On the other hand the clergyman is not authorized by the Prayer Book to make collections at any other time, and collections so made are un- authorised. A.B.C.-The incumbent has the undoubted right of control over churchyards, and can put a veto on gravestones and inscriptions, just as, we believe, Burial Boards have control over cemeteries. THE EARLY CLOSING BILL. TO THE EDITOR OF THE ABKRYSTWYTH OBSERVER. Sir,-Sir John Lubbock passed his Early Closing Bill through its second reading on Wednesday after- noon. The measure is cautions and moderate, and no shopkeeper whe has the slightest regard for his employees can object to its main provisions. The measure is based upon local option, two thirds of the shopkeepers in any given business and district being empowered to go to the local authority with a demand for the adoption of the act. This majority will have to agree amongst themselves as to the hoars of closing, the only proviso inserted being that on any one specified day of the week, the closing hours to be enforced shall not be earlier than two o'clock, and on any other day not earlier than seven and the enforcement of the statute is to be left to the police. It will readily be seen that this will open the way for a material improvement in the circumstances of many shop assistants, especially females. It is felt that the majority of employers in many diatriot-i would gladly give their servant: proper leisure, but their hands are tied by the action of the unreasonable minority. It is this grasping minority against whom the measure is directed. Thinking that many of our shopkeepers may possibly not be aware of the above bill being about to pass has induced me to draw attention to it in these few lines.-Yours truly, G.

BORTH. CONCERT.— On Wednesday evening Mr J. H. Jones, of Aberdovey, presided over a concert held in connection with the Congregational Church, in the ball room. The attendance was large, and the various items were much appreciated. There was a competition on one or two items, upon whiobMrJobn Williams, of Machynlleth, adjudicated. The duties of accompanist were shared by Miss Williams, of The Terrace, Borth, and Miss Williams, of Machyn- lleth. The following took part :-Misses M. Willia ma (Borth), Lewis, and Jones (Machynlleth), Messrs O. Morris, J. and E. Jones, L. Daviea, 0. Jonej, T. Jones, Edwards, J. Williams, M. Davies, T. Hamer, M. S. Edwards, D. Hamer, T. Ellis, T. Williams, T. Evans, the ladies, glee party, the Machynlleth gloe party. Three competed in the quartetta competi ion viz., Llanfihangel, Borth and Talybont, and the prize was awarded to the first named. Llanfihangel was the only party who competed in the double quartette and they were awarded the prize. j TOWN COUNCIL. A meeting of the Town Cenncil was held at the Town Hall on Tuesday morning, when there were Town Hall on Tuesday morning, when there were present—the Mayor (Mr Thomas Griffi'hs), Aldermen Peter Jones and Thomas Dought in, Councillors E. Watkins, with Mr Rees Jones, surveyor, Mr H. L. Evans, accountant, and Dr Abraham Thomas, medical officer of health. APPLICATIONS. A letter was read from Miss Trnbshaw, who made application for permission to rent a piece of land at the tack of the Town Hall, in order that it m ght be converted into a recreatiou ground for her scholars. Mr W. Thomas said that a resolution had already been adapted for the conversion of the land in question into a playground. Mr Peake thought they might allow Miss Trubshaw to have the ground until they decided to do some- thing with it. He proposed that thel .t'er be referred to the Finance Committee. Mr R. Doughton seconded, and the proposition was carried. Mr Owen, 13, Marine-terrace, applied for permission to erect raili ..{S in front of his house; and on the motion of Mr Hopkins, s conded by Mr R. J. Jones, the matter was referred to tho Public Works Com- mittee. CONTRADICTION. A letters as read from Mr Woosnam Hughes, in which he contradicted a statement made at a previous meeting by Mr W. Thomas to the effect that the ex- pense to the corporation of maintaining last year's band was £ 225, by stating that the cost was only ^140. Mr Thomas explained that he bad corrected the statement which was made in error at the last meeting. The Accoan'anb said that JJ183 15s Od was the actual amount exj ended. LETTER FROM THE QUEEN. Sir Mattbew White Ridley wrote as follows to the Town Clerk Sir,—I have had the honour of laying before the Qneen the loyal and dutiful resolution of condolencj which has been adopted by a meeting of the Towu Council of the borough of Aberystwyth on the occasion of the death of His Royal Highness Prince Henry of L'a t^nberg, K.G., and I have to inform you that Her Majesty was pleased to receive the resolution very graciously." PUBLIC WORKS COMMITTEE. The following recommendation of this Committee were accepted :-The adoption of the plan of the hotel propose J to be made on the site of Dr Gilbert- son's hou-e, together with a suggestion that the Borough Surveyor be instructed to confer with Mr Marks with the view of widening the entrance to King street tie erection of an additional building at tne back of 31, Marine terrace, by Mr A. Riddell; and the adoption of the plan and estimate of the surveyor of a proposed improved drain at the back of Vict ria terrace for the purpose of draining the hostel and other property. TIJe Committee also reported that Mr David Evans had submitted a plIO of three houses proposed to be erectei by him in Mill street, and that as they con- sidered the space at the back was insufficient they refused t) recommend the adoption of the plan and that Metsrs Bellani and Co had submitted plans of six honses to be erected in South road, but, althongh they approved of the plans generally they left the matter of the quality of the extjrnal bricks to be usel t I the Council. I < regard to the houses in Mill street, Mr David Evans himself appeared, and &aid he wished to know what the decision of the Council would be. He thought, however, they should treat him as they had treated some of his neighbours. ALlerwan Peter Jones explained that a notice was s rve I upon Mr Evans to the effect that his houses wtre in an insanitary condition. As a result of this notice Mr Evans demolished a portion of them, and .-ubmitted (dins, which The committee could not approve of, a- the ventilation was not sufficient. Pi-rhaps the difficulty cou d be overcome by Mr Evans consulting with Mr Reea Joaes and modifying hi-- plans in accordance with any suggestion of the latter. Mr Evans then left the room. Mr Hopkins sa d that Mr Evans hal been tilling him that he had a grievance, and that the committee bal rut treated him as they had the owners of *imil*r houses in the town. Mr Evans had taken part of the vard ot two other houses, s) could not possib'y get nr-re ground tor the three hous- s he was building. The Council had passel plans for some houses without a yard of yard at all. (Laughter). Mr C. M. Williams thought that if Mr Kvans wonlri -meet the Surveyor, with an amended p'an, the Council would be glad to meet him in every possible way. Mr R. J. The report was adopted, on the motion of Mr J. Watkins. the chairman of the committee, seconded by Mr R. J. Jones. FINANCE. Mr R. J. Jones presented the report of this com- mitter, and the Council agread to Ilrlnt the renewal of the lease of Pembroke House to Mr John Davies, and to treat as a site the premises of Mr Thomas R. Williams in Chalybeate Btreet. A recommendation ot the same committee to lease a piece of land in Smithfield road to Mr Lewis James, for the erection of a dwelling house and stables, was also accepted. On the motion of Mr R. J. Jones, seconded by Mr Peake, it was agreed to defer the renewal of the lease of 9, Prospect street, to Mr Joseph Jones. EXTENSION OF DRAINAGE. On the mot;on of Alderman Peter Jones, seconded by Mr J. Watkins, it was agreed to permit Mr R. C. Kicbaries, Penglais>, to connect the drains of hons s now in course of construction at the foot of Consti- tati n Hill with the town main drain, on payment of 7s 6d per annum. APPLICATION FOR LEASE. The consideration of an application from Mr David Pierce, plasterer, for a lease of a piece uf land in Smithfield road was left for the Finance Committee, on the motion of Mr R. J. Jones, s-canded by Mr C. M. William?. RE-APPOINTMENT. On the motion of Alderman Peter Jones, seconded by Mr R. J. Jones, it was unanimously decided to reo appoint Dr Thomas medical officer of health for the ensuing year. "SPRING CLEANING." Mr Rees Jones reported the number of houses in. spected and notices served by him during the months of January end February, as follows:—In January- houses inspected, 127, notices served in respect of w,.ter fittings, 23; notices complied with, 21; in rp. spect of nuisances, 12 complied with, 11 summoned onf.—In February—hnnae-< inspected, 168 notices served in resp> ct i,f water fittings, 18; notices com. plied with, 11; in respect of nuisances, 13; notices complied with, 9. Mr W. Thomas asked if they could make any effort now to have thorough inspection of the houses. In former times special effcrts were made in the spring to put the town in a proper condition. Mr C. M. Williams suggested that the Public Works Committee should take ihe matter in band to have a thorough springcletning. Alderman Doughton thought that Mr Rees Jones knew his duty. It would be childish for them t) act as suggested. Alderman Peter Jones said it devolved upon their inspector to attend to the vork. If there had been any neglect the committee should report the matter. Mr C. M. Williams said he knew that some years ago they used to pay special attention to that matter. Mr R. J. Jones: Does Mr Thomas know of any special oases of neglect ? He says it is a very serious matter. Mr Thomas said that, in former years, special efforts used to be made to have the t <wn put in proper order, by having the yards, &c.. inspected and cleaned. It it was childish to do that, he did not know what was nanly. Alderman Doughton Manliness, I reckon, is f. r a member of the council, when he hears of anything going wrong in tho town, to call the offiCIals atten. tion to it. If an official neglects his duty, let the r committee know, and they will treat him as he de- serves. Mr Thomas I am not in the habit of talking to the officials privately. Alderman Doughton You are snubbing them now. Mr O. M. Williams said that if they wont to cer- tain parts of the town, thoy would see as many as half-a-dozen loads of maunre taken at once from one place, when the premises should be cleared of manure when one load bad accumulated.
