CAPITAL EXPENDITURE ON RAILWAYS. On the outbreak of war all the companies stopped capital expenditure wherever possible. In certain cases this was im- practicable, since work had already been started and large sums expended, which would be- come remunerative only when the works were completely finished. This remark applies especially to the various electrication schemes in hand on the North-Eastern, the Brighton, and the London and South Western Railways. In general, the companies appear to have spent on capital account during the year only about one- half of what they bad originally intended. The Midland Co., which had a large amount of cash in hand, took up £ 1,000,000 of the War Loan. Those whose capital account was nearly, if not quite, overdrawn have found it necessary to raise what further funds they required by re- deemable securities, the investor having been frightened by the remarkable fall in values which has been notable for many years past and has been merely accentuated by the war. Unless capital can get security combined with a fair return, it will not be forthcoming, and to keep our railways ahead of traffic require- ments additional capital to be found at a rate which for many years past has averaged some 23 millions per annum, and a com- parison of the capital invested in our railways with the number of men employed shows that each £ 200 expended provides work fof only about one additional railway man. I BARMOUTH COUNTY SCHOOL I GOVERNORS. I MONTHLY MEETING. The ordinary monthly meeting of the above Governors was held on Monday afternoon. Present;—the Rev. R. Lloyd Roberts, M.A.,R.D., (vice-chair- man) presiding, Alderman T. Martin Williams, J.P., the Rev. Gwynoro Davies, the Rev. Z. Mather, Mr Edward Williams, Mr Lewis Jones and Councillor John Roberts; with Messrs E.D,Jones,M.A.,(Headmaster), and R. Llewelyn Owen (Clerk). LAID ON THE TABLE. A letter was read from the Clerk of the Festiniog County School Governors asking for information as regards the financial position of the school for year ending. March 31st, 1914; number of children for each term and number of school staff. Mr Edward Williams asked did the Festiniog Governors give any reasons for such information. The Clerk-No. The Rev. Z. Mather said that the financial statement had appeared in the local paper and he saw no harm in giving the information asked for. He proposed that the request should be granted. Mr Edward Williams proposed that the letter should be laid on the table. Some reasons should be given for the information. Mr Lewis Jones seconded, which was agreed to. THANKS. A hearty vote of thanks was accorded to Mr J. N. Roberts, Inveruga and Mr Rbys Jones, Glanymor; for presenting the school with 14 volumes of books,and a handsome Welsh flag. CONGRATULATIONS. It was unanimously decided to con- gratulate Arthur O. Roberts, one of the school pupils, on his recent success in passing the London Matriculation Examination at the age of sixteen years. FINANCIAL. It was decided to convene a special meeting of the Governors early in Ma to go into the financial position of the School. The Clerk reported that a cheque for J6345 18s. 10d., in respect of grants,etc., had been received frona the Board of Education. CORRESPONDENCE. A letter was read from the Clerk of the Merioneth County Council stating that the Rev. R. Lloyd Roberts, M.A., and Councillor John Roberts, Ripon House, bad been appointed as the Coun- cil's representatives on the County School Governors. CONFERENCE. The Rev. R. Lloyd Roberts, M.A., and Mr Edward Williams were appointed as delegates to attend a conference on educational matters at Llandrindod.
