BARRY LOCAL BOARD AND THE BARRY COMPANY'S BILL. THE cry of down with the Local Board will again be raised, probably, in some quarters in connection with the action of this authority, at its last meeting, with reference to the Barry Company's Bill now before Parliament. A moment's reflection, however, will convince the general body of ratepayers that the step resolved upon by the Board has only been taken reluctantly and in protection of the interests of the district. As far back as four months ago, the Barry Com- pany were asked through their solicitors, Messrs Downing and Handcock, to insert certain reasonable clauses for the protec- tion of the ratepayers' interests in their Bill, but up to the present nothing what- ever has been done in the direction of satisfying the wishes of the Board in fact, the only communications which Messrs Downing and Handcock have condescended to address to the Local Board are a couple of formal letters shelv- ing the issue. We fully concur with the remark of Dr. O'Donnell, at Friday's meeting, that the attitude of indifference taken up by the Barry Company's solici-. tors is intended solely to place the Local Board out of court so far as concerns the possibility of entering objections to the Bill. With one voice, therefore, the Local Board have passed resolutions to take the necessary stops to oppose the Barry Bill when it comes before a com- mittee of the House of Commons, and we venture to anticipate that when the formal consent of the ratepayers is sought it will be given with equal unanimity. Indeed, the Local Board may go further, and rescind its resolu- tion in support of the measure unless the Barry directors, as a body of business men, will treat the Local Board in the matter with that courtesy to which their responsible and representative position entitles them.

The contest for the triennial election of COGAN SCHOOL BOARD the Cogan and Llan FLECTION AND dough School Board, TUB PRESS. which takes place next week, is distinguished by one special feature -the fact that in almost every instance the candidates have declared themselves to be more- progressive and democratic than their prede- cessors, in so far as they approve of the ad- mission of representatives of the press to the meetings of the Board. Hitherto, this boott has not been allowed, although we have for a long time strongly advocated this much needed reform. Why a public body like the C'ogan. School Board should conduct its business in private we have been utterly unable to under- stand, but it is satisfactory to look forward to an improvement in this respect in future. We hope, however, arrangements can be made "wnich will enable us to take possession of our new premises not later than the 1st Augusts In the meantime, we appeal with confidence to the public generally of the district to continue their valuable support, both in the printing and publishing departments, until we are settled down in the new central premises in Barry Dock. The business of the company is developing so satisfactorily that it has been found that the provision of specially-constructed and extensive works to accommodate the growing business is a question that cannot be any longer delayed. In all matters, affecting the rela- BARRY CARPENTERS AND tions between capital JOINERS AND TIIJUR and labour in this EMPLOYERS. district we have always endeavoured to maintain a strictly neutral and impartial attitude, giving the representatives of both parties the same oppor- tunity of laying their views and claims before the public. The same course of action has dis- tinguished our connection with the pending dispute between the carpenters and joiners of the district and their employers upon the wages and other questions, but this week we feel that a sense of justice impels us to offer a word of comment upon the extraordinary behaviour of the master builders in the matter. A meeting of the employers and representatives of the men. was mutually arranged to be held at Harry". Restaurant, Barry Dock, on Thursday eveping last, when each one of the employers personally promised to be present. The men's representa- tives attended in due time, but although they waited for nearly two hours not one of the employers put in an appearance. The matters in dispute, therefore, still hang in abeyance waiting the final determination of the men as to their future course of action. We feel, in common with the public generally, that the attitude of the employers in openly deceiving the chosen representatives of those in their employ was at once mean and unmanly, and we do not hesitate to state the men would be fully justified if they precipitated a strike as a protest against the utter want of honesty and integrity displayed by those whom they might reasonably have regarded as being possessed of at least the elements of dignity, uprightness, and honour. It is doubtful whether those who have not cooked food by gas have any idea, both as regards labour and cost of gas, of the economy with which food--in large and small quantities—can be prepared. It is more particularly with preparing food in small quantities, as suited to the wants of many small householders in the district, that we offer a few remarks. Having had an opportunity during the past few days of seeing some of the statements verified, chops grilled, and water boiled in measured quantities, we can confidently vouch for the accuracy of this part of the ex- periment, but we are invited as arbitrators, and as acting in a public capacity on a public paper,. to test all the claims, and make known the. result, and are also invited to bring others tflf witness the results if necessary. This is mani- festly fair to all concerned. We are likewise at. liberty to make public any discrepancy or state- ment that cannot be fully verincd. We advise our readers to accept the cordial invitation and inspect the stoves for themselves at the Gas Offices, Holton-road, Barry Dock. There is another point of interest which presents itself. Cooking is now taught in the board schools as part of the general education by use of gas. stoves, provided from the Gas and Water Offices. Every girl, therefore, has an oppor- tunity of carrying out cooking by means of the fuel provided at the doors of all the houses, and in many cases the pipes are already conveniently fixed. One word of caution, however, is necessary. It is possible to waste gas as it is possible to waste coal or other fuel, or be wasteful in many other things. A few hints are, therefore, given to avoid waste. First, know what it is intended to cook, and have it ready. If hot water is wanted, as soon as the water boils, the gas should be turned out or turned down to a low point. Water is no hotter after half-an-hour's boiling than the instant it boils. A little economy studied and a little care exercised will, we are sure, ensure complete satisfaction in the matter of gas cooking.
