Lady Llangattock is president—under the conductor- ship of Mr. J. Edmonde. The parishioners and J school children were also entertained at tea, after which a ball was held.

Says He was Ejected. a AND TELLS OF RUCTIONS AT A SEAMEN'S MEETING. An Ex-Official of the Sailors' Union at Cardiff Airs His Grievances and Threatens Law. George Tucker, of 7, Matthews-terrace, Car- diff, entered the Western Mail office in an ex' cited state on Friday night. He had, he said, been slandered by Mr. J. H. Wilson, M.P., geneial secretary of the Sailors and Firemen's Union, and had been ejected with considerable violence from a meeting of seamen then being held at the Gladstone-hall. When Mr. Tucker had composed himself he related the story of his wrongs :— I put on the board," he commenced, a notice to the effect that I would ask for an explanation in reference to the expenses of the Union. Mr. Donovan, the Cardiff secre- tary, asked me why I did not go to the meeting and make my complaint. I said I would if I should have fair play, and he promised that I should. I went to the meeting at the Gladstone-hall. "A meeting of the Cardiff Branch of the Union, I suppose? No, a public meeting of sailors and firemen. Well, as soon as Wilson commenced speaking he attacked me, using the most offensive epithets. I asked for permission to speak, according to the promise which Donovan gave me, but Wilson said, That scab must go out.' I was then ejected from the hall by about a dozen, who pushed me down the stone steps. One of the men clouted me on the face with his fist, while another booted' me in the side. I fell down the steps and had the skin knocked off one of ny knuckles. Now, I want to know whether I cannot prosecute Wilson for the language he used?" I don't know. Why did he attack you 2" "Because I wanted to raise a question about the finances of the Union. Look here, sir, I have papers in my pocket which will prove that I am not a wastrel or loafer," and here the poor fellow almost burst into tears with the recollec- tion of the insults which had been heaped upon him. The first document which Tucker produced showed that he had been ten years in her Majesty's Navy, and that during that time his character had been excellent, the entries as to his conduct being throughout "good" and "very good." It also showed that he was present at the bombardment of Alexandria, and landed in Egypt with the Naval Brigade. Con- tinuing, Tucker said— I have the Egyptian medal and cLtsp, and bronze star, which were presented to me ou board the Invincible by the Khedive, tv/o months after the engagement. I left the Ntvy in 1884, and served six years in the merchant service, for which I have good discharges. D'e these things show that I am a scoundrel and a wastrel ? "No, certainly not. What ha.ve you had to do with the Union ? "Iwai appointed a delegate at the Cardiff Branch at 24s. a week, and after serving about eighteen months I was sent to Penarth to form a branch of the Union there." What were you paid there?" I was paid 30s. a week." Why did you leave ? The branch did not come up to the expecta- tion of the executive and was closed. I was then offered a situation in the Union at Cardiff. I did not take it because I knew I should be throwing another man out of his job. I had to pay £3 doctor's bill and £1 19s funeral expenses at Penarth, and although the Union owed me money, I could not then get it from them, and had to sell my furniture before I could leave Penarth." Are you now a member of the Union?" I am out of compliance, but the meeting which I attended was open to sailors and fire- men, whether Unionists or not." Had you any dispute with the officials when you left the Union 2" Nothing of the sort. Why, here is a testi- monial they gave me" (producing a slip of paper upon which the following was written) :— I very gladly testify that you have been in our ser- vice in charge of the office at Penarth and Cardiff for Llearly three years. You have provedyourse1fJ:lOnest tud trustworthy in many ways, and your leaving us LlOW arises from a re-arrangement of our staff m the Bristol Cha/nmel, and from no fault of yourself in any way. I would have been only too glad if you could liave been retained, and sincerely hope you may loon Snd some other employment. — Yours, &c., B. T. BALL. Who is Mr. B. T. Ball?" asked our reporter. He was then secretary to Mr. Wilsonj the general secretary of the Union." And when did you receive the testimonial ? On the 16th of October, 1892. Do you think [ have an action against Wilson? As I am not a lawyer I cannot advise you lpon that point. Tucker then left the office, threatening that if Lt was possible he would bring an action against Mr. J. H. Wilson for defamation of character.

MESS PLATE MISSING. rhe Pembroke Dock Prisoner Com- mitted for Trial. On Friday John Fitzwillianjs was brought up in remand at Pembroke Dock (before the mayor, Alderman S. B. Sketch; and Messrs. J. Williams, J. H. Teasdale, J. Hutchings, and A. M'Coll) charged with stealing mess plate of the ralue of £]50, belonging to the officers of the 3onnaught Rangers (88th Regiment), en July 10, L892. Mr. D. H. Brown conducted the prosecu- tion, and preferred a further charge of burglary against prisoner. Mr. Brown having opened the 3ase, Corporal Thomas Tansey, mess waiter •{ jhe regiment, stated that on the night in question the premises were securely fastened. The witness recognised several portions of the stolen plate (broken in pieces) produced.—John Stanton, another mess waiter, proved that on bhe morning of July 11 the silver was missing, tnd identified portions recovered.—Captain Edmund A. Grubb, adjutant, said that on the light of July 10 prisoner was in the cells iwaiting trial by court martial for several offences, and en the 18th he was ;ried, sentenced to a year's hard labour at Carmarthen, and afterwards to be summarily lismissed the service with ignominy. Between ;hose dates (11th and 18th) prisoner sent for witness, and said he had broken out of the cellej m that night and went along towards the nilitary cemetery. He saw a civilian carrying i bundle, which when he saw prisoner re dropped and ran. He (prisoner) )pened the bundle and found the officers' plate. tie said he had hidden it, and if he gave the )late back he asked what the officers would do or him. Captain Grubb told him he could not mtertain any overtures of that kind. After prisoner was released from gaol, on July 17, L893, he came to witness, and again asked if the >fficers would give him (prisoner) the JE50 jffered for the recovery of the plate, as, ilthough he had not stolen the plate himself, hoe mew where it was concealed. Captain Grubb told aim if he really knew where the plate was he Clad better claim the reward from the police, in whose hands the case was.—Sergeant William Ireacy proved that on the night ef July 10 I prisoner had broken out of the cells.—Mr. H. Freedman, Swansea, proved the prisoner Bering the plate (produced) for sale m the evening of September 30, and ;hat he was given into custody.— His Worship said that the bench were of )pinion that the second indictment of burglary ;ould not well be sustained.—Superintendent Evans (Pembroke County Constabulary) proved •eceiving prisoner and the stolen property.— Police-constable Powell stated that prisoner lad confessed to having cut up the plate with i tailor's scissors, and that he had hidden ntact two salvers and two cruet-stands, and f after his trial on the present charge the ifficers would give him £ 5 he would restore the mbroken plate.—The prisoner was committed ,0 the assizes a.t Carmarthen on the 9th prox. on ;he charge of larceny.
