From Mr. Edward Page, Director of the Choir and Organist of St. Marie's Catholic Church, Newport, Monmouthshire. Gentlemen,—Having frequently suffered much from relaxation of the throat, I have often been obliged to resort to various preparations but since I have had the good for- tune to try Dr. Locock's Paluionic Wafers, I am now but seldom obliged to resort to them, for the extraordinary good effects tliev produce are most surprising. Even when the throat appears to be completely ex- hausted, sttd the voice to be nearly gone, two or three (01 at MOST four) will, in the short spare of half an hour or so, completely restore its flexibility and power, and they act as innere temporary exciting remodv, nor do they leave any lassitude after. GLAMORGANSHIRE & MONMOUTHSHIRE INFIRMARY. The crowded state of our columns la-t week obliged us to defer the publicaiion of our report of the proceeding) at the annual meeting of the sub"cribers tio tuis excellent Charity, which took place on Thursday, and was atteuded by the following gentlemen:— WALTER COFFIN, ESq., ill tIlC Chair. Woods Dr. Vachelt Mr. Griffith Phillips Dr. Edwards Mr. James Pride Elias Basset, Esq. Mr. F. G. Evans, house-surgeon Mr. COFFIN was anxious to have the Chair filled bv the Rev. J. AJ. Traherne but that .lentleinan requested to be excused and hoped that Mr. Colli I would occupy it. Mr. C. C. WILLIAMS (who finds time from his numerous public and private duties to attend very closely to the affaiis of this most useful institution) tead the minutes of the committee, entered during the year; and explained the steps that had been taken to carry the drainage to the place pro- vided at the County Gaol for its use, where measures are carried on to convert all refuse matter into manure. The Rev. W. LEIGH MORGAN then read thx aiiuual re port, which we subjoiu Amidst the numerous establishments which distinguish and exalt this our Christian country, for the alleviation OF human suffering, and the consolation of their poorer brethren, your committee look upon this institution as it priiiiai-y portion of your charitable efforts, and no secondary place in your kindest sympathy. The Glamorganshire and Monmouthshire Infirmary has now existed during the period offourtt, eii years, extending its benefits to a number of the portion of suffering humauity, that would otherwise have been com- paratively uncared for, certainly not cared for to the same exteut and with the same advantage AS they have been under its'medieal care and fostering attendance. The principle of this excellent establishment, as far as it lias the means of developing 1t"ip.lf, i., the PRIN-IPI^ whieh GOVERNED the great Saviour of mankind, who, when •• LIE was followed by | great healed them all A pour man in distress is always an object of compassion, and his richer brother is performing a work of piety whilst ex- tending towards him his handful of charity. But a poor mar. distressed ami diseased too, is a tenhhl greater object both for compassion and benevolence. In this country, whilst iu health, the poorest may by his honest ULI.1 persevering industry be able, in general, to provide for tiis bodily wants; but who:, stretched upon a bed of sickness by accident or disease, he is utterly powerless is to any provision for his bodily ailments. And what a comfort must it prove to his mind—and what a comfort to your initul—that a hospital sueh as this, like a medicinal well, has been provided fur him, which either cures or alleviates all the miseries that are brought into it. There are one or two points iu their report to whi :h your committee would respectfully invite your attention and ih.it of the public at large. 1st.-To the increase of the expenditure of the present year; which is nearly three hundred pounds above the expenditure of the last rear, and considerably beyond the expenditure of any previous year This increase has been partly caused by the formation of a new drain, which eost i.'8G os. I!d., an I which was essential for the eumlort and health of the inmates of the inlirmary but more especially caused by the increased number of in-door patients. The state of the medical register shows the number for the year to be,—in- patients under care uf physician 41, ditto of the surgeons 03, which make a total or 137—the largest number ever admitted within one year. This is a striking feature in the progress and usefulness of this hospital. Whilst your town has been rapidly advancing in the number of its inhabitants, the doors of your Inlirmary have uot been closed a -ainst one object that claimed admission to partake of its benefits. But whilst your commit- tee are delighted to see this pleasing feature in the progressive usefulness of your institution, they are sorry to add tiiat the expenditure of this year has exceeded its receipts, they regret nut the Urge amount of the expenditure for it has been well and profitably spent in the cure and mitigation of human suffering, but they regret the smaller amount of the receipts, as it shows a defalcation in human benevolence. Stiittht-y feel sure that, when this notice has gone forlb amidst a benevolent and dis- ci-ruing public, with the adJitional fact that this large expen- diture must still increase and go on increasing, with the increase of your town and mining population; the gold and the silver wiil be pouied in to your treasury, so that your institution will still he kept wide enough to take iu all for whose relief it is adapted. Yourcomnuttee would record with thankfulness the collections made in Saint John's Church, in the Bethany Chapel, and Calvinistic Methodist Chapel, Cardiff, and earnestly hope that other churches and chapels will follow their kind example. Your committee would also mention that some new subscribers have been ad led to the list for the present year. ~ndiy. To the JJldLeaJ supervision of the Infirmary. Since the last general meeting your committee have to notice suine changes that have taken place ill the medical staff, in consequence of the lamented death of Mr. Reece, consulting-surgeon. Mr. Lewis, who from the beginning has been a most kind and attentive medical oliieer in this hospital. Ins been unanimously elected, at au especial meeting, lo fill the vacant and less laborious, though rcsponsibte olli.e of consulting-surgeon. And whilst your committee gladly oear tcstimony tu the manner in whii.LI he performed his old duties as surgeon in ordinary, so do t ie\ a.so to bis regular weekly aud punctual attendance at eveiy SUIGUII fousultation. And whilst you h.ive been so fortunate in tilling up the vacancy caused by the death of Mr. keece, you have been n., Ie. lorluuaie iu obtaining a successor to Mr. Lewis. The hospital practice and experience and talent oihissuccessor,Dr.Vachei;,bav..a)readv won fur your Inlir- mary the increased conlidence of the public in general, and of the poorer classes of this town in particular. Another change in the medical department has been caused by the resignation of Mr. Andrews, the late house-surgeon; and the election of Mr. i'ranklen George Evans to be his successor, who has during his year of office gained the good opinion of your committee, and the best thanks and wishes of the poor sufferers committed to his care. It is a cause for much thankfu ness and HUH gra- tification that the present medical staff' is of no ordinary character. Your committee are not aware of any other matter, which it is their duty lo bring before you, aud iu resigning their labours they wish this house of mercy may obtain every support which such an unquestionably charitable institution demands from au enlightened and generous Christian conimuuily. The dunes of the medical department of this institution bad ] very much increa-ed. When the Dispensary hid been s amalgamated with the Inlirmary, the total number of pa- tientsat the former was 540. La the firsl vear of this iusli. tutions operations the number ol patients rose to C69; and mil of that number fully CO fell to his department. The number ot 491 were visited at their own bouses; an I it was that. part ot the duty of physician that bad becmne so onerous. :t was not the increase in the numherof paiie its I the increase ill the number of those who came to the bouse ( wu nothing, comparatively. By the last report the total number of patients was lolG, of which number 951 bad lidento bis lot to attend — to his department, although he received the best assi-tanc-* Air. Ewins anil Dr. Vachell j could render him and out of that number, 379 had been vi- Sited at their own houses. A day seldom passed that he was I 1 not required to visit six—sometimes twelve—patients; and > tiring the illness of Air. Ind now become a very serious business; and be (l>r. oore) h id to propose that the sub*cribi rs should appoint hi >1 a colleague to take patt in the medical duties. H I *MES I-EVVIS, consulting F.urgeon, in returning thanks felt satisfaction in being assured ihat he had not been altogether disadvantageous to the institution; and be irteny alluded to the arrangements which governed the treatment of patients to .show that the recipients of tnis charity were judiciously and humanely treated. lie al o eulogized Air. Evans anil Dr Vach-d- thfir depailmeru being now in sucli a slate of eliicieucy that iti usefulne s t could scarcely be increased. Dr. Moore bad continued his kind attention to his duties,—duties which lie (Mr. Lewis) g would not make secondary; but as Dr. Moore's remarks ) might lead to a change in their me:iical and surgical staff he ( Mr. Lewis) would observe that this is a shipping town connected by steam—by railroads aud packct,-witll uther localities; atid he found that it would very speedily be as much as they could do to meet the surgical cases. If a man came there with a crush or a compound fracture, they coul I not turn hnn into the >treet. He thou-ht it would f be better lor subscribers to give their in-door recommenda- s lions to such cases wiiere theie was every probability of r early relief. He spoke against using the means of the hos- pital i i c i-es of con-umption of the lungs, as the institution L merely afforded temporary comfort to such imii\i<kial?. Mr. E. P. RICHARDS said tirat the ob-ervatums he had V been suddenly ca.led upon to make would be short, lie did a not think that any one appreciated the services of Dr. a .Moore more highly tb 111 be did, as they might consider him as (he father of that institution. Any removal of his a services um>t be, to such extent, a los-; at tlie same time 1: the subscribers TIIUSI, as a matter ot necessity,do all in their c power to assist lli'o ^Dr. Aloore) in his application 10 them i for insistauce. As far AS regarded tha appouitmeut of C itnoth,r physician to-day as a colleague to Dr. Aloore, that 8 was out ut the question, as the rulei of the institution pre* J eluded it. [Air. Richards referred to the rules; and showed that without one month's notice to the secieiary in writinc, the alteration that had been suggested could not be ef- fected.) He (Mr. R.) was exceedingly glad to find there was such a r ile, because it would be incompatible with their duties to make a change of that nature without d )f consi- deration. If from the lapse of time, the change of circum- stances, the increase in the number of patients, or from any other cause, it would be advisable to appoint two physicians to this hospital, let a special meeting be called for that pur- pose—due notice of which would 01 course be given and in such case th» question of whether all addiriof)allllcdiral oliieer was required or not—might then be fully and nro- perly discussed and should it be determined in the affirm- ative, Ipt it be so. Mr. JAMES LEWIS was not aware of Dr Moore's intention to make the application they had heard till it haibeea made. Mr EDWARD EVANS, as one of the surgeons of that hos- pital, said be had t*> knowledge of Dr: Aloore's intention till became into the room Oil the pari-of Dr. Vachell a d his own be ha l to obs> rve that, they were fully prepaiel o give Dr. Aloore any assistance he might icquire in the irea ment of his out-door patients. L Air. C. C. V\ ILLI.VMS remarked that there wa* now not a medical patient in the house and after hearing the offer of assi-tance made by Mr.'Evans, on the parto) himself and Dr. Vachell. ;aid it might nut be considered necessary to mak" auy changes. A conversation ensued between several g-mtlemen. The CHAIRMAN said they bad so lo; g received Dr. Moore's services and were so accustomed to his exertions in relieving the sick poor, that they heard not only with re- gret but he (Mr. Coffin) could say with very sincere regret of hi. intention to deviate from thL-course h t.herto followed by him. He bud tikeu them by surprise; but, nodoubt, no- body could be better entitled than Dr. Moore to receive from them any measure of relief which they could rentier to him. At ihe same time he (the Chaiim in) begcred to suggest to hitn that it would be highly expedient to adjourn the further consideration of this matter till the gentlemen who have taken great interest in this institution slI.Juld ha,e time to nun the question over in their minds and to see what V'>jr<e it woul t be advi sable to adopt in order to) Inept hi4 {Dr. AIOJIO s) -wishe«. THOMAS STACEY moved,—" That the committee for the present year con-ist o! the following gentlemen, namely, —Captain Armstrong. John Bird, E q., Rev. James Kvan's, Montague Grover, Esq., Air. R. H. Hamlen, Rev. W. L Morgan, Benjamin Mathews, Esq., Air. William Nell, Air. WiJlia-n Piichard, Itev. Thomas Stacey, Chailes Vachell, Ejq and Air. Julin Batenim Woods. Mr. PRIDE seconded the resjiufion.—Cairied unani- mously. Air. JAMES LKWIS proposed that THE thanks of the meet- ing should be tendered to the Rev. Thomas Stacey, for hi:, kindness in ofliciatiug us chaplain to tne patients. Al.. Lewis observed that .Mr. Stacey had always treated the poor sufferers with the ino-t considerate kindness. Mr. WEBBER added a few words in corroboration of what hal been advanced by Air. Lewis; and bad great pleasure ii, seconding the motion.—Can ied unanimously. Dr FdoonE move That the thanks of the meeting be given to 1 be Rev. Thoma? Stacev, (he Rev. Will lam Jones, minister of Bethany chapel, mid the Rev Evan Morgan, for the collections IlHde bv theil1 in aid of the institution." Rev. JAMES EVANS seconded the motion, which was unanimously carried. Mr. C. 0. WILLIAMS said thai a! the last meeting, before the election of 11 surgeon in ordinary, many were il11')re;,s, with lhe opiniun that the rule should be v-iried or altered, by which persons bad aright to vote in the election of officers. lie found by reference to other societies, that no person had a ri-bt to >ote unless be bad paid his subscrip- tinn s x months previous to the period of election. He cit-'d the vari >us practices wli ch prevailed in uiirerent in- stitutions of this nature, which seemed to support the view taken by the parties to whom he alluded as having expressed certain opinions at the last meeting; but then he (Mr. Williams) thought the rule that bad been observed here had operated beneficially as tar as the funds of the institut'on were concerned, as during the last contest they had forty subscriber^; and he believed every one of them would con- tinue their support. However, he moved thtt in future elections 110 one should be allowed to vote unless he bad paid his subscription six months previous thereto. Rev. W. LEIGH AIOKGAN approved of the alteration sug- ge-ted. Mr. E. P. RICHARDS observed that he was verv mrrv to differ from his friend Mr. William-, he might oppo-'e'the proposition on a point ot form but lie would not do so: .-till be thought that public notice should have been given of the intention to make such a proposition. Mr. EnwAitD EVANS said it was only requisite to five notice to the secretary (which hat been done in this case) and not to make a public announcement The CHAIRMAN said that according to the rules as they stood. Mr. Williams was in or'er, as ii<» had given notice 10 the secretary hut still it would be more satisfactory to have the matter publicly announced. Mr. U. C. WILLIAMS, alter a' few gener.l lemarks, with- drew the motion; and the question will be discus.se I on a subsequent occasion. lIe then stated he bad received a copy of the residuary account of the late Daniel Jones, Es^ from Elias Rasset, E-q., his executor; from which it appeared the whole of the re idue had been paid to the treaiorer. The CIIAIHMAN moved that Mr. Basket ghoaid hive an acquittance from tl.e instituiion an4 a vote of thanks. Tins wa) seojiided in a compliment try speech by Air. E. P. Richard-; and resolved unanimously. Mr. BASSET acknowledged the compliment and inti- mited an intention to become all annud subsjiiber of a guinea. Dr. VACHELL, after ststing that the medical officers tod much pleasure iu expressing their entire satisficti >11 with :\1. George F. Evaus4 the bouse surgeon, moved a vote of thanb 10 him. Dr. Aloore, in seconding the motion, said that the duties Df house surgeon had never beeu better performed in that institution than they h id by Air. George Evans, The motion was carried unanimously anJ. very appro- priately acknowledged by Air Evans. The CHAIRMAN spoke of the deep interest taken by Air. C. C. Williams in the affairs of this in titution and the importance of the services rendered by him, concluding by proposing a vote of thanks t him, Air. CHAUI.ES VACHELL seeoude 1 the motion: and bore testimony to Mr Williams's indefatigable zeal ia behaif cf the various public institutions of thi, town. The resolution was carried by acclamation; and briefly acknowledged IJv Air. Williams. Moved by the Rev. J. "\1. Traherue, scconde I by Mr. E. P. Richards, aud carried oy acclamation,—"T iat the cordial and the best thanks of the meeting be given to WALTER COFFIN, ESQ., for the great interest be has tikeu on behalf Ofll1l' institution and for presiding ,his day." The CHAIRMAN said he was exceedingly obliged to the meeting for the haudsome manner iu which he had beeu allulieù 10. The meeting then separated. THE LATE JAMES GREEN, ESQ" C. E. OF EXETER.
