í WELSHMEN ON TIGRIS EXPLOITS DESCRIBED BY EX- SWANSEA JOURNALIST A well known Welsh journalist, Mr. J. A. Sand brook, who served his appren- ticeship to journalism on the old Cam- brian" at Swansea, and who is now editor of the Englishman," Calcutta, has recently visited the Tigris front, at the imitation of the Indian Government. Mr. Sandbrook, who is a broher of Mrs. I-tie Perkins, Swanaea. and who served ?ii,h the 3rd Glamorgan Volunteers in the African War, has contributed to his paper a series of articles on the capture 4 Bagdad and the final stand of the Turks in Mesopotamia. In the course of ODo of them he has a good deal to say of the heroic deeds of a Welsh regiment. The Turks, it will be remembered, made their last stand in a strong position near the foothills of the Jebel Hamrin, and some 36 miles from the mouth of the Ad- haim. Here, with the 14th Division on the left bank and the second on the. right, they awaited the British attack. At three a.m. on April 30, when the day was begin- ning to break, Mr. Sandbrook writes, the whole British line advanced across the bare plain, supported by a heavy artillery barrage, which helped to keep down the enemy'a fire. Our right gained its objec- tive and drove the Turks out of their line, of trendies. Our left advanced to within 600 yards of the main position, the Boot, which bristled with machine-guns and rifles. Here at four o'clock in the morn- ing they dug in and awaited developments. WELSHMEN'S OBJECTIVE. I In the centre our first objective was an empty village of mud huts that stood on thv high banks of the river and the second iin-e of Turkish trenches to the east of it. The oincer in command of our centre sent out one battalion on the left and another on tjh« right to seize the village. The men of these battadioiig, both drawn from the Welsh boiderland, moved for- ward to the attack with amazing steadi- nes. And once they got into their stride there was no holding them. In spite of a g^to'ing fire the two regiments advanced ri. ght up to the enemy's trenches and drove t,b,-) Turk cut with bonlib and bayonet. They had gfcined their objective with mag- nificent success, capturing many pri- soners. Bat their blood was up, and such is the spirit of the border there is no stopping these men once they are roused to action. They swept across the plateau against the Turks in front. Nothing could have been more magnificent than their heroic rash. They went right up to the enemy s guns, and for a time remained in posses- sion of eight 4.2 howitzers, some of them brand new, and some 800 prisoners. TERRIFIC OUST STORM. I But there came a change. At about 7.30 in the morning the guns were ours, one battalion had advanced beyond the vil- lage, and another occupied the rest of what was a critical point in the Turkish lines. Suddenly one of those terriffic dust storms which sweep over Mesopo- tamia came on. It shut out the whole battle scene, and none could see what was happening on that fateful peninsula where theso two battalions stood triumphant, but separated from their units. Ali Ihsan, the Turkish cormmander, is a man who is quick to seize his oppor- tunities. He watched with anxious con- cern the conflict on the peninsula. He saw our men push on and on. He saw the Welshmen ta':e his guns cheering themselves hoarse. The dust storm was his opportunity. Only those who have seen these storms blotting out all the landscape for hour after hour can realise theis blinding intensity. .1 -?- -? A HAND-TO-HAND STRUGGLE. I Behind the clouds of dust All ihsan launched a daring counter-attack. He thrust what was probably his main re- serve of a couple of thousand men across the river. Hidden from the view of our right wing troops his reserves passed right across their front, their daring march not even suspected. Ali Ihsan took the risk and fortune favoured him. His reserve passed in front of the British right and pushed on to the village and peninsula where our two battalions were in possession, and behind the impene- trable veil of dust there raged a hand-to- hand struggle, fierce, desperate, deadly. Two or three thousand Turks were maja&rv! in a front of about 400 yards. They swept into the village in overwhelming numbers and reoaptured it. and then they turned on the troops who had gone be- yond the village. Cut from support by the murk of the dust storm, the odfls were too heavy against our men, and the guns were recaptured and taken away bv the Turks, but not before one of them had been destroyed and others seriously damaged. When it was realised that the Turks were again in possession of the village gun-fire of great intensity was poured into the group of mud hute, and the enemy were forced to evacuate it. By midnight the field was entirely in the possession of the British, and the Turkish army was in full flight to the Jebel Hamrin hills. The punishment in. flicted upon them had entirely broken the morals of the 13th Army Corps, and only a few remnants of what was once a fair- sized army watched from a respectfiil dis- tance our column packing up its traps and departing down the Valley of the Adhaim. r

FOUND AT THE MERMAID. I I Divorce Story That Culminated at I the Mumbles. In the Divorce Court on Tuesday Mr. Justice Horfidge heard the petition of Lilian Marion Greite for divorce from her husband, Maurice Woolf Greite, alleging adultery at the Mermaid Hotel, Mumbles, in December, 1916, and cruelty. Petitioner said she was married to re- spondent in the Transvaal. Her husband was a Colonial, born at Krugersdorp. They were in this country in 1913.. Sho had often complained of her husband's conduct with other women, and had for- given him for the children's sake. Since you," witness said to his lord- ship, tried the case in which he was co- respondent, my lord, I have forgiven him." Preceding, witness said her husband joined the Army in August, 1914. in Sep- tember, 1916, she visited him when he was at Cardiff, and there she found two lettera in his possession signed Mar- jorie." She kept one of the letters. On December 4th, 1916, she and Mrs. Chick went to the Mermaid Hotel, Mumbles, and found her husband there in the sit- ting'room with a woman. Witness said to him, This is why the kiddies and I have no home." Witness had not lived with hef husband since. His lordship, after hearing further evi- dence, granted a decree nisi, vith costs, and the custody of the two children of the marriage.

I suggest that we work along two linea at once. (1) Educate the people. Most people know nothing of State Purchase save from the biassed criticisms of its op- ponents. When the people know what it really means, the reasonableness of Mr. Lloyd George's proposals appeals to them. Let them know. (2) Bring pressure to bear on the Welsh M.P.'a. EXPLOSIVES IN RIVER. Young Swansea Valley Colliers in Trouble. At Ystradgynlaig Police Court on Tuesr day, before Messrs. J3. G. Benthall and Morgan Price, three young colliers named Christmas Davies. Rees Williams and John Rees Evans, of Lower Cwmtwrch, were charged with using explosive6 to d&. stroy iish in the River Twrch. The pro- ceedings were taken at the instigation of Col. Gough, who held the fishing rights on one eide of the river. P.C. Thomas said that on- June 21st,. at 10.15 p.m. he heard a loud report in tho direction of the river near Tro'r Glien, Cwmtwrch. Upon going down to- fh4 river he saw the dcfctidanto in the fiiiduli of the river looking for dead fish. When defendants saw witness approaching twe of them ran away. He caught ChristxnaA Davies, who said they threw one stick or powder and one cap into the pool, with the result that they had one fish. Later on Rees Williams and Christmas Davies stopped witness on the road, and the: asked witness to let them off. Defendants now swore that Bees Wil", liame only came into the river after tha shot was fired. Christmas Davies and John Rees Evane pleaded guilty, and de- clared that they found the powder on the river side. Mr. Benthall pointed out the serious- ness of the offence, and mentioned that one man in Pontardawe some years ag* had been sent to jail for the offence. The case against Rees WiWiama would be dismissed, whilst the otaer two would be fined 40s. each. He koped thif would serve as a warning » others the district. ■1 H"

WAR OFFICE AND THE W I PUBLIC. It can be asserted as a general proposition that the War Office has not come out of the Re-examination Inquiry with any credit. The oountry has followed the evidence, day by day, with uneasiness, dis- tressed at the number of hard case," amazed at the Cynical dis- regard paid to Governmental and Parliamentary instructions. The Army Council issued an order to the boards to be careful not to pass bad cases, and this was printed in the book of instructions laid on the table of the House of Commons. But following it came a secret circular, issued by the War Office, giving the boards other instruc- tions, and as a result the A" classes were flooded by men un- equal to the strain of that category. The War Office has indeed gone about its business as though it wanted to create trouble. Lotd Derby has now realised that strong measures are necessary in order to regain the confidence of the people, and the proposal to transfer the whole of the recruiting system out of the hands of the Army and the War Office, drastic as it is, and late in the day, will not be unwelcome in view of the revelations proceed- ing daily from the Re-examinations Inquiry, Three delegates of the Russian Council of Workmen's and Soldiers' Delegates are due to reach this country to-day, and one of them is to be at Swansea on Sunday. Under these circumstances it is well for us to consider what the C.W.S.D. stands for, and it may be said at once that it does not stand for the programme the Left Wing of the Socialist Party, the discontents and tihro organisations such as the No Conscription brigade, the Coun- cil of Civil Liberties, the Union of Democratic Control, etc., and the I.L.P., combine to put forward. The Russian Council of Worlf- men's and Soldiers' Delegates is a plant' of sturdier growth. Between the political doctrines of the Snowden school and the C.W.S.D. there is a world of difference. Russia has assumed the, mission of uniting the demo- cracy of all the belligerent oountries in a fight against Imperialism," it declared in a recent manifesto. "This, mission will not be dis- charged by her if the German Im- perialists should succeed in exploit- ing her aspiration for peace in order to detach her from her Allies and to inflict defeat upon her army. Let the army by its firmness lend the necessary power to the voice of Russian democracy in face both of the allied and hostile countries, Tbiwe is only one reply possible to the provocation of the German General Staff. Rally close? to the flag of the Revolution and redouble your energy in the cheerful work of the resuscitation of the fighting power of Russia, necessary for the protection of her liberty and for the attainment of a universal peace." The Russian- Council has con- demned the deserters in striking language. The voice of Revolu- tionary Democracy," it E!a.1d in an appeal the other day, utters a grave warning to the desert rs: Back into the army, back to arms, back to discipline! Remember, de- serters, that from the moment when you have forgotten your civic duty towards your country and comrades, when you have aban- doned your units and scattered all over Russia-remember that since that time you have been no longer defenders of the country, no longer citizens of great Russia, no longer sons of the brotherly family of the Russian democracy. r It stands for a peace with no an- nexations and no indemnities, but. it is loyal to France, for with regard to Alsace-Lorraine, the Workmen s and Soldiers' Council has stated that it cannot assent to any pro- posals by which the people of these provinces would not be allowed, to determine their own fate. Now no word was said or hint wae dropped by Dr. Michaelis that Germany was ready for a peace programme that would include sudh a conces- sion. The C.W.S.D. stands for a peace to be obtained by force of arms. In the words of veteran Prince Kropotkin, who when he ar- rived at Petrograd was received by Kprensky, representatives of the Council, and Milyukoff: All of us desire peace. None of us desires more carnage. But the simple desire does not suffice. One must have the power to impose the ces- sation of the carnage on those who began it. And up to the present the German people does not show that it has understood that its Gov- ernments have engaged it in a foolish adventure—that cannot be realised and has no end." The I.L.Peors, and the curious brood who have done all in their power to cripple Britain's efforts to win the war, will not find the Russian dele- gate—if he be true to the declared principles of his organisation-ø peace-by-negotiation brother. The C.W.S.D. for all the extravagance which has been uttered in its name, is a wiser and more far-seeing coun- cil than that commanded by the pugnacious pacifists of our land. We wonder what sort- of a world is inhabited by the Ammanford colliers who demand our Govern- ment immediately to enter into negotiations with our Allies and the Central Powers"! A few days ago the new German Chancellor told the world the sort of negotiations Germany was ready to enter into, but we cannot think that the men who passed the resolution, and dis- played euch spirit about the opera- tions of the combmg-out plan, are eo poor-spirited as to acquieee in Dr. Michaelis's reading of the mili- tary and naval situation. A very slight acquaintance with German internal politics, combined with a cursory reading of recent press comments, makes it clear that there is in Germany itself the very greatest doubt upon the intention of the Government to restore Belgium to her political and eco- nomic independence, and to aban- don all other ideas of fccpible acqui- sition of territory. M. Kerensky is probably the youngest Premier in the world, and the average age of his Ministry is lower than that of any other. It is certainly below our own average of fifty-three years. Kerensky him- self is thirty-live, Terestchenko is thirty-two, Tseretelli not much older, Skobeleff thirty-four; and ap- parently a man in Russian politics is now considered to be 4' too old at forty." Kerensky is said, by one who knows him, to be a mag- nificent orator, full of zeal and fire and hope for Russia. He is a dazzling venture for a young man; but in England we do not forget our own Pitt. Although the Swansea Council at its last meeting honoured the re- commendation of the Electric Lighting Committee with regard to' the allocation and division of cer- tain fees in connection with a sale at the St. Helen's Pwwer Station, the member are to be asked, at 4m September sitting, to rescind the resolution. Notice of motion to that effect stands in the name of Councillors Matthews and Holmes, and we believe they will not have a hard task to convince the coun- cil that the course proposed by Col. Sinclair and his committee is not a desirable one. The principle it introduces, while conceivably it may be defended in some in- stances, is 50 dangerous that the council cannot be too careful. The Tumble inquiry into the out- break of typhoid fever in that dis- trict has an interest for us all. To- day's report of the Local Govern- ment-Board inspector's investiga-: tions, especially with regard to con- ditions at a farm termed "Farm B, explaina quite a lot. An extensive development of tha Land Cultivation Order is being encouraged by the Neath Town Council. The scheme has been such a complete success, that the demand for more land is growing every day, and in order to satisfy all the applicants it will be neces- sary to put several additional acres under the plough. The hope is generally expressed that this will be done in the autumn, and We can rely upon Mr. D. M. Jenkins, the borough engineer, doing his utmost to secure the land and have it tilled tas early as possible. The productiveness of the 1917 muni. cipal patches has been remarkable considering the handicap of a late spring, and the circumstanced which hindered the movement in the initial stages. Affiliated to the Agricultural Organisation Society, the allotment holders of Neath mean business, and the enthusiasm, which has been well maintained, is the sign of advancement.

PILOTS' EARNINGS BREEZY PASSAGE AT PORT N TALBOT INQUIRY There were some breezy passages between repremtative6 oi the pilots und oi the shipowners at a Board of Trade inquiry held at Port Talbot on Tuesday relative to an application for sanction to increase the pilotage ahargee at Port Taibot by 25 per cent. -fr. Garnham Roper conducted the iÎn- quiry, aAd the application, was made by the DOOk, Wharf, and Riverside and General Transport Workers' Union. Ob- jections had been received from the Port Talbot Railway and Dooks Company, Port Talbot Chamber of Commerce, and the Carddif and Bristol Channel Incorporated Shipowners' Association. Mr. E. Bevin (lor the Dockers" Union) said the application was based on the fact that the value of the sovereign had de- preciatod during the war. The upkeep charges of the cutter and the contribution to the cutter company had gone up, the wages of the crew had been advanced )2g per cent., and there was already a demand for a further advance to meet the cost of living. There were ten pilots at the port. The eliipawners had taken advantage of the laws of supply and demand, and had made enormous fortunes during the waT. The wages which a man would take home after all deductions varied from A9 log. (the highest week) to £ 2 169. The average worked out at about M for a Channel pilot. Having regard to the incomes made by the employers it was astounding that the modest request for 25 per cent. should be opposed. The cost of living in South Wales wias fully 15 per cent. above the Board of Trade average for the kingdom.. BREACH OF CONFIDENCE? Mr. W. W. Jones (Cardiff, for the shipowners), argued that the pilots' earn- ing by towage should have been included, but Mr. Bevin insisted that that was not relevant to the inquiry. Mr. Jones asked one of the pilots to say whether it was correct that in 1913 the earnings of each pilot was £593, and was it a fact that, in addition, each pilot got t83 as his share of towage. The towalf fig11re& for 1914 were Y.108, for 1915 r-16, and in 191(1 C147, making the aggregate earnings of each pilot for the respective four years as £676, 2634, £820, and 2947. Mr. Bevin: I should like to know where you had these figures. There must be h grave breach of confidence on the part of the docks company or somebody to give away the business of their employes or merchants. The earnings of pilots from pilotage and towage were distinct and must be so treated. Mr. Jonep said that necessarily the in- tefests of the shipowners and the docks company were identical. Obviously the information he had just given was cor- rect, or it would not arouse such feeling. On those figures he was astounded that the pilots had the audacity to ask for a further 25 per cent., when they were al- ready Earning 40 per cent. above 1913, the last pre-war year. London pilots were content with £ 300; in Sunderland they only earned 9.200, and in Gloucester only £120. Dealing with the suggestion of huge profits by shipowners, he said that the present cost of running one of his ships, which was on Government work, represented an absolute loss of £ 2,700. Mr. S. H. Byaes said it was impossible to separate pilotage from the tonnage. I "HEIGHT OF IMPERTINENCE." Mr. Winks said the result of an increase in pilotage would be that a large number of neutral vessels would not leave their ports. Mr. Bevin, replying, said that for the shipowners to talk of audacity was the height of impertinence. The shipowners of the Bristol Channel had had tht:ir pound of flesh out of the war. More money had been made by them in the last three years than had been made in any gold mine. In 1913 the profit of ship* owners was 00 million, but last year it was 850 million, and now they were wringing Mr. Bonar Law's neck because he wanted 80 per cent, excess profit tax, and were trying their best to drive him out of «fcoe. The Commissioner said he hoped to present his report tihiB week with a view to an early decision being given.

N.S.P.C.C. O* Annual Meeting of Swansea Branch. Sir Jolyi Llewelyn, Bart., presided over the annual meeting of the local branch of the N.S.P.C.C., held at the Free Library, Swansea on Tuesday. Sir John, speaking of the excellent work 4Mo by the Society, said the object was DOt to punish, but to prevent. The Society locally had dealt with 600 children. The report published by Headquarters stated that it was gratifying to be able to report that out of the 129,089 children dealt with, it was only necessary to move 239 from thfc care of their parents. Good work hae been done in connection with the scheme arranged with the War Office authorities for safe-guarding the interests of soldiers' children. Letters, many of them very touching, expressing gratitude, have been received from soldierg in France, Egypt, India and Salonika, and from prisoners of war in Germany. In many cases the appeals for inquiries came from these men. I THE ANNUAL REPORT. Mr. Joseph Hall presented the annual report and financial statement. He said that through the excellent work of the local branch 624 children had benefitted, and their lives had been lightened and changed for the better. Considering the extraordinary times the financial state- ment was good. He referred to the great activities of the ladies, saying that as a result of their efforts the annual income is on the increase. The yearly income was ;£491 15s., one half of which had been for- warded to the hiad office. Miss Blackie, of the parent society, gave « stirring addrees on the work of the or- ganisation. She instanced the great de- crease in the number of cases, and quoted (statistics. She emphasised the impor- tance of Saving t child life of the nation, particularly under present circum- itanoes. Inspector Jones (local officer) was com- plimented for his assiduity and care. With regard to soldiers' wives. Miss Bine Wo said that on the whole they were worthily and loyally upholding the best traditions of the nation, in spite of the slander con- cerning them. In conclusion she urged the local members to co-operate Wd strive for the furtherance of the good work. The general committee was re-elected en bloc, with the addition of several ladies. The usual votes of thanks concluded the meeting. A collection was taken in aid of the Society.
