TAKING OYER A BOAD. Communications were read from the Parish Councils of Llacrhyttyd and Llingwyryfon relative t) the taking over of a piece cfrf a i known as Lon SMS, situated in their resppctivo parishes. The Surveyor stated that t.e read was in a good fctate of repair, and the Couneil decided that the necessary formal ti'-s should be attended to, with the view of the r^ad being taken over. ANALYSIS OF WATER. MrChaaDavies proposed that representation b9 made to the Local Government Board with a view ti regu- lations being issued imposing the duty upon all public "ater companips to submit periodn ally at their own expense an analysis of the water supplied by them t) all District Council?, the mode of taking and sub- mitting samples of water to be dttermined by the Local Government Board. The motion was agreed to. A HOUGH ROAD. Mr James Jones complained of the unsatisfactory state of one of the roads in his neighbonrhood, re- marking that vpry large wtone* hai been placed on the road. All the fnneials of the dut-ii-t passed over the road, and th;s should not be allowrd. He wonld like t) ask the Surveyor whether the man employed on the real was paid by the yard for breaking the etone, or was he employed by the day? The Surveyor replied that the rcaiman was paid by the yard for his work. Mr James Jones asked the Surveyor if he bad t" ..t..n" whinh na1 been laid on the read. The Surveyor said he bad already cabled the road- D)a,i ts atten tion t j the read. Mr Charles Davies sugge-ted that the work wonld be done more satisfactorily by day labour, but Mr David Davies observed that the Council had already come to a decision that the ttone must be broken at BO much per yard. The Surveyor said the roadman could not .nake ni# wages, when oniy Is. 3J. per yard was allowed for the ttone breaking.. Mr Charles Davies inquired for the price paid by the county authorities, The Surveyor replying that Mr Roderick Lloyd paid Is. 6d. per yard. Mr James Jones, with whom other members con- curred, remarked that he was personally satisfied that the condition of the roads throughout the Union was not so satisfactory as they were some years azo. Mr E. J. Evans having railed the attention of the Surveyor to the desirability of arrangements being made for laying in a supply of stone during the sum- mer months, preparatory t) the prop- r metalling of toP roads during the winter, The matter then dropped. THE POLLUTION OF THE RIVERS. Mr John Rowlands, sanitary inspector,reported that be had visited the following min-a in the district, viz. Esgairhir. Brynyrafr, Rheidol, Wetit Esgair-llu, CwmystvTyth, Frongoch, and vVeet Frongoch inine<. No dressing operations were being carriod at Kssra r- hir at present. At Brynyrafr there were 27 s-lime pit-, all of which wera kept clear. Nothing further bad been done with the view of cleansing the water, except that the rough sand was not allowed t J go with the water as formerly. He met Capt. Mitchell, the manager of the mine, who said he ras prepared to do all in his power towards cleansing the water. The Clerk remarked that he had been informed that fish had been seen in the river near Ponterwyd a fort- sight ago. i'he chairman paid the Council would with the co- operation of the mining authorities be able to effect a great improvement. He added that the expense to the mine owners would he trifling. It was nnderstood that the officials would pay strict attention to the work, with the view of something effectaal being accomplished. A communication wa3 read from Col. Feilden, Borth, regarding the remarks made at a recent meet- inff respecting the Inspector's charges on the occasion of their visiting the local mines for the purpose of reporting upon the best means of prevent ng the pol- lution of the rivere. Col. Feilden atitgd that he was determined not to add unnecessary expense to the inspection, and he would be much obliged if the Conncil allowed him to pay his own hotel bill. Mr James Jones and Mr J. M. Williams said they were sorry that anything had gone out regarding thi, matter. Col. Feilden bad given them mat>rial as- sistance in this matter, and he was a very reasonable man. The Chairman suggested that the Council should accord Col. Feilden a cordial vota of thanks for thf- aesistauce he had given the Council. Mr J. M. Williams proposed that a hearty vote of thanks be accorded Col. Feilden for his valuable assistance. The Council had already paid the hotel bill, and he was really sorry that the report ffent omt. Mr Charles Davies seconded the motion, and eD. dorsed Mr Williams' remark?. The rota was declared carried unanimously. MEDICAL OFFICERS' REPORT. The Clerk submitted the half-yearly reports of Dr. James and Dr. Hughes, the medical officers for the Dorthern and southern divisions of the Union. Mr Thomas Morgan remarked that he noticed no reference to dairies in the reports, and suggested that these required strict supervision Reference being made in one *f the reports to the laxity experienced with referenoe to the notification of infectious diseases, Mr Miller proposed that the Clerk should draw out a circular dealing with the mlftter, this being seoonded by Mr J. M. Williams and agreed to, the distribution of the notices being left to the Parish Councils. VOTES OF THANKS. Mr Miller proposed a vot3 of thanks to the Chair. than for his services in the chair during the past year. Mr Morgan, he remarked, had attended to his duties remarkably well, taking the greatest interest in every- thing connected with the office Mr David Davies seconded the motion, which was agreed to unanimously. Mr J. B. Morgan said he was very thankful to them all for their sentiments, and for their co-operation during his term of office. He made particular mention of Mr Charles Davies, who had rendered valuable assistance in attending to the duties of vice-chairman, as well as the Clerk, Mr Hugh Hughes, and proposed that a vote of tbanks should be accorded both gentle* JDeD. Mr James Jones seconded the motion. Mr J. M. Williams said they should not forget Mr Davies, the Clerk's clerk, who was always most at- tentive and obliging. He moved that their best thanks should also be accorded Mr Davies. MrE. J. Evans endorsed Mr Williams' remarks, and seconded the vote. The Clerk (Mr Hugh Hughes) and Mr Charles Davies briefly acknowledged the Council's thanks.

Mr Peter Jones said the gentleman whose name he had to submit t) the County Council for the position of chairman for the ensuing year was one who occupied a very prominent position in county affairs. Although he differed in politic; he had gn-at respect for the gent'eman in question, aid he hoped that they, as Liberals, would unanimously agree in the selection. He had gieat pleasure in submitting the name of Mr J. C. Harford, Falcondale. (Applause) Mr T. H. R. Hughes, Neuaddfawr, seconded. Mr J. D. Jenkins, in supporting, said that, although strictly opposed to Mr Harford politically, he was after all very glad that they had such a man in the Lampeter Union. The motion was carried unanimously, and Mr Harford, in taking the chair, said he was deeply sensible of the hononr they had done him. Whon they started on the Council they fought everything on political lines, but now he hoped there was an end to that state of things, and that they would only consult the good of the county. TO THE EDITOR OF THB ABERYSTWYTH OBSERVER. 8ir,- Your local contemporary says that disgusting language and maniacal yells were used by the recraiti of this regiment when they assembled last week. Kindly allow me to say that I was a good deal about the town during the two or three days when the men assembled, but) I certainly did not hear anything to justify the use of such words respecting them. On the contrary the men were very well behaved, and their conduct has since been excellent. There are people who think they know why the paper in question has libelled the Artillery for two or three years. There was a time when the Cardiganshire Constaba- lary were attacked in a similar way. Perhaps some- one will explain why that carping cease. The police are now just the same as they were then. There is a touch of blackguardism about the way in which the Militia and the Police have been treated. BORTH SEA DEFENCE FUND. The sura of .£105 12s. has been paid to the treasurers (Mr J. D. Perrott, National and Provincial B tnk, and Captain Lewis, Snowdon Honse, Borth) of this fund, bringing the average sum sabs ri bed up to .£619s. 51. per head. Subscribers arc requested to forward their donations with little delay, the Committee being anxious to c.irry out the much needed works at an early date. It is now proposed to introduce the Case system of sea-defenco, which is at pra.-cit being- adopted at many places on the coast of the United Kingdom. MERIONETH AGRICULTURAL SOCIETY. A meeting of this Society was held on Friday after. noon, under the presidency of Mr O. Slaney Wynn. -The Secretary (Mr E. M. Roberts) read the balance sheet, which showed that the total amount of the gate money received at the last show was w £ 1804s. A sum of .£291 3s was paid in prizes. There was a balance in hand of iJ28 14s 4d. This was considered unsatisfactory, the balance for the previous year being .£56 and for the year before that 4!98. The Secretary said this dim nation might be due in a large measure to the fact that the handsome donations given from year to year by the presidents had of late years been given in the form of additional prizes instead of dfcfctly to the funds of the Society. Con- siderable discussion took place as to whether the prizes for root crops should be eliminated from next year's prize list, in view of the state of the funds. It was ultimately decided to call a special meeting to consider the matter. The prize list was then revised, and several changes and reductions were made.

LOCAL SEAMEN REWARDED BY THE NORWEGIAN GOVERNMENT. The presentation to Mr David James, the master, and Messrs John Evans and John Thomas, the chief officers of the barque Caradofr," of a splendid binocular glass ana silver medals, respectively, on be. half the Norwegian Government,in recognition of their gallantry in rescuing members of the cr,1W of the Norwegian barque Caledonia," of Drnmmw, which foundered in a gale early in the month of October, attracted a large crowd of town"people to the Town Hall, on Wednesday evening. The Mayor (Cfnnoil'or John Jenkins) who had been communicated with by the Marine Deprrtoient of the Board of l'ride, on behalf of the Norwegian Government with the view to a suitable acknowledgment of the daring condnct of the men, presided, and was supported by Alderman Peter Jones and Thomas Doughton, with Mr Charles Massey, representing the Town Clerk. Alderman Peter JJonea having expressed b:s per- sonal regret, which he was sure was shared by all present, at the inability of the Towu Clerk to be pres- ent, he being otherwise engaged in attending to their interests, read the commnuication received by the Mayor from the Marine Department of the Board of Irade, requesting him to arrange for the presentation on behalf of the Norwegian Government. In accordance with the request conveyed in that letter, the Mayor, Alderman Jones thonght it proper that they should have a public presentation to those gentlemen for the very valuable sorvio a they had rendered on that occasion. And if they would bear with him a few minutes he thonght it would n"t be improper to read a short record of the services then rendered, taken from the log-book of ti e Carndoc," which Alderman Jones proceeded to read as follows:— On the 8th of October last the Caradog was in lati- tude 47.30 north, longitude 8.30 west, and at about 8 a.m. we sighted the barque "Caledonia" of Dtumman -the weather was decreasing galo with high 80a- which was running before the wind across our track, and flying signals of distress. She came right on under the Caradog'a" stern, hailed the "Caradog," and asked to be t-ken off. I replied will send boat at once. The Caledonia's bulwarks were gone, and the sea completely sweeping the deck. The oargoe had shifted, and there was a heavy list to starboard. The crew were huddle 1 tegother on the aft r part of the ship. After woar ng ship to facilitate putting out of lifeboat, and while in the act of lowering the boat, I observed the Caledonia" to make a heavy lurch, and then disaporared bow foremost. The boat was launched as quick a' possible, and crew consisted of John Evans, chief officer, and John Thomas, second officer, and three able seamen. They pulled for the scene of disaster, and managed to pick up seven out of eleven of the crew, who were swimmincr about, and a dog. After remaining for sometime looking for the remaining fonr of the ere n, returned alongside and were safely taken on board. We had considerable difficulty in cretting men on board ship owinsr to the heavy sea. The seven men rescued were all Norweg- ians and Swedes. We had them on board eleven days and put them on bcard the Hamburg st"amer, Lydia," bound to Hamburg. We were on a voyage to Cape Town. Daring the galo of the night before they were rescued a heavy sea struck ship and washed the Captain, mate and boy overboard and were drowned. The same sea broke the bulwarks, boats, &c. The crew originally consisted of fourteen all told, of which seven and a dog were rescued." Alderman Jones continuing his remarks faid he was very gratified to see such a large number of Capt. James* friends, and the two mates and crew of the ship present, but from the knowledge they possessed of those men they were not at all surprised t.) find such a large number there. Capt. James was intim- ately acquainted with the majority of the townspeople, and he (the speaker) might safely affirm that no gentle- man connected with the sea-faring life was more re- spected by his neighbours than Capt. Jam-s was by them at Aberystwyth (cheers). That was not only the testimony of the people amongst whom he was locked upon as a good citizen, but the crews who had served under Capt. Jamrs from time to time all b)re testi- mony to his uniform kindness, and those who knew him best respected him indst. Ho was pleas d to find this recoznition of the bravery of the"e men. They saw in connection with military affairs that the Victoria Cross and other medals were struck and pra. sented to those who had taken part in the shedding of blood. There they bad nobler work performed- the saving of life. A sen-faring life at best was one of imminent danger, but the men were so habituated to it that they did not realize the danger when it pre- sentei itself in the distinct form it bad on that occas- ion. They went with their lives in their hands t save tholi e of their fellow men. They were all pleased to see Capt. James amongst them after a life of anxions oare, honest industry, and patient persev^r >nue, and perdimally Md -rman Jones remarked he was pleased tosiythat Capt. James intended residing amongst them for the rest of his life. It any gpntlanun pres. ent had well earned this repose, he might safely affirm that Mr David James bad won thi". Having Id an active life, and finding time hanging on han I possib y they might bive the benefit of his aonnd jud^m int in the management of their municipal affairs (applause). Referring to Mr John Evans, thefir-t mate, Mr Jones said be had the pleasure of knowing Mr hvans from ohild-hood as a member of an old and respected family, and he was pleased to fiud that he fully maintained the prestiege of that family, and did honour to his native town. The same applied to John Thoma", who wad also a member of an old family from Aberystwyth, and he (Alderman Jones)tbonght it spoke we 1 for the courage of the seamen of Aberystwyth that on this occasion three of their nnmber took that active part in the saving of life. He therefore asked the Mayor under those circumstances to hand over respectively the binocular glass to Capt. David James, and the two medals to Mr John Evans and Mr John Thomas. The Mayor then formally presented the binocular glass and medals, amidst load cheering. Capt. David James was loudly applauded on rising to acknowledge the presentation. He said he was very thankful to all for th< cordial reception accorded them. He should say that all, including those who were absent, did their duty. fhere was no hanging back at all, and all did their duty, only merely being told what to do. And he thought if they were all present with him that evening they would be of the same opinion as himself perhaps, that what they had done bad been over-estimated. All they felt was this that they did their duty as British seamen. He might say that there was no hesitation about what was to be done, or the manner of doing it. And had the business not been oarried out in a proper manner, and even delayed to the extent of a quarter of an hour some of those men would not have lived to tell the tale. There was some things very peculiar about this incident. Henever heard of a like inoident before.a ship actually disappearing before their eyes within 200 yards and the men rescued out of the water. Another incident was the curing of the apprentices' sea sickness. The lads were troubled with sea sickness up to the morning of the rescue of these men, and the excitement of the scene so worked npon them that the sea sickness dis« appeared, not to appear a^ain. Another thing wbioh was worthy of mention, showing that human nature was human nature the world over, was this. There was only one lifebuoy on board the ship when she went down and one married man, and that lifebuoy was unanimously voted to him, who was the ouly men that could not swim, which proved that human nature was the same the world over. Having again thanked all for their kind reception, Capt. James resumed his seat amidbt loud applause. Mr John Evane, who was welcomed with applause, pa:d be conlii only follow in the fame strain as Capt. James. He might mention one incident which occurred in the boat when rescuing the party which might make them laugh, although it was not a laugh. ing matter at the same time. They ha 1 a coloured gentleman in the boat with them, who left them at Cape Town. He (Mr Evans) believed it occurred after picking np the third man into the boat. Het Id him to lay down in the boat so as not to interfere with the rowing, but the rescued scaman kept con. tinnally bobbing up aid down and looking over the side of the boat, which interfered with the pulling, The coloured man at last got up, and Faid—" If you don't stop bobbing np and down, by golly I will throw you into the water again, (laughter and applause). Of course that was enough, added Mr Evans, and he remained in the bottom of the boat while they picked up four more men and a dog (cheers). Gnat praise was due to Capt. James for the way he gave itistrac. tions that morning everything was done most orderly and quietly. There was no running about or con. fusion in any way, otherwise they would not have done the work they did. He liai spent 40 years on 6ea, but this was a scene he never paw the like, and he would look upon it a* one kind act of his life. Mr John Thomas, the young second officer, on stepping forward was enthusiast;cally cheered. He Eaid there wa3 no need for him t) eay any more. He might say that they just did their duty like Beamen, an l it was a thing he would do over a/ain if occasion arose (loud cheers). HA aza.n thanked them for their kind attention and attendance. Three hearty cheers having been accorded the crew of the Caradoe, the proceedings terminated with a vote of thanks to the Mayor for presiding.
