BARRY AND CADOXTON LOCAL BOARD ELECTION. 10 THE ELECTORS. LADIES AXD GEXTLEMEX, Hiving been invited to become a candidate at the tbove election. I have consented to do so. The gjowth of the district has been so phenome- nally rapid that I would advocate the adoption of sufficiently adequate measures to hasten the cor- striction of roads and sewers, so as to have the w\ole of the district in a clean and proper con- dition before the next winter. Amongst other -easons for your support I base my claims on the following—Firstly That being perfectly indepen- dent I would only study the interests of my fellow ratepayer;; generally throughout the whole of the district. Secondly I have special knowledge of sanitary matters, which are of great importance in a new place and lastly. I reside in the centre of the district, so that I have an intimate knowledge of the requirements of the inhabitants of that part as yet without a representative on the Board. INTERMEDIATE SCHOOL AT BARRY. THE JOINT EDUCATION COMMITTEE for the COUNTY OF GLAMORGAN having offered to establish and maintain an Intermediate School in the Barry District, on condition that a freehold site be obtained free of cost, and the sum of C 1.500 raised towards the cost of erecting a suitable building, it has been decided to appeal to the public for subscriptions towards this object. I THE NATIONAL UNION OF TEACHERS. The schoolmaster has not received from writers, and especially from novelists, the defer- ence due to a man who holds such an import- ant position. Dickens seems to have felt a positive hatred for them and Thackeray, though more kindly disposed, did little but caricature this class. Possibly this may have been due to a feeling of revenge for early vigorous disci- pline. A story is told of a certain captain of the Queen's Navy, whose school life had given but little promise of his future success, that he invited Dr. Bushby, once headmaster of West- minster, on board the vessel of which he was in command. When the doctor had boarded, the captain ordered all hands to be piped on deck for punishment. When all was ready the captain turned to the boatswain and said Give this dashed old scoundrel three dozen," and the astonished doctor had no course but to submit. We are glad to think that this feeling has now disappeared. Teachers seldom now have to resort to corporal punishment, and the best- disciplinarians never have occasion to do so. We arc pleased to have the opportunity of welcoming for the first time to Wales, the National Union of Teachers, whose annual con- ference is now being held in Cardiff. The Union has already done much good in effecting a reform in the system of payment by results. Under the old system an efficient master with bad material to work upon, received less grant than a less capable master with a bright class of boys. Inspectors of schools, however, under the present system, must take into consideration, not the amount of knowledge possessed by the boys, but whether the master has done his best for the boys under his care. The abolition of the old iniquitous system is due to a great extent to the exertions of the National Union of Teachers. The Union is not, however dis- posed to rest on its oars. The reforms which it now advocates are many and far-reaching. The first, of course, is free education, on which all sensible men are now agreed. The second is to secure a fuller liberty to the schoolmaster to classify his children according to their abilities and progress. The third is to ensure the election of more competent men on School Boards by extending the School Board area. It is also demanded—and quite reasonably- that the Inspectorate of Schools should be thrown open to elementary teachers. Teachers also have the same grievance as farmers. They have not a fixity of tenure, and are therefore exposed to the whim or caprice or tyranny of their employers, who are often men of little or no education. The Union claims that if a. teacher is competent, and nothing is advanced against his moral character, he should have an independent and absolute right to his post. This claim, as ,the farmers' claim, is only fair and just. Other officials are treated in this way. The master iof an Union or the Union doctor, or the relieving officer once he is ap- pointed, can only be dispossessed on the ground of dishonesty or incompetence. Surely the position of men who hold such a responsible post as the teachers of youth should be made quite as independent of petty quarrels and jealousies. We are glad to notice that the Rhondda. teachers head the list of subscribers to the Orphan Fund. It is perhaps the best possible way in which Wales could demonstrate its hearty welcome the N.U.P. Great credit is due to all the teachers, and particularly to Mr. P. John, Llwynypia, for their splendid work. ————<<"————- THE AMALGAMATED SOCIETY OF RAILWAY SERVANTS. In another column will be seen an account of the gathering of the local branch of the Amalgamated Society of Railway Servants on Good Friday. The gathering was a brilliant success, and the proceeds were given over to aid the Orphan Fund in connection with the Society. We are glad to see that the Fund in spite of the great expenditure, is in a position to meet the heavy demands upon it. In other European countries-for instance in Germany- the Government compels every workman to put by a part in of his earnings as insurance. We are not sure whether this would not be a good plan to adopt in England, were it not for the fact that in this country men like to trouble the State as little as possible in those matters which private associations can carry out. If the same praiseworthy enthusiasism were shown by other societies in this matter, as by the Railway Servants Society, Government intervention would be unnecessary. We congratulate the society, and especially its local branch, on the good work they have done. We are sure that their appeal for help on account of heavy calls on their fund will not be made in vain. MEETINGS AT CARDIGAN. On Tuesday there were very important meet ings of the South Wales Liberal Federation at Cardigan. Resolutions were passed in favour of the Reform of the Land Laws, the ending or mending of the House of Lords, a measure of Home Rule for Wales, and the Disestablishment and Disendowment of the Church in Wales. The proceedings, which were carried on for the most part in Welsh, were very enthusiastic throughout. Of course the questions which excited most interest were the Land Laws and the Disestablishment of the Church. Several farmers who had been or were being distrained upon took part, and expressed their unalterable resolve to fight to the last the battle of religious equality. One old farmer-whose speech has unfortunately not been reported—expressed the feelings of Welsh farmers in regard to the tithes very concisely. "What" he said, has the parson done that he should claim a tithe of my produce? When I went first to live on my farm, I carted off loads of dockleaves from it, and the parson never claimed his tithe of them. But when I have struggled and
