I SWANSEA TOWN COUNCIL. I A monthly nmeting of the Swansea Town Council was held at the Guild-hall on Wednesday. The Mayor (Alderman E. R. Daniel) presided, and there were also present Aldermen T. Ford, W. Thomas, and 1". A. Yeo, and Councillors J. Cady, W. Williams, T. Freeman, Edward Bath, J. Glas- brook, Thomaa Jonus, James Jones, H. D. Ournie, I). Ttiomas, H. A. Chapman, T, Trew, J. Lewis, E. H. Bath. and W. J Reps. WATCH COMMITTKK.—THK SUNDAY tlXJSINU PROSECUTION. Mr. Olasbhoom, while the minutes of the Watch Committee were being considered, asked who was to pay the exponses (If responding to the appeal ngainst the stipendiary's decision in the licensed victualler's case, which had been quashed. The stipendiary said on licensing day that the publi- cans could sell on Christinas Day and Good Friday, but when the first case was brought beforo him lie altered hi. miml. Mr. Frkkvan asked whether it was competent for the corporation to curry the appeal further. The Mayor said the town-clerk would report noon both questions at a future meeting. TilE TOWN-CLKIIK AND THK COLUfOK AHIHTHATIOS, The Mayor drew attention to the remarks made at tile last meeting of the Cardiff Corporation with reference to the action of the Swansea Town- Clerk in writing to the College arbitrators after the proceedings were closed. His Worship sniol that, notwithstanding what their Cardiff friends had Mid about this letter, ho thought the council would agree with him that the course adopted by the town-clerk, unJer the circumstances, was qUite. right "nd proper. It would have been unfair lo the borough to allow any mis, statement which might have influenced the minds of the referees to pass unchallenged. He thought it would only be right for the council Ui express their approval of the action of tho town-clerk. Mr. Buhnir suid he quite agreeil Willi the portion of the town-clerk's letter re- ferring to the tirst ueputation. It was thought desirable that that deputation should be, us far as possible, contined to members of Par- liament, and ho thought, the town-clei-k was iusti- ?,,d in giving the explanation. As to the latter t):,rti?)ti of the letter lie could only say that he knew nothing about it. Alderman Ford said he thought the town-clerk was perfectly justified in explaining why it was tint a large deputation did uot appear on behalf of WII"SC", but their CardiiV friends were right in thinking that this was not tho proper time to bring the mutter forward. It should have been mentioned when both p"rtio. were before the arbi- t mv)l'S, li t h9 town-clerk thought it was right to put the m tUN' Str?tight he should have commu- 'nc?..dwit))<h?Ctt?))<tMth..ntietftn??vi.) thenl cor tli* step he was about to take. That would have given them fin opportunity of answer- ing the I. tter if they wished. The Towx-Cikiik said tllat when statements were made which were not strictly correct it bp- hoved the .u.,ii to take the earliest, opportunity of correcting them, as they might bias the arbi- trators, more especially when they knew that the arbitrators were desirous of arriving at a decision as S.airi as possible.. It he had adJiossed a letter to the Cardiff Corporation before w riting to tho arbitrators he might have been too late. Mr. Cadv said it struck him the Cardiff people ind nothing to complain of. The town-clerk h id not advanced any new fact or put any new argu. ment be tore the arbitrators, Ue had simply n?d? an t:<phnRtion. Mr. Kowano Bath was bound to s iy i hat he ili l not think the ?.u.se b.?- the town-clerk w.K right. The lowS-C1.K11K aid the referees did not give hitn or the Town-Clerk of Cardill an opportunity' of prompting the representatives r, tring tlio vitting. Ho might say that one of tho Swansea delegates (Sir Hussev Vivian; was perfectly in accord with him in this matter. Mr. Jas Josks said th* town-clerk was perfectly right in doing what he did. Mr. Chv.'mw thought the town-clork had only done his duty to the borough in taking the sup lie 'had taken. t Alderman FOlio: It is the way in which it. was done I take exception tn Mr Frkkhas quite agreed with wlnt the town- clerk had done. If Mr. Lewis Williams chosa to stat.> a thing which was not a f.ict, he thought it was right that the other si lo should deny it.
