TEACHING OF WELSH IN ELEMENTARY…
TEACHING OF WELSH IN ELEMEN- TARY SCHOOLS. Our readers are, doubtless, aware that Welsh is now one of the subjects which can be taught in our elementary school as a specific-sub- ject. No school, however, is compelled'to'tfeac&i a,, specific" subject, and the consent of the School Board must be obtained for the teaching of such a subject. Hitherto, no speoific subject of any kind has been taught in the elementary schools at Barry. The schools are newly- established, and until lately the roads have been so bad that the attendance has been far from regular. The consequence has been that the higher standards have had to be, to a great extent, forced, and the teachers have had as much as they could do to bring the schools up to the ordinary pass standard. In future, however, we hope for better things. The district is gradually becoming more settled, the attendance is weekly getting better, and the schools are being so well trained by able and efficient teachers that it will soon be possible to take up "specific" subjects in the higher standards. The Welsh people of the district are naturally anxious that their children should be taught Welsh in the elementary schools. There are very many cases in the district where Welsh is the home-language, but where the children are able to speak English only. No one seeks in any way to prevent the spread of English. But the contention is that a know- ledge of English does not preclude a knowledge of Welsh, and that not only is it easier to teach English through the medium of Welsh, but that the English learnt in that way is better and purer than the English of the average monoglot English boy. The experience of Mr. J. E. Rees, the head- master of the Barry Board Schools, on this point, which will be found in another colnmn, is most valuable. Not only," said Mr. Rees, did I find that by teaching tho children Welsh I was teaching them English, but I was also. teaching them English in a far superior way." From the report of inter riews with the local headmasters, which is published in another column, it will be seen that there are no prac- tical difficulties in the way of teaching Welsh as a specific subject. It only remains for the new Board, which will meet-in a few weeks' time, to introduce into the schools the teaching of Welsh. One remark of Mr. T. Higman, the headmaster of the Holton Board Schools, is worthy of careful attention. Welsh is placed on the same basis as Latin, or French or Chemistry, and the onus will rest on the advocates of the teaching of Welsh of proving that the teaching of Welsh is more valuable than the teaching of Latin or French or chemistry. "It will be a question of value," as Mr. Higman put it. There is much truth and force in Mr. Higman's contention, and unless the teaching of Welsh can be proved to be attended with better results than the teaching of other sub- jects, it would be absurd in these days of keen competition to expect Welsh children to be handicapped in the race of life by a mawkish, sentimental affection for the Welsh language. We concede, in the first instance, that a know- ledge of Latin is more valuable to the scholar than a knowledge of Welsh and we concede also that a knowledge of French or German is more valuable to the commercial man. But we are still prepared to prove that the teaching of Welsh in our elementary schools would be attended with better educational results than the teaching of any other language or subject. We take it for granted that the be3t possible education, in the strict sense, that is, the best mental training, is to be found in the literary and scholarly acquaintance with two or more languages. This has been conceded by the greatest educationalists of every age. Wealthy Englishmen have recognised this long ago, and they spend large isums in order to give to their children this education. It is out of the ques- tion to expect the parents of children in our Elementary Schools to do the i-ame and we contend that the teaching of Latin or French as a "specinc "subject for a year or two would not be attended with the same results. The boy would, as a rule, get no real training he would only pick up a smattering of the language. The teaching of Welsh, on the other hand, would be a real training to the Welsh boy. He would be acquiring as great a know- ledge of the idiom and construction of Welsh in a few years as the ordinary English boy would of Latin or French only after many years' hard application. In other words, the child of the poorest Welshman would be getting as good a training as the child of the richest English- man. After such a valuable training in the Elementary School, it would be a much easier task for him to learn a third language like French or a uew subject, like chemistry. It
