Mr KEKPFBR said he never saw snoh a tyran- nical scheme in his life as regards the Religious Education Clauses to try and prevent a person teaching his child what he pleased. Mr R. H. ROBERTS Mid there was no pro- hibition whatsoever in the clause, and the parents could teach their children what they pleased at the hostels. On the motion of Mr R. H.ROBIBTS,seconded by Alderman T. PUBLIC ELEMENTARY EDUCATION IN ENGLAND AND WALES. I In the House of Commons, on Tuesday, upon the Report of Supply, on the vote of £ 3,155,989 to complete the amount required for public education in England and Wales, Mr ACLAND made his annual statement on the subject of education. He said he had asked this year for six and a half millions, a large increase upon the Education Estimate of last year. Of that sum, four millions were required for day and evening schools, and two millions for the fee- grant to day schools, the remaininjt half million being for administration and training colleges. The increase in the estimates this year was due to the increase of average atten- dances during the year ending the 31st of August last. There was no doubt that a large part of that inoreaae was due to the Free Edu- cation Act of the late Government, there being now four million two hundred and twenty five thousand children on the register as free scholars, and eight hundred and ninety thous- and still paying fees, of whom five hundred thousand did not pay more than a penny a week. The increase in attendance at evening schools was estimated at one hundred per. cent. In some places, the parents had hardly yet realised what their rights were under the Act. The Department was trying to lessen the neces- sity for former annual visits of inspectors. There was a steady growth of the movement in favour of intermediate education, and as to teachers a pension scheme would be of great advantage. With regard to the question of im- provement in the building of the schools,a much more satisfactory modus vivendi had been arrived at between the Department and the school management. He denied that he had attacked Church schools, and quoted speech a nd state of the Archbishop of Canterbury and ? state- ment of the Committee of the National Sooiety in proof thereof, the latter admitting that no undue pressure had been put upon the Church schools. He dwelt on the importance of the better training of pupil teachers and of improv- ing the training colleges, and concluded by ex- pressing the belief that there was ample room for hopefulness in the efforts made to promote education in town and country. Lord OBAHBOUBNB, Sir R. TBMPLR.and other members oritioised the Department at consider- able length, the treatment of the Church schools being mnch dwelt on.
