RAILWAY TRAFFIC LOCAL CONTROL…
RAILWAY TRAFFIC LOCAL CONTROL BILL, 1893. MR. A. J. "WILLIAMS, M.P., the member for South Glamorgan, has introduced a Bill into the present Session of Parliament for the pur- pose of providing simple and effective machinery by which the public may obtain an inquiry into and decision of complaints against Rail way Com- panies. The Bill is backed by Mr. Williams himself, Major Jones, Mr. Brunner, and Mr. Burqjerbut it is understood that the Bill has really been prepared by our member, Everyone knows the great difficulty that has arisen in the past from the fact that it is no easy matter to bring any complaints successfully against a big Railway Company. The task of bringing cases before the Railway Com- missioners, is such a long and expensive process as to practically render it impossible for any body except a rich man to do so. The Railway Companies with their large capital have in the past adopted the policy of contesting most of the complaints raised against the in, and the practical results have been that no one except the very rich and influential have been able to successfully sustain a complaint against the big Railway Companies. Mr. A. J. Williams' Bill provides a scheme by which the public may obtain on the spot an inquiry and a summary redress, if their com- plaints can be proved. The Bill directs that the County Council, either itself, or in consort with other County Councils, may appoint a Traffic Committee. One-third of the members of this committee may be chosen from outside the Council. To this committee any person, firm, company, or Local Authority may present a complaint when a Railway Company fails to provide the following :— (1) A sufficient number of trains. (2) To provide carriages with sufficient light and heat. (3) Proper arrangements for the issue of ordinary and season tickets. (4) Reasonable ordinary return and season ticket fares. (5) Proper time tables and information. (6) Suitable workmen's trains at reason- able fares. (7) Sufficient and convenient station and other acoommodation. (8) When two or more Railway Companies fail to make proper arrangements for inter- changing passenger traffic, when they have terminus stations adjoining or near each other, or a portion of the same line of railway in common. (9) That the Company itself receives* forwards, and collects goods, &c., at reason- able rates and without giving any undue and unreasonable preference. The Traffic Committee may be assisted by a representative of the Board of Trade, and the Bill contains a clause with an expeditious appeal to the Board of Trade from the Traffic Committee. It will be seen that if the Bill is passed now it will be an extremely useful measure. The Railway Companies throughout the Kingdom have all obtained by Act of Parliament special privileges they are almost all practically monopolies, and there is a strong f 3eling that if these great monopolies are to be allowed to belong to private persons, they must be regulated and conducted in a way that will meet with public approval. Mr. A. J. Williams's Bill would give con- siderable power both to the public generally, and to local authorities, as representatives of the public, to see that the Railway Companies carry out their important public duties with due regard for public convenience. The Traffic Committee would be able to control the management of the railways in the county. If Mr. Arthur Williams' Bill had been passed into law, there would have been an easy method of compelling the Barry Company to run trains from Barry to Pontypridd. The Taff Vale, Barry, and Great Western Railway Companies would have been compelled to arrange for a through service of trains from Barry to Cardiff. The miserable station accommodation at Penarth Dock would have to be materially im- proved, and Cardiff Station would have to be made large enough for the requirements of the traffic. These are some of the examples of local benefits which would be derived from the passing of the Bill proposed by Mr. Arthur Williams. As our readers know, it is extremely doubtful whether any Bills promoted by private members will have any chance of becoming law during the present session of Parliament, but we hope that Mr. Williams, if he is not successful in getting his Bill passed this session, will bring it in again, and that the day is not far distant when we shall see a Traffic Control Committee for the county of Glamorgan.

LOCAL NOTES. THE LOCAL BOARD. We congratulate the Barry and Cadoxton Local Board upon the expedition with which the business of their annual meeting was dis- posed of, and upon the kindly feeling which prevailed on every hand. It was a foregone conclusion that Dr. O'Donnell would be the Chairman for the ensuing year, taking office bv seniority. From the course which events are now taking it is probable that he will be the last Chairman under the present system, and that before another annual meeting comes round election by ballot for the Local Board will have become an accomplished fact. We hope tha.t such will be the case. THE NEW LOCAL BOARD MEMBERS. The Local Board at its meeting dn Wednes- day did well to ask Mr. J. Jewel Williams to accept one of the vacant seats. And we think
