In the Chamber a motion has been brought forward for a grant of 300,000 francs to aid the sufferers from the inundations in the North of France.

CONSECRATION OF FOUR BISHOPS. Four bishops were consecrated on Friday in St. Paul's Cathedral—namely, the Rev. William Walsham How, D.D., as Bishop of Bedford (suffra- pan of London) the Rev. Joseph Barclay, LL.D., M Bishop of the Church of England in Jerusalem the Rev. John Martindale Speechly, M.A., as Bishop of Travancore and of Cochin and the Rev. William Ridley, D.D., as Bishop of Caledonia, in British Columbia. The canon in residence, prebendaries, and minor canons met the Archbishop of Canterbury, the aaaistant bishops, and the bishops-designate in the apse at the east end of the Cathedral at a quarter past eleven, when the procession entered the choir. Amongst those present were the Bishops of London, St. Albans, Rochester, St. Davids, Lichfield, British gDlumbia; the Archbishop of Middlesex, and Canon regory. The Archbishop of Canterbury proceeded to the altar, wh^re he commenced the Communion Office, the epistle being read by the Bishop of Roches- ter, and the Gospel by.the Bishop of London. The termon was preached by the Dean of Ripon, from Acts i., v. 7. The archbishop, bishops, and clergy then returned to the Sacrarium, while the bishops- desii na e returned to put on their rochets. Dr. How Jras presented to the archbishop by the Bishops of Jjondon and Lichfield, and the other bishops each by two of the assistant prelates. The Queen's mandate In each case was read by Mr. IIassard. The bishops examination being over, they again retired to put on the rest of their robes, and having returned the con- tecration proceeded in the usual way. The newly- consecrated bishops having taken their seats in the S,crarium, the offertory, which was for the Colonial ishopric Fund, was collected — the archbishop, bishops, and cathedral clergy presenting their dona- tions kneeling before the Holy Table. There were a large number of communicants. Canon Gregory was the only member of the chapter present.

It is in contemplation to make a number of pro- motions in and appointments of the Order of the Star of India, <to mark the successful termination of the Afghan campaign. The Indian Government also ffecommend that all the regiments which took part in the war shall be permitted to inscribe Afghanistan, 1879, on their colours and appointments. I Caroline Dalby, whose husband is a printer at Liverpool, was charged at Leeds, on Friday, with causing the death of her infant child. The case Was remanded until Monday. At the inquest on the body of the child, the jury returned a verdict of manslaughter again It the woman. A party of excursionists from Chatham met with ft serious mishap on Saturday. They were in a four-horse coach, which became unmanageable on going down a steep hill at Brompton, in consequence ilf the pole of the coach suddenly snapping. A large number of the excursionists were thrown out pud seriously hurt. According to several American papera a striking fcure has been effected by Dr. YV. B. Neftel, ol Kew York; the patient being a lady, aged sixtj'- three, who had become blind in consequence of feataract. In regard to the modus operandi, we are bnly told that electricity was repeatedly applied in the ricinity of the affected organ.—Eketrxcian. The trustees of Manchester New College, London, ^rhich, theugh undenominational, is the institution at trhich most students for the Unitarian ministry are Wucated, have before them a scheme for removing the EHege to Oxford, as well as another for reorganising )t in the Metropolis. The alternative schemes will 1 discussed at a meeting of the trustees at Manchester In the autumn. An enquiry has been held at Bromley, Kent, into the death of a young man named Thompson, and his ■weetheart, a iliss Parkinson, who e bodies had been found floating in a pond. From a letter left by the former and the evidence adduced, it appeared that the girl's father objected to their marriage, and the couple committed suicide together. A verdict of temporary insanity was recorded. Robert Burns, a grandson of the'poet Burns, died In Moorhead Hospital, Dumfries, on the 19th in it. He resembled the poet in face and figure, ami, Curiously enough, was married to a Mary Campbell, the name of the poet's Highland Mary." For many years he taught an humble school in Dumfries, and la. the latter portion of his life was in the most strait- ened circumstances. The Middlesex Coroner has received information of the discovery of a skeleton of a yonn^ ma'c child between the joists in an attic in a house near llaver- •tock Hill, by some workmen. Dr. Alford is of Opinion that the child was not newly born. It j" twenty-four inches in length, and must have been there over three years. Two hundred pounds damages has been given at the Surrey Assizes, in an action for preach of promise cf marriage, brought by the daughter of a bicwer at Gomershall against Mr. Charles Wright, who had insisted her father in his business. M IU A CLE WORKING IN MANCHESTER. A correspondent says:—There is a locality in Manchester which bids fair to outrival the onvf celebrated court of miracles" in Paris. In the lower or Ashley Line end of the Charter Street, there herd together some 20 or 30 men, who are daily afflicted with, and nightly miraculously cured of, some of the most distressing maladies that flesh is hpir to." About eight o'clock in the morning some of tlipse men are seized with paralysis or St. Vitus' dance others become affected with total blindness, and some again find themselves bent double with spinal disease. Thus deformed, they sally forth: to work their respective districts, which usually Le some littie distance from Manchester. In the evening they return with well-replenished pockets, when miraculous cures are worked. The blind see, the iamc walk, crutches are thrown on one side, bandages removed and pad led deformities discarded and these men, who an hour before appeared such helpless objects, and excited so much commiseration, and received so much misery, now stand at the bars of the public houses about Crown Lane and Charter Street in all the strength of stalwart ruflianiam. The mctainrphoses ape so complete as to render it almost, intpot-sibic for ,I,n outsider to know them again. There is an Italian artint about the neighbourhood of Cr nvn Court, who makes a good living by supply- ing his clients with humpbanks, enlarged joints, and other artificial deformities.—Eveninq yews. FATAL FIGHT AT BIRMINGHAM. On Mondav evening a quarrel, terminating in the death of an old man Darned John Murry, of the Lich- field Road, occurred at Aston. Deceased and Benjamin Price, a bricklayer,|living in the same neighbourhood were drinking in the Red Lion public-house, near to Vyse Street, Lichfield Road, when a dispute arose between them, and this led to a violent altercation. Murry appears to have warmly resented some offensive terms applied to him by Price, who was consequently greatly exasperated. Both men in a short time left the house, and went outside the door. Price became much excited, and struck Murry on the face with his fist, knocking him down. Murry remained motionless on the ground, and those who were standing by becoming alarmed at his condition quickly sent for medical aid. Mr. Fair ley and Mr. Lumby, surgeons, of the Lichfield Road, attended, but life proved to be extinct. There was a dis- colouration above the right eye, where deceased had evidently been struck, but no other material marks of violence were discernible. It is stated that Price, on learning tlie serious aspect the quarrel had as- sumed, absconded, and has not been Becured, although Superintondant Galloway, assisted by Detectives Winklass and Court, took immediate steps to bring about his apprehension. Deceased was about 60 years of age, and marritd. Price is 35 years of age.

PENAL SERVITUDE ACTS. The Commissioners appointed to inquire into the working of the Penal Servitude Acts have made their report, in which they give the following as the recommendations to which they attach the greatest importance :—" 1. That in order to prevent contami- nation of the less hardened convicts by old and habitual offenders, a separate class should be formed (subject to the exceptions we have mentioned) of convicts against whom no previous conviction of any kind is known to have been recorded. 2. That prisoners convicted of treason felony should be separated from other convicts. 3. That the class of convicts known as weak-minded or imbecile should be separated from other prisoners, and placed in charge of officers specially chosen for their intelligence and command of temper. 4. That the provision of Penal Servitude Act, 1864, by which, in a case where any person is convicted of any offence punishable with penal ser- vitude after having been previously convicted of felony, the least sentence of penal servitude that can be awarded is a period of seven years, should be re- pealed. 5. That the defect in the Preventicn of Crimo8 Act. 1871, which renders it practically im- possible in the metropolis to enforce the law which requires convicts on license and other persons under supervision to report themselves, be amended in the manner pointed out by the Chief Commissioner of Police. G. That in the metropolis special police officers be appointed for carrying on the supervision of convicts on license and other persons under super- vision, and that they should act in conjunction with the Royal Society for the Assistance of Discharged Prisoners. 7. That a superintending medical officer of high standing be appointed. 8. That arrange- ments should be made for the independent in spection of convict prisons by persons appointed by the Government, tut unconnected with the Convict Prison Department, and unpaid. 9. That the prison at Spike Island be discontinued. 10. That the dieta- ries in use in the Scotch and Irish convict prisons bf revised. 11. That two members of the Irish Prisons Board should take an active part in the management ;)f the Irish convict prisons.

INSURRECTION IN HAYTI. A letter from Lloyd's agent at Jeremie, Hayti. dated June 5, states that the people were lighting very severely at Port-au-Prince, and it was supposed thai the insurrection would become general. The following account of the insurrection appearee in the St. Thonws Times of the 12th. Port.au Prince,-The senators and deputies assembled on th, 1st inst. to arrive at an understanding of the difti. culties arising out of the different opinions in which the two Houses are divided. A quarrel ensued, and insults were followed by the firing of revolvers- Liberals versus Nationals. From that moment the tity was in a state of consternation. The fight waf- continued in the streets, Boyer, Bazelais, and Edmunc Jftral, of the Liberal party, followed by their partisans, All armed, fortified themselves at the residence ol the former. Boisrond Canal sent an order to then 10 disperse but, they having refused to obey, troop- with artillery were sent to the spot, in order to bom- bard the house if no notice were taken of the seconi warning. The troops were received by a volley from the house, killing the Minster of War, Genera. Francois, and several soldiers. Messrs. A. Montaf and Delorme are also reported among the wounded. The bombardment of the house commenced the same day. It was continued up to the time of the German steamer leaving Port-au-Prince on the 3rd inst. Some of the senators, among them the President of the Scnate,htve been killcd,also Mr. Auguste Bazelais and his cousin. At the same time that this was going on cries wereheard of 'Vive Salomon' in parts of the city,where his partisans had assembled in arms. The three parties held their respective positions when the steamer left Port-au-Prince. Gonaives.—The two Gonaivee deputies, both Liberals, who embarked on board the Borussia for Port-au-Prince, but could not land, transhipped to the Yandalia, returning,to Gonaivee. No sooner had they landed than, at the head of the Liberals, they attacked the governor of the nlace, who was compelled to surrender. St. Marc and Port df Paix are also reported as pronounced against thi Government. Some say they are in favour of 4h« Liberals, while others say they are in favour of tM Nationalists." -♦ — SCHOOL BOARD EXPENDITURE. The discussions which are taking place in the London School Board as to the truth of tho charges brought against its members of having spent the ratepayers s money with needless exliavagance, and of using the letter of the Act in opposition to its spirit by overstocking the metropolis and its suburbs with schools, afford instructive reading for all who are interested in the question of elementary educa* tion, and ought to be carefully studied in anticipation of the election in November next. Taken as a whole, the defence has so far been extremely weak, and the supporters of what is known as the Board's policy have been compelled to resort to arguments which involve a totally unfair use of the terms of the Act. That the School Board was entrusted with very ex- traordinary powers is perfectly true, but it by no means followed that they were intended to be used without regard to the pockets of the ratepayers or the necessities of the case, and yet every speech that is made seems to show that this has been the mischievous course taken by the majority of the Board. There can be no question that, although the Board may have kept within the limits of the Act, it has, as 9 matter of fact, crushed out the voluntary schools wherever it has been possible to do so, while it is equally dear that it has in the engagement of its staf? aaopted a scale of salaries for above what was either neeaful or legitimate. The Board has in a word, acted with the scantiest possible regard for economy, or for the wishes of those who, while willing to pro- vide for the waifs and strays, were unwilling to supply educational luxuries to persons who were able to pay fcr them, and this is in effect the charge which the Board had now to face. Remembering how difficult it necessarily is for persons outside a great office to judge of its administration, the results al- ready attained during the investigation are satis- factory, and tend to prove that the charges brought sgainst the Board are not simply the result of a dislike to the system. From Birmingham the reports show how unfairly the Act may be twisted to serve the purpose of the secularists, and we commend to our riders attention the details now being pub- lished in the newspapers of the scheme of moral education which the Board is formulating. The country ought steadly to resist the adoption of the scheme, and petitions ought to be lodged against what is in reality a plan for teaching School Board religion in the place of Chriatfailitl.-Ptws and St. Jam**1! Chronicle.

EXECUTION OP CATHERINE WEBSTER, CONFESSION OF THE CONVICT. On Tuesday morning Catherine Webster was exe- cuted in Wandsworth Gaol for the murder of Mrs. Thomas, at Richmond. The proceedings Were strictly i private, owing to the decision of the Sheriff of the county not to admit representatives of the Press. Nevertheless some facts concerning the convict tran- spired amongst the crowd which had collected outside. It seems that Webster, after making a short confes- sion late on Monday night, to the effect that she alone committed the deed, told Father McEnnery, the Roman Catholic chaplain, that she felt relieved at having unburdened her conscience, and that she should sleep more calmly on that her last night on earth than she had done since her condemnation. She retired to rest soon after ten, and slept fairly well. She arose soon after five in the morning, and was at once visited by the governor of the prison, Captain Col- ville, whose kindness to her since she has been under his care the convict has spoken highly of. At 7.30 Father McEnnery arrived, and he was followed very quickly by the surgeon of the gaol. Marwood had slept on the premises and was up betimes, making all the final preparations for carrying out the law. At 8.30 the under-sheriff for Surrey, Mr. Abbot, arrived, and soon after the process of pinioning was gone through, and just before nine the procession started for the scaffold, Father McEnnery reading the burial service. The prison bell commenced tolling at a quarter to nine, and at three minutes past the hour the black flag was hoisted on the flagstaff, denoting that Catherine Webster was no more. The appearance of the flag Was greeted with some cheering by the crowd. At 10.30 Mr. Abbot left the gaol, but from him very few particulars of the actual scene at the execution could be gained. He said Webster was perfectly calm, that she quietly submitted to be pinioned, an.l that she walked firmly to the scaffold j. exhibiting great self-possession. She stood unassisted while Marwood adjusted the noose, and made no attempt to say anything to the surrounding grotip of officials. CONFESSION* OF THE CONVICT. With respect to the death of MM. Thomas, the circumstances surrounding the murder of that lad, are as follows:— I entered that lady's service in the month cA January, 1878. At first I thought her a nice ol<* lady that I might be comfortable and happy with but I found her very trying, and used to do many things to annoy me during my work. When I had finished my work in my rooms she usedto go over it after me and point out places where she said I did not clean, alleging that I had not done my work properly, and showing evidence of a nasty spirit towards me. This sort.,f conduct towards me by Mrs. Thomas made me feel an ill feeling for her, but at this time never an ill feeling to murder her. I afterwards had an altercation with her, and we mutually arranged that I should leave her service, and she made an entry ro this effect in a memorandum book. "On Sunday evening, the 2d of March last, Mrs. Thomas and I were alone in the house. We had some argument, at which both she and myself were annoyed, and she became very much agitated, and left the House to go to church in that state, leaving me to remain at home. Upon her return from church before her usual hour she came in and went upstairs. I went up after her and we had an argu- ment, which ripened into a quarrel, and in the height of my rage and anger I threw her from the top of the stairs to the ground floor. She had a heavy fall. I felt that she was seriously injured, and I became excited at what occurred, lost all control over myself, and to prevent her screaming or get- ting me into trouble I caught her by the throat, and in the struggle she was choked, and I threw her on the floor. I became entirely lost, and without any control over myself, and looking at what happened and the fear of being discovered, I determined to do away with the body the best I could. I chopped off the head from the body, assisted with the use of a razor which I used to cut through the flesh afterwards. I also used the meat saw and the carving-knife to cut the body up. I prepared the copper with water to boil the body, to prevent identity and as soon as I had succeeded in cutting it up I placed it in the copper and boiled it down. I opened the Stomach with the carving-knife, and burned up as much as I could. During the whole of this time there was nobody in the house but myself. When I used to look upon the scene before me, and the blood around my feet, the horror and dread I felt was inconceivable. I was bewildered, and acted as if I was mad, and I did everything I could possibly to conceal the occurrence and keep it quiet, and everything regular, fearing the neighbours might suspect that anything had happened. I was greatly overcome both from the horrible sight before me and the smell, and I failed several times in strength and determination, but was helped on by the devil in this vile purpose. I remained in the house all night en- deavouring to clear up the place and clean away the traces alter the murder. I buried part of the body after chopping it up and boiling the body, and I think one of the feet. I emptied the copper and threw the water away, having washed and cleaned the inside. I then put the parts of the body into the little wooden box which was produced in court, and resolved to deposit it in the Thames, which waa afterwards done in the manner already described, with the assistance of young Porter. I put the head of Mrs. Thomas into the black bag, and being weary, ind afraid to remain in the house, I carried it to Porter's house and bad some tea there I placed the black bag with the head in it under the tea table, and afterwards took it away from the house and dis- posed of it in the way and in the place I have des- cribed to my solicitor Mr. O'Brien. W hen 1 placed the box m tne nver, and disposed of the head and the other parts of the body as best I cou1 d, and cleaned up the place so as that a person coming in might not suspect or see anything irre- gular, it was suggested to my mind to sell all that was in the house and go away, and with that view I went and saw Porter and introduced the sale of the things to him. lie accompanied me to see Church, and we bargained for the sale in the manner set forth in the evidence given upon the trial respecting that part of the transaction. I gave the chairs to Porter as a gift, and also kept ordering things for the house from the tradespeople, in order to evade suspicion. There is no truth in the evidence given by Miss Ives that she heard men in the house on the Sunday or Monday night, or the voice of a woman calling 'Lizzie.' Miss Ives is mistaken in that part of her evidence, as there was nobody in the house but myself; and the statement I made that Strong, a man, and a woman were in the house is untrue, and I made that statement with the view to save myself, if possible, from my perilous position. At the time of the murder I took possession of Mrs. Thomas's gold watch and chain, and also of all th e money in the house, which was only seven or eight pounds. I accompanied Church to the watch- maker s, and asked for Mrs. Thomas's watch. Church only paid me in all thirteen pounds, not eighteen pounds, as stated. He made me a present of the ear- rings, and the evidence as to my borrowing the sovereign from Mrs. Church is correct. I threw the dresses and bonnet of Mrs. Thomas into the van which was brought to fetch the furniture, and they were taken to Church's. I thought of getting rid of them in the best manner I could. When I left Church's house in the evening after the sale of the furniture was stopped I determined to proceed to Ireland at once to avoid being discovered, but I was not surprised at being arrested. "It is true that I went by the nsnne of Mrs. Thomas, and that I said I had come into a property, and that I wore her gold watch, and with regard to the false teeth I took those from Mrs. Thomas and gave them to Porter to sell, the proceeds of which he gave me except a shilling, which I gave him. "I have now relieved my mind by making afult and sincere confession, that myself alone, without the help or assistance of any person whatever, com- mitted the murder. I have accounted for it, and described it in this statement to the best of my powel and recollection. I heartily exonerate every one from having any hand or part in it. "I was afraid to make known the real state oi things to my solicitor, lest he might have abandoned my case and taken no interest in it. I therefore con- cealed the truth from him until I sent for him, when he told me of the reply to the memorial sent up foi me. I then fully and candidly confessed to him at the last moment the whole of the facts, that every- body may be cleared, and that I alone could bE blamed. "I am perfectly resigned to my fate, and am full of confidence in a happy eternity, I die with great fortitude and confidence in my faith and in our blessed Lord, whom I beseech to have mercy on my soul."

At the Woolwich Police Court, a few days ago, William O'Neill, aged 35, was committed for trial on a charge of attempting to murder his wife, by stabbing her in the breast. The prisoner accused his wife of infidelity. ASA D*STORY. On Monday Mr. 8. F. Langham held an Inquest at the Sessions House, Westminster, touching the death of m. John Wells, aged fifty-one, a brush- maker, residing at a toffee house, 29, Mawham Street, Westminster. Tne evidence showed that owing to the general depression in trade deceased was of late unable to find employment, and week after week sank in health. He called at a dispensary and was given some medicine. On arriving home He was much worse, and was found to be dying. The post-mortem showed that death arose from tubercular deposits in the lungs, causing congestion, no doubt brought about as related, the body being in a shockingly smarted^oontution. He was glad to find that at the presen moment England, of all European nations, stood first with regard to female education but, in making that assertion, he should not neglect to admit—and ht had some personal knowledge of the fact, two year; ago, when he paid a visit to America—that our friend; on the other sidd of the Atlantic stood ahead of u* in this respect. He hoped, however, with the pro- gress which this country has made of late years in the way of education, and the attention paid to t}1{ subject in all quarters, that we should soon stand at least equal to our American cousins. In a few words of advice to the students, he recommended them, as regards painting, to study figure subjects instead of landscapes, and, as to music, to endea- vour .to charm rather than astonish. However scientific they might become, he exhorted them not to neglect those domestic arts which would tend to make their homes happy.

SELLING A WIFE BY AUCTION. It is only a few months since that a paragraph went the rounds of the papers relating how a certain stone- mason at Rawtenstall, in Rossendale, sold his wife to another man for the sum of dElO but it would seem from certain proceedings which took place last week at Stacksteads, a Rossendale village, that the money value of wives has sadly declined since that event. A navvy, living at Tunstead Mill, Stacksteads, de- termined to get rid of the partner of his joys and sorrows'' by offering her for sale by auction, the highest bidder as usual to take the "lot". On Tuesday last the sale took place at the husband's house, but, despite Solomon's testimony as to a woman being more precious than rubies, and not- withstanding that the spectators were numerous, the highest offer was only 4d, at which low figure the wife was eventually" knooked down" to another navvy, who, by-the-by, lived next door. The seller wanted to throw in three children, but the buyer objected, and the bairns were left on hand. The wife, however, went joyfully to the home of her new owner, and seemed to M quite aaglad to get awa y from her late liege lord as he was to part with her. The occurrence has caused quite a stir in the locality, and has been commented upon by the local Press.

SCALDING A LUNATIC TO DEATH. At the Croydon Assizes, before Mr. Justice Denman, Alfred Spratley, a young man, surrendered to take liis trial, upon the coroner's inquisition, for the manslaughter of Charles Cootes by having negligently caused him to be scalded to death.—Mr. Thompson conducted the prosecution, and Mr. Rib- ton was counsel for the Prisoner.—This was a prose- cution instituted by the magistrates of the county of Middlesex, the occurrence having taken place at tho Middlesex County Lunatic Asylum at Banstead. The Prisoner was one of the attendants at the asylum, bis general employment being to attend to the patients in *;he infirmary bath-room not being in use, he was engaged in the same manner in which was called the general bath-room. The deceased was a pauper lunatic, about fifty years of age. One of his arms had been amputated, and he was physically and mentally weak. According to the rules of the asylum the attendants were to take carc that the hot and cold water in the baths were properly mixed, and that the united temperature did not exceed 98 deg. of Fahren- heit. The allegation on the part of the prosecution was that the Prisoner had by negilgonee omitted to turn off the hot water tap, and the deceased was so severely scalded that death was the result. There was no positive evidence as to how the deceased got into the bath, but he was immediately heard to shriek out in great agony that he was being burned. On his being taken out the water was ascertained to be at the temperature of 123 deg. The deceased, from the hour of his being taken out of the bath, was in a state of collapse, and died the following day. It '.v:is elicited in favour of the Prisoner that he ha.l always borne the character of a careful at- tendant, that at this time the taps of the baths were not in a very perfect condition, and there was no stop to the hot water tap, which turned completely round, and gave no indication when the hot water was turned off. At the time of the accident an attendant had left the bath-room, and the Prisoner hal charge of a number of baths and the medical officer ad- mitted that the absence of this attendant was pro- bably materially conduced to the accident. At the close of the case for the prosecution the learned Judgc said the Coroner's jury had done no more than their duty in returning a verdict of manslaughter, in order that a full investigation should take place into the facts connected with the death of this unfortunate man but at the same time he was of opinion that, after what had been proved, there was no evidence to suppport a charge of criminal negligence against the Prisoner.—The Jury said they concurred with his Lordship in this opinion, and at once returned a verdict of "Not Guilty."—Mr. Justice Denman observed that he hoped, after what had. now taken place, the authorities of the asylum would take every possible means to prevent a recurrence of such a disaster.

REIGN OF TERROR IN RUSSIA-TREATMENT OF NIHILISTS. The Daily Telegraph correspondent at Vienna says. During the second fortnight of last month a person whose e-timony is above suspicion visited a ship at anchor it O lessa fitted out for the transport of Nihili- convicts to the island of Shanghalion. He descriii it as a man-of-war of about 4,000 tons, freshly duted white. On going below deck he found that on either side of a narrow passage iron-barred cages h i occn constructed, which he says wore exactly nilar to those for wild animals. Those cages were of different sizes, and contained from foui to twenty-four convicts each. The rule observed was that suc'i amongst them as showed any disposition to be unruly were confincd in the smaller cages so as to be ,?ioro easily watched. The gentleman who visited the ship estimates the number of thett wretched people at 750, most of whom had come by rail from the interior, heavily chained together in small groups. They were to keep their chains dur- ing the journey, and my informant says the sinister noise they produced was distinctly audible long ere he reached the ship. Unable to control his feel- ings, he observed to the officer in command that his closely-packed cargo, chained together in a place where there was absolutely no ventilation, would never survive the passage of the Suez Canal, the Red Sea, and the Indian Ocean, to which the Russian officer cynically replied, "Well, so much the better for all parties if they do not." He accompanied this astounding remark by significant glance, which his interlocutor took to imply, <' Don't you understand that is precisely what we expect f" The same ship was visited at another place on her onward voyage, and on competent authority it was ascertained that not one-third of the unfortunate prisoners on board could possibly reach their destination alive. The Nijni Novgorod, formerly known as the Saxoniaof the Hamburg and New York line of steamers, but since purchased for the Russian volunteer fleet, arrived at Port Said, under Russian colours and manned by Russian sailors, at the end of last month. She had 590 convicts on board, for the most part Nihilists condemned to be transported to tho island of Shanghalien. The Suez Canal Company raised the question as to whether this ship, which was known to have sailed under merchant colours on her last journey from Marseilles to Odessa, and which belongs neither to the Russian Government nor to the Russian transport service, but which was freighted for the volunteer fleet, should bo considered as a ship of war. The discussion resulted in the Nijni Novgorod being treated as a ship of war, under pro* test of the Russian Consul. Now, the question thus raised caused a stoppage of three days, during which the convicts on board were literally left to roast in tho heat, which, at this time of the year, is terrible. Their torture was prolonged for seventy-two mcirtal hours, because the Russian authorities hoped to deceive the Suez Canal Company. The same vessel is to perform the same voyage with a simil&rcargip four times in the course of the present yea#} • • On Thursday morning, about half-past ten o'cloct, a murder was committed at the County Asylum, Prestwich, near Manchester, under circumstances of a peculiarly shocking nature. A number of lunatic inmates were making hay in a field adjoining the institution, when one of tnem, named John M'Ghie, seized a bar of iron which was lying on the ground, and with it dealt a man named John Cheetham, a fellow inmate, a fearful blow upon the head. The result was oicQurae that Cheetham was literally brained. A keeper who was standing about a dozen yards away,and who witnessed the occurrence, rushed to the spot and seized M' Ghie. Being asked why he had committed the act, the man simply answered, Well, I was told to do it,' adding, That is the way we knock them down in battle.' The poor fellow, who is to some extent an object of pity as well as his viotim, is fifty-nine years of age, and has been an inmate of the asylum since his fortieth year. He has generally conducted himself as a quiet, inoffensive man. He is an Irishman and a widower. There can be_ little doubt, he being undoubtedly a lunatic, this affair will simply result in his being removed to Broadmoor. On Friday morning the prisoner was brought before Dr. Royle and other magistrates, at the Manchester County Police Court, Strangeways. His demeanour was sullen and reserved whilst he was in the dock. The facts of the case having been briefly stated, he was remanded. THE ZULU WAR. THE BATTLE OF ULUNDI. MUTILATION OF OUR SOLDIERS BY THE ZULUS. STEADINESS OF THE TROOPS. INTENDED RESIGNATION OF LORD CHELMSFORD. The Daily News publishes the following, dateu Landsman's Drift, July 5 :■—The combat at Ulund. was singularly unvaried by striking incident. Thert was a big hollow square, and men in red coats on the back, rifles in hand. For half an hour this square stood doggedly pouring the sleet of death from every face. Outside this square, mostly at respectful dis- tance, surged a furious throng of savages, brandishing shields and assegais, and firing heavily but fitfully from their; jagged front. Presently these black men wavered; then bolted, sent in flight by the steady administration of canister. The square, still grimly firm, gave one ringing cheer that was heard in the laager behind; the bayonets warred in the air for a moment; then the business recommenced. The infantry betook thomselves for a few minutes to long shots. A centrifugal whirlwind of horsemen sped from the square as the lightning bursts from tho thundercloud, and dashed hot and fierce after the flying foe. Before the cavalry had concluded their innings the infantry were placidly lunching, and the corks were popping off long hoarded champagne bot- tles. Inside the square a few dead Britons lay, who had spent their lives for their Queon and country. The green sward outside was littered thick with dead Zulus, who, not less than our dead, have fallen for their Sovereign. There is nothing more to tell, save of the general fire and smoke that seethed in the bosom of the beautiful valley as we marched from it I have no manoeuvring, no elaborate tactics to recount. The affair was simply a struggle, reduced to the first principles of ding-dong fighting, with the natural advantage to the Zulus in numbers to us in the character of the armament. JThe onlymanoeuvring done was by Bullor's men's whose horse-work was superb, clearing the front, masking the division while in the rows of formation in square, stinging the enemy into opportune reprisals, and finally chevying the fugitives many miles. Buller's men had the score of Zlobane to settle with the Zulus, and vengeful fury raged in their hearts, because of a spectacle which met their gaze yesterday. In the long grass they had found three comrades who had fallen in a reconnaissance the previous day—mangled with fiendish ingenuity; scalped their noses and right hands cut off their hearts torn out, and other nameless mutilations. Strange to say, the battle was fought on semi-sacred ground, the soil of a mission-station! The ruins of a Norwegian mission and house were a few paces off. They were pulled down to open the range, but before this was done these dead men were brought into the precincts, a grave was dug, and the chaplain, hastily donning his surplice, read the burial service, to which the shell fire gave stern responses, while the bullets whizzed round the mourners. I never wish to sec soldiers steadier. Constant laagering had been threatening demoralisation. Apprehension was un- questionably felt lest the sudden confront of the men with the fierce Zulu rush should shake their nerves; but the British soldier was true to his manly tradi- tions when he found himself in the open, and saw the enemy face to face in the daylight. Lads of new regiments who had never seen a shot fired in anger, were as cool as the seasoned veterans of the 13th and sum. jjpra c,neim«ioru M soiaierly coolness anc. decision clear-headedness in action go far to redeem the passiveness and peevish vacillation which are his characteristics when no battle is raging. One might wish him a military Rip Van Winkle, only wakening to direct a battle. Evelyn Wood's face was radiant with the rapture of the fray as he rode up and down behind his regiment, exposed to a storm of missiles. All the officers of the head-quarters staff and Newdigate's staff were unscathed, save Lieut. Milne, of the 1st, who was slightly wounded, and Captain Cotton, of the 2nd, whose temple was grazed by a bullet. Owing to the conformation of the ground, the dressing place in the centre of the square was peculiarly exposed. The surgeons worked under a heavy doublt cross fire with coolness and skill. The Lancers had their good day at last, and lost several horses. Colonel Lowc w as knocked temporarily senseless by a shot in the back and fell from his horse, but regained consciousness, recovered, and led his regiment in the charge. Lieutenant Jenkins had his lower jaw broken. It was bandaged, and he could not be restrained fromaccompaning his regiment in the charge. The Zulus squatted thick in the long grass, and fired venomously. The Lancers spotted them in a manner reminding one of pig-sticking. Indeed, Keevil Davis killed six ipso inaim. Young James, of the Scots Greys, was blazed at point blank by two men. The two turned on him. They missed. He ran the right-hand man through. The man on the left dropped his musket and inflicted an assegai wound on James's bosom. The latter, extricating his sword, brought it round to the left with a swift swing and all but severed his antagonist's head. The Dragoons were represented by Brewster, Provost Marshal, who took out a little detachment and had a good time. Ulundi contained many large, hand- some kraals of the chief men, enclosed in thick flanked stockades. Cetewayo's place was a thatched European house. There was no plunder. The flames were too swift. As the division marched back into laagar Wood's bands played and the bagpipes of the 21st screeched lustily. To-day Lord Chelmsford meant to march back on the Uvula standing camp, retiring on Kwamaguasa, in order to effect a junction with Crealock's. division Lord Chelmsford's parting words to me were "So far as I am concerned the war is over." I believe he contemplates an immediate resignation, in the opportunity of which he is happy. The grass is so burnt and dry that I re- gard the campaign as concluded for the season. I have ridden from Ulundi to the frontier here, about 110 miles, in fourteen hours, riding along all night. Twice I lost my way in the fog.

HORRIBLE OCCURRENCE IN A CHURCHYARD. A Guildford Correspondent writes :—A horrible case in reference to the state of the adjacent parish church of Shere has just been reported to the rural sanitary authority. In digging a grave a human body was exhumed in a semi-decomposed state lyir.g only four feet beneath the surface. It was allowed to lie some hours by the grave-side, and in the meantime a large hound got access to the churchyard, and was discovered devouring the flesh from the por- tions of the corpse that remained. The medical officer, reporting upon the case, observes:—"A grave was dug, and to get down four feet a human body was' exhumed which was only partially decayed, the brains and ligaments still remaining in an advanced state of decomposition, and giving off a most horrid smell. A second corpse was partially to be seen within three feet of the surface. It was left in this state twenty- four hours, and waa within thirty feet of the house in the churchyard. The smell in the rooms facing the graveyard was so strong that they were quite un- bearable. One corpse was buried within nine feet of this house last year, and soon after there was a case of typhoid fever and the same in 1877, after a corpse had been buried close to this house. The churchyard is above the well that supplies the house, and these bodies have been buried in a line with it. The part of the grave-yard is quite full, and it is not advisable that more bodies should be buried here, as the whole of the yard drains into the stream close to it, and the water at the present time is used by several families in the village. The medical officer adde: I ordered this grave to be filled in, and the corps to be buried further from the house. The sanitary au- thority has decided to forward the report to the Homo Secretary and to the Local Government Board.

ALLEGED DEFALCATIONS BY A TRADES UNION SECRETARY. investigations recently made have led to the discovery of defalcations by the president of the Ashton under-Lyne Miner's Union,Samuel Stansfield. He has decamped. Upwards of dSoOO. are reported to have been embezzled, the frauds having extended over ton or twelve years. The money belonged to the Widows' and Orphans' Fund, of which he was secretary. Stansfield was well known in different parts of the country, having taken a prominent part in the settlement of various disputes, and he was fully trusted by the miners. He appears to have lived beyond his means, and to have embezzled to pay his way. His family have been left behind.

At Katkoff, a little thriving town on the Dnieper, seventeen houses and some Dftlee of wool have been destroyed by fire.
