A The ordinary meeting of the Cardiff Board of Guardians wae held at the Union Workhouse on Saturday, Dr. Paine pre.itling, THS SXFORCKUNT OF THK VACCINATION LAWS. In connection with the matter of the pro- posed prosecution of persons failing to comply with the vaccination law Mr. Beavan called aitention to the debate initiated the previous night in the H»use of Commons by Mr. A. O'Connor, who had proposed the omission in tne Local Government Board grant of £16,500 on account of public vaccinators. Mr. Beavan said it would appear from the state- ments made in the course of the debate that prose- cutions for non-compliance should only be taken up after » very careful investigation into the cir- cumstance. of each case. The Chairman observed that vaccination or re-vaccination was very essential, the operation b*i»g undoubtedly beneficial. As a matter of fact, the law was not enforced in the cases of persons not complying except after full and comnlete investigation. The Local Board hove issued placards appeal- ing to householders to be careful and saving in the use of water, and giving warning that pro- ceedings will be instituted in any case of vvaqte which may be brought to tlieir knowledge. The notices served upon the railway companies, that the board cannot continue t,) supply ""ter from their works for locomotive engine*, have occa- sioned a great outcry on the part of the companies, who will be very seriously inconvenienced, and if the restriction is enforced the London and North Western trains, at all events, ill be obliged to c,am running into the town. At Saturday's meeting of the guardians it was decided tore-open two old wells on the Workhousa premises, and to have the pumps put in order, so that in case of necessity that source of supply might be utilised for the purposes of the institution. Among the nearly 200 entries in the various events were several well-known athletes of Newport, and one or two from Cardiff, one of whom was successful in winning a prize. In the 120 yards handicap five Newport men competed. their names and handicapping being:—G. tV. Davies, 4 yds.; W. Keyse. 7 ydt., A. L Pell, 10 yde.; George Davtes, 4 yd; and G. Dickinson, Newport C.A. P. and T.e.. 10 YM. In the first and third beats G. W. Davies nd Pell were first; in the second round, in which the first man In each M the ten hents ran, Pell pined first place and Daviss second, and the final was won by Pell by hall-a-yard, Daries being unsuccessful in getting a placa. F.J.Rees,Newport C.A.F.C andT.C., entered, and was given 20 yds. in the 220 yards handicap, but failed to secure a prize. Four New- port men entered for the quarter-mile handicap- W. Keyse, who had 20 yds.; G. W, Da vies, 18 yds.; A. E. Pell, 20 yds.; and G. Davie*, IS yds. By gaining second place iq the heat Keyse wa. able to run id the ftnaj, but was unsuccessful. There were 69 competitors in the mile handicap, the entries inciudiug G. W. Davies, A. E. Pell, G. Daries, and I G. L. May, Cardiff H.F. and A.C. The prizes went to E. Bell, Bristol ;H. Mfeen, Brittol, and H. Dinielf, Gloucester.
