AGRICULTURE IN THE VALE OF GLAMORGAN. The Vale of Glamorgan is differently circum- tanced to any other agricultural dis;.ri :t in Wales. The sea-coast which forms its southern boundary is studded with thriving seaports, while it is bounded on the north by the richest coalfields in the world. This has had the effect of prac- tically draining it of its agricultural labourers. At the public inquiry which Mr. D. LLEUFER THOMAS, the Assistant Commissioner for Wales under the Royal Commission on Labour, held on Tuesday at Cowbridge, it appeared in dis- tricts east and north of Cowbridge the native labourers had entirely disappeared, and had been replaced by English labourers from Hereford- shire, Wiltshire, Somerset, and Devon. Not- withstanding the fact that there is going on a continual immigration of English labourers, and that labour-saving machinery has been more I largely introduced in the Vale than in any other portion of the Principality, there is still felt such a scarcity of labour that the wages of the unskilled labourer are abnormally high, and very many farms are being neglected through an insufficient supply of labour. Nothing is so remarkable in the evidence which was tendered before the Commissioner as the animus of the farmers against the labourers. One of the witnesses frankly said that the labourers ought to hold their cottages of the farmer, for then the farmer would have greater authority over the labourer. No labourer would dare to be too independent if the farmer had the power to deprive him at a week's notice of his cottage and garden, where the crops which he had himself sown were ripening. In the same spirit, great objection was taken to the custom among labourers of keeping a pig or two, and the farmers evidenly looked upon this prac- tice as one to be discouraged. There was a tendency to lay on the labourer most of the blame for the depression in agriculture, and many openly regretted the disappearance of the good old times when plenty of labourers could be obtained for 10s. a week. The relations between farmer and labourer are entirely com- mercial. The old sympathy is no longer felt the interests of one are supposed to be antago- nistic to those of the other. The labourers no longer beard in the farmhouse with their masters; and the hard business-like relations of master and man are no longer softened by constant and intimate intercourse on the hearth. The old patriarchal relations between employer and employed have disappeared for ever. Nothing now binds together the two classes but mutual self-interest. It is interesting to note the difference that still exists in these relations in different parts of the Vale. In the parishes round Llanharran and Welsh St. Donat's, English labour has alto- gether superseded Welsh labour, and there is no sympathy or community of feeling between farmer and labourer. The farmer looks upon the labourer as a natural enemy, and is anxious only to acquire greater authority over a servant whom he considers to be too indepen- dent of him. In parishes further remote from the mineral districts, such as Llantwit and Lan- maes, some of the old conditions of Welsh agricultural life still remain. Occasionally the farm servant boards with his master the labourers' wives are still willing and able to milk the cows, and to attend to the dairy the labourers are still generally Welshmen, and their employers have no decided objection to their keeping a couple of pigs. The scarcity of labour, though known, is less acutely felt in these districts than in the more English parts and while the scarcity in Llansannor and Welsh St. Donat's was first felt about 20 years ago, the scarcity has hardly been felt in Llantwit Major and Lanmaes for more than 3 or 4 years. One of the gravest results of the scarcity of labour has been the almost entire abandonment of dairy farming. The remedy for this has often been insisted upon. The labourer must be placed back on the soil, and must have a personal interest and stake in the land. England is the only country in Europe were the labourer has been divorced from the 'soil by the economic changes of modern times and until his connection with the soil is restored, it is useless to expect him to resist the temptations of greater pay, greater comfort, and greater leisure which the towns afford. In giving the labourer allotments, two things should, however, be kept in mind. In the first place, he should not be placed at the mercy of the farmer, who can, if he so wishes, dismiss him from his cottage and allotment by a week's notice. In the second place, the allotment
