NOTES. By "OBSERVER." CARDIFF, TUESDAY MORNING. Mr. Fletcher's application to the council for a licence to sell intoxicants at the Theatre Royal is a very reasonable one. Such licences are attached to theatres in all large provincial towns in England,|and even small places can be mentioned where the privilege exists. That an important theatre like the Royal should be an exception is unfair alike to the lessee and to its patrons. Moreover, there are many people attending the theatre who don't want to refresh the inner man, but would like a smoke between the acts, and these might be catered for with advantage and a smoke-room provided. A theatre is first and last a place of amusement, and this should be borne in mind by Alderman Sanders, who would speak more "strongly" if he spoke with the authority that comes of experience. Chapels of spite seem to flourish at Llanelly. Some years ago a big place was built as an offshoot from the mother of Independia Fawr in the district. This was a legitimate cause, and greatly needed. Be- fore long, however, there was a rumpus in the new place, and a certain lot left and built a spite chapel (No. 1), and soon after came another disagreement, resulting in spite No. 2. Meanwhile things hadn't been going well in spite No. 1, and by and bye a lot of discontented folks emerged and erected spite No. 3. Now spite No. 3 is in labour," and before long we may, perhaps, see a fourth charming offshoot, despite the frantic efforts of the local ministers to stop it. Puzzle: Find the Christianity in all this! Sir,-Being a, constant patron of the Cardiff trams and 'busses, I would like to point out a little improvement which I consider will meet with the approval of all passengers travelling on the top, that is, the fixing of appliances so that any passenger when desiring to alight could stop the car. The necessity of this was very forcibly brought to my notice one evening last week, when a lady had a very narrow escape of perhaps a most disastrous accident. I hope the worthy manager will not take offence, as I mean well. To see the evil remedied, for the benefit of the public, is the only wish of yours, &c., ALL THE WAY. Cardiff, Sept. 7. This appears to me to be a very excellent suggestion. The conductor cannot be always at his post, for collecting pence takes up a portion of his time, and it often happens that whilst he is thus engaged people want to alight, and, of course, are unable to do so, except by leaving the car when in motion, and this, except to those accustomed to it, is a risky proceeding. Could not a couple of cords be titted up outside and inside each car communicating with a bell by the side of the driver, something like the arrangement they have on express trains ? This would, I fancy, meet the case, and could be arranged without cost or difficulty. Sir,—I see by a recent issue that a banquet to Crimean heroes at Cardiff is proposed, a very laudable suggestion, and quite in keeping with the gifts and honours lavished upon them on the occasion of the marriage of his Royal Highness the Duke of York. But what I want to know is, when are the heroes of the Indian Mutiay to have an innings? The Crimean Campaign proved the mettle of our troops, but the heroes of Lucknow and Delhi not only showed pluck and endurance, but saved our Indian Empire for our Queen and oountry.-I am, Ac., ONE WHO SERVED IN BOTH Tyllwyd. A constant reader of the Express, Mr. Morris, of 19, Glamorgan-street, is in high glee, having succeeded in raising a vegetable marrow which tips the beam. at 26|lbs. Mr. Morris has the merest mite of a garden, yet devotes himself most successfully to the cul- tivation of cucumbers, French beans, mush- rooms, flowers, and what not—a bright example to other workmen whose facilities, like his, are of limited extent. That Cardiff has a very considerable Jewish population must have been evident to the few Gentiles who visited the synagogue yesterday on the occasion of the festival inau- gurating the New Year. The service was a very solemn one, and could not fail to impress outsiders who witnessed it. Of all the nations of the earth the Jew is in some respects the most interesting. Tossed about between the four corners of the world, without capital or temple, as a citizen in the true sense of the word without where to lay his head," "despised" very often" and rejected of men," the Jew through all the centuries has preserved with a reverence that many Christians would do well to imitate, his sacred books, his ceremonials, and his grandly simple faith. There is nothing more interest- ing than to study the daily life of the devout Jew in his family, as in the sanctuary, he has picturesque forms and ceremonies to attend to, and these are burned as it were into the heart and mind of the little Hebrew from babyhood, never to be afterwards effaced. A Jew told me the other day that no country that has persecuted his people has ever retained its prosperity. Surely then Britain has done well in her own interest to give the wanderer an asylum, and to raise him from time to time to high commercial. social, and political distinction. The members of the Glamorganshire Joint Standing Committee took the only just view of the recent introduction of military to quell the ardour of the strikers—or rather participants in "labour trouble"—in the valleys. As Mr. Blandy Jenkins very truly said, if the military on a certain Saturday had not been at Merthyr and Aberdare there would have been very serious rioting and destruction of property-in fact another Yorkshire disgrace. Anyone who cares to make inquiries will find that the prompt steps taken by the magistrates were generally approved, the only malcontents being (naturally enough) the strikers themselves.

GOING WESTWARD. -'o More Letters to Dear Folks at Home. PEOPLE ON THE PARIS. We have received other letters from members of the Welsh Ladies' Choir giving a description of the passage from Southampton to New York. Wouldn't Miss it for the World. Miss Annie Williams, of 24, Tresillian-terrace, Cardiff, writing on the 30th ult., when the steamer Paris was off Newfoundland, to the dear folks at home," says :—" We have had very fine weather, and the experience was so new that we really had no time to be homesick. There are some very nice people on board, the Americans being particularly so. Mrs. Besant, the great Theosophist, lectured in the first saloon the other night. Dr. Barnardo (London), Miss Medora Henson, Mr. Carnegie, one of the richest men in America, and several other noted people are on board, among them being several titled passengers. I have only been sick for about two minutes, and that was from the heat of my cabin-not seasickness. Last night we had a concert. I sang, and Miss Medora Henson also sang, and I had a talk with her and with Dr. Barnardo. Those in the first and second saloons are associating freely with each other. I would not have missed the trip for the world; we are going to have grand times." Miss Williams will, perhaps, be better known as the organist of the Welsh Church, Howard-gardens. Miss E. Gertie Drinkwater, of Cardiff, has also written home expressing the pleasure which the voyage afforded her, except on Sunday, when she suffered from seasickness. Letters to the same effect have been received from several other members of the choir.

CHICAGO EISTEDDFOD. Two Other Prize-Takers from Glamorgan. A cablegram is to hand stating that Mr. Willie Morgan, Caerphilly (formerly of the Rhondda Valley), has competed and won the first prize in the World's Eisteddfod for the best rendering of the pedal harp solo, Gwenith Gwyn." The competition was most keen, but the adjudicator, Mr. John Thomas (" Pencerdd Gwalia "), stated that Mr. Willie Morgan was far ahead of all the other competitors. The intelligence will doubtless be received with pleasure that Mr. John Broad (who left with Mr. Tem Stephens's male voice party) has succeeded in winning the first prize in the bass solo competition.

WELSH LAND COMMISSION. The Sittings in North Wales Com- mence. [FROM OUR SPECIAL CORRESPONDENT.] BALA, MONDAY NIGHT. After rather more than two months' rest the Welsh Land Commission commence the third lap of their running, or, rather, sittings, at Bala to-morrow. Appointed last February on a question supposed to be urgent, the commission, after three months' rumination, skirmished round the fringe of one county, viz., Glamor, gan, then rested two months, held a sitting or two in London, and now, after two further, months of inactivity, they propose a third heat. The go-as-you-please proceedings of this commission are farcical, and prove more than anything else the purely party object sought by their appointment. The ex treme north of Carnarvonshire and Merioneth" shire are included in the present excursion Bala is in the heart of the first county, and the evidence, which will occupy two days, will embrace the county in which the principal land- lords are Sir Watkin Williams-Wynn, Mr. R' J. Price, of Rhiwlas; Sir Henry Robertson- of Pale; Mr. Charles Wynn, and others. The majority of the agriculturists are tenant far mers, but there is a fair sprinkling of small proprietors, and several of the latter will be examined. It is not expected the evidence will be sensational, though one of the witnesses will be Mr. Thomas Ellis, of Cynlas, who was among the "martyrs" of 1868, and is the father of Mr. T. E. Ellis, M.P. It is expected that 30 witnesses will be examined at the two days' sittings here. Lord Carrington and Pro- fessor Rhys have already arrived.

Queen and the Scotch Church. The Queen laid the foundation stone of Craithie Parish Church on Monday. Among those present were the Duke and Duchess of York, Princess Beatrice, and the Duke and Duchess of Connaught. Acknowledging an address which was presented to her, the Queen said :-It gives me great pleasure to be present on this occasion, and to lay the foundation stone of the new church at Craithie, which is to be erected on the spot where the old church stood, in which we have worshipped together for so many years. I need scarcely assure you of my warm attachment to the Church of Scot- land, which so largely represents the religious feelings of the people of this country. I thank you sincerely for the kind expressions you have used towards me in the loyal address which has been presented to me on the part of my co- heritors and parishioners of Craithie and others whQ have shown their interest in this good work. HOME RULE. The Queen and Mr. Gladstone. CURIOSITY EXCITED. [FROM OUR LONDON CORRESPONDENTS." There is a burning curiosity to know what was the purport of the letter Mr. Gladstone addressed to the Queen after his Home Rule Bill was flung out by the grand majority of 378. It was no ordinary com- munication. Intelligence of what was being done in the Lords was sent to her Majesty direct. Nor is it customary for the Premier under such circumstances to make a formal communication to the Throne. The Bill is simply dead, and there's an end on't. But I think we have all been putting the case the wrong way about. Instead of wondering what communication it was that Mr. Glad- stone made to the Queen, we ought to be asking what communication did the Queen make to Mr. Gladstone. Sir Henry Pon- sonby was sent over by her Majesty to Blairgowrie, and, after the fate of the Bill was known, he received a communication from Mr. Gladstone. But it is quite on the cards that this was in reply to a com- munication brought by Sir Henry from her Majesty. For instance, it is quite on the cards that her Majesty, in her zeal for the Constitution, might inquire of Mr. Glad- stone whether he intended to resign and appeal to the country. Such an inquiry Mr. Gladstone would, no doubt, reply to in his most respectfully roundabout style, saying that he intended to do neither, but to stick to Downing-street till he was carried out. There is another view. Sir Henry Ponsonby might have been sent to ask Mr. Gladstone to dine and sleep at Balmoral. p Question in the Lords. In the House of Lords on Monday Lord DENMAN, addressing the Earl of Kimberley, said the Bill for the Better Government of Ireland having been rejected by their lordships after twelve o'clock on Friday night, he wished to inquire whether the date of the rejection of the Bill would run from Friday, the 8th, or Saturday, the 9th. The Earl of KIMBERLEY (after consulting with the clerk at the table) said it was wholly immaterial which date was taken, A Gladstonian Opinion. The Central News is in a position to state that the older unofficial supporters of Mr. Gladstone's Government are opposed to the re- introduction of the Home Rule Bill in the present Parliament. In their opinion the simple rejection of the Bill constituted a sufficient reason for an appeal to the country, which need not necessarily take place next Session. No- thing, these gentlemen add, would be gained by having the measure rejected a second time.

THE "EXCELSIOR." Exact Size of the Largest Diamond in the World. The first illustration given herewith (from the Westminster Gazette) is an outline from a photograph representing, in the exact size of the original stone, the biggest diamond in the world. This is the Excelsior (very big diamonds always have names of their own), recently discovered in the Jagersfontein Mine, in the Orange Free State, South Africa, and now in the possession of Messrs. Wernher, Beit, and Co. In the illustration we give below the dotted line Fhows the amount which will be lost in cutting.

CRICKET STATISTICS. Australians May Look from Their Tour with Some Satisfaction. To-day's papers are filled with statistics of the declining cricket season. Pages in the sporting papers and columns in the morning issues testify to the all-absorbing interest of the national pastime. Owing to the fact that the Australians have ended their tour, exhaustive analyses of their bowling, batting, and fielding performances are given. Glancing at these cursorily, the stra-nge fact strikes one that the man-the only man, in fact-who was not thought worthy a place in the team by the majority of the Australians—Harry Graham—has come out at the top of the batting averages in all matches. It is only another example of the outsider beating the favourites. A run through Lillywhite's interesting pages would bring to light many similar instances of how the last selected in an eleven or the one from which the least was expected romped away with all honours, and won the match. As for the outsider in racing and other branches of sport coming in when not expected, we have illustrations every day. Mr. George R. Sims' maxim, Avoid the favourites as you would the plague," is beginning to receive more attention daily. Effect of the Tour. Though the tour of the Cornstalks has not been an unqualified success, the eleven may look back with some satisfaction on their performances. True, t-hay have not won a single match in which the English prestige was seriously at stake. Nevertheless, they have always had to be held in the greatest respect, and have proved themselves quite "qua,I to tirst-class county form—and that last phrase, I think, sums up the class of the team. The English batsman who has secured the highest average against the Australians is Shrewsbury, a man whom they have always feared, and of whom t.bey said many years ago "he was the finest player they had ever met," and this when" W. G." was sweeping all before him. Grieketws, however, desirous of looking up the statis- tics of the now expired tour will have no difficulty in doing so. The only interesting question now before the cricketers is as to whether Gunn or Stoddart will head the English averages. The match which began to-day at Hastings between the North and South will decide the issue. Gunn's average for 51 innings is 42'41, and Stoddart s for 48 iimings 42'22. In this mMch, also. Harry Drew to maek good his claim for a vote on the ground of being a lodger at Hawarden is obviously due (thinks the Globe) to the fact that he does not, strictly speaking, obtain lodging from Mr. Gladstone at all. He only, in common with the rest of at, gets bored. If women are copying the men in dress them is at least one instance of the men taking the ladies' pretty names. At Newport Revision Court yesterday a case was dealt with where the name of the man was Florence M'Carthy. He appeared and seemed in no way abashed that people had thought from reading the list that he was a she. In a letter to us Schoolmaster Sharpe said that the presence of the cuckoo at Whitchurch proves thA mildness of the weather. It turns out that the bird which drew Mr. Sharpe and a hundred others to the cemetery, and kept them there for an hour, was a bold, bad man, and he is the only one in the village who laughs over the incident. A Swansea paper gives the registration figures supplied by the respective political agents at the recent court, and says, As a matter of course, both sides make a net gain, and we leave our readers to solve the annual enigma." The paper forgets that figures can be made to prove anything. The Liberal agent had the task of explaimng away a Conservative gain of nearly 300, andne accomplished his task nobly! A foreign ship captain was one of the spec- tators of the Barry Rowing Club Regatta at Cold Knap last Saturday. He could read and speak English of a kind, but it seems he stum- bled over the term club sculls," which ap- peared on the programme. After considerable hesitation, he translated it thus :—" Club means to "beat or pummel," and "sculls" means heads." The captain, who is himself a bit of a duellist, waited in vain for a free fight and broken heads, and went away much chagrined. j Our only Welsh general—that is to say, General Davies-is acquitting himself like & Briton in the manoeuvres. After the first skilful deployments were effected," the reporl. says, the battle was uneventfnl until Davies, finding himself sufficiently strong on his right for all probable contingencies, drew the battalion of Royal Welsh Fusiliers away to his left, and dashed it in full force against Gregory's flank. By this timely movement he was adjudged to have rather the best of a fight that was other- wise very evenly balanced." To go from the ticket office at Caerphilly Station to the platform, passengers have to descend a steep flight of stairs. Yesterday a well-dressed elderly gentleman rushed into the booking-office and excitedly bolted towards the stairs, and on reaching the bottom he proceeded to gather up the fragments, for he had walked down on his shoulder and the back of his neck. He relieved his feelings by announcing to the officials that he was endeavouring to reach the next station before the train. His discomfiture was completed on finding that it was a mineral train that had caused all the bother. THE VICTORY OF THE WELSfi LADIES' CHOIR. Hats off!" Mr. Morgan Lloyd, Q.C., had few rivals as a public speaker either in English or in Welsh. He was slim and trim of figure, with pointed features, piercing eyes, and usually wore a black kid glove on his left hand. For over 30 years he was a familiar figure at the National Eisteddfod. He would stand on the platform on being invited to speak, start feebly in English, proceed louder, take off his glove gradually, turn to Welsh, fire up and electrify an audience of 10,000. In North Wales, to be represented by Mor- gan Lloyd almost meant winning the case, There was a reason for this. Juries were mostly composed of farmers, and as these wert generally monoglot Welshment, they seldom understood what was going on. They chose a simple method of getting out of the dilemma. They invariably gave the verdict to Morgan Lloyd. On one occasion this was brought out in a startling manner-" Gentlemen of the jury, have you agreed upon your verdict?" Yea, sir." Do you find the prisoner guilty or not guilty P" There was hesitation, and the ques- tion was repeated. We don't understand that, sir," was the reply, but we do give the verdict to Mr. Morgan Lloyd."

SWIFT VENGEANCE. Two Negroes Roasted to Death for < Shocking Crime. A Dalziel's telegram from Arkadelphl., Arkansas, on Monday says :—Two negroer employed in the cotton plantation of Colonel 0. O. La Montague, about 25 miles from here, were caught in the act of attempting to pilfer some sweetstuff from the country store of Jake Hilder, which is situated on the high road bar dering the plantations to the north. Hilder, who surprised the men, seized an axe-handle, with which he so savagely belaboured the negroes that for a time the life of one of them was despaired of. The negroes swore revenge, and subsequently kidnapped the two little girlw of Hilder, and after taking them to the woode subjected them to the vilest treatment. The children were found in the woods by a chopper on Saturday afternoon. One of them is so injured that it is not thought likely she will recover. A search party was organised, and the uegroes were discovered hiding in an out- house. They were quickly dragged out and tied to a telegraph pole, around which twigs and dry branches were piled, and a torch was then applied. As the flames leaped up over t'ic. two bound figures their shrieks were so appalling that some men, more merciful than the rest, emptied their revolvers and shot-guns into the burning mass, which in a short time was a. heP of smouldering ashes.

RAILWAY MISSION. Opening of a Three Days' ConfereruM at Maesycwmmer. A conference of three days duration in oon- nection with the Railway Mission was opened at the Maesycwmmer English Baptist Chapel on Monday afternoou, under the presidency of Alderman R. Cory. J.P., of Cardiff, supported by Mr. S. M. Wintle, of Pontypool Mr. J. Prothero, of Cardiff, the superintendent of the mission in South Wales Mr. Carter of Bristol, and a number of delegates from the varioui branches. In the evening an evangelistic service was held, when Gospel addresses in Engl >-si and Welsh were delivered by several of the L a ling delegates present.
