THE GUARDIAN.
THE GUARDIAN. CARDIFF. FRIDAY, SEPTEMBER 18, lSæ. "n, .n -1' THE reply of Russia to the notes of England, France, and Austria on the Polish question has been received in Paris, Vienna, and London. I do not expect to hear anything of the reply given to- Lord Russell s dispatch for some time. It is known that the reply has reached London, but the noble lord is not here to receive it, therefore there will be some delay. REGARDING the reply to the French note, La France says, We are not aware when the notes will be published. Prince Gortschakoff's dispatch is generally considered less a categorical reply than a fresh discussion of the observations already pre- sented, which avoid pronouncing on the question in a general manner, thus leaving the way open for negociations." Another account says the Russian reply is conceived in even more courteous terms than the previous ones, and expresses sentiments favourable to the good relations existing between France and Russia. Prince Gortschakoff concludes* his dispatch in a manner which precludes any antici- pation of an early resumption of the discussion be- tween Russia and the three Powers. It is believed that the dispatch in no way changes the situation of affairs. The Nord says, The Russian note maintains the necessity for the pacification of Poland before the carrying out of any reforms. Prince Gortschakoff does not enter into long explanations, in order not to embitter the discussion. He states that Russia agrees to the Six Points, and will do all in her power to solve the question which is a mis- understanding between the Cabinets." THE reply of Prince Gortschakoff to the Austrian note is brief, and announces that a more detailed memorandum will follow. Prince Gortschakoff con- • siders the Six Points to have been settled by the previous declaration of Russia. He gratefully acknowledges the pacific sentiments displayed in the Austrian note, and shares Austria's wishes for the welfare of Poland. Prince Gortschakoff regrets, however, that the expectations based on the diplo- matic discussions and their results had not been ful- filled, and that the difference of opinion had not been removed. The Prince thinks, therefore, that a further prolongation of these discussions appears; superfluous. He finally states that Russia assumes. the full responsibility of her acts. THIS is but a poor recompense for all our trouble. We have wasted a great amount of sympathy, risked a great war, disturbed the relations of the European powers, and excited much alarm, only to find Russia assuming the responsibility of her acts, obstinately determined to do nothing for Poland until the insurrection has been crushed out. We gain nothing by our interference ourselves, and it is now quite certain that we have not won anything for the poor Poles. I REGRET to have to inform you that the New Zealand news is very serious. It is to be feared that a general rising has taken place under the lead of the warlike tribe known as the Waikatos. People under the influence of superstition will attempt deeds which they would not otherwise dare; and as, native prophets have arisen to delude the unfortunate aborigines, with their lying promises, it is probable that henceforth the hostilities will assume a more relentless character, and that a great many of the tattooed natives will have to be slain before they give in to the stern arguments of General Cameron. THE Gazette de France gives us a very startling piece of intelligence in the shape of a little news, which it appears reached the editor « from England This piece of intelligence referred to was published, I am told, m the Inierna/tmaf a French [ounal ap- pearing in London, and is to the effect that a rash conspiracy is now openly organising in Ireland against the English domination. The conspirators, who caU themselves Fenians," and "Sons of St. Patrick, are said to be 80,000 in number, all armed, and only awaiting an opportunity to shake off the Saxon yoke, and proclaiming the indepen- deuce of
