TREGARON HIGHWAY EXPENDITUUE. To ihe Editor of the Abcrystvryth Observer. Sir,-I shall fool very thankful to you for allowin" me a small space in your valuable paper, to lay before your nsmorons readers a few facts with reference to i'i.' expenditure on the highways in the union of Tre- ••aron. There is a great dealof unnecessary work done, and where it is necessary it in never douo properly, nor is the work done equal to the amount paid for the doing for, what reason can there bo for paying 3d. per perch for clearing the alleys of the roads in this district-, when onr neighbour-union does not pay more than 1!1. per perch for the same work? This union, as a rule, pays 3d. per perch every year, when our neighbour- union, as a rule, does not pay ljd. per perch but every alternate year, if so often. Now surely there must be some neglect here on the part of the High- way Board, or the highway surveyor—there most be some reason for all this extravagance in our district. a-nd it is high time to find out where this great mis- management lies. In looking over the last account, i find that, in the district where I reside, each mile of the road costs £ 5 8s. and, indeed,I consider this: an enormous sum for each mile, really an extragavance, and a groat waste of the ratepayers' money. Sup- posing it be true, that half of the roads in the dis- trict require to be repaired every year, then more than £ 10 are expended on each mile of the road throughout the district. I happened to sco the adver- tisement of the highway in the union of Aberaeron, in the Aherysiu-yth Observer, bearing date, May 8th, 1875. The number of miles according to that account was 293 the expenditure, including salaries and all was .£553 6s. 7d. When at the same time in our union, in one district, 91 miles cost ns .£492. How is it that 293 miles in the union of Aberaeron only cost them = £ 553 Gs. 7d., when 91 miles in the union of Tregaron cost us £ 192? From the above, we see, that the union of Aberaeron pays for nearly 300 miles oi-dy < £ f>l more than Tregaron pays for 91 niilis. Surely there mnst be something wrong here—a sad mismanagement on the part of the board or some one else, or else the above difference coubl not exist in- deed, it is my opinion, and will be the opinion of all, I think, after reading the above facts, that the above extravagance should be looked into and forthwith cheeked. Has the highway board any control over the highway surveyors ? If not, it is useless to blame the board but if it has. I hope its members will carefully consider and weigh in the balance of common sense, and the test of equity, the above facts, and pay more attention in future to their duties, as the ratepayers' are, for the most part, abouring hard to bring tho two ends to meet, and many of them are groaning under the heavy rates now existing, and I am afraid indeed that the burden, if not soon alleviated, will become too heavy to be borne. A POOR FARMER.

TOWYN LOCAL BOARD. To the Editor of the Aberystwyth Observer. Sir, I noticed many foolish squibs placarded about Towyn and elsewhere calling upon electors to vote for so and so." Some of the persons are very much annoyed at their names being brought before tho notice of the public without tliQir permission, not liaviti"- any intention whatever to aspire to the nost while others are not eligible. Mr. John Roberts of Tyddyndu, has issued an address in Welsh as'kino- tho parishioners to elect him, because he is a Welsh- mar and a farmer. The only objection to Mr, Roberts is that he is not very conversant with Eng- lish, the business at the board being all transacted in that language. Mr. E Iwin Jones' admirers have issued another address calling on the ratepayers to "reserve their votes." Another calls on the rate- payers to vote for Messrs. Webster, Rees, and Hunt, all tried ami true," also vote for Mr. John Roberts, Tyddyn-y-berllan." It is well known in the parish who are the best men to select, and who have dono the best service sineo they have been members of the board. MUSIC FOR THE SEASON. Although the gusty, sleety weather now prevalent seems scarcely a suitable time for drawing attention to the requirements of the next season, yet, as every one knows, on this western coast the winter gives way to spring with remarkable rapidity, a week frequently covering the change. This, then, being an admitted truth, it becomes impera- tive to prepare the arrangements for the season in good time so that no slip may intervene t'wixt the cup and the lip Ne- gociations, too, as to the engagement of a Town Band necessarily occupy considerable time, and it would appear desirable there- fore that the committee should take steps without delay, to secure a body of musicians for the coming season. One of the matters which will, we suppose, be debated by the committee 's the question whether the Row- land Family should be re-engaged. The general feeling of the public seems to run in the direction of procuring a new band yearly, and under no circumstances of bringing the game musicians to the town for two succes- sive years. We trust that these words will not be misinterpreted in two ways. We have no desire to speak otherwise than in eulogy of the talented performances of the Rowland Family the excellence of their concerts was unquestioned; their open-air playing was most deservedly admired while the songs became common refrains in the mouths of the street lads-a sure sign of popularity a.nd merit. Neither, on the other hand, is there the slightest desire to influence the action of the committee in any undue way our object in this instance is merely to represent the generally expressed wish of the public. As the funds for the maintenance of the Band will be mainly derived from the subscribers, the committee can scarcely fail to do well in acceding to their wishes. If they desire novelty let it be provided and if they are of opinion that it is unwise to en- gage any Band for more than one season, the committee will attain their aims very much more easily by falling in with the subscribers' views. Prompt action should, however, unquestionably be taken in the matter. No alteration, it is to be hoped, will be made in the practice originated last year of playing in the town during the summer mornings, reserving the performances on the Terrace for the evenings. This innovation wis universally popular, and the custom sh ■: 1 -1 on no account be abandoned. The season, as far as can b8 at orosent foreseen, is likely to be prosperous, of course assuming the continuance of fine genial weather whilst the visitors remain. The ne.w skating-rink is ceriain to prove a signal attraction, as the building will be completed and the whole of the arrangements in work- ing order before the commencement of the holiday period. Meanwhile it is to be hoped that the DaHl1 committee will take speedy measures to provide music for the town and its visitors. __4 The appointment of Mr. Philip Williams as Alderman leaves a vaeancy in the ranks of the Aberystwyth C mncillors. Two candidates have announced their intention of contesting the seat, Mr. Peter Jones and Mr. J. W. Thomas, the former having been nominated by Mr. Jones, of Commerce FTo-isa, and the latter by Mr. Edward Hamer. —————— U The Bishop of St. A*aph is, we believe, the first occupant of the episcopal bench who has given pecuniary support to the University College of Wales. A paragraph in another column enumerating various donations announces that the Bishop has subscribed 50/. to the Endowment Fund of the institution. — The committee who were recently appointed to select a de-irable locality for a bridge over the Dysvuui at Towyn have come to the conclusion that the most convenient place for the erection would be near the railway bridge. The scheme is worthy of general support. That the honour of becoming a member of the Town Council is becoming less coveted and sought after is a fact more painfully apparent year after year. For a long period a seat on the board was considered as one of the highest acknowledgments of appreciation, and only those who were in one way or another qualified for the post had a chance of being returned. Half-a-dozen years ago the council included men who were not sur- passed in ability, integrity, and knowledge and breadth of views by any in the Princi- pality. The result was that during a few years Aberystwyth made rapid advances and became one of the leading Welsh watering- places. In 1872 and 1878 this happy state of affairs reached a climax, and from that time to the present most of the leading and best men have been thrown out at the elec- tions, until at last few of them remain. In 1873 no fswer than fourteen candidates con- tested municipal honours, while in March, 1876, only two men can be found who are willing to be nominated. At the next elec- tion it is not unlikely that the retiring mem- bers, should they desire it, will be re-elected without opposition. Both candidates nomi- nated for the present extraordinary vacancy issued their addresses yesterday afternoon. Mr. Peter Jones, who, it will be remembered was ousted last November, in company with Mr. Richard Morris, an old councillor, proved himself during three years to be second to no colleague for calmness of mind, clearness of views, and accuracy of facts, while his out- spokenness was the admiration of friends and opponents; this last virtue, combined with humour and sarcasm, indeed became his ruin, so to speak. Believing that duty stood before partisanship, he occasionally opposed what might happen to be the interest of some who had assisted in securing his election, and each time this occurred he lost to himself a vote at the next contest, and the result we know. Having missed him in his absence, no doubt many of the ratepayers will again do him honour by recording a vote in his favour on Thursday next. But, not to calculate too hastily, it must be borne in mind that Mr. Jones is opposed by a townsman of good qualities, legal knowledge, unbounded enthusiasm, and friendly disposition. Mr. J. W. Thomas'has not much experience of public duties, except as clerk to the School Board, and may not, perhaps, be possessed of the coolness of his rival but be is above all things a Welshman-ospecially at an anniversary dinner. If elected, Mr. Thomas may show bimself as useful as Mr. Jones has proved to be.

FAIK.—The monthly horse and cattle fair was held at the Smithifeld on Monday. There was a a numerous attendance of both buyers and sellers and the stock of animals being lar;;e a brisk business was transacted. Somp. very fine horses wer ■ exhibi- ted for sale, the prices, however, being exceedingly high cattle also realised fair rates. CHURCH NEWS.—The Lord Chancellor has pre- sented the Hpv, Mr. Jones, curate of Nolton, to the vicarage of Eglwyswrw, lately held by the Rev. Thomas, rector of Newport and rural dean The livi.ig of Llanf iir Nantgwyn, also held by the late Mr. Evans is not yet filled up. PARLIAMENTARY DIVISIONS.—Mr. T E. Lloyd, M P., voted with the majority in the House of Commons on Friday night, on the motion for going into Committee of Supply. Mr. Osborne Morgan proposed, as an amendment, his resolution in favour of permitting interments in the parish churchyards of England and Wales, either without any burial servic's or with hudal services other than those of the Church of England, and per- formed by persons other than the ministers of that Church. The resolution was rejected by a majority of 3!, the numbers being, in its favour, 248 and against it, 279. Mr. David Davies, M. P., and Mr. S. Holland, M.P., voted with the minority. PRUDENTIAL ASSURANCE COMPANY.—An adver- tisement in another column shows the .solid beiu fits which may be gained by participation in the .stock of this company, and the ample guarantees which are afforded to insurers. The business during the year ended December 31st last resulted in an in- creased scope of transactions, as compared with tne previous twelvemonths, to the extent, of 182.919/. 14s. Richard Pughe, ot the Albion Tavern, was harged by Jane Davids, domestic servant, of Princess-street, with having threat-ned to kill her on Saturday. Mr. Griffiths Jones defended. Jacob Roberts and Morris Jones, medical officers of health for the rural sanitary district of the Aborystwyth Unioi,, the annual reports for the years 187 land 1875; and from Mr. Jones the quarterly returns of sickness and deaths, mentioned in that letter.—The board have since received from Mr. Roberts his annual report for 1875.—Under these circumstances, I am directed to request that the outstanding reports and returns my be transmitted to the board without any further delay. The turncock, Mr Jesse Morgan, during the ex- amination of the bills, was ordered by the Mayor to report to th" Council, in order to obtain their sanc- tion.before cutting up the streets for the purpose of reaching the gas-mains. PUBLIC WORKS ('OMMITTEK'S RKPOKT. Mr. Jones (Bridge End) brought, lip the following report;— ■' Horse Provender.—It is recommended I hat the tender of iMr. Jenkins, Metdcerney, for hay, oats and bran, he accepted. Trces,-It is recommended that the trees on the North L-,Nvis road, ancl Queen's ro ui, he neatly trimmed without delay; also that painted boards be put up at both ends of the North Parade, cautioning children and otuers againsf damaging the trees under a penalty. Gates for Fields.-It is recommended that two new irun gates be purchased and fixed at th" entrance to the two fields opening to rlHtd. Mr Griffiths proposed that Mr. Jenkins' tender be accepted, and the motion was carried, being seconded hy Mr. J. P. Jon-s It was agreed that the trees should be trimmed as -uggested, and a motion was eatried that the work should be entrusted to the supervision cf the sur- veyor. The proposal was passed on the motion of Mr. J. P. Jones, seconded by Alderman Williams. Mr. J. P. Jones called attention to the necessity of providing guards for the trees on the castle grounds. He saw a lad last week silting on a re ■. The Mayor thought hoys would take warning by the boards which were to he put up w, ii t and WaS in a di sgra cefld condition; he was of opinion that a man should be employed there all the year round. Alderman Will.ams proposed, Mr. J. P. Jones seconded, and it w is resolved, that- railings shoubt placed in the castle grounds in order that the trees might be protected. Granted. EXTENSION OF DRAINS. The Mayor sai-: the next, matter on the w/enda paper was to receive and d-eide upon plans and specifications to bo submitted by the Town Surveyor, of sewers intended to be constructed through I\ n- ma sglas-road, Custom-House-strest, and part of S lipbuilders'-ro'v. The Town Surveyor produced the plans, and they were examined by the members of the c mneil, b ing eventually sanctioned on the motion of M-. Jones (Bridge E nd), s conded by Alderman Williams.' Tenders were directed to be invited for excavating and filling; and the plans were ordered to be revised by the public works committee. The Mayor said the next item on the pan->v was to receive and decide upon plans and specifications lor sewers to be constructed through- Baker-street and Corporation-street. The i own Surveyor submitted similar plans for the drainage of these thoroughfares. 14W Mr Jones (Bridge gnd) proposed, Mr. J. P. Tills course was adopted owing to an application from Mr. D. Witliams on behalf of the trustees of the English Congregational chapel, that the work should be completed as soon as possible. TilE GAS. The Mayor said the Council hid now to receive the report of the public lights committee as >o a fresh contract with the Aberystwyth Gas Company for lighting the public lamps. Alderman Williams said the committee had not met,andnor<portwasthreforeforthconung. It should be ready by the next meeting. The Town (Jerk urged the necessity of speedy action, and the matter dropped. THE AiinitYsrwTTH ACT. The Mayor said the Council must now I- consider and decide upon an application on behalf of G-'orge Parker Bidder,nsq,t)arriste)--at-)aw, for payment of his fees in reference to the posing through Par- liamentary committees of 'the Aberystwyth Cor- poration Act, 1874.' It was resolved that the matter should stand over im: i 1 the regular bill for the passing of the Act could be presented to the council. 'I'M-: KKKCrDX OF THE TOWN CLOCK. The Town Cletk said many years ago when the turret, was being erected several persons in the town advanced 301, each on interest in order to complete it, ati-t several of these p riies wen? now pressing for payment of the respective amounts, with interest. He added that the money might as well be paid. Several members of the council said that the money had better be paid in order that the creditors might besatisfied. The TOWII Clerk anll thc Corporation Treasurer promised that they would examine the accounts before the next meeting, and prepare a list of them for presentation at that time. The meeting was then adjourned.

THE ELECTION OF ALDERMAN. To the Editor of the Aberystwyth Observer. "Sir,—-Was not the notice for the election of Abler- man issued rather hurriedly? Is it necessary that the offi-ial notice should be circulated before the body 4f a respected Alderman or Councillor has been placed in a coffin, much less laid in the grave ? I have not a copy of the Act of Parliament before me, but if I err not the woiding is to the effect that the Town Clerk must give notice of the election of a fit and proper person to fill the vacancy within a cer- tain number of days from the time such vacancy has been notified, to him by two ratepayers. If so, the Act evidently intends that sufficient time should elapse between the death ef a member and the elec- tion as would save the candidates from the appear- of being in indecent haste, as w: s the case last October, and also this week. THE ABERDOVEY SUBSCRIPTION BAND. To the Editor of the Aberysticyth Observer. SIR,-I was a visitor at Towyn on the ifrst inst., and was a spectator of the procession of the good old Friendly Society there, but what interested me most was the Aberdovoy Subscription Band, which marched fit the head of the members. After hearing the unkind remarks which have been made, I must say I was agreeably disappointed. On making en- quiries, I find that the band has not been in existence a year, and, considering the efforts that have bean made to cripple the musicians, it is surprising to note the efficiency which has been attained. Great credit is due to the teacher, Mr. John Edwards, of Machynlleth, for his untiring labour. i find, too, this band is the real Aberdovoy Subscription Band, there being'no instrument in it which has not be- n bought with money collected from ladies and gentle- mcn of the place. They likewise tell me that there is no doubt the two so-called bands would amalga- mate, but 'for the influence of one man. It is a great pity that such is the case, as a first-class band might be formed out of the two. ABERAERON STEAM NAVIGATION COMPANY. To the Editor of the Aberystwyth Observer. Sir,—The remarks which appeared in your columns last week, treating upon tho above subject, were so lenieut, that I must, with your permission, go a little further into tho matter. As you are aware the packet has been at Carnarvon for the period of cloven months undergoing extensive repair- and during that time the transmission of goods was managed by small sloops and by referring to the report which has just been published, I find that the total amount of freights, including- paid on, to be £ 529 Gs, lid. whereas the money paid to these sailing vessels was X389 16s., showing a balance of X139 10s. lid. in favour of the company. By the mismanagement, however, of somebody, nearly all this was expended on the wages of the m ister and crew whilst the vessel was undergoing repairs, by contract; as the whole affair is a public body, shareholders have decidedly the right to ask, why this money was so extravagantly expended ? and to no purpose. The slothfulness of some, of tho partiesconcerned in the management of this affair, has become a pass- word, and all those who have a share in tho company ape by some objects of pity and by others of ridicule. Objects of pity, because they have 1 lid out money which they could not very well afford upon an invest- ,s ment which has now proved so worthless objects of ridicule because they suffer themselves and their interests to bo handled in snch a reckless manner. A question that has often been asked, which has never been solved is, why can not the directors declare a respectable dividend ? I will volunteer to offer a few suggestions which, if they undertake to adopt, will be the means of opening a now era for the company. A little more secularism and a little less avidity for staying at certain places on Sundays" and through that delaying tho transmission of goods at a considerable expense, would, I am sure, be found very beneficial. It is a well known fact that the steamer finds herself in a port where a Methodist ical servioe is conducted on Sunday; it is not known whether this IS an accident or premeditation on the part of some one whose relish for religion is more than his desire to do his duty towards his employers. One thing is well known, that through the above practice the packet has been called Steamer Dydd Sul." Another suggestion I would offer, let tho directors see if there are not officials who are not too well paid, and if there are not some whoso services could he easily dispersed with without the least dis- advantage to the company. Why was the steamer delayed for over a week at Bristol to wait for a new register and to adjust the compasses? could not these things be looked into whilst she was lying idle at Carnarvon ? Surety the money the master and crew received was sufficient to demand such a small service at their hands. If the remark of your correspondent is true that new blood is to be imported into the board," I would advise them to plunge the lancet deep, so as to give a free flow to the old blood, which has [:ow become stagnant and putrid, and unless that bo done we shall only have a recurrence of what we havo hitherto seen, viz., no dividend. The first load brought by the vessel after boinfi- repaired, consisted of about 6 tons of firewood and a large quantity of straw, whereas two cargoes were left behind at Bristol, and the loss of freight by bringing those cabbages was about £ 10. I trust that these few remarks and suggestions offered will be of advantage to the shareholders, and that when the next report is published, a balance in favour of the comp.-tny, instead as of now a balance against of X118 Is. 6d., will be declared.
