Notes of the Week. Revolution by Passive Resistance.—It is very difficult to understand what is the real condition of things in Russia. The telegrams from St. Petersburg and the other cities of the Empire are most inconclusive. For a whole week we have been expecting some definite news, but expecting in vain so far. The only thing quite clear is that the people have adopted aJ policy of Passive Resistance against the authorities, and that this policy is likely to affect what active revolt could not do. In other words, the people i are on strike, they refuse to work, trains do not run, shops are closed, schools have neither teachers nor scholars, offices are empty. Busi- ness generally has come to a standstill. But with few exceptions the strikers are behaving admirably. They neither attack persons nor destroy property; and in consequence the authorities have no excuse for putting the martial law into force. Though orders have been given to the soldiers to shoot down all disturbers of the peace, there has been but very little blood- shed so far. It is reported that in many towns the military have given the strikers to under- stand that there will be no firing provided there is no stone-throwing. Even the Cossacks have refused to fire upon the mob in some instances when ordered to do so by their officers. One report says that a provisional government, independent of that of the Czar, has been set up in Moscow, and that a party of students in St. Petersburg have done, the same thing. But owing to the breakdown of the railways and the telegraph systems it is impossible to know the exact truth. A Helpless Czar.Whatever may be the immediate outcome of the present crisis, Czar- dom in Russia is evidently doomed. The Czar himself is in a most pitiful state, not knowing what to do, whether to stick to his. tottering throne or flee away from his troubles, whether to grant the people all they demand or to make another effort to compel them to work by grape- shot and shell. His yacht has been ready for days to take him away to Copenhagen at a moment's notice. Poor Czar He is reported to be in a state of mind bordering upon imbe- cility. He is totally unfit to play the autocrat even under the most favourable circumstances, much less when his counsellors are divided in
