GENERAL MISCELLANY. By the expectations that the Chancellor of the Exche- quer would propose to raise the duty on the produce of the Scotch distillers, no less than 400,000 gallons of whiskey were taken out of bond last week in Glasgow. The Observer says-" There is no truth in the statement that Parliament will be adjourned on the 10th inst. for the Christmas holidays. The business before the Hou3e of Commons cannot possibly be concluded before Friday the 17th." Among the passengers by the steamer La Plata was a gentleman from California. He states that the only persons doing well there are the wealthy capitalist and the hard-working labourer. All engaged in trade or traffic, with moderate means, are badly off, owing to the number employed in it, and to the constant glut of goods. Out of a ship-load of English emigrants, about 300 in number, who went hence to California about three years ago, not above three are doing well. ROYAL AGRICULTURAL SOCIETY.—At a monthly Council held in Hanover-square, Lord Ashburton in the chair, a report on the subject of the Society's prize for the discovery of a substitute for Peruvian guano, not exeeed- ing in value £5 per ton, was adopted. The report recommends a prize of £ 1000 and the gold medal of the society for the discovery of a manure equal in fertilizing properties to the Peruvian guano, and of whicli all un- limited supply can be furnished to the English farmer at a rate not exceeding 15 per ton. It will be recollected that the prize originated on a proposition made by Mr. Fisher Hobbs, and other active members of the society, in conspquence of the result of the :discussion on the Lobos Islands question. THE NEW EMPEROR'S CROWN. —The new Imperial Crown of Napoleon III. is said to be not only a master- work of the jeweller's art, but one which will surpass every Royal ornament in its richness in pcarh and pre- cious stones. The jeweller, Lemonnier, has been sent to Russia to purchase various costly stones; anti the l'rinrcss Matilda, who has a collection of rare black pearls, has placed them all at-the disposal of the artist intrusted with the ornamentation of the crown, which is to be completed by the end of the year. MORTALITY AMONG HAllf;S.-At a coursing meeting which occurred lately at Boddington, near Cheltenham, more than thirty hares were killed, all more or less affected with the disease (termed "the rot," arising from the ex- cessive wetness of the season. Since then more (ban forty hares have been picked up by the keeper on lauds on Boddington estate dead from the same disease. The destruction of hares, it is expeeted, will, in low and marshy districts, be very great. We sincerely hope that this visitation may not be indicative of extensive disease amongst sheep. REGINA v. LORD Fn.\1\KFO¡n.-FTlID.\Y, D::c. 2.- This was an indictment lor a libel upon Lord Henry Leunox, the particulars of which we gave at some lenirfb when the defendant was first charged with the libel at, the Bow-street police office. It was in the form of a printed statement, which was circulated in an envelope, and set forti) that Mr. Macbeatb, solicitor, of No. 3, Vigo-street, "informed peeresses and the daughters of noblemen that he still continued, to make arrangements for amorous pur- poses;" anti amongst the names attached to the docu- ment was that of Lord Henry Lennox. The tiansmissioti of these it'lters had been traced to Lird Frankfort. The Attorney-General, Mr. Bodkin, anJ .\1r. H. Gi1Eud np- peared iur the Cicwn. Sir A. Cockburn, Mr. Ballantine, aud Mr. Willes appeared for the defendant. The case was very clearly ti.-tiblished, and Lord Campbell having summed up, tliv jury returned a verdict of "Guilty." The Attorney-General then moved for the judgment of the Court, aud Lnrd Campbell sentenced Lord Frankfoit to be imprisoned in the House of Correction for twelve calendar months. She was a fine vessel. The crew of the Phoenix, of Teignmouth, were brought into Newcastle, on Friday,, by the George Canning, of Dundee. The Plioitiix, hiving been exposed to the late severe gales, was discovered olf St. Abb's Head by the George Canning, in a stoking state. After great difficulty the crew were rescued lrom their perilous position. NATIONAL DEFENCES.—It has now been decided that our defences shall be put J I) something like better condition. It appears that the comtni->ion, which has been sitting for some time past to consider the best means of manning the navy, has adopted several valuable suggestions from olficets whose judgment and experience may be relied on and we presume that it is in consequence of these recommendations that the Government and the Admiralty have resolved to add about 5,000 seamen to the fleet, with a proportionate addition to the marines. We learn, too, that the artillery has been starved and curtailed of its due efficiency by false economy and want of foresight at home; and to repair this defect in our preparations, orders have just been issued for the enlistment of 2,000 additional artillerymen, and for the purchase of 1,000 horses, which are to he exclusively appro- priated to this branch of the service. Nor is this all. Vigorous measures are in progress for the coustructism of so many carriages and ammunition waggons as may be requisite for 200 field guns. At the present rate of pre- paration, these batteries will be ready for service by the latter end of winter or early in the spring but, if any greater expedition were necessary, the time of preparation could be materially shortened. The Morning Iletald" states that the vote for steam machinery will be compara- tively enormous. Daring the last two or three years a vote only has been taken for steam machinery, aud a sum of motiey utterly inadequate to the wants of th, navy but we believe that, awake to the requirements of the service, no less a sum than £380,000 will be demanded by the Government for steain machinery alone to restore the Roval Navy to its proper position. Screw machinery for eight line-of-battle ships is in course of construction. Orders have also recently been issued to hasten the prepara- tions for commencing the construction of the batteries in the Isle of Wight, and to expedite the works as much as possible. This looks more like preparations than the shilly- shallying of the" Liberal" Government. THE REV. W. J. E. BENNETT, AND TIIE SERVICES OF THE CHURCH. The Vicar of Frome has introduced the following regulations respecting the services of the church in his parish.
