THE CHURCH. The Lord Chancellor has presented the Rev. C. D. Hamilton to the vicarage of Loxley, Warwickshire. His lordship has offered the living of St. Mary, Stafford, to the Rev. F. J. Wood, M.A., curate of Leeds. The Archbishop of Canterbury has nominated as first principal of the new Keble College," at Oxford, Mr. Edward Stuart Talbot, M.A., student aud lecturer at Christ Church. A grand festival of the parochial choirs in the rural deaneries of Burnham and Maidenhead was held in St. George's Chapel, Windsor Castle, on Wednesday. Prince and Princess Christian of Schleswig-Holstein, and Princess Louise, were present. The following were the choirs represented:—St. John's, New Windsor, Holy Trinity, All Saints', St. John's, Eton, Datchet, Old Windsor, Clewer, Bray, All Saints and St. Paul's (Wokingham), Cranborne, Ascot, Colnbrook, Dropmore, Farnham, Hedsor, Wink- field, Cookham Dean, Langley, Beaconsfield, Taplow, Cookham, Dedworth, &c. The choirs numbered over 600 voices. At the conclusion of the service the clergy and choir proceeded to the Royal Tent in the Home Park, which had been used for the meeting of the Prince Consort's Association on Monday. Here about 800 sat down to dinner. After dinner the choir of the Chapel Royal of St. George's sang "Non Nobis Domine." Three cheers were then given for the Queen, the Dean and Canons of St. George, for Dr. Elvey and the St. George's Choir, and three for Mr. Barneby and the parish choir. There was an evening service at five o'clock.
THE NEW CANON.
THE NEW CANON. TO THE EDITOR OF THE GUARDIAN." SIR,—The recent appointment of Mr. Perowne to the Prebendal Stall in Llandatf Cathedral vacated by the Rev. William Bruce is one which, if I mistake not greatly, will be viewed by the Clergy of the diocese with mingled feelings of satisfaction and regret. It is unnecessary for me to guess which feeling will predominate. On the one hand they cannot but feel gratified that the appointment should have been con- ferred on a gentleman of such high repute and dis- tinguished scholarship. On the other they must re- gret that his Lordship should have felt it to be his duty to leave his own diocese in his search for a suitable candidate for the office. For my own part I confess that the feeling of regret predominates. I am sorry to be driven to the conclusion, that among the many able and zealous clergymen of the Diocese of Llandaff, the Bishop was not able to select one whose claims to preferment could not be overlooked. I am dissatisfied with the appointment for another reason. The diocese of Llandaff is one in which there are but few prizes, and it cannot fail to have some- what disheartening effect upon the minds of the clergy to find that when an opportunity offers itself for a graceful recognition of their services, his Lordship does not conceive it consistent with his duty to avail him- self of it. It would be invidious and in bad taste to mention the names of individuals, but I feel certain that there are several clergymen in the diocese in igno- ring whose claims th e Bishop does not entirely carry pu blic opinion with him. There are many hard-working and zealous parish priests in Glamorganshire, who, although they may not hope to rise to the higher dignities which the Church has to bestow, may still not un- fairly think that a prebendal stall in their own Cathedral is not too high a reward to look forward to. If the principle of detur digniori were universally adopted in the Church without reference to local claims, I should have no objection to offer to the appointment. But such is not the case, and I fear the Bishop, in disregarding the claims of the gentle- men I have alluded to, has cast a slight stigma, unin- tentionally I doubt not and with the best of motives, on the clergy of his own diocese. If their own Diocesan does not recognize their merits, I fear it is hopeless for them to look for a recognition of them elsewhere. I trust that if another appointment of the kind should haply become vacant at an early date, the late selec- tion of Mr. Perowne will not be suffered to form a pre- cedent for again conferring it on a stranger, however eminent.—Your obedient servant, July 8, 1869. THE CONSTITUTIONAL ASSOCIATION. TO THE EDITOR OF THE "GUARDIAN." SIR,—I see by an advertisement in the columns of one of your contemporaries that the Cardiff Constitu- tional Association is about to hold a grand Conservative fete and demonstration in the Sophia Gardens field. The object of the demonstration appears to be to supply the members with a day's enjoyment. Now I have not the slightest objection to seeing any number of people enjoying themselves in any innocent way, but it does certainly appear to me an utter prostitution of the purposes for which the Association was founded that any such gathering as that proposed skould be held under its auspices and receive the sanction of its name. What on earth have bicycle races, balloons, and fire- works to do with Constitutional principles ? The idea is utterly childish, and painfully suggests the notion that if the Association has no higher mission than to afford a fund of amusement for boys and girls, it had at once better cease to be. As a member of the Asso- ciation, who hoped for better results from its institu- tion, I protest indignantly against the adoption of such a course as must inevitably tend to make the whole thing a by-word, and the members of it objects of universal ridicule. I do not object to the fete, the fun, or the fireworks, but I do object to the association of such things with the idea of a society formed originally for the purpose of upholding the Constitution of the country. I don't object to laughter and merriment in themselves, but I do strongly object to becoming my- self, as a member of the society, a laughing-stock to my neighbours.—I am, Sir, yours, &c., A CONSTITUTIONALIST. We should have hesitated to insert the foregoing letter had it not come from one of the most eminent members of the Cardiff Constitutional Association. Our correspondent may not be aware that similar de- monstrations have beeu held with great success in Sussex, Lancashire, and other places. THE MEDICAL GRIEVANCE. TO THE EDITOR OF THE "GUARDIAN." SIR,r -Thanks to your able leader ia this week's issue, Home attention canuot fail to be directed to a prevailing wrong which Cardiff, as well as other towns, helps to perpetuate. We mean the wrong, and consequently the folly, of underpaying—miserably underpaying—a body of men from whom we expect valuable and responsible service. Your article opens our eyes to a new fact. It is Svell known that the Poor Law medical service in general is ridiculously ill-paid, but we were unprepared to learn that Cardiff in particular was open to the charge of niggardliness towards the medical officers. On the contrary, we have heard glowing accounts of the desirability of those appointments; that though the salaries were low, yet the extra bills were something fearful (to the ratepayers of course), amounting in one district alone to between three and four hundred a year and now all this rose-coloured vision becomes at once a very sober grey. Of two such different stories it is hard to select the one most worthy of credence, did we not reflect that a writer who is going to print is more likely to have a foundation for his facts than mere rumour. So we prefer to adopt your dicta, Mr. Editor, and accept as a sad truth that the medical care of any body of unfortu- nates should be fanned out at eighteen pence or so per head. How has the mistake arisen ? Any one may know how much the doctors are paid, both in salary and extras. But then it is so easy to look at the payment in the gross, and forget to inquire how many people have to be attended to for the money, and still easier to ignore the fact that drugs, &c., are not to be obtained gratis. Such trifles as these have a tendency to reduce the apparently handsome capitation. Have the ratepayers sat down and counted the cost of this sort of economy ? Dwells there not in the memory of some the story of a certain town whose scavenging cost the public £1,800 per annum, till it was farmed to a contractor for about half that sum, when it became all too painfully manifest that it would be cheaper by far to revert to the old regime ? Doctors are, as a class, a self-denying race, and will do more work at starvation rates than most men but there is a limit beyond which even they cannot go. They cannot exceed their stipends and keep clear of the Gazette, and it is calculated that charity patients cost on an average 2s. 5^d for drugs. A pari<h surgeon cannot really do his best for his poo? patients unless his emoluments at least exceed that sum per head. "Well, but," say some, "that is their business, not ours." Is it so ? Look at the returns of the medical expenses and total expenses in the various Unions. What do you see? High medical relief,. low total; low medical relief, high total. Let us see what a starved medical service means. It means ar week, two, three, or more, added to each case of pauper illness not, mark you, from want of attention or skilly but from want of appliances to effect speedy recoveries. Reckon these delays at from 2s. Gd. to 12s a week, the cost to the public of supporting the invalid and his family, and you have a sum far larger than the dif- ference between the cost of inefficient and thorough medical treatment. It has been objected that there is no case for reform since there arise but few complaints of the manner in which the medical officers do their duty, as if their very merits were to be thus made the ground of refusing them common justice. If the doctors do not perform their duties properly it is a crying injustice to the poor if they do, it is at the cost of manifest injustice to them- selves". On one horn of the dilemma Poor Law adminis- tration is fixed. I must confess to an old-fashioned belief that justice sooner or later is expediency, and I do firmly believe, Sir, that the Cardiff Ratepayers and Guardians will see that a decided step in the direction of justice to their Surgeons will prove itself, and that right speedily, a measure of the highest expediency and-! soundest economy.—I am, Sir, yours, &c., AN UNKNOWN QUANTITY.. THE PRINCE AND PRINCESS OF WALES AT LYNN —The Prince and Princess of Wales visited Lynn on Wednes- day, in order to grace by their presence the opening of i new dock. The weather was fine, the town en fete, ard the proceedings were of the most interesting character.
