11m news from the Transvaal is anything but reassnring. Peace is a misnomer. There is no peace. The arrogance of the Boert is be- coming intolerable to those loyal inhabitants who preferred to remain faithful to the British Crown, and it is to be feared that the final withdrawal of British troops will be fol- lowed by open acts of violence. We learn, for example, that the Boers at Middelburg are coutmandeidng from the loyal Boers. A cor- respondent who has returned from Standerton reports that life is impossible there, owing to the Boer insults. The Boers are said to have looted property three daya after the peace was signed. Pullen, a soout of the Intelligence Department, visited his farm last Friday at Middelburg. The Boers were requisitioning goods from the loyal storekeepers. Last Monday a hundred pounds' worth of goods were taken. Pullen was warned that if caught he would be hanged. The Boer commanders at Middelbnrg are said to ignore Mr. Joubert and the oonditions of peaoe, and they warn the refn?fM against returning. Many f Tranavasiers are returning hurrMdty to Natal, ? 'I'HR new Hear of Russia commences his reign with an evident determination to cur- tail the expenditure of the Imperial Court. He intends continuing to live in his preaeut moderate-sized palace, and, according to the local papers, be is going to reduce the ex- penses connected with the Ministry of the Imperial Honsehold from eleven to three million roubles, a difference of I!SW,000 sterling. What must the officials who have lived on the fat of the land for so many years think when they see the rock ahead, a clear saving of more than the total amount of the English Civil List ? The Czar, however, has yet to learn that small eoonomies are not calculated to materially reduoe the financial burdens of the people. THE Greco-Turkish Question is now on the verge of a crisis. It is stated that the Great Powers are engaged in pressing opon Greece the wisdom of accepting in the mean- time the terms offered by the Porte, and the people of Greece are fiercely calling upon the Government not to do so. The war spirit is very high, and troops are being moved towards the frontier. Turkey is also making active preparations for war, and hostilities may break out at any moment. It is perfectly certain that Greece cannot cope with Turkey and surely the ad- vice given the Greeks by the Spectator is rather rash. Our contemporary in the course of an editorial note says It now remains to coerce Athens into accepting the terms. It is believed that the Court will yield, but it is far from certain that the Greek people will, and it is eatl.v to be hoped that they ?iii not. The time seems to have arrived for them, which arrives to all nations, to show that it is dangerous to betray them. If they take Janina and keep it, they will be safe for a century, and will be heard when they claim to be the only legitimate heirs of Byzantium. SOME bad news reaches M from Tunis, a place towards which France has been casting longing eyes for some time past. The French soldiers oil the border recently had a severe engagement with the Tunisians, which lasted eleven hours. Colonel Hatters and a number of men had gone on a mission of exploration for a Trans-Sahara Railway, when they were set upon by six tribes of Khonmis. The I colonel and a large number of his mission were killed. M. Dianons and a subordinate otticer named Poleguin with H3 men escaped. These were afterwards overtaken by the Touaregs, of Ho?xr, who pretended that the. had had no share in the massacre, and, by practising oowardly deception, they prevailed upon M. Dianons and twenty-eight men to eat poisoned dates, which killed them. '1111' now groatly reduoed band continued its retreating march until within about four days' journey south of Messenguen, where they were surrounded by hostile tribes. They were, however, able to send word to the French troops, and military supplies are being collected at Elaichun. There, again, the Tunisians attacked the out- posts and harassed the troops so badly that General Forgemdl, who is in command, tele- graphed for permission to cross the frontier, as he is unable to restrain his men.

There is an ar- gument against a league of States for the pr" ion of Nihilism, which is very rarely "?u??, but which is, we arMocviooed, well worthy the consideration of all threatened monarchs. Are the kings sure that the best way to defend themselves is todepriveintend-I ing assassins of the hope of eac*pe ? Our im- pression is that it is the worst way; that the kings are never in such deadly danger as when their adversaries know escape will be impoa-I and malce their attempts with a resolve either to be arrested or to commit suicide. It is because of the Russian indifference to escape that Russian assassins are so for- midable. Men who are looking over their shoulders when they tire never hit anything, and assassins who believe escape possible are always looking over their shoulders. TIIE shipment of coal continues to he made with activity in the South Wales district, but the tendency to weakness in the prices of secondary descriptions continues to be appa- rent. Unfavourable winds have retarded the movements of tonnage bound for this Channel and some little inconvenience has conse- quently been felt in certain quarters. In the iron trade a fair degree of activity is appa- rent. The leading concerns are working steadily, and further quantities have been shipped during the week for various destina- tions. There is still inquiry for tonnage to oarry further parcels. The demand for iron ore, however, shows no signs of improvement and prices continue to exhibit weal-nen. During the put week the coal clearances from Cardiff amounted to 103,128, and from New. port to 22,125 tons.

Among Uie vocalists who will assist are Miss Mary Davies Miss Marian Williams, Madame Patey, Miss Lizzie Evans, Mr. Edward Lloyd, EoR Mortais, Mr, James Sauvago, and Ir, Lucas Willinms. Several choruses will be sung by the London Welsh Choir. Mr. John Thomas will give solos on the harp, and, of course, Mr. Brinley Richards will be at the piano. Mr. Rathlxine, M P. for Carnarvonsbire, lias senl a subscription to the building fund of the HoQoway Welsh Chapel. The recentJy-issuod number of the Welsh quarterly, Y TraclMyid, contains an article by Mr. Vincent Evans, of London, upon Dark Page* on the History of Russia." On Friday night last a tea meeting and concert took place at the New Jewin Welsh Calvinistic Methodist Chapel in aid of the fund for the extinc- tion of the debt remaining upon that place of worship. The tea was served in the spacious schoolroom under the chapel, and the concert was given in the chapel itself. The first part of the concert consisted of a performance by the chapel choir (under the leadership of brin E. Ow»n) of Root's cantata, "The Pilgrim Fathers." Mr. T. Marchant Williams, B.A, whe occupied tho chair, gave an introductory address, in the course of which he sketched the chief events in the history of the "Pilgrim Fathers," and explained the occurrences which were treated of in the cantata. The choruses were rery creditably rendered by the choir, but the work is not of a very taking character, the beet numbers being the chosus of triumph sung by the settlers after their encounter with the Indians, 9-11 the final chorus, "Blessed is the Lord." There are also one or two good chorales. The soloists were Miss Maldwyn Price, Miss Lizzie Jones, Mr. Stnify Mr. Coram, and Mr. Sackville Evans. RETIREMENT OF MR. G. T. CLARK FROM DOWLAIS. It is currently reported that Mr. Clark, who hi! been identified with Dowlais for the last quarter ol a century, is on the eve of retiring. Latterly he intimated his intention to retire from the school board, and then again from the board of guardians and with this seversace would end all public con- nection with Merthyr and its neighbourhood. It makes one pause and think awhilo in this age ot incessant haste when one of the foremost men in all public measures and movements of local inte- rest falters and steps out of the ranks. The huge machine of social and industrial needs revolves, for it knows no necessary man; but the one who was its guide, and without whom nothing WIllI done, stands aside; is left behind, Such is the penalty of age, and such, too, the destiny of highest worth and unquestioned greatness. One can but review with tender feeling the close of a public career, for what ia it but the fM.lt of man's active life, the precursor to the obituary, and the end. Mr. Clark has been identified with the great works of Dowlais throughout one of the most critical period* of their history. He bas seen them struggling through a period of unexampled depression, on through the night to the dawn, and to a time when .they were never so well calculated to meet the varying needs ol the age as now. Then in social life ht lias been chairman of the board of health, when it had the most important operations to carry out. He was chairman of the board of guardians when it was called upon to support thousands of men who were engaged in a strike; and chairman uf the school board from its early starting until now, when the bitterness of sectarianism has been assuaged, party feeling allayed, schools built all over the country, and the good work of education fairly in progress. Differing as we have with Mr Clark on many occasions, we can, in common witi ;111 S.IK- know what lie has done, but admit the practical usefulness of his life, and regret that the silent monitor of man should have warned him that his labour is done, the narrative of a busy life ended. It is to be hoped, however, that many years may yet he apared to him, and the con- genial pursuit. of the antiquary be continued for a long time to come.

MEETING OF THE PONTYPRIDD WATERWORKS COMPANY. THE NEW RESERVOIR. On Saturday a special meeting of the above company was held at Pontypridd; Mr. D. Davie*. Marsyffynnon, presiding. It was held for the purpose of opening the six tenders which had been received from contractors for constructing a large new reservoir, with necessary app, at Cnstell-y-Nos, Blaenllechan, for supplying the dis- trict with pure water. The tender of Mr. A. Krans, Bristol, waa accepted. The cost will be between L4,000 nd L5,000, and is to be b immediately. Mr. Krans constructed the Bnsioi and Bridgwater reservoirs.
