Yha galwodd ar Mr. Gee i ddarllen y gofeb yr hon- sydd fel y canlyn :— To the Right Honourable JSarl Granville, the^Lord President oftlte Council. The Memorial of the undersigned, members of a Depu. tation appointed by the Baptist, Independent, and Caivbistic Methodist Bodies in North and South Wales, .J. SHBWETH- That the circuhsstances of -Wales are peculiar, and require, in the opinion of your Memorialists, that the ..system on which the Education Grant is now adminis* tered should*1je modified.^ Thatthe Landowners, and the hjghw classes gene- ral|y, are members of the Church of England; while the middje and poorer classes generally Hr« attached to the ,several Dissenting Communities. < That your MemoralistS., submit that the granting of public money for the establishment of Church ot Eug. land Schools in Wales, excepting in thtt more populous To xns and District, is therefore a grievance of which all classes.of Dissenters have ground to complain and is at the same time a serious hindrance to the advance- ment of education in that country. That your Memoralists believe that abundant evidence can be adduced to show, that the denominational char- acter of these schools has caused them to be but very partially used by those for whom they were designed and that the large, grant of public money made towards their establishment have been, consequently, in a great measure wasted. Your Memorialists believe also that it can be shown that these Schools, established with the aid of public money, have been used toagreat extent for proselyting purposes, by training the children of Dissenters in the principles of the Church of England: Your Memorialists believe, further, that it can be shown that the Education Grant has in some instances been applied to the erection of a building to be used as a place tor holding Church of England services,, as well as a school; and thereby making the Education Grant subservient to the purposes of Church extension. That your Memorialists submit that in granting public money for the establishment of Church o( Eng- land Schools for the children of Dissenters, the Educa- tion Department of the- Pri vy Council becomes instru- m^ntal to wound the feelings and degrade the position of the parents of such Children. That your Memorialists submit also that the exclu- sion of Dissenters from the management of any School established and maintaineltwith tbe aid of public money when they are willing and able to contribute towards its support, is at once unjust and humiliating. That your Memorialists submit further, that the granting of public money for the establishment of Church Schools for the children of Dissenters, is calcu- lated to excite jealousy, irritation, and discord—which cannot fail to be detrimental to the progress of popular education in the Principality. That your Memorialists, while they recognize in the Conscience Clause," a desire on the part of the Com- mittee of Council on Education to afford some relief to the children of Dissenters in Wales, submit that that clause does not meet the requirements of the case, inas- much as it merely enables the majority to obtain relief from conditions which are only fairly applicable to a small minority; and inasmuch also as it leaves the management exclusively in the hands of Members of the Church of England. < Your Memorialists would therefore pray that your Lordship would be pleased to adopt such measures as may be needful for enabling the Education Department ofthe Privy,Council to restrict thegrant of public money, so far as Wales is concerned—the more populous Towns and District exempted—to schools in which the religious instruction is undenominational; and the management of which is vested jn Committees of Subscribers, se- lected without reference to their religous peculiarities.
