Route No. 1. From the borougih boun- dary on the road leading from Swansea to Bishopston along the said road to the Biehopston Valley Hotel. Route No. 2. From the borough boun- dary on the road leading from Swansea. to Gower at Killay Station along the said road through Parkmill, Penmaen, Nichol- aston, and Knelston to the Old M< House, Old Quay Road, Port Eynon, with branches from the said Route to Reynold- ston re-j-oining the Route near Stout Hall, to the Old Post Office, Horton. and. to tie Old Coastguard Station at wosilli. Route No. 3. From the borough boun- dary at the said Killay Station through Upper Killay and along the North Road through Old Walls, and Burry Green to Llangennith, with a branch from Old Walls to dheriton and the Church at Llanmadoc. From the borough boun- dary on the road leading from Swansea to Gowerton at Waunarlwydd along the said road to Gowerton along Mill Street and Mount Street, and also through Gowerton along the proposed road from Gowerton to Penclawdd through Penclawdd and Crofty to Llanmorlais Station. IN THE RURAL DISTRICT OF SWANSEA. Route No. 5. From the borough boun- dary on the road leading from Swansea to Llanelly at Llewitha Bridge along the said road through Ivingsbridge to Station Road, Loughor, with a branch from Kingsbridge to Gorseinon along High Street and through Gorseinon to the Railway Station at Pontr.rdula.vs and also along Brookland Street, Poniardnlais. Route No. 6. IX THE RURAL DISTRICT ANI) THE BOROUGH OF NEATH. Route Xv. 9. From the borough boun- dary on the road leading from Swansea to Neath at Lonlas along the said road through Skewen and Neath Abhey, and along New Street, and Orchard Street to the junction bt' London Rend and Orchard Street, Neath, and aba along Croft Road, the Parade, Cli,%rl,ville Place, Green Street and Windsor Boad to the junction of Windsor R-oad and London Road, Neath. IN THE RURAL DISTRICT OF NEATlt. Rout>r* No. 10. From the borough boun- dary Oil the road leading from Swansea to Jersey Marine at Bald wills Crescent along the said road through Jersey Marine and along Burrows Road through Skewen and along Old Road to the junction of that road with the main road leading from Swansea to Neath and joining Routs No. 9 at Siceii-en and also along Queens Road Skew en to the junction of Queens Road with Bethlehem Road, Skewen. 12.. To enable the Corporation upon any lands for the time being belonging to them or to be acquired under the powers of the intended'Act, to erect and maintain omni- bus garages and motor houses, waiting- rooms, shelters, buildings and sheds and to provide the necessary plant, appliances and conveniences for the establishment working running and equipment of such omnibuses or other vehicles and for any of those purposes or other purposes of the motor pmnibus undertaking to- acquire by ■compulsion or agreement the lands follow- ing in the County of Glamorgan (that is to say):— IX THE RURAL DISTRICT OF COWER. (1) Certain lands in the parish of Port Eynon (82 square yards or thereabouts in extent) bounded on the west by the road leading from the Ship Inn Port Eynon to the Burrows, and on the soutfi by the Burrows, and on the noitb and east by other premises occupied by John Hughes. (2) Certain lands in the parish of Rhosilli (2050 square yards or thereabouts in extent) forming the north-western por- tion of the field numbered 211 on the 1/2509 Ordnance Map of the said parish-1 edition of 1914 together with the occupa- tion road leading into the said field from the rOdd passing tiu'ough Rhosilli from Middleton to the Coastguard Station. (3) Certain lands in tho parish of Pen-j rice (607 square yards or thereabouts in extent) bounded on the north-west by the road leading from. (6) Certain lands in the parish of Coed- ffranc (819 sq"are .raT"s or thereabouts in extent) bounded on the north by Bethle- hem Road on the south by premises in Queen's Road on the east by Francis Road and on the west by Queen's Road. IN THE RUR AL DISTRICT OF SWANSEA. (7) Certaiu lands in the pariah of Loughor Borough (1167 square yards or thereabouts in extent) and situate at the junction of Glebe Road and Culfor Road. IN THE BOROUGH. (S) Certain lands (506 square yards or thereabouts in extent) situate at the junc- tion' of Erersley Road and Gower Eond and being the sites of eftree houses abut- ting on the said Gower Road and the gar- dens at the rear thereof. (H) Certain lands (640 square yards or thereabouts in extent) situate cn the east Ride of the Tennant Canal Bridge -tiid lying between the towing path of the Ten- nant Canal and the road leading from Swansea to Jersey Marine. (12) Certain lands being the premises known as No. 151 LmngyWach Road. (13) Certain lands (3 acres 5 perches and 23 square yards or therea-lxmts in extent) bounded on the north-east by Carmarthen Road and being paa-t- of the field num- bered 290 on the 1/2500 Ordnance M&p of tthe. Parish of Swansea Edition of 1916. (H.) Certain lands (22 perches and 20 square yards or thereabouts in extent) and being part of the gardens at the rear of Nos. 1 to 6 Brickyard Road, Gendroa. 13. To empower the Corporation to de- mand and take for the conveyance of passengers parcels and goods in or upon any omnibuses or other vehicles, such fares and charges as may be prescribed by the intended Act to provide (if thought fit) tha,t the omnibus undertaking Ellnri form part of the tramways undertaking of the Corporation, and that the omnibuses or other vehicles eihall for purposes of licensing drivers etc. be deemed to be carriages used on tramways and to authorise the Corporation to make bye- laws for regulating the travelling and for preventing nuisanoes in or upon the said omnibuses or other vehicles. 14. To authorise the Corporation to lease tllesaid omnibuses or other vehicles, or any of them and their powers in con- nection therewith to any Corporation Company or person for such period or periods as they may think fit and to enter into Agreements as to working the same, whether as part of a through route or otherwise. 15. To empower the Corporation within tho parishes and I I Te ferred to and elsewhere for the purposes of the intended workr- and for the pur- poses of recoupment or exchange and pro- viding space for the erection of buildings adjoining or near thereto said for other the purposes of the intended Act, or of the Corporation ot any existing Acts and Orders to acquire by compulsion or agree- ment and to take on lease and to hold loads, houses, buildings, and other pro- perty, including certain lands in the Borough 7,300 square yards or thereabouts in extent beir.g the field numbered 368 on the 1/2500 Ordnance Map of the Parisn of S ion of 1916 and also any rights and easements in or over lands, Waters and other property which may be required for any of such urposùs as afore- said, and to empower the Cor-pomtion to appropriate and use for the purposes of the intend-ecl Ad; any lands belonging to or vested in them, and to make exchanges of land with other bodies end persons, and upon any such exchangee to poy or receive money for equality of exchange. Hi. It is proposed for the purposes of the intended Works to acquire certain lands being or reputed to be common or coTnmonable binds in the Parish of Swan. sea known as Blackpill Burrows, the esti- mated area to be acquired being 7 acres 2 roods 2 ixn-ehcs and 20 square yards or thereabouts. 17. To authorise the Corporation to hold, sell, leAse 01" otherwise dispose oi any lands which thiy may acquire under the authority of the intended Act or other- wise, or which may for the time being be held by them, freed from tho1 provisions of the Lands Clauses Consolidation Act, 1845, with respect to superfluous lands all, to the making good of deficiencies in assessments rates and clu^rges and other- wioo and to provide for the application cf moneys received in respect ot such sale, lease or disposal. 18.. To exempt the Corporation from the operation of Section 92 of the Lands Clauses Consolidation Act, 1845, so as to enabLe them to purchase compulsorily part only of and easements in respect of certain properties. 19. To make special provision with re- gard to the amount of compensation to he paid in respect of the lands or ease- ments to b3 acquired under the intended Act, and to provide that in determining tho amount of such compensation regard shall be had to the increase in value of other lands of the person claiming com. penaation resulting from or caused by the construction of the works proposed to be authorised and the exercise of the other provisions of the intended Act and such other circumstances as may be mentioned or referred to in such Act, and to provide that any buildings erected, alterations made, or interest created after the date hereof or such other date as may be men- tioned in the intended Act shall not be taken into consideration and to make pro- vision. a", to the eintiy on and survey of land and for enabling persons claiming compensation to amend their elainvs. 20. To authorise the Corporation to acquire by Agreement and the owner or owners thereof to sell all rights and in- terests in the foreshore of Swansea Bay and the Bristol Channel, between high, and low water mark of ordinary spring tides, so far as the name is within or ad- jacent to or co-temiinous with the Ikfvough and to extinguish all public and private rights and privileges therein. thereon or thereover. j 21. To confirm the acquisition by the Corporation of the lands and build. ings known as the Singleton Estate in tno Borough, and to authorise thaou to appro- priate the same for University purposes, •Judges Lodgings, Recreation Grounds and each other Corporate purpose's as the Cor- poration may deem expedient and for such other purposes and in such manner as may be prescribed by the intended Act. 22. To confer further powers upon the Corporation with respect to the acquisi- tion of lands within and without the borough and to enable them. to purchase or take on lease and hold any lands for any purpose required by them or in antici- pation of their requirements, to cuter into contracts for the acquisition of lands and to borrow money temporarily for the pur- pfx-o of such contracts to enlarge tho powers of the Corporation relative to the retention, s«b\ lease and disposal of lands and to extend the powers 00 enlarged to any lands for the time being of the Cor- poration under any public or local Act. or otherwise and to extend the powers of the Corporation fur the sale and leaso of lands and houses under the Housing Acts. 23. To confer further powers upon the Corporation in reference to streets and buildings especially in regard to the fol. lowing matter:—To enable the Corpora- tion in certain cases to reoviire a width of street in excess of that requited by the byelawe in force within the borough, and the setting back of the lino of buildings in new streets; to empower them to execute urgent repairs to passages stairs and approaches between the higher and lower parts of the town without becoming liable for maintenance; to require the I approval of the Corporation to the eiec- tion of new bridges in continuation of 1 existing or future streets; to prohibit the erection of buildings and bridges amd the placing of ra-ils and apparatus over streets and the erection of retaining walls with- out the consent of the Corporation; to pre- vent the restriction of air erpace about ex- isting buildings; to confer on the Corpora- tion increased powers of prescribing the future line of existing streets and to post- pone the date of purchase of land unbuilt upon between such line and the street; to regulate the 'use of hoardings and advertisements and to prohibit the exhibi- tion of fmsdahihr. jadvCTtisejiients, tP re-j quire tiie lopping of treez hedges or shnibt-, overhanging streets, and to prescribe when buildings shall be deemed to be in a istreet. 21. To make further provision T^th re- gard to infectious diseases sew ems and drains and other sanitary matters 11on(1 in particular in the following respects that IS to say:—to require the provisions oi ade- quate food storage accommodation in ox- isting houses; to impose a penalty for eoc-t posure of persons suffering from infectious disease, to empower the Corporation dur- ing the prevalence of infectious disoasc to close and in certain cases to exclude chil- dren from Sunday schoolr, cinemaa and Other places of public entertainnvent; to define and extend the meaning of infec- tious disease for the purposes cf the in- tended Act and of the Swansea Corpora- tion Acts 1902 and 1912, and any other Act relating to the Corporation; to enable the Corporation to secure the removal to, end detontion at, a hospital of peroon13 Pilfer- ing from pulmonary tuberculosis; to re- quire buildings to be disinfected bo as to prevent the spread of tuberculosis: to pre- vent the contamination of sausages and similar foods; to prohibit rag and bone dealers from selling or distributing food, bladders, etc., at their premises or from their carts and other vehicles; to authorise the inspection of promises suspected of being unlawfully used ae seamen's lodging houses; to empower the Corporation to reconstruct private drains improperly laid and to repair defective private drains and to recover the cost from the owners. 25. To empower the Corporation to pro- vide construct and maintain on lands be- longing to them additional public slaughterhouses, to revoke licenses issued by them or their predecessors in respect of private slaughterhouses, and to closo private slaughterhouses, to prohibit slaughtering elsewhere than in a Corpora- tion slaughterhouse and to compel the weighing of caroases of all animals slaugh- tered at a public slaughterhouse. 26. To require motor carriages exempt from Revenue Duty under the Finance (1909-10) Act 1910, to be licensed by the Corporation as hackney carriages under the provisions of the Towns Police Clauses Acts, to require all motor carriages licensed by them as hackney carriages to be furnished with taximeters and to oa-rry passengers at the fares for the time being chargeable in the Borough for the hare of hackney carriages plying for hire, to pro- vide a simpler and speedier method where- by such fares may be revised and to ex- tend the definition of the word street" for the purposes of the Towns Police Classes Acts so as to include certain premires of railway companies, garages and other private premises. 27. To make regulations with a view to preventing disorderly conduct in public libraries, police oiSces and other public buildings. 28. To empower the Corporation to advertise the attractions of the Borough and to apply such revenues rates and funds thereto as the intended Act may prescribe, to confer further powers upon the Corporation for the regulation of swimming baths and open bathing places and to empower them to permit the rame to be used for family Hnd mixed bathing, to enable them to reserve the exclusive use thereof for such contests, exhibitions | entertainments and other purposes as they may think fit, to prescribe different rates for the use of such baths at various tines and for various purposes, and to authorise the Corporation to impose restrictions and make regulations M to the use «f the fo-re- shore in or adjacent to the Borough. 29. To remove the limit upon, or to in- crease the amount of the annual contri- buttons payable by the Corporation to their Workmen/a Compensation Fund tn such extent as may be prescribed .by the intended Act, and to vary, amend, or re- j peal the provisions of Section 109 of the Swansea Corporation Act 1902 with respect thereto. 30. To authorise the Corporation to astablish and maintain a Superannuation Fund or Funds for their oiffcers, workmen and other employees, to empower the Cor- poration and to require sutfh officers work- men and employees to contribute to such fund such sums as may be prescribed by the intended A ct and to make provisions j and regulations with regard to the con- duct and administration of the Fund and the payment of benefits thertmnder and to prescribe the age at which persons en- titled to benefits in the Fund shall retire. 31. To authorise the Corporation to establish and maintain a Fire Insurance Fund in regard to the buildings and other properties under their control, and to enable them to make such capital or annual contributions thereto as may be prescribed by the intended Act. 32. 'To authorise the Corporation to establish a.nd maintain a Fidelity Guamn- tee Fund, to provide against the loss which they, or the Guiutiians of any Union, wholly or partially comprised within the Borough, or the Overfieera of any Parish comprised within the Borough, may sustain in consequence of the dis- honesty of any person employed or ap- pointed by the Corporation, and to e-nablo them to appropriate to the Fund such j capital or annual sums 1<-8 may bo pre- scribed by the intended Act. 33. To authorise the Corporation to establish and maintain an Education Aceidcnt Fund to provide for meeting claims which may be made upon them as the Local Education Authority for the Borough in lespect of any accident or injury occurring to their employees, or to any child or person attending the school- in the Borough, and to enable them to appropriate to the fund such capital or annual sums as may be prescribed by tne intended Act. 34. To consolidate into one rate (here- inafter referred to as the consolidated rate") the Borough Rate the General Dis- trict Rate and all or any other rates which the Corporation are or may he authorised to make or "levy and the Poor cif tho Parish of Swansea and Hit or any other rates which are or may Ice other- wise leviable in the Borough or any part or parts thereof to provide for the pay- ment out of or the carrying to the eredii of the Borough Fund and the Borough Rate of all expenses and moneys which would otherwise l>e paid out of or carried to the credit of the District: Fund or General District Rate or any obher rates or fnIld" as aforesaid, and to provide that references in the Acts ami Provisional or other Orders of or relating to th.f Cor- poration or in force within the Borouprh or in any mortgage of or charge on any o-f the rates or funds hereinbefore re- ferred to shall be construed as references to the Borough Fund and the Borough Rate. 35. To provide for the closing of the General District Rate and District I" v.nd. and for the transfer to the credit or debit of the Borough Fund of balances stand- ing to the credit or debit of the said- Rate and Fund and to require the Over- seers of the Parish of Swansea to pay out of the Poor Rate leviable therein the con- tributions of the Parish to the Borough Rate, and to apply to suc-h contribution;! the provisions of Section I'M of the Munici- pal Corporations Act, 1882. 36. To repeal, alter or amend all or some of the provisions of the Act 7 and 8 Viet. cap 102 the Swansea Municipal Cor- poration Act 1863, the Swansea Local Board of Health Act 1872, the Swansea Corporation Loans Acts 1881 and 1882, the Swansea Corporation Act 1889, the Swan- sea Corporation Act 19(1.2, the Swansea Corporation Act 1912, tho Local Govern- ment Board's Provisional Order Confir- mation (No. 6* Act 1918 and any other Act public or local or Order (including tli,o Public Health Actt) relating to the rutos leviable in the bois«^Efe, or !p. y. i part or parts thereof or in respect of par- I ticular classes of proporty or to the pay- ment by the owner instead of the occu- pier of any premises of the whole or any 1 palt of any of the said rates or to any I, exemption or rebate from the said rates or any of them, and to make new pro- visions with respect to any or all of such i matters and generally to make all each consequential and other provisions as may be necessary or convenient in order to provide for the consolidation of all the rates of the borough. 37. To authorise the Corporation to I borrow and reborrow money for all or any of Mie purposes of the intended Act, and for such other purposes as may be d;emed expedient, and to charge the moneys to be so borrowed, and the in- terest thereon, on the tramway revenue of the Corporation, the Borough Fund, and Borough Rate, the consolidated rate or other local rates, and the estates un- dertakings, tolls, rates, rents, revenues, and other property of the Corporation, or any of such securities, and to create, iesue, execute, and grant mortgages, debentures, debenture or other stock and consolidated stock in respect thereof, to make provision in regard to temporary borrowing by loan from or overdrafts on banks or otherwise, to authorise the Cor- poration to use any sinking fund instead of borrowing from other sources, to invest their Sinking Funds in statutory securi ties, to grant gratuities to their officers and servants in certain cases, to authorise the Corporation to apply any of their funds to all or any of the purposes of the intended Act, and to make. levy, and re- covor rates, and increase existing or authorised rates for any of such purposes to provide for the application of moneys arising from the sale of iands, and to make further and better provision with regard to the borowing and repayment of money, the auditing of accounts and the finance of the Borough. 38. To empower the Corporation to es- tablish and maintain a Savings and Hous- ing Bank, to authorise them to receive deposits and to make advances and to enact all necessary provisions in regard to the conduct of tho Bank, and to authorise the making of regulations for facilitating its purposes and objects. 39. To confer further powers on the Corporation with respect to the issue of Corporation Stock and to make provision as to the date of redemption and the rate cf interest payable, on any future issue thereof and to make such consequential amendments in and to alter or repeal all or some of the provisions of the Swansea Corporation Loans Acts 1881 and 1882 and the Swansea Corporation Water Act 192, ? with respect thereto. 40. To empower tho Corporation and any local authority, company, or person to enter into or carry into effect agree- ments with respect, to all or any of the purposes of the intended Act, and to con- firm and give effect to any such agree- ment which may have been or may be made prior to the passing of the intended Act, and to empower the Corporation and any such local authority to apply to any of the purposes aforesaid any of their corporate funds or other moneys under their controL 41. To empower the Corporation to I execute works in default of persons liable therefor, and to provide for the payment of the expends thereof and incidental thereto and that in executing any such works the Corporation shall only be liable for negligence; that persons acting under the direction of the Corporation in execu- tion of any of the powers of the intended Act shall not be personally liable, to make provision as to the apportionment of expenses in case of joint owners, the recovery and payment cf penalties and demands and other matters incidental to the carrying into effect of the provisions of the Acts and Orders relating to the Corporation. 42. To empower the Corporation to make and enforce bye-laws and regula- tions in respect to all or some of the matters and things mentioned or referred to in this Notice to authorise the imposi- tion and recovery of penalties for breach of or non-compliance with all or any of the proyisions of tho Acts and Orders relating to the Corporation or of any of such bve-laws or regulations and to ex- tend tho powers of the Corporation in regard to bye-laws under the Public Health, and Municipal Corporations Acts, and to provide as to appeals from any judgment, determination or requirement; or withholding of any certificate, licence, consent or approval under or arising out of the intended Act or any other Act or Order in force within the Borough. 43. To vary or extinguish all or any rights and privileges inconsistent with or which would or might in any way inter- fere with the objects of the intended Act, and to confer other rights and privileges. H. The intended Act will or may in- corjxxrate or make applicable all or some of tho provisions of the Acts and Orders hereinbefore mentioned or referred to and any other Acts and Orders relating to the Corporation or to the thorough or to the tramway undertaking oi the Corporation with such ali -rations and amendments as may be deemed expedient, and will repeal such of those provisions as are obsolete or exhausted or inconsistent with the provisions or objects of the intended Act, ¡ and will enable the Corporation to exer- cise some of the powers granted by the said Acts or any of them as well as the i powers hereinbefore mentioned and will or may alter, amend, extend, cnÜ1rgo or j repeal or re-enact, with or without I' amendment, all or somo of the provisions of the slid Acts and Orders.
