The- centenary of tho death of Dibdin to be marked by the unveiling of a tablet at Southampton on New Year's Eve to the memory of this song-writer who did so much to stimulate enthusiasm in and for the Navy in the old days of the war with France. It was his theatrical work that first brought him into notice, but after his quarrels with Garricfc and others he launched out on hip own by esta&:°h- ing that little "shop of merriment" t the Sans Souci, Leicester-square, who te he sang his own sea songs with the ut- most gusto. Most of Dibdin* s lyrics are now forgotten, but one still survives in quite robust popularity—"Tom Bowling."

Mr. P. J. S. Tiddetman, the manager I of the Llanellv and District Electric Light and Traction Oompany, will shortly be leaving Llaoelly to take up a. similar position in the more important centre of Carlisle. While congratulating Mr. Tiddeman upon his promotion, his many friends regret his impending de- parture from their midst.

He says the lattcx, well ad i itsed of the Andes7 Bailing, lay in wait off Rio. The Dutch steamer Gabria, whichl-eit ahead of the mail-boat, unconsciously proved a decoy to the cruiser. Just about mid-d^y the Andes came rip with the Dutchman on the inside. As evenine fell Captain Kite cleared out Btraight. for sea, a.nd the Dresden, mista.kmg the Gabria for the And. compelled her to s t-0 p. idealising his error, the Dresden's com- mander sent ont a wireless from the Dutch- man asking the whereabouts of the A_ndes. Captain Kite. however, not, to be caught napping, failed to l-espoud. The lights were immediately extinguished, causing- consider- able alarm a.mongst the pa-avengers. The fhiehins of the Dresden's esarchliprht acroes the sky and ocean enhanced their anxiety, but the Andes altering h-sr course, her cap- tain was enabled to see the rays of the searchlights, while the mail-boat, obscure from view, got clear away, and haA safely reached port. As a. matter of fa-et, the Dutchmtan re- ported the mail-boat as having been mink, the &tatemeut, appearing in the Fouth American papers.

The sum of S4 138- 9d. has been handed over to the Llanelly and District Belgian Relief Fund by the St. David's Chjirch Choir, Hendy, being tho proceeds of a social tea. held on December 3rd, when Miss Caroline Baber presided, and Mr. ,T. HAVOC OF THE CALE. GREAT DAMAGE DONE BY STORM AND FLOOD. UNKNOWN SHIP FOUNDERS, Much damage was done yesterday by a which raged throughout the coun- try. In the Midlands and the north snowstorms were general, in some parts of Derbyshire the fall being two feet deep; in; other districts thA abnormal downpour of rain caused the rivers to •i or flow. The culmination was reached l: night, the wind blowing with terrific j "oroe. In Swansea there was a severe tOlin, but no damage In property is reported. London experienced fog and rain in the ■arlier part of the day, whilo, in the even- ing there WM.6 a blizzard of about two hours' duration. It began suddenly and unexpectedly, and ended in the samt- way. Telephone and telegraph wires have been blown down, and the sendees are inter- ruptoo. to a considerable extent in Eng-, land and Scotland. During the heavy gale last night, the Margate lifeboat was launched in re- sponse to signals of distress, and rescued the master of the barque Circe (Holly), bound from Grays to Dover, and laden with wheat, and al:;o his wife and the mate. There were two other barques in difficulties, one of which sank, but the name is unknown, and nothing is known as to the fate of the crew. It 1B supposed the other barque succeeded in getting out to sea. A Tyunber of small boats were wrecked in the harbour during the gale. Considerable damage was done to pro- perty. Owing to snow, Wolverhampton races to-day have been abandoned. Thames in Flood. Last night's storm and hurricane created an extraordinary rapid rise in the Thames. The head water is very high, and the tail water is now five feet above Bummer level at Chertsey Lock. Throughout the Thames Valley scores of trees, brick walls and fences have been blown down. Adjoining the river the land is inundated, likewise the towing path either side of Walton Bridge,, the water rushing along with remarkable speed. Bargemen declare that last night was the worst they have ever experienced. Floods in Yorkshire. Snow fell in North-East Yorkshire for the first time this winter during last night, there being a good covering this morning. Snow was accompanied by keen frost, whilst in consequence of the recent heavy raiiis both the rivers Rye and Derwent have overflowed their banks, and miles of country are under water. Should frost continue, there will be splendid opportunities for curling and skating. I House Collapses. I The back of a house in Park-place. I Streatham, was blown down. The house was one of a row of old buildings, and it met tho full force of the wind. Gas pipes were broken by the falling bricks, and the gas caught fire. Several people were buried under the mine, one of whom when he was extricated had to be taken to hospital. It is believed at a late hour last night that another person was still buried under a heap of fallen bricks. In the Caterham Valley a. large tree was blown down acroSi the South Eastern Railway line between Kenley and Pur- ley, blocking the up and down roads for over an hour. A length of wood fencing at Whybeleafe Railway Station was thrown on the platform, and other dam- age was doDt) in the district. I Ships Blown Through Pier. I Southend felt the full force of last night's hurricane. A fishing vessel, the crew of which are misKing. and two other craft were blown through the pier, render- ing the structure unsafe, and it is now closed to tliie public as the detention ships lying off the town rely upon the pier for communication, they will be put to some inconvenience. Considerable damage has been done t,) hoats lying on the shore. The lifeboat has been called out. The snowfall was heaviest in the Peak of Derbyshire and in Wales, where men were employed in removing obstructions Soldiers encamped in Derbyshire found a new task in clearing the parade grounds of their white covering-F. Snowploughs were in use last night in the streets of Birmingham, Wolverhampton, and other towns in the Midlands. Late in thp evening the weather became milder. Snow did not fall at Matlock, but there was a heavy fall at Buxton. A blinding snowstorm swept over Leicestershire and Rutland. On the Audland and Grea.t Central main lines light engines were run at frequent inter- vals to prevent the lines becoming i.ocked. Express drivers experienced Treat difficulty owilag to the drifting snow ibliterating the signal lights. An Inundated School. I In the Cheshire village of Wheelock arros and acres are deeply inundated with ftatsr. Such high floods have never be- 'ore been known in the district. The Wesleyan day school, which stands on the .)a.n-kt of a stream, is completely flooded out. furniture floats about, children's desks are practically hidden, and the vrater rushes through le a: river. In the neighbouring village of Malkina Bank muddy water rushed through two cottages from bank to front, and when the occu- pants came downstairs at five o'clock yes- terday morning they stepped into about three feet of water. The biggest landslip near the river ex- perienced in Northwich for a quarter of a century occurred yesterday as a result of the extraordinary rainfall. The River Dane overflowed, submerging acres of agricultural land, and the Rivpr Weaver has risen more than 4ft. above the rlormal I height. Road traffic towards Chester aDd ■ London has been temporarily diverted. Sixty yards of one main road and 120 vards of another are under water. Shops in the Bull Ring and High-street are flooded, the Labour Exchange and several traders being obliged to .suspend business. I Sheep Swept Away. The Rivers Avon and Stour overflowed their banks in the Christchurch district. Fields at Iford and Mudeford are covered with water. All the cattle have been re- moved from the meadows in the vicinity. Following heavy rain overnight, Liver pool was enveloped yesterday morning in one of the densest fogs ever known in the city. Traffic: on the River Mersey was suspended, with the exception of the ferry services. Following the heavy rains which fell at Neweastle-Bmlvn throughout Sunday, all the meadows are under water. Thirteen sheep belonging to Mr. T. H. Williams, Gwyufryu, which were grazing on the Castle Meadows, were swept away by the flood and drowned. Other losses and damage are reported in the district. During a gale the steamer Rigmor, from Copenhagen for Belfast, drove ashore on I the islanq of Popa, Westray, Orkney. She was got off on Monday, and arrived at "Kirkwall for examinatiaiu

The Welsh Territorial Division, which hae removed to Cambridge from Northampton, has received a warm welcome at the Univer- sity town. Unfortunately, very short noUce was given that they were coming, but in a. very few (:a.ye' time & number of commit- tees, representative of both the (Jriivor&iiy a.nd the town, were formed for looking after the welfare of the troops. Not only •lxo they billeted in private houses, but in eoane of the colleges, and in nearly all of i the University lodging-hotraea and on sporw groundtl. MoOOt. of the large buildings, each as the Corn Exchange and ITniversity lis a.mi nation Hall ;tud Assembly Rooms have been taken. and for the time being a number <xf the oollcges have thrown open their dining haila, and owners of private houses are giving up rooms, On Christmas Day several of the regiments were entertained at dinner by their officers, and although the Cheshiree' pium pudding were lost, some ladies of Cambridge kindly substituted others for them. In the evening the Mayor arranged a eucoesaful smoking concert in the Guildhall. Church parades were held in the churches on Christmas Day and Sunday, and there were very large congregations of soldiers at the seiTioee in the world-famous Kind's Col- :eve Chapel, when the choir enraptured the Welshmen with their rendering of Christ- mas carols. Football matches for several weeks have already been fixed up between the different regimante and the Cambridge Town team, whilst a fair a.mount of Rugby should be possible when the btudents return in three weeks or 60.

PEMBROKE PAINTER'S FATAL FALL A verdict of accidental death was re- turned at an inquest, held at Pembroke Dock Naval Hospital on Monday on the body of Thomas Arthur Harries (37), who met with a severe accident about a W(.k ago whilst working in H.M. Dockyard. Watkin Jones gave evidence that he was in charge of the painters who were work- ing on il:M-S. Cordelia on December 18th. The vessel was in dry-dock. Witness gave orders to one of the gang to cut away the staging, which was done. He had not seen deceased since 12 o'clock. They were busy at the work. and had releaused one side, and some of the plaice fell to the bottom. Witness saw the deceased on the fifth plank. He was sliding and fell to the bottom- Deceased's job was on the deck. He did not know how deceased got on the plank. Fleet-Surgeon H- W. Gordon-Greene gave evidence as to the injuries he re- ceived; which were the cause of death.

Watkin Pavies, acknow- lodging a seasonable gift from the church, says:-— The boys in the fith Welsh are having a fairly active and good time. They are not in the trenches as have been errone- ously stated; they are very near them, and the booming of the big guns of the combatants can be distinctly heard. The. Welslj boys, however, are in no way down-hearted; on the contrary they are full of fight, and have no doubt as to the final result of the hostilities. I PRZEMYSL'S PLIGHT. I SUICIDAL SORTIES UNDERT AKEI BY DESPAIRING GARRITN. I In the course of a letter received by the London correspondent of a Hun- garian newspaper, via Italy, the follow- ing reference is made to the state of affairs at Przomysl. I had an interview with an officer who returned wounded from Galioia, and who I gave me an interesting account of the invested fortress of Przemysl and the en- gagements iu the Carpathians. Ho eaya that 110 hopes are entertained as to the fate of the fortress unless the relieving movement now being attempted encoeeds, for the garrison 16 diminishing daily on account of the continuous sorties, and I the men are already wholly exhausted. Every night for a fortnight two regi- ments have been called upon to deliver at- tacks ou the besiegers at different points, and usually only half of the party re- turns. Tha garrison has lost during these sorties more than 30.000 men in killed, wounded, and prisoners; every available place in the city and fortress is packed I with wounded; and, nevertheless, these suicidal attempts do not cease. The olfuCBTs of these regiments are selected from volunteers, and there are some who hav taken part in half a dozen sorties with different regiments. As to the position of the fortress it- self, he hoped that even if the relieving attempt should fail it would be able to hold out for a few weeks more, but iu no circumstances can it resist longer, for the food supply is coming to an end. The garrison is much dissatisfied with the tactics of the commander, who orders I them out by thousands to be killed on these cold winter nightej, but discipline has such a strong grip on them that they I have to obey without grumbling.

But the order that the garment shall be composed of two yards less material than at pr&- sent used has set the heather on fire." The announcement (which has come from Paisley) has created a stir in High- land regiments; the soldiers are hilarious over the samples of the attenuated kilt which have met with their astonished gaze. It may be oeonnmy, but it is all too reminiscent of the hobble skirt to be borne with equanimity. Sentiment alone ha.s-mane for resent- ment at this tampering with the national dress, and henct. the representations to the War Office, Scottish IfJP.'a, and the public generally.
