My political principles having been recently laid before You, it is unnecessary for me now to enter into them at any length, but with reference to the impor- tant question of Parliamentary Reform, I shall be prepared to vote for a JE6 rating Borough Franchise. As I stated on a former occasion I am desirous of meeting the conscientious objections of those who differ from the Established Church by tho adoption of any measure which may relieve them from the pay- ment of Church Rates. I place full reliance on the Ministry of Lord Derby as capable of conducting the affairs of this great Country with honor and success, and in the event of my being elected your Representative, you may reh on my best endeavours to promote the well-being and prosperity of your ancient Borough. Cards of Races, containing the names of Boats and Crews, colour of dress, List of Sports, Programme of Fireworks, and latest information, will be sold on the ground- Price Sixpence each. RULES AND REGULATIONS. All boats to be fully described, with the names and colours of the crews, and such description to be for- warded in writing to the Secretary on or before the 11th of September. The Committee reserve absolute power of making such alterations as from circumstances may appear necessary for the better carrying into effect the Regatta. All entrance fees to be paid at the time of entrance. No prize will be given unless two boats start. All Races shall be started in the following maiiner:- The Starter shall ask the question, "Are you ready?" and receiving no reply shall give the signal to start. If the Starter considers the start unsatisfactory he shall at once recall the boats to their stations. No race shall be awarded to any competitor or crew unless they shall have rowed over the whole of the course. No fouling whatever shall be allowed. Any boat fouling will be considered distanced. A boat's own water is the straight or proper course from the station assigned to it at starting; but if, in a race, one of two boats fairly takes the water of the other, by a clear lead, and they afterwards come into contact while the leading boat remains in the water so taken, the boat whose water has been so taken shall be deemed to have committed a foul, but if they come into contact by the leading boat departing from its proper course, the leading boat shall be deemed to have committed afoul. A boat shall be held to have a clear lead of another boat when the stern is clearly in advance of the stem of such boat. The Umpire, when appealed to, and not before, shall decidfc all questions as to foul, or any other dis- puted point. A claim of foul (which must be tendered by the competitor himself, and not by any one in his behalf,) must be made to the Umpire previously to the man fouled getting out of his boat. The Umpire shall be sole judge of a boat's straight or proper course. Every boat shall stand by its own accidents occurring during the race. In the event of a dead heat taking place the same crews shall contend again, or the crew or crews refusing shall be adjudged to have lost the heat. No boat shall be allowed to accompany a competing boat for the purpose of directing its course or affording other assistance, and the Umpire shall be at liberty to declare any competing boat distanced that may have derived an unfair advantage thereby. The decision of the Umpire shall in all cases be final. The first race to take place at 12.30 p.m., and all boats not at the starting place at the time appointed will be disqualified. Any further particulars respecting the Regatta may be obtained on application to the Honorary Secretary, Mr. J. A. JEBB, the Watton, Brecon. N.B.-The Committee have arranged for Boats and Crews to be carried free, at owners risk, to Brecon and back, from the undermentioned places: Hereford (Barton Station); Llangorse (Talyllyn Station); Doly- gaer Station Newport, AIOD. (via Brecon and Merthyr Railway)Cardiff (via New Rhymney and Brecon and Merthyr Railways); Swansea and Neath (via Neath and Brecon Railway.) THE CELEBRATED CYFARTHFA BAND, Numbering more than 20 performers, will (by the kind permission of R. T. Crawshay, Esq.) be in attendance, and will perform Select Overtures, Operatic and other Music, during the day. The following Bands will also attend: The Volunteer Rifle Band from Cadoxton, Neath, by the permission of Captain C E. Evans; the Band of the First Breconshire Rifles, by permission of Captain Penry Lloyd, and a Band of Niggers from Swansea. THE CASTLE OF BRECON HOTEL COMPANY have liberally consented to allow Visitors the privilege, for the day, of Angling in their Preserved Water of 6 miles (well stocked with Trout and Salmon) free of charge, on applying at the Bar of the Hotel and shewing their Tickets of Admission to the Fete. FIVE POUNDS WILL BE GIVEN IN PRIZES FOR ATHLETIC SPORTS. 1st A Flat Race of 100 yards, 1st Prize, 15s.; 2nd do., 5s. 2nd—A Flat Race of 200 yards, 1st Prize, £ 1 2nd do., 5s. 3rd—A Hurdle Race, of 400 yards (over three flights), 1st Prize, £ 1 10s.; 2nd do., 7s. 6d. 4th A Wheelbarrow Race (blindfolded), 100 yards, 1st Prize, 10s.; 2nd do., 5s.; 3rd do., 2s. 6d. 5th—A Sack Race and a jump, 100 yards, 1st Prize, 10s.; 2nd do., 5s. To give the Public an idea of this truly novel piece of Art, and the interesting changes required to give effect, and also at the same time to convince them that it is justly tiih d, it is hoped that the following brief programme will at once stamp its originality, First, commencing with a Rose Wheel and Brilliant Sun, starting forth from its centre; a superb change of 46 Variegated Snakes, headed and tailed by five pointed Stars; again making a sudden transit into a centre Diamond. The eminent and spirited Contractor of the Neath and Brecon Railway (John Dickson, Esq.), has arranged to have the CEREMONIAL OPENING of his RAILWAY on the day of the Regatta. The Special Train will leave1 Neath after the arrival of the first train from Swansea, and will arrive in Brecon in time for the fiel,atta. Major Francis, commanding the First Battalion of Glamorgan Artillery, has kindly consented to prove the practical importance of the new line, by bringing up two batteries of 18-pounder guns from Swansea Bay to the Breconshire Mountains, and celebrate the event by a royal salute. A sumptuous Collation will be provided for 300 peop'e, in a spacious marquee on the ground by Mr. Gunn, of MP" thyir. The chair will be taken at two p.m. by the President of the Committee (G. Overton, Esq.) The tent and tables will be so arranged as to command a fine view of the Regatta. Second class refreshment tenrs will also be erected.
