Notes of the Week. The New Cabinet.-Sir Henry Campbell Bannerman was able to construct his Cabinet a day earlier than he at first expected, and it is admitted on all hands that it is a Cabinet of strong men All the responsible Unionist organs make that admission, and they "ring in" the Ministry with remarkable generosity And it is difficult to imagine anything different said concerning a Cabinet in which such men as Sir Edward Grey, Lord Elgin, Mr. Asquith, Sir Robert Reid, Mr. John Morley, Mr. Haldane, Mr. Lloyd-George, and Mr. John Burns have seats. The Prime Minister has succeeded in bringing together a body of men who have won universal respect, men whom none of their bitterest opponents dare despise. At the moment, in any case, the Liberal Party is perfectly united, the man who "ploughs the lonely furrow" is to-day lonelier than ever. Every section of the party has a representative in the Cabinet. And whilst it contains men who have had previous experience of high office, it also contains a very considerable quantity of new blood. It may turn out that Sir Henry has placed a square man in a round hole, at present, anyhow, it seems as if almost everyone of the members has had allotted to him the office he is best fitted to fill. A Tribute to W ales.-All Welshmen, without distinction of party, join in congratulating Mr. Lloyd-George on the high honour to which he has been called. We feel pretty sure, that if
