THE THREE MOST Pkominent Men of the Liberal party spoke last week two daya before Lord Beaconsfield delivered his speech at tha Guildhall, vet his lordship found no occasion to make a very direct al- lusion to their utterances. The serenity of his mind was shown by his commencing his speech with remarks on the Indian Famine, which extended to considerable len-, r li. On that subject he was addressing a aympaih- etic audience assembled near the head- quarters of the fund, aud nearly I all of whom were probably sub- scribers to it; but it was 8initkmt that he could do nothing but ct)riLr,Lttit;tte and compliment. He eulogizod the benefi- cence of the Indian officials iu tho emergency but he could not say that anything wm being done or might be done to prevent a recurrence of Siich dreadful calamities as these Indian famines. With all the money yearly spent out of the Indian revenues on irrigation and other public works, the Premier could not point hopefully to t hese as likely soon to relieve our great De- pendency from the possible recurrence (,f famines. If we have no hope c-Se.ed from such a quarter, and if Lotd Beaconsfield could only deal in congratulations and com- [Jlunent, withou t gi ving any real information or rea.;isurance, it is to be feared we inusr, make up our minds to meet such calamities every now and then, and consequently, to raise fresh Indian Famine funds, now that s,) grand a precede.it has been set. From famine to w,ir w Lq h. natural transition to an oratur like Lord Beaconsfield, and here he was full of con- gratulations again, with felicitation* of his .)wn Government, that this country had done everything possible to preserve the peace, bat had avoided being emau^ltd i the war. It was at one time a charge against his Government that it had not pll: that pressure upon Turkey which mighi have prevented war, that it had encouraged the Turk to resistance by giving him reason to expect British support, and that it had only been restrained from war by the inter- vention of the Liberal party. For the first time, perhaps, our position received a definite name when Lord Beaconsfield SIIIlIP timesince termed it "conditional neutrality." It was only fair to Lord Beaconsfield, after his eulogy upon the vigour and courage dis- p ayed by the supposed effete Turkey, to acknowledge the valour of the Czar's armitls. Bu t we fear the Iftursiaii iiloililreli will not agree that his troops have done all that is necessary for the honour of their arms and we surmise that b dh he and the Sultan will think it ill-timed pleasantry to find the British Premier telling a numerous and distinguished assemblage of his tlial- there ought to be hopes of peac because in reality there wad nor hit 10 fight about, the Sultan huing willing to grant all that Russia demanded for his Christian subjects. If su, wli,it a terrii>le misunderstanding there must have been and how purposeless is all this nloodshed Why should we bo called upon to exercise p;ttleiice if Lord Beacons- fidel was speakin sober truth, and not, as we believe indulging in misplaced levity? If it is elnlya misunderstanding, why did t he neutral Powers not clear it up before a blow was struck, and why do they not now j hasten to explain matters and res.ore pe .cc ? I \s regards home polities, the Premier, of course, had it all his own wu,y. Toe countiy is quiet and contented now if it wants to remain so it will remain under I the sheltering wing of Conservatism bui if it wishes to see its various infere.vs and classes worried and harassed again, it h..s only to Transfer i: s allegiance to Liberalism and it is curious that the speech of Mi- Bright at Kochilale seemed delivered, as it were, on purpose to give point to this out- party sarcasm 111 Lord Beaconstielcl's speech.

IT skems to ue the FAT of France al- ways to be in a political cums; but her crises are not like ours. Here all ad verse vote is given against Ministers In the House "f Commons, and they either resign at mice or appeal to the COUll try at the first parti- | cular opportunity, -f they resign, or if the verJict of the country be unf vo irJil to hem, a new party at once cmes into power, and the government of the country proceeds as smoothly as before, though per haps on rather different principles. It is quite otherwise ill France. There there in power last May a Ministry IV hidl I had the support of the majority oi the Chamber, that Assembly, too, having been recently elected, but the C-binet were so displeasing to the President of the Re- public that he dismissed tli,-ni, nd nut in their places men who could not face the >Tation;'il Adscmbly. That boLly, with tlw concurrence of the Senate, was, therefore, dissol ved. So far matters were c rrielll with rather a high hand for a constitutional country but there was perhap-i uothing ibsolutely illegal done. The nation was appealed to, and it gave its reply umnis- I takeably. Notwithstanding all the official influence brought to bear on the elections, 1 rhe n ttional decision wa3 against the M ir- i shal's reactionary Ministry, and, si.ice he personally connected himself with them against him also. But there appears to be no signs of submission to the national will. It is true, it has been several times intimated lately that the Ministry were on ttie point, of resigning; but we are told iln.t ;iie Marshal refuses to release them from office and, in any case, the man who have been mentioned as their possible successors would not command the support of the Chamber. They would be reactionary, II like those now in power, and so far inferior to these in political character that thy. would consent to carry on an unconsti- j tutional conflict from which their prede- cessors shrank. They would, of m ccssity. be men of less standing in the politic)) world, and it is not likely that their domination would be endured whure th,t of more reputable Conservatives Was found intolerable. If the Marshal -be! determined to rule with the present or a, v Conservative Ministry, he cannot consti- [ tutionally do so with a hostile majority in the Lower Chamber. He will have to defy that majority which inean3 defying the Chamber and the country. Already it is said that he intends trying to get the Senate to vote the budget, or to consent to a second dissolution of the Chan ber. Either course would be elearly illegal, antl we cannot believe that the Senate wfw4il,t become his accomplice in such illegality. In obtaining the last dissolution, he had the support of the Orleanist sonatorii bu the Orleans Princes, with their usual H?.' sening policy, are deaertia? the M?hS Aalo?? it was & qu?uu of providing hun, if possible, with ?
