CHARITY BECINS AT HOME. j The Corporation of Llanelly need to be sharply reminded that charity begins at home. At their meeting on Monday, they dec-cud to subscribe P,10 towards a fund for the purpose of purchasing com- forts for men engaged in road construc- tion in France. We have nothing to say against any movement designed to alle- viate the lot of soldiers or civilians on duty in France, but surely, our first con- sideration should be the comfort of tho lads from our own town, some of whom have been fighting in France since 1914. How is it that the Ma)or and Corpor- ation have no thought for their own fellow-townsmen ? It is a disgrace to Llanelly that no organized effort has been made locally for this purpose. While prac- tically every other municipality has its own Soldiers Comforts Fund, out of which parcels are sent regularly to the various .fronts, absolutely nothing has been done in Llanelly. Even Burry Port and Kidwelly, as well as the outlying villages of Llannon and Pontyberqm, are ahead of us in this respect. Yet, when an application for help for readmen comes before the Corporation from Bolton, the members of the Corporation tumble over each-other in an outburst of philan- thropic zeal. Mr. Nathan Griffiths, in- deed, went so far as to suggest a con- tribution of L100 It would be more fitting if the Alderman used his eloquence to induce his colleagues to spend icioo on comforts for our own lada. In the early days of the war, several hundreds of pounds were subscribed in the town for the 4th Welsh. Some of this money has been expended, but we understand that there is still a substantial balance at the Bank. What earthly purpose it is serving thero ^re do not know. We do know, however, that it was never the in- tention of tho subscribers that their donations should be lying dormant in tho Capital and Counties Bank. A MOMENTOUS SPEECH., I It fell to the lot of Mr. Llovd Glc-ge to make on Saturday one of the mc;t momentous speochcs that have ever fallen from tho Jips of any man. Speaking to the Labour Conference, he made it clear h. once again what it is that W3 are !lg tmg for, and with the approval of Mr. Asquithj Viscount Grey and other repre- sentative leaders, as well as of the Government which he is the head, he laid down in words that cannot be mis- understood, the principles on w hiclI ,peace • can be established. The Prime Minister emphasised the fact that we are not fightng [1, war of aggression against the -German people. The destruction or, dis- ruption of Germany has never been a war aim with us. What we are fighting foij is the complete restoration of Bel- gium, Serbia, Montenegro, and the occu-, pitxl parts of Italy, France and Roumania. TV e are alao ¡::L:c1 "to the 'death" with France in regard to Alsace-Lorraine. But I the climax and, in some .rejects, the ¡ most pregnant portion of his declaration lies in its reverences to the creation of "some iutcmationaj -prgan.ization" that shall "reduce tho crashing weight of modern armaments, the increasing evil of compulsory military service, and the vast waste of wealth and effort involved in warlike preparation." The settlement after the war must not bear in itself the seed of futiire war. It must be political- ly just and economically sound, and must give no handle to oppression. To attain it we are ready to employ not only our military resources but that control of raw materials which, as the Prime Minister clearly hinted, is among the most potent weapons of the Allied democracies. The declared objects of the British peoples are to attain-a pdkeetkit shall, in all humag probability, not mere- ly follow but supersede, tvar; to base it upon vindication of International Right -not forgetting the right, of our mur- j dencl S2:1mena:1d -upon government by the consent ,of' the governed; and .0 bring future controversies and disputes within the 'ePvc fcive competence qf league 'of civilized nations. To the at- tegument of these objects we are resolved I to bend our united win, our every lie-I source, and our utmost endeavour. THE MEAT SHORTACE. l There are signa that the dearth of I meat has passed its most ae-e stage and that the .supply of cattle coming. into the markets is slowly expanding. From several parts of the country come reports of an improvement m the number of beasts brought to sale for slaughter, and as the farmers have now had over a fortnight, in which to study the working of the Cattle (Sales) Order, under which the new system of grading and price control was brought into operation, any justification that their natural cautious- ness may have afforded for the holding back of cattle is ceasing to be valid. Meanwhile the Ministry of Food has taken steps which will secure that, so far as possible, the supplies available during the next four weeks shall be fairly distributed as between one butcher and another. Instruction& have now been is.sued.to local food committees to obtain from every retail butcher in their dis- tricts a statement, eilof his requirements for the present week and each of the next three weeks, and to issue to each retailer certificates allotting to him a quota for j these weeks, tho total for the period be- i ing limited to one-half of his ascertained October sales. The reduction thus pro- posed in the butcher's allowance should obviously be accompanied by a reduction, in the consumer's demand, and it is for this purpose that the decision has been taken to enforce one meatless day a week. On this day-Tuesday for London and. Wednesday for the rest of the country- it is intended that 110 meat, cooked or uncooked, shall be sold or consumed by [ the general public, but an exception will. be made in favour of manual labourers. I I PUBLIC HALL FOR BURRY PORT. The Burry Port Council are to be con- gratulated on the businesslike way in which they have taken up the question of a Public Hall. This is a project which the "Star" has been urging upon Burry Port for some weeks, our contention be- ing that no more fitting War Memorial coulq. be decided upon than a commodious, building suitable for public gatherings. There is to-day no accommodation of this kind available in the district. As it in, the Parisii liuli has ta do duty on aU sorts of occasions, and hew inadequate its accommodation is most of our readers- kncw from personal experience. In A scheme of tis kind, ii is essential tha4. the Council should have public opini. behind it. We aro lad to find that ikw. is already fofthftoming. Indeed, the pBO- jcct may bo said to haYe. been forced upon the attent'n oc the Council by outside- o?? the -Council by outside- warmly by the been taken up.- whose request, Dr. Williams brought i<t before the Council. Wo are a in- fo?pd tbü i? was d?cus?c-J at the last meeting <A xhc- War Fundls Commfttee. an organization which is thoroughly re- presentative ci both Berry Port and. Pembrey. In view of ,this display of pubtie interest, the Council need not fear to go forward, and it is gratify ing to know that they have already appointed «. i^rong committee to consider the ques- tion in all its bearings. As has already hócn pointed out, it will not be possible to stiu-fc building operations in war time, but they need not prevent the Council getting their scheme ready now, so that when the proper time arrives, they wili bo able to iiiahe a "bricks and mortar." start without delay.
