GENTLEMEN.— You will be ehortly called upon to elect a member to represent you in Parlia- ment. As the adopted Candidate of the Rhondda Conservative Association, I again beg to ask you for your vote and support at the forthcoming Election. My views are so well-known to most of you that it is quite unnecessary for me to set them out at any length. I do not propose to do any can- vassing, but if you believe that the good of the British Empire is more important than that of a particular party will you please read and consider the foHowing points. HOUSE OF LORDS. A second House is absolutely necessary. It never thwarts the will of the people; it does ensure that the people shall be consulted before the passing of measures which vitally concern them. Reformed aa the Unionist Party will reform it. the House of Lords will be the people's greatest safeguard against the rushing through of measures on which they—the people—have not been consulted. HOME RULE. The Home Rule which Mr. Redmond demands is not justice to Ireland, but injustice to GreM, Britain; it is an injustice to which the Unionist Party will never con- sent. Remember that the Nonconformists and Protestants of Ireland oppose Home Rule to a man. NAVAL POWER. Without a Navy strong enough to ensure the safety of the country, discussion on any other subject is useless. The Unionist Party is pledged to fight for the absolutely unassailable supremacy of the Navy. TARIFF REFORM. Tariff Reform will not increase the expenses of the working classes. On the other hand, it will tend to give them better housing, better clothing, better food, and better wages; it will enable taxation to be reduced, or even removed, from the food that is now heavily taxed by the Libernl Government, and 1£ still rising in price, and it will transfer the tax to goods manufactured abroad and dumped into England to the detriment of the British food worker. INSURANCE AGAINST INVALIDITY. It is the policy of the Unionist party to extend the provisions of the Workmen's Compensation* Act pa-eaed by them in 1897 (and described by Mabon at Birmingham on October 3rd, 1901, as the greatest domestic and social measure they had ever received from any Government) to such other forms of misfortune as make the competent work- man no longer able to support life, wife, and family. I am in favour of the system that ensures that each child shall lie taught in the Public Schools the form of Religion desired by its Parents.
