PROPOSED POOR LAW UNION FOR…
PROPOSED POOR LAW UNION FOR BARRY AND DISTRICT. A LITTLE more than twelve months ago a movement was set on foot by the Barry Chamber of Trade for the establishment of a separate Poor Law Union for the Barry dis- trict, with some of the parishes immediately- abutting thel-eon. In view, however, of the probable passing of the Parish Councils Bill, which was then about being introduced to Parliament, the question was allowed to stand in abeyance for a time. Since then the Parish Councils Act has become law, and the Local Government Committee of the Glamor- gan County Council having determined, for the purposes of this Act-the provisions of which will come into operation in November next-to rearrange and remodel the Poor Law areas of the county, at the suggestion of that committee, the movement for the formation of a separate Poor Law Union, with Barry as its centre, was revived on a more extensive scale even than was at first intended. The proposition now is to form an Union com- prising the whole of the No. 5 district of the Cardiff Union, including the parishes of Barry, Bonvilstone, Cadoxton, Caerau, High- light, Lavernock, Leckwith, Llancarfan, Llan- trithyd, Llanvythin, Merthyr Dovan, Michael- stone-le-Pit, Michaclstone-super-Ely, Pendoy- lan, Penmark, Peterstone-super-Ely, Porth- kerry, St. Andrew's, St. Bride's-super-Ely, St. Pagan's, St. George's, St. Lythan's, St. Nicholas, Sully, Welsh St. Donatt's, and Wenvoe. A strong local committee has accordingly been formed at the invitation of the Barry and Cadoxton Local Board, and the members of this committee embrace represen- tatives of that body, with those of the Barry Chamber of Trade (the original parents of the project), together with the guardians of the various parishes interested and other gentlemen. The name of Mr Hees Phillips, one of the late overseers of Cadoxton parish, has been included in this committee, and this gentleman, who has made this important subject one of special study for years, has prepared an elaborate table of statistics, showing how the ratepayers will benefit by the establishment of the pro- posed new Union compared with the state of things under the existing system. For instance, it is claimed that the entire cost of building and maintenance of an Union for the No. 5 district would be, under present cir- cumstances, about £7,785 a year. This, contrasted with the amount paid by this f district to the Cardiff Union last year,. £11,354, shows a direct saving of £3,569, or nearly half of the entire expenditure. The scheme, which we annex, propounded by Mr Phillips at a meeting of the committee held at Cadoxton on Thursday last, viewed from whatever aspect, is a comprehensive and instructive one, and we feel confident it will receive careful consideration at the hands of the capable body of gentlemen who have been appointed to submit recommendations to the Local Government Committee.
