THE WELSH EDUCATION BILL. It is understood that the Bill contains clauses^ providing for the conversion of existing en- dowed schools of an unsectarian character, aBd for charging the local rates with the cost higher schools. Mr Pugh has given notice that, on the se- cond reading of the Representative Peera* (Scotland) Bill, he will move "that, in the opinion of this House, it is not expedient t<6 alter the procedure at the election of Repre- sentative Peers for Scotland except by L measure providing more generally for a reform, of the constitution of the Upper House."
