THE PROSPECTS OF THE SESSION. After the statement made by Mr. GLAD- stone as to the Egyptian policy of the Government, it is not likely that the Session will be prolonged over the end of this month. ThePuiME Minister announces that it has been decided to maintain an English army of occupation, twelve thousand strong, in Egypt, for an indefinite period, at the cost of the local Government. Now, this is pre- cisely the polioy which Conservatives wish to be followed. They desire that the fruits of the Egyptian Campaign shall not be sacrificed to gratifying a vain and fan- tastio notion of setting the people of Egypt free, or to propitiate that concert of Europe wbioh left us to undertake single- handed the task of restoring order in Egypt. '11;ey can, therefore, have no fault to find with what praotically amounts to the annexa- tion of Egypt to the British Empire, and no ground will be supplied for a vote of censure so long as Mr. GLADSTONE, while preaching the doctrine of unselfishness, takes very good care to maintain English authority at Cairo and Alexandria as thoroughly as if he were the most seltish of Imperialists. The Constitu- tional question raised by Sir Stafford Nohthcotf. as to the right of the Govern- ment to keen British troops in the employ, mont of the Khkdive ;ii't<ir the expiration lOf: the term of three months, for which supplies were granted, withotitnialiing afresh applica- tion to Parliament, is not unimportant; but the House of Commons seemed to be saticlied with the explanation Mr. Gladstone gave, that the Convention it is proposed to conclude with the Kiiedivf, cannot be settled for some little time yet, and that it will be laid before Parliament early next Session. There are two other points of great interest to the country as to which Mr. Gladstone promises to give information before the rising of the Ilouse. One is tho actual cost of the ex- pedition which has now, with the return of all the troops not belonging to the army of occupation, been brought to a close; and the other the decision of the Government as to the proportion of the expenses which India is to boar. It is probable that the expenditure on the British troops has been kept within the estimate, as nothing happened during the campaign to increase the charges for any branch of the expedition. The country is accustomed to extravagance in time of war, and a large proportion of the plunder is usually appropriated by the ship- owner*, who have in previous expeditions had the Government very much at their mercy. But the contracts for the transport of the Egyptian troops and materials of war have all been let at remarkably low rates, owing partly to the depressed state of freights generally, and partly to the adroit management of the officials who had the control of this branch of the business. An influential ship- owner declared the other day that in the charters of the steamers employed the Transport Department had saved the country a million sterling as compared with the rates current in former wars. Mr. Gladstonk may, therefore, be able to give the Ilouse of. Commons very reassuring information as to the War Estimates. lie will scarcely, however, run the rislr of exasperating the British tax- payer by saddling him with the cost of the Indian Contingent; and there are a number of members disposed to be so generous to India that they will, no doubt, objeot to this decision. But a debate on this subject can be postponed till next Session. The upehot ia that the Government must be left to carry out it* own polioy in Egypt to a mature develop- ment, and that the Session will not be pro- longed by s set Egyptian debate. Three- fourths of the members are eager to j>et avvav from Westminster, and they will resent being kept there much longer by sudl g1u,tou for work as Lo",IIC Culhciiill and Ijls friends. To all in- tents and purposes they now appear 110 more than favours extended to the town of Den- bigh, the great cause of Welsh education being but a secondary consideration. Let the inhabitants of the northern portion of the Principality take example from what was done at CardifI some four months back, and subscribe, not for the establishment of a College in any particular town, primarily, but towards a College let the site be were it will. The locale is a question which some impartial gentleman, like Mr. Mundelia, may be asked to decide afterwards, provided there should be more than one claimant for it.
