THE OPENING OF PARLIAMENT. THAT Ministerial document which is popu- larly known as the QUEEN'S Speech is strongly reminiscent of the yellow posters which adorned our walls during the progress of the General Election. At that time the catalogue of reforms went under the designation of the Newcastle programme, and as such was scoffed at by such a steady-going Gladstonian as Lord BRASSET as the work of a genera- tion. The Newcastle programme is now reproduced as the QUEEN'S Speech,and under the latter disguise is fecommended by Lord BRASSET as the legislative programme of a single session. Most people will be inclined to agree with Lord SALISBURY in trusting the judgment of Lord BRASSET on the breezy heights of Hastings rather than the judgment of the same nobleman in the, heated atmosphere of the political arena. In truth, as every honest politician will admit, no Government of modern times put forth its legislative pro- gramme with less sincerity and with less con- fidence In its own powers of accomplishment than the Gladstonian Government which met the representatives of the people on Tuesday last. The Newcastle programme has not been edopted for legislative purposos but merely for show. The mixed and motley crew which mans the Ship of State has to be satisfied, and each man has to be soothed with the cordial of his own peculiar taste. Hence the work of a genera- tion is squeezed into the programme of a single Session. The labonr leaders, the London reformers, the teetotal faddists, the Welsh and Scotch Liberationists, &-c., &c., have all to be humoured in order that the Irish Home Rule Bill may stand a ghost of a chanCA of passing through the House of Commons. Whether the ruse will succeed or not, it is absolutely cer tain that norm of the parties to this nnholy alliance will be satisfied during the present Session. It is, in fact, the consciousness of weakness that makes the members of the Government so irritable it accounts for the "towering ra&e" of Mr GLADSTONE in answering the masterly criticism with which Mr BALFOUR opened the Debate on Tuesday. But even in the impossible programme which the Gladstonian Ministry now submits the prominence" which the question of Welsh Disestablishment has secured is such as is not calculated to allay the suspicions of those Welsh Nationalists who have always maintained that Mr GLADSTONE is not to be trusted. Writing," as he says," on the eve of the publication of the QuzxNls Speech," a sapient Welsh correspondent of a Liverpool Radical Daily ventured to prophecy that the prominence given to the Welsh Church Question in the QUEEN'S Speech is a triumph for the Welsh Party, and more especially for Mr TuomAs ELLIS and Mr STUART RESDEL." We refer our readers to the QUEEN'S Speech which is printed in another column. The prominence actually given to the Churoh Question, if suggestive of the influence of the Welsh Party, with Mr TOM ELLIS and Mr STUART RENDEL at its head, goes to show that the Welsh Party, &c., is very much a tail of the Gladstonian Party. In brief, the second plank in the Radical plat" form has been relegated to the last paragraph of the QUEEN'S Speech, which if taken seriatim end accomplished in the time stated by Lord BRASSEY, leaves the Suspensory Bill for the consideration of the next generation of legislators. We are not surprised that the Welsh members should be angry with Mr GLADSTONE and that they should have deputed Mr STUART RENDKL to wait on the GRAND OLD MAN for further explanations.

For some time our advertisement columns have contained a preliminary notice of the forthcom- ing tale of the outlying portions of the Baron Hill Estate, and it is well known that arrange- ments for holding the sale have been In pro- gress for several months. Sir RICHABD BOLKKLFY, with his usual consideration for the tenants on his estates, hu very kindly given them the first opportunity of purchasing their holdings. The tenant farmers have not been slow in availing themselves of this opportunity so generously extended to them by Sir RICHARD, and at. a private meeting; with the tenants at Uangefnl yesterday, Mr W; A. Daw, the SuctiOneer, disposed of farms in Anglesey to the ▼alne ot not less than £ 25,(XXX IN the superfluous abundance of his verbosity Mr LLOTD GEORGR, M.P., is not always careful to observe the canons of social and political eti- quette, and if from time to time he alienates some of his eul)porters he need not be surprised. The other day he spoke at Cardiff, and took Sir EDWARD RRED, M.P, severely to task for giving expression to the views he enter- tains on the Irish Home Rale question. Now, apart from the fact that the member for Cardiff was hors de combat, he having recently under- gone an operation attended by great pain and danger, it was very bad form on the part of Mr LLOYD GBORGB to visit a colleague's constituency with the sole object of stiiring up bad blood, weakening Sir EDWARD RRED'S influence, and sowing the seeds of revolt. But what can we expect from the adventurous young man who refused to be controlled by Mr GLADSTONR, and give his great politcal leader an innnitude of anxiety and pain when the Clergy Discipline Bill was before the House of Commons last year. He caros not for forms and usages but beats the Big Drum vigorously and persistently, thereby expecting the electors to gttze upon his "greatqess." Sir EDWARD REED'S friends say that Mr LLOYD UBOSGK will have reason to regret the unde- served and ungallant attack upon the hon. member for Cardiff. Should .Sir EDWARD and his friends pay a visit to the Carnarvon Boroughs our young member might be taught a lesson which he would not forget. In his speech at Pontypridd Mr LLOYD GBOBGB got into his best high falutin' Cymru Fydd style, and prophesied that Wales would become the country of free- men and free speech. South Walians are asking whether these privileges are not already enjoyed in this benighted country whether Criccieth is in Siberia and what further licence of indulging his gutter dialect the M.P. for the Carnarvon Boroughs desires.

A dapperlv dressed Bethesdaite, accompanied by several friends, walked into the Queen's Head Caf6, Bangor, a few days ago, and was overheard to give the following order to the waitress:— "Two for one, coffee for tea, and ham for oggs all round." The young man's knowledge of English was certainly peculiar but not extensive. The waitress got out of the difficulty by asking the customer to tiarmd Cymraeg. He did so; and she eventually brought him two plain teas, one cup of coffee, and ham and eggs for the whole company. It will do you no harm to pay four shillings a month," was the advice given by Sir Horatio Lloyd in Bangor, on Monday, to a defendant wbo was credited by one of the officials of tlia court with always being able to clear off an old score when pressure is brought to bear upon her. Is the defendant able to pay this amount P" said Sir Horatio Lloyd to a plaintiff at the Bangor County Court on Monday. Yes, double over in a week, sir," readily retorted the witness. The Zulu Christian Choir, who are'now giving a series of sacred concerts in North Wales, have mastered the Welsh language at any rate they are now able to sing with tolerable correctness a Welsh hymn. Last Sunday evening they gave a sacred performance at Ebenezer Chapel, Bangor, when they sang for the first time in their lives 11 Yn y dyfroedd mawr a'r tonau." The tune 11 Tanymarian," was composed by the lath Rev. E. Stephen. The Zulus learned the words and the tune in two or three days. Anent the visit of the Zulu Christian Choir, I am told that they expressed their sorrow at having to return to England, as Wales seemed like home to them both on account of the mountains which resemble their own and the much warmer climate quite free from fog. There seems also to be some linguistic similarity in the two languages. There's evidently a knighthood in store for a certain Bangoiian if he succeeds in pleasing the Bangor School Board. Said an eloquent mem- ber of that august assembly on Monday evening: "If we can get a persoD to cure that drain on our premises at St. Paul's School the man deserves to be knighted I" Cookery has always been an art in which Miss Minnie Ellis, the youngest sister of Mr T. E. Ellis, M.P., has taken a keen delight, and her appointment aslooturer in that department of domestic eoonomy at the University College of North Wales has given much satisfaction to the lady students. Conllreve, the dramatist, in his "Mourning Bride" says:— Heaven has no rage like Love to batred turned, Nor hell a fury like a woman scorned." The above lines may, perhaps, illustrate the feelings of a well-known and greatly admired local lady vocalist, who, at the ensuing Assizes at Carnarvon, intends to bring an aotion for breach of promise of marriage against a gentle- man living in this neighbourhood. The oase will be an extremely interesting one. An esteemed correspondent supplies me witn the following:-Close by Llandudno has been erected a moat" artistio" scarecrow. In form it images a tatterdemalion specimen of the human race. It stands with its tile-crowned head knowingly held on one side, and hCi. an alert and sprightly look about it which has produced a panic among the crows residing in the vicinity. I have notioed it many times in parsing, and it has been a freqnent subject of remark by my fellow passengers, but at no time have I seen a crow within measurable distance of that scarecrow till Monday morning, when I saw one "greatly daring" cautiously perehed on the topmost branch of a lofty trefl in the neilghbourhood, care- lessly conning the illustrious being standing so apparently watchful in the middle of the field. This crow studied the counterfeit pre- sentment of humanity, but could not make any- thing of it and fiually, as if apprehensive of some unknown danger, flew swiftly away. It is said that the manufacturer of this scarecrow claims that soon after it was erected a body of crows New down on the field. whereupon the scarifier raised its arms to its shoulders, as if in the act of pointing a gnn, wbereapon the Intruders quickly dispersed with cries of alarm. There are many of ns who would gladly spend a quiet hour or two over the fashion books, &c., now and then, but are weak-minded enough to be deterred by the presence, even at another table, of supercilious man and which of as likes, at the end of our read—when trying to adjust a tiresome veil or wrestling with the bonnet-pin we have been using as a paper-knife—to encounter the indul- gent smiles of several too observant masculines P With so up-to-date an hon. secretary we all have high hopes of a mirror, without which that ladies, reading-room would be a howling wilder- ness. After a few more months of blustering winds and dreary winter, we shall be welcoming the advent of that most agitating "little stranger,' the Victoria Palace. We have been told that it is already engaged for a big Eisteddfod, but after that, what next P So many of the fair ones, and a considerable number of the sterner sex, who are lovers of good music would rejoice exceedingly could the enterprising directors open for a week with the Pompadour, the Blue Hungarian, the Probyn, or the White Band, all of which take so well at Eastbourne and other watering places down South. I hear that a Llandudno lady who is an ardent member of the R.S.P.O.A. intends offering a prize at the next Llanrwst show for the best fox terrier pup over three months old, docked tail a disqualiifcation. Bravo The idea is a womanly and humane one, but hardly likely to find favour with sporting men, who are, as we all know, as veritable slaves of fashion in their animals' points as well as their own costume as the greatest society belle in the land. I fear we shall have them retaliating by an opposition prize, pay for the best dressed lady-any age- minus crinoline, and it will probably require the courage of a Spartan dame to dispense with the all-dreaded gawent by the time the show comes off. The display of gowns at the Royal Wedding last week does not appear to have been as elaborate as is customary on such occasions. I have only seen three described, but that of the bride herself must have been lovely and singu- Jarl," appropriate to her nam 3: it was of the richest white crepe de chine ornamented with sprays of Marguerites, the same flowers border- ing the skirt: round her waist was a golden zone set off with myrtle and orange blossoms, and her ohief ornament was a magnificent diamond necklace. The Empress Frederick looked surpassingly regal in her ricn grey damask gown, the immense train of which was of velvet, the same hus. I oannot fancy the Empress William looked so well-a costume of drap d'argent embroidered with gold sounding heavy for her blonde style of beauty. I saw a very dainty supper table the other night arranged for a small birthday party. The table spread was of the new art crêpe, white, with a Moorish pattern spankled all over it in gold, and its shape was that of a long diamond, in the centre of which stood a tall lamp with a white lace shade, the pedestal almost hidden in moss from which sprouted feathery ferns, and at each corner of the spread were small brass bowls filled with bright scarlet geranium and a few sprays of lily of the valley. All the china on the table was of white and gold ware the serviettes were tied with a white satin ribbon through which was thrust a tiny scarlet and white bououet for each guest, and menus printed in scarlet on white heart shaped cards were held by little white china cupids dotted up and down the table. The whole arrangement made as pretty an effect as anyone could desire. Last week I was speaking of debutantes, and now, before I close, I am going to say a few words on the subject of a very different person —the real original "old maid "—a curiosity now happily rare, but still occasionally to be met with. She is almost invariably rich, the sole and obvious reason she is tolerated at all. She usually seizes and usurps the entire conversation on entering a drawing-room, not being afflicted with diffidence and having a capital start in the lull which her unwelcome appearance creates: she snubs carefully any pretty girl in her vicinity has the inoffensive pet dog of the family removed from the room by way of endearing herself to his mistress and if there is a spoiled small child about, reduces it to tears with a stony glare. She gives a relish to tea with a minute account of the gruesome ailments her ninety-fifth cousin is afflicted with, and is painfully emphatic in stating her own likes and dislikes on every possible opportunity, forget- ting that the true gentlewoman abstains from having anv contrarv to those of her hostess for the time bein*. EMBEZZLEMENT AT WBEXHAM.—On Monday, at the Wrexham Police Court, a man named Edward Ellin was sentenced to four months' imprisonment for embezzling manevs belonging to his employer, Mr Frederick Jones, lessee of the Wrexham Tramways, and carting agent for the Wrexham, Mold, and Cot.jab's Quay Railway Company. A previous conviction for housebreaking was proved against the prisoner. ST. DEATH OF CAPTAIN PBITCHABD.RATNBB'S MOTHER.— On Saturday, the 28th ult., passed to her rest at Brynbyfryd, near Beanmaris, in her 84tb year, Mrs Pritchard. widow of Mr Henry Pritchard, of Tres- cawen, Anglesey, and mother of Captain Pritchard- Rayner. one of the best and most charitable of womea, beloved by rich and poor. During her bus- band's life, while living at Tresoawen, the poor of Llanerohymedd and neighbourhood bad in her a true friend. After her husband's death, she removed to Plas Gwyn, Pentraeth, where she lived for some years, and her removal to Brynbyfryd was to the poor of Pentraath a very great loss; no deserving petitioner was Aver sent away empty. She was buried on Wednesday at Llangwyllog Churchyard. RAILWAY ACCIDENT NEAR AMLWCH.—On Saturday an accident ocourred on the railway within half a mile of Amlwch to an empty train proceeding to that station to take exoursionists to Liverpool. From some oauae unknown, a number of carriages left the metals, tearing up the ground for a con- siderable distance. The driver, guard, and stoker esoaped uninjured. The line was blooked up throughout the day, passengers being conveyed by the working of a train each side the scene of the accident. The breakdown gane was at work all Satnrday and 3unday, and on Monday the line was repaired and traffic resumed. Through the taat and energy of the station-master, and other offioials at Amlwoh, very little inconvenience was oaused to the publio. » LITERARY MEETING AT BANGOR.—On Thursday se'n-night, the fourth of this season's series of literary and competitive meeting in connection with the Tabernacle Sunday School, was held in the schoolroom attached to that place of worship. Mr Hugh Jones, Glandwr-terraoe, Garth, ably pre- sided, and a large number of prizes were won by the children. The accompanists were the Misses Jennie Griffith and Lizzie Hughes. A feature of the entertainment was an instrumental duet by the MiBBes Lizzie Hughes and Sybil Dorkins. Vocal numbers were eiven by Miss Susie Jones, Bryn- meirion, and Mr Ffeatin Williams, the latter receiving ronnds of applause. The msetiog was a good one, and tbe room was crowded. CONOBBT AT THE PENBHYN HALL, BANGOR,-Thle (Friday) evening a misoellaneons concert is to lie held at the Penrhyn Hall, for the benefit of Mr C. D. P. Humphreys. The programme is a most attractive one. and includes items both sentimental and comic. The artistes inolude Eos Maenan, Miss Annie Hope, Miss M. J. Edwards, the Misses Hewitt, Mr E. Humphrey Jones, Mr R. D. Hughes, Mr 0. Edwards, Mr S, W. Parnham and Mr J. A. Ball. The conoert is to be under the patronage of the leading gentlemen of Bangor and district, and we feel sure that there will be a good attendance. Mr Humphreys has always been ready to give his services gratuitously at all local meetings, and now that a concert is giyen for his benefit we have no douM but that Friday evening will see the Penrhyn Hall well filled. MTSOBLLANEORS ENTBRTAINMBNT IN BANOOB.—The first of a series of entertainments was held the other eveninlf at the Horeb sohoolroom. Mr W. Howard Lewis, Gartherwen, occupied the o'tair. A most interesting programme was gone through. Recitations were given by Messrs J. Hughes and Edward Griffiths, the Misses J. E. Jones, A. E.' Jones, M. J. Griffith, and Mary Roberts. Songs were rendered by the Misses Hutfhes and Thomas, Tregarth Miss Jones, Bryomeirion Miss Ellen Jones, Ap Iorwerth, Mr Fergnsson Jones, and Mr John Jonas, Menai Bridge, Mr D. O. Jones acted aa conductor of the choir. The adjudicators awarded the prize for the solo to Mr Lleohid Williams, and in the quartet competition to Mr Fergusson Jones's party. The adjudicators were Mr D. R. Ellis and Mr R. Priobard, who did their work in a very satisfactory manner. Miss Jones, Brynmeirion, aoted as aooompaniBt. The arrangements were carried out by the secretaries, Messrs John Roberts and H. T. Jones. QUABBT FATALITI NEAR CimARvoN.-On Monday afternoon, a huge fall of rook took place at one of the Moeltryfan Slate Quarries, near Carnarvon, which buried a workman named D. Jones, of Llan. dwjrog. Jones was extrioated as soon as possible, bnt only survived for a short time, his injuries being ot a most terrible nature. DZATH or AN OLD RESIDENT or BANGOR.-We regret to annonnoe the death of Mr David Lewis, James-street, Bangor, an old citizen, after a pro- tracted illnets. Deceased was employed in the Penrhyn Quarries for the loDg period of 58 years, but had done no work for some time past. He was a direotor of the Bangor and Arvon Building Society for many yeprs, and be was generally respeoted. Mr Lewis waa a faitMat. member of the Tabernaole Welsh Methodist Church. Muoh sympathy is expressed with his widow and only son (Mr Lewis O. Lewis) in their bereavement. The funeral took place on Thursday morning week. DIUTH OF Ma JOHN FRANCIS BRowlq.-We regret to announce the death of Mr John Franois Brown, painter, of this oity, and grandson of the late MrWm. Brown, one of the former proprietors of the North Walts Chronicle. Mr Brown who had been seriously ill for some time, died on the 28th ult., and his remains were interred in Glanadda Cemetery on Tuesday morning, the officiating olergyman being the Rev. W. Morgan Jones, B.A., Minor Canon of Bangor Cathedral. The funeral was ot a semi- private character. The late Mr Brown was held in high esteem by his fellow citizens. lie leaves a widow and seven children to mourn their loss. The proceed. ings were brought to a close by tbe exhibition of portraits of Indians and their surroundings in the North-West. LECTURK AT PENOREF CHAPEL, BANGOR.-The Rev. T. C. Edwards (Cynonfardd), delivered a leoture at the Pendref Cbapel, Bangor, on Monday evening, the subjeot being Elojntion." The chair was occupied by Dr. Herber Bvans. The leoturer dealt with his subject, upon which be is an authority, in a masterly and interesting manner, and his several recitations, particularly that entitled "Geors Washington," were highly appreciated. At the conclusion of the meeting, a vote of thanks was passed to the lecturer on the proposition of Mr Thos. Lewis, J.P., seconded by Professor Rhys. There was a good attendance, and the Rev, T. C. Edwards oreated such an impression upon his hearers that arrangements are being made for him to deliver another lecture in Bangor before his return to America. BANOOB COUNTY COURT.-At this Court on Mon- day, before hie Honour Sir Horatio Lloyd, Mary Williams, widow, Victoria-street, Upper Baugor, sued Catherine Ishmael, also a widow residing in the same locality, for the balance of an aocount dne for lodging two yonng sons of the defendant, who had paid 7s into court. The oase was originally neard before the regietrar (Mr Glynn Jones), who found the evidenoe so exoeedingly contradictory that he referred it to the judge. The chief point in dispute was the payment of a sum of 28s, said to have been made in tbe street, the other payments having been made in the house of the plain- tiff, who was represented by Mr Haw Row- land. The plaintiff denied having received any such sum, but one of the sons was called as a witness to corroborate his mother's version.- His Honour I don't know who is telling the truth. I must aot upon the ordinary conrse that is, that the plaintiff maet prove her debt, and the onns of proof of payment falls upon the detendanti and she has not proved payment to my satisfaction. I give judgment for the plaintiff. One or other of the parties has something to think of bnt they must settle that between their own consoienoes. The plaintiff's evidence is very meagre. A WEDDING FEAST IN BANGOR.-The other even- ing, the Amalgamated Society of Tailors were enteitained to dinner by Mr and Mrs Pritchard, of the Viotoria Inn, Dean-street, Bangor, to oele- brate the marriage of their daughter to Mr Charles Freeman, janr., of this oity. The gathering was attended with much suocess. Mr Charles Gomer Lewis presided, and vice-ohair was ocoupied by Mr Duggan. BANGOR GYMNASTIC SOCIETY.—An invitation was received from tbe Carnarvon gymnasts for a friendly competition, but the Bangor Committee, after discussing the matter, decided that, as the season is so advanced, there is not snffioient time to train a team to the state of efficiency required. They however responded that ir the challenge was lefb open nntil next season, the matter wonld then be taken up, and a contest, and musical entertain- ment arranged. The deoision was very disappoint- ing, as a large number of the members were looking forward to having an assanlt-at-arms, or entertain- ment to wind up the session. It is hoped that next season some of the oommittee will endeavour to attend and assist in forming the advanced classes. HE GLADSTONE AND ORtmOn PROPERTY. LETTER FROM THE BISHOP OF 8T. ASAPH. A letter from the Bishop of St. Asaph appeared in Tuesday's Timet, in the coarse of whioh his Lordship says Mr Carvell Williams, M P., in his letter to the Prime Minister, by quoting from a brief summary, leives a misleading impression of "last Tsaid at Shrewsbury. I venture, therefore, to ask you to print my exact words on the above question:- The proposal to deprive the Churoh of her pro- perty rests npon the assertion that that property belongs to the nation. Mr Freeman, the eminent historian, himself a Gladstonian in politics, made this statement: We have no doubt that many people think that Parliament has some right to tonoh the lands of the Archbishop of Canterbury, while it has not the same right to touch the trust funds of a dissenting chapel or college. We answer that it has the same right over both." Further, Mr Freeman made these two statements:—"Chnroh property is not national property, except in the same sense that all property is national property." Again, "If we wish to argue this question on ¡ its true ground, we must put out of sight the popular notion that at some time or other the State determined to make a general national endowment of religion. And we must also put out of sight the other popular notion that at some time or other the State took certain funds from one religious body and gave them to another. Neither of these things ever happened." Lord Sslborne 3tated, "As to tithes, whatever else be doubtful, this is quite cer- tain, that they never were the property of, or payable to. the State, either before or after their appropria- tion (or in Mr Selden's phrase consecration 1) as endowments to the particular ecclesiastical incorporations which became entitled to them; and also that they were never so appro- priated or I consecrated' by any general public act of the State." Lord Chancellor Eldon had stated that "No lawyer can prove, according to any known principle of law, that the revenues of the Churoh belong to the State." Lord Brougham stated I think that the right of the Church in the property it enjoys as sacred as the right of indi. viduals to their estates and freeholds." Sir James Wilde stated As a matter of law the finds of the Established Church are, in my opinion, as sacred as private property." And Blaokstone says The Clergy have precisely the same right to the tithes aft the heir-at-law to his ancestor's estate." Mr Gladstone himself, the present Prime Minister, shortly but emphatically said, The clergy of the Churoh of England are not State paid," and within the last few weeks in reply to a correspondent he has stated that The Church of England receives no assistance whatever from public funds." The man who can stand op and say that the property of the Church belongs to the nation is ignorant or unprincipled. The Liberationists in Wales have studiously kept disendowment in the background, while they have persistently endeavoured to mislead the people as to the nature of the property of. the Church. The Prime Minister's statement that II tlte clergy are not State paid directly nega- tives an assertion made on every disestablish- ment platform in Wales. Mr Carvell Williams's solicitude to provide the Prime Minister with some loophole for esoape by suggesting that Mr Gladstone's statements were limited to Parliament- ary grants and did not refer to the endowments in the possession of the Chnroh is amuBing and intelli- gible. The plain truth of the whole matter is this. Disendowment is not a question of right bat of might, and Mr Carvell a WiUitm and his friends are endeavouring to secure might on their side by first misleading the people on the question of right. But this is proving, even in Wales, more difficult than they expected henoe the keen anxiety of Mr Carvell Williams and his friends to obscure, if they oannot explain away, the definite statements that the olergy of the Church of England are not State paid" and that" the Church of England receives no assistance whatever from publio funds."

Let us have a plain No if the statement is untrue. LIBEL ACTION BY THE BISHOP 07 ST. ASAPH. The Press Association understands that the Bishop of St. Asaph has instructed Mr George- Lewis to commence an action against the British Weekly, a Nonconiormist journal, for libel alleged to be contained in the paragraph published in that paper on the 26th nit. The paragraph in question contains comments on the Bishop's attitude towards Welsh Disestablish- ment, and the affairs of the Liberator Building Society. I

A GHOST SCARE AT ST. ASAPH. EXTRAORDINARY PROCEEDINGS. [FIIOH OUR COBREBPONDENT.] For several days past, the citizens of St. Asaph and district have been somewhat startled by the mysterious and remarkable manifestations which have takwa plaoe at Fron Glas Farm. It appears that for the past few nights the horses and oattle have bAn loosed from thestalls, the windows of the house smashed, and stonea thrown at the inmates whilst at meals, breaking the crookery, aad oommitting other damage. The adjoining trees have also been broken, and much havoc has been wrought in the garden. The police are busily inves- tigating the affair.

IMPERIAL PARLIAMENT. "1 — "1 THE QUEEN'S SPEECH. The Second Session of the 13th Parliament of Her Majesty the Queen, and the 25th since the Union of Great Britain and Ireland, was opened by Commis- sion on Tuesday. The LORD CHANCELLOR read THE QUEEN'S SPEECH. MY LORDS AND GENTLEXBN, I continue to hold frie id y and harmonious relations with all foreign Powers. Their declarations in very quarter are favourable to the maintenance of European peace. I connection with the approaching evaeuation of Uganda by the British East Africa,Company, I have deemed it expedient to authorise a CommiMioner of experience and ability to examine on the spot, with adequate provisions for his safety, into the best means of dealing with the country, and to report to my Government upon the subject. In view of recent occurrences in Egypt, I have deter- mined on making a slight augmentation in the number of British troops there stationed. This measure does not indicate any change of policy, or any modification of the assurances which my Government have given from time to time respecting the occupation oC that country. The Knedive has declared, in terms satisfactory to me, his intention to follow henceforward the established practice of previous consultation with my Government in political Affairs, and his desire to act, in cordial co-operation with it. ID relation both to Egypt and to UgandA, papers in continuation of those heretofore presented will at onoe be laid before you. GBNTLBUKN OF THE HouSR OF COMMONS. The Estimates of Charge necessary for the Public Service in the coming financial year have been framed, and will be laid before yeu at au early date. Mr LoRDI AND GKNTLBMBN, I have observed with concern a wide prevalence of agricultural distress in many parts of the country. It is to be hoped that, among the causes of the present depression, some may be temporary in nature. Bat I do not doubt that you will take this grave matter into yonr consideration, and make it a subject of careful inqairy. The Proclamations recently in force, which placod Ireland under exceptional provisions of law, hare been revoked and I have the satisfaction of informing you that the condition of that country with respect to agrarian crime continues to improve. A Bill will be submitted to you, on the earliest available occasion, to amend the provision for the Government of Ireland.
